6 VIS75421 Poicies 1 44pp:Layout 1 04/11/ :46 Page 5 Foreword Prior to the Chid Care Reguations 1995, which foowed the Chid Care Act 1991, there was a dearth of practice and procedura norms within residentia care. To a arge extent individua centres operated independenty with considerabe autonomy. However, since 1995 there has been a succession of significant deveopments incuding the Chid Care (Standards in Chidren s Residentia Centres) Reguations 1996, the Guide to Good Practice in Chidren s Residentia Centres, the estabishment of the Socia Services Inspectorate (now HIQA), the Nationa Standards for Chidren s Residentia Centres and the introduction of monitoring. A of these deveopments have meant that, in one decade, residentia care has moved from a argey uncharted environment to one that is highy reguated. This has brought great benefits to chidren in care and their famiies; but it has aso brought considerabe change to the working environment of residentia chid care professionas. It is important that residentia staff are supported to exercise their professiona judgement, which is the cornerstone of good practice. Rather than usurping this judgement, the various reguatory measures shoud be seen as an aid to professiona practice providing, as they do, a framework and a context in which such work is undertaken. We are fortunate in Dubin North East, that residentia staff have embraced these changes and contributed to the deveopment of best practice. This document is the product of an enormous amount of work undertaken by staff and management who are dedicated to improving standards and providing more carity about the expectations of those who work in residentia chidcare. This amagamation of the North East and Dubin North poicy documents is a move towards standardisation that may be the first rea step towards standardised poicies and procedures on a nationa basis. It is aso significant that the professionas document is supported by the young person s friendy document deveoped by the Irish Association of Young Peope In Care (IAYPIC). This is an evoving process and more work wi need to be undertaken on an ongoing basis. These existing poicies wi be reviewed after a period of impementation, and to accommodate changes in practice, egisation and reguation. I must acknowedge the tremendous work done by the Working Group and Steering Committee and the eadership shown by Ian Craven and Keith Beattie from the Northern Area and Dona McCormack from the North East for their dedication without which this invauabe piece of work woud not have been competed. 7 VIS75421 Poicies 1 44pp:Layout 1 04/11/ :46 Page 6 Poicies & Procedures Introduction to the Standardised Poicies and Procedures Manua Background This manua is the resut of the review and amagamation of the poicies and procedures manuas for chidren's residentia centres in the former North Eastern Heath Board and the former Northern Area Heath Board. The poicies and procedures in this manua are intended to ensure the efficiency and effectiveness of individua residentia centres and the service sector as a whoe. This manua is intended for use by a staff members working in both statutory and non-statutory chidren's residentia centres in the HSE Dubin North East region. Purpose of residentia care The Action Pan for Residentia Care deveoped by the former Northern Area Heath Board in 2003 defines the purpose of residentia care as being to: 'Provide a safe, nurturing environment for individua chidren and young peope who cannot ive at home or in an aternative famiy environment at that time. It aims to meet in a panned way, the physica, educationa, emotiona, spiritua & socia needs of each chid.' Poicy on the use of residentia care When the provision of aternative care is necessary, a efforts wi be made to provide an aternative famiy environment as near to the chid's origina community as possibe. Investment in maintaining continuity in reationships, uness this is not in the chid's best interests, wi be made. Priority wi be given to working with famiies towards reunification, either tota or partia, whie aternative care is being provided, uness it can be demonstrated that this woud not be in the chid's best interests. Rather than seeing aternative care and famiy support services in an either/or reationship to one another, aternative care shoud be seen as part of a continuum of services. There are chidren who need aternative care on a ong-term basis. There are others who may need aternative care on a respite basis from time to time in addition to other forms of famiy support. When residentia care is used it must be seen as an appropriate response to the chid's needs at that time. It shoud be time imited with the onger term goa identified from the outset. Chidren shoud ive with their own famiies where possibe and when they cannot be cared for in their own home, a pacement within their region shoud be provided and supported, where possibe. Residentia care shoud be confined to chidren over 12 years of age. It is considered that it is extremey difficut to cater for the deveopmenta needs of younger chidren outside of a famiy setting. Recommendations and decisions to pace chidren under 12 years of age in residentia care must be considered in the context that such a pacement can have an adverse impact on the success of a famiy pacement in the future.

Not engage in a disrespectfu, buying or intimidating manner towards other members of the staff team. Undertake reevant training to maintain and improve knowedge, skis and work practices. 12 VIS75421 Poicies 1 44pp:Layout 1 04/11/ :47 Page 11 Individua Care of Young Peope section 2 Date 1/2/2010 Poicy on Care Panning Poicy No. 2.1 Edition No. 1 Poicy on Care Panning Introduction This centre recognises that the primary responsibiity for convening a statutory care pan meeting and for writing statutory care pans ies with the young person's SW and SWTL. This poicy offers guidance on the roe and responsibiity of the centre in this process. The statutory care pan Poicy This centre wi: Require that each young person has an aocated SW upon admission and for the duration of their stay in the centre. Require that each young person has a statutory care pan upon admission. Require that a statutory care pan is in pace within seven working days of an emergency or unpanned admission. Require that the young person's statutory care pan is reviewed within two months of an admission. The statutory care pan outines the foowing: The care arrangements for the young person. The aims and objectives of the pacement. Require that each young person's statutory care pan is reviewed and updated every six months for the first two years of the pacement and at east once every year thereafter. The support to be provided by the HSE to the young person, the centre and to the young person's parent(s) where appropriate. The arrangements for contact between the young person and their parent(s), sibings, extended famiy or any other named person subject to any court order. The arrangements to review the pan within the reguatory timeframe. Agree with the young person's SW the arrangements for conducting the reviews of the statutory care pan i.e. arrangements for convening the review meeting, issuing invitations, seeking reports for the meeting, chairing the meeting and recording and distributing the minutes of the meeting. Ensure that the views of young peope, who do not wish to attend reviews, are accuratey presented for discussion at the meeting. An assessment of the young person's educationa, socia, emotiona and behavioura and heath needs. How the pacement wi support and promote the wefare of the young person. Detais of the action pan for meeting the aims and objectives of the pacement; i.e. the action required; the name of the person responsibe and the timeframe for competion of the agreed action. The centre wi agree the arrangements with the young person's SW for forwarding written copies of the statutory care pan to the young person, the young person's parent(s) and the SCM. Deveop a PDP/PP from the statutory care pan that outines the actions that the centre wi undertake in order to meet the aims and objectives of the statutory care pan. Consut with the young person's SW when a review is required or due for each young person's statutory care pan. 2.1

Store the statutory care pan and records concerning reviews in a safe and secure manner that faciitates access by authorised personne. The young person's keyworker wi prepare young peope for review meetings by: Expaining the review process to them. Prepare young peope for their review meetings. Ensure as far as possibe that young peope's parent(s) are invoved in the care panning process. Encourage the ine management of the centre and of the young person's SW to respond to concerns about the quaity or frequency of the care panning process. Provide written evidence that each young person has a statutory care pan. Expaining what issues are ikey to arise at the review meeting. Encouraging them to attend the review meeting. Consuting with them in the preparation of reports for review meetings. Assisting them to prepare a response to any issues that are ikey to arise from the review meeting. Discussing any concerns they may have about any aspect of the review meeting. Purpose Make statutory care pans avaiabe for review, monitoring and inspection by authorised personne. Fufi the centre's statutory obigations as outined in Standards 5.7 to 5.17 incusive of the Nationa Standards for Chidren's Residentia Centres (2001). Persons invoved The young person, the young person's keyworker(s), the young person's SW, the young person's famiy and the SCM. Other persons may incude the SWTL, ACM and other peope with a bona fide interest in the wefare of the young person. The purpose of this poicy is to: Ensure that each young person's pacement in the centre is supported by a comprehensive written statutory care pan. Estabish a consistent and effective approach to care panning for each young person iving in the centre. Ensure that the effectiveness of each young person's care pan is reviewed to refect deveopments in the young person's ife. Ensure that each young person's pacement in the centre is supported by a comprehensive written PDP/PP. Ensure that a persons with a bona fide interest in the wefare of the young person have the opportunity to contribute to the panning process. Ensure that young peope are invoved in panning for their care. 2.1

The pan is based on the needs identified and recorded in the young person's care pan. Poicy This centre wi: Deveop a PDP/PP that outines the actions that the centre wi undertake with the young person for the duration of the young person's pacement in the centre. Purpose The purpose of this poicy is to: Ensure that each young person's pacement in the centre is supported by a comprehensive written PDP/PP. Estabish a consistent approach to pacement panning for each young person iving in the centre. Ensure that each young person's PDP/PP is reviewed to refect deveopments in the young person's ife. Ensure that the guideines and recommendations of the statutory care pan are refected in the young person's PDP/PP. Ensure that a persons with a bona fide interest in the wefare of the young person have the opportunity to contribute to the pacement panning process. Consut with the young person, the young person's SW, the young person's parent(s), the young person's famiy and a other persons with a bona fide interest in the deveopment of a comprehensive PDP/PP for the young person. Provide young peope with the opportunity to be invoved in the deveopment of their PDP/PP. Provide written evidence that each young person has a PDP/PP that is reviewed on a reguar basis. Ensure that a PDP/PP is deveoped for each young person as soon as is practicabe foowing their admission to the centre. Make each young person's PDP/PP avaiabe for review, monitoring and inspection by authorised personne. Ensure that the PDP/PP informs, and is informed by, the young person's daiy routines and ICMP/DICES. Provide information to members of the centre's staff team on the deveopment and impementation of a PDP/PP. Review and evauate each young person's PDP/PP on a reguar basis. Persons invoved The young person, the young person's keyworker(s), the young person's SW, the centre's staff team, the young person's famiy and the SCM. Other persons may incude the SWTL, ACM and the other peope with a bona fide interest in the wefare of the young person. Store each young person's PDP/PP in a safe and secure manner that faciitates access by authorised personne. 2.2

This poicy refers to both panned and unpanned admissions. Panned admissions A panned admission is an admission that aows time for the fu admissions process to be impemented. This centre is famiiar with the procedures documenting the referra process to the Residentia Chid Care Resource pane. Unpanned (emergency) admissions An unpanned admission is an admission where the wefare of the young person is at risk and there is a requirement that they enter the care of the centre without deay. This centre is famiiar with the procedures documenting the process for unpanned (emergency) residentia pacements. Admissions and chid protection This centre is mindfu of possibe risks associated with a young person by being admitted into the care of the centre and aso of possibe risks presented to the young peope aready iving in the centre by that young person's admission. Therefore this centre wi participate in a coective pre-admission risk assessment with the SW for each young person being admitted to the centre. This centre accepts that the responsibiity for the content and accuracy of the detais entered on the pre-admissions coective assessment form ies as far as is reasonaby practibe with the manager of this centre. The aim of this assessment is to estabish any possibe causes for concern using management strategies based upon information avaiabe at the time of referra. The centre wi then agree and impement a pan of action to respond to any cause for concern in a manner that considers the needs of both the young person being admitted and the other young peope iving in the centre. This centre considers that the coective prepacement risk assessment is an aid to panning for safe and successfu admissions for a concerned. This centre is famiier with the HSE nationa poicy on the pacement of chidren 12 years and under in the care or custody of the Heath Service Executive. Poicy on panned admissions This centre wi agree an admissions process with the ACM, the young person's SW and a other persons with a bona fide interest in the wefare of the young person. This agreement shoud estabish the foowing: A ten day induction period. The intended date of admission. Detais of the number of visits and overnight stays the young person is required to undertake throughout the induction period. The date of the statutory care pan meeting and subsequent reviews. The agreed expected eve of engagement by the young person in the admissions process. This centre requires the young person's SW to provide the foowing information and documentation for the young person's fie prior to the admission taking pace: Admission into care form Copies of any court orders Statutory care pan Fu birth certificate 2.3 Recent photograph

During the admissions process this centre wi: Appoint a keyworker who wi carry out the duties outined in the centre's keyworker's procedure for admissions for the young person. Provide the young person and their famiy with written information regarding structure and routines of the centre. Provide the young person and their famiy with contact detais for the centre manager and the young person's keyworker. Introduce the young person to other residents and members of the centre's staff team. Introduce the young person to the oca area and oca amenities. Expain the range and function of the centre's chid protection poicies and procedures to the young person. Expain the range and function of the centre's chid protection poicies and procedures to the young person's famiy where possibe. Expain the centre's behavioura management poicies and procedures. Expain other reevant poicies and procedures to the young person. Expain other reevant poicies and procedures to the young person's famiy where possibe. Maintain contact with the ACM, the young person's SW and other persons with a bona fide interest in the wefare of the young person to keep them informed of the young person's progress throughout the admissions process. Notify the ACM of the young person's detais for the ACM dupicate copy of the register of young peope iving in the centre. Enter the required detais in the centre's register of young peope iving in the centre. Foowing competion of the admissions process this centre wi: Make arrangements for the young person to move into the centre as per care pan. or Extend the admissions process if it is deemed necessary. or Agree with a persons invoved in the admissions process that the young person's admission to the centre wi not proceed at this time. Poicy on unpanned (emergency) admissions This centre wi faciitate unpanned admissions to the centre foowing: Consutation with the ACM, members of the centre's staff team and the young person's SW. Whie a keyworker is not soey responsibe for the care of the young person it is their responsibiity to co-ordinate and ensure that the team focus is on progresing the young person's care pan and the young person s ife in the centre. A keyworker is appointed based on their suitabiity to engage with the young person. A keyworker is a monitor of a young person's progress which is informed by their overa PDP/PP. Poicy This centre wi: Nominate a member of the centre's staff team to act as keyworker or advocate for each young person prior to their admission to the centre. Deegate the duties of the keyworker to another member of the centre's staff team in the unexpected absence of the keyworker or advocate.
