Does receiving city money have an impact on a chamber s abiity to stand up and fight city ha? Apparenty, the answer is yes, according to oca chamber vounteer eaders (see Snapshot on Page 1) W.A.C.E. I aso adamanty advocate that a chamber shoud ALWAYS have a contingency pan outining what they d do if the contract was canceed or not renewed. Members Vs. Loca Government A key question for chambers has to be: to whom are we behoden our members or the oca government? It can t be both. A time wi come when the oca government proposes something that is not in the best interest of your members or the community. The chamber wi then have a moment of truth and must decide if it s going to be the voice of business or turn tai and avoid confict. Either way there wi be risks. For exampe, if you take on city ha and fight for your members, your city contract might not be renewed. If you avoid the confict and resist speaking out on behaf of the business community, you certainy have members upset with the chamber. Some may even drop their memberships and others may never join because the chamber s known as being afraid to take on city ha. No Reward for Compacency I d rather have peope upset with me for what I did rather than because I didn t do anything. Receiving monies from a oca government can make a chamber compacent. When a chamber gets money from oca government, its board may be hesitant to raise dues and diversify other income sources enough to withstand that day the chamber and the oca government part company. Three rea ife scenarios are paying out as I write this artice: A chamber and convention bureau are spitting because the chamber backed the wrong candidate for mayor. A city has decided to pu its funding of the chamber, because the chamber was voca about city poicy decisions. A city is contempating an extra business tax to hep fund the chamber and make up for revenues that it wi ose by discontinuing an annua specia event. I woud ike to see the chamber in the first scenario continue its operation of the convention bureau. That not being so, I appaud the chamber s eadership for deciding that separating the bureau from the chamber woud be better than avoiding future poitica invovement. In the second scenario, the chamber was receiving approximatey 80 percent of its funding from the city and was addicted to government money. I m afraid there are some very tough times ahead for this chamber as it goes cod turkey. I m shaking my head in disbeief at the third chamber. How can the chamber s eadership sit back and accept a new tax to hep fund the chamber? So much for being an independent business organization! I can ony hope that this chamber isn t setting itsef up for the same fate as chamber number two. Don t Se Out Chambers of commerce can provide services for their communities in a professiona, cost-effective manner. If, however, receiving government money to provide these services stifes the chamber s abiity to represent the oca business community s best interest, I d say NO THANKS YOU CAN HAVE YOUR MONEY! Chambers don t have to be everybody s friend to do their job and create/promote a strong oca economy. And this, unfortunatey, is a concept that s tough for some peope to comprehend. 3 CHAMBER INSIDER JULY PAGE 3 Leader to Leader Communication Is Executive s Key Too for Productive Reationship with Chair What strategy do you use each year with your chairman of the board to guarantee that the two of you don t end up on conficting paths? Jan Sobe, ACE President and Chief Executive Officer Carsbad Chamber Seect the right eaders. Work cosey with your executive and nominating committees to be sure your eadership track contains prospective chairs who have the organization s best interests as their paramount goa, and who understand that working together is a necessary ingredient in the chamber s success. Check them out. By making sure a prospective chair serves on your executive committee for at east one year (and preferaby two or three), you earn their stye and determine any hidden agendas. At the same time, they earn your approach to chamber management and determine if they are a good eadership fit with you. Pave the way for success. Meet at east once a month with the current chair and chair-eect to review issues, finances, management probems, strategic chaenges and opportunities. That way you have a year to become acquainted with each other s stye and approach to chamber business. Communicate. Make it cear at the beginning of the chair s term that it is best for a three components the eected eader, and the organization itsef to have a reationship of open and honest communication. Make it a team. Make it cear that you want a reationship of mutua support, that each of you has a roe to pay in the chamber s success, and you can each best fufi that roe by working as a team. Be patient. Remember that the chamber is your number one professiona priority, but it is ikey your chairman s number two priority; his/ her own business has to come first. A bit of extra patience and understanding of that fact wi hep you cope with the frustrations of deaing with any eected board chairman. Jay Hoyer, CCE, CED President and Chief Executive Officer Wanut Creek Chamber An avid gofer fees the need to expain himsef to his bride on their honeymoon night. He says, Honey, I have to te you that I have been an AVID gofer for many years and if I don t pay gof at east five days a week, I m impossibe to ive with. Wi that be a probem? His bride, aso feeing the need for open discosure, repies, That s OK, honey. Maybe I shoud expain that I have been a hooker for many years. Wi that be a probem? The husband repies, That s no probem, dear. A you need to do is rotate your eft hand and shorten your swing. This joke may not be so funny to a chamber executive who misunderstands his or her chairman and waits too ong to discover the probem. The answer ies in the three Cs of communications: consistency, carity and candor. Consistency. Estabish a reguar meeting time with your chairman and stick to it. Make this a priority and meet, come he or high water. Carity. Use an agenda when possibe. This heps avoid forgetting things and keeps the conversations on track. Don t assume you and your chair understand each other uness you can articuate back to your chair exacty what has been said. Candor. Say it a. Take responsibiity for probems and offer soutions. Don t expect the vounteer to provide answers. That way if they do have good ideas it s a pus. Harry York, ACE Chief Executive Officer Greater Reno-Sparks Chamber Many of you have heard me say, as a chamber exec, we go through a marriage and divorce each year. The courting of the new chairman starts eary in the year when the individua is nominated to the chair-eect position, and, if the executive s homework has been done, maybe even earier. I earned about this courting with my very first chair-eect. Actuay, it was even before I was on saary. I was to start my first chamber job the week after Thanksgiving weekend. As I was setting up my office on the Friday after Thanksgiving, in waked the chair-eect. This was seven months before he took office. He wanted to tak about his panning session, his annua dinner, his new team and how we were going to work together. It was then that I earned I had two bosses: the current chair and the chair-eect. I start with incuding the chaireect in a meetings that woud normay be just the chair and mysef. The chair-eect is incuded in a events, ribbon cuttings and chamber functions, and is introduced as the future eader of the chamber. He/she is incuded in a poitica discussions and a interna chamber discussions. The chair-eect and I work very cosey in putting together the panning session for his/her year. We pick the ocation, the faciitator and the genera agenda. Aso, we work together on buiding next year s chamber eadership team. What has changed is that peope resist putting in the time. Yet, ike it aways has, eadership sti matters a ot. The key to your success is having the right peope on your side peope who can bring money, manpower, credibiity and power to the chamber. With time at a premium, it s harder to attract top business eaders. They won t toerate the sow, cumbersome board and committee structures of the past. Impications for Chambers Without good effective eadership, the chamber wi perish. It may be a sow death, but eventuay you expire. Weak boards and board eadership can t attract the financia and taent resources you need; they can t hep you in the inevitabe dustups with the news media and government officias. In fact, weak boards invite those types of chaenges. Chamber Strategies Whie being consensus-bound can be a chamber asset, the cuture of the chamber needs to be predisposed toward action, not process. Concentrate on compressing the decision-making process of the chamber by deveoping governance structures and poicies that emphasize action. Consider eiminating most of your committees and faciitating the creation of sef-forming groups around a specific interest or issue. Sim down the size of your board and cut down the time they spend. Maybe your current executive committee becomes your governing group empowered to make decisions and the baance of your current board becomes a board of trustees that you update quartery and they serve as advisors. Don t overdo it: eaders sti need ownership. Empower the executive to be a chief executive officer, so he or she can make decisions on behaf of the organization, something in the vein of the approach advocated by board expert John Carver. Within imits defined by the board, the president is authorized to run the organization whie the board concentrates on board work, namey the creation of poicy. Being strategic sti matters. The emphasis must be on strategic thinking. However, three-to five-year pans are too ong. Tweve-to 18-month roing pans make more sense. Part 2 of 3 Invest in the technoogy to improve communications. When improving your communications with your overa membership don t overook technoogy as a means to improve your governance. Do your byaws aow board members to attend eectronicay? Are your committees, task forces and business interest groups abe to do their work remotey 24 hours a day? Keep in mind that your top-eve eaders don t want a bunch of process as a return on their time investment. They want to be made to fee important, spend their time with important peope working on important stuff and their time used wisey. Technoogy-Atered Competitive Environment The Internet is pervasive. It s not a fad, and it isn t going away. Whie the impact of the Word Wide Web portion of the Internet has been fet uneveny across industry groups, there are some overa changes that it has forced: Time compression. Members (and other customers) want things now (and yesterday woud have been better). Acceerated change. The pace of change over the past five years has increased. Enabed new competition. Competition now is ony a cick away. New customer expectations. In addition to the time compression mentioned above, customers more frequenty judge your organization by whether you have a website and the quaity of that site. New communications channe. There has been nothing ike it since the invention of teevision. Impications for Chambers: The information franchise that chambers used to have is gone. The chamber is no onger the ony pace for sma companies to get hep and peope to get information about the community. Chambers aso have ost their community franchise. Operating in a physica word, chambers have heretofore defined community by geography. It s now possibe to have Internet chambers that are serving certain onine communities. For-profit companies are attempting to create a community of customers because it buids vaue to the customers and oyaty to the company. The Internet ets everybody be in everybody ese s business. At your disposa are new toos to attract and retain members, create new non-dues income, reduce operating costs and extend the chamber brand name. Strip away a the hype and buzzwords and the Internet is just a too for better, faster, cheaper communications and it s readiy avaiabe to the itte organization as we as the big one. Deaing with Technoogy Changes On a persona eve, commit to keeping up with technoogy trends from a macro perspective AND become a competent user. You risk becoming functionay iiterate if you don t. As the executive you aready have a key roe in driving your chamber s strategic direction and the economic future of your area. How can you do so going forward uness you understand key technoogy trends and their impications? Regarding being a competent user of the technoogy, it s essentia just from a persona effectiveness perspective. Commit to running the chamber as a bricks and cicks operation. It s work to have an e-mai newsetter AND a print newsetter, a committee meeting AND an extranet with committee work foders. As we bridge eras, that s just the way it is. Recognize that over time, your chamber wi become synonymous with your website because more peope wi access you in that way than any other. Deveop an onine strategy for your chamber with an e-commerce enabed site so peope can purchase from you, join your chamber, renew their membership, adjust their contact information and register for events. Estabish an e-commerce committee, the two key purposes of which are to guide you in understanding the needs of your tech community in terms of infrastructure and workforce and training issues, and/or to guide the chamber in deveoping its e-strategy. Deveop a strategy to hep your members get onine. Many sma companies are sti strugging with this. It s a key opportunity for you to teach your members about the Internet, how to set up a website and engage in onine buying and seing. Run a website deveopment operation or identify reputabe website deveopment firms and use your infuence to negotiate a discount price for your members.
