3 Seat Bets (Continued from page 13) instaing ap bets in a vehices. In 1954, the Sports Car Cub of America (precursor to NASCAR) required a competing racers to wear ap bets. A year ater the Society of Automotive Engineers appointed their first Motor Vehice Seat Bet Committee. It was in 1955, as we, that Caifornia became the first state to require a new cars to come equipped with ap bets. Whie the seat bets were an option, it was estimated that ony about 1 percent of American drivers used them. Deaers certainy didn t push them, and whie safety experts caimed it woud ony cost 50 cents to insta mounts so drivers coud add the bets themseves, manufacturers just weren t interested. It wasn t unti 1959 in which Congress passed a aw requiring a cars compy with certain standards of safety. By 1965 a states had aws requiring seat bets be instaed. Lap bets were sti the bets of choice; despite medica evidence that in accident conditions ap bets had the potentia to cause separation of the umbar vertebrae. When President Johnson suggested it was time for federa reguations to contro car safety performance, Congress unanimousy passed The Highway Safety Act and The Nationa Traffic and Motor Vehice Safety Act of 1966, creating the Nationa Highway Traffic Safety Administration. The federa government had been given authority to reguate car and highway standards, incuding a demand that the Department of Transportation move quicky to force car manufacturers to insta seat bets in new cars. A year ater backseat bets were added and, for the 1974 mode year, three-point, continuous-oop seat bets were required. Even with the increased federa reguation, seat bet usage was cacuated at ess than 15 percent of the driving pubic. A campaign was started in the 1960 s to push for mandatory seat bet use. It was not unti 1995 that every state, except New Hampshire, had mandatory seat betuse aws. Currenty, about 88 percent of Americans wear seat bets, and manufacturers tout their automotive safety features to prospective cus- Produce Piots, Advance Airmen, Feed the Fight tomers. If a car accident resuts in a awsuit, one of the questions asked of the paintiff is whether or not they were wearing a seat bet. If not, they may be found to have contributed in some degree to the sustained injuries. When iabiity adjusters make their offers of settement, they may aso reduce the offer if the driver was not wearing a seat bet. There are aso ongoing experiments to improve the seat bets we use. The seat bet saga continues as the exporation of new materias, systems and technoogy continue to be reached. Air University returned the Air Force Information Technoogy and Cyberpower Conference to Montgomery, Aug , After a four-year absence, over 3,500 AFITC attendees invaded the capito city, bringing together Air Force information-technoogy experts, prominent IT academics, and America s best cybersecurity vendors for three days of exhibits, speakers, education, and discussion. The conference focused on ways to better defend America from cyber-attacks, advanced persistent threats, and proactivey ead in an increasingy digita word. The U.S. Office of Personne Management was hit with one of the worst data breaches in history in This fissure exposed not ony persona data, but aso the security cearance information of neary 22 miion peope. Amost a year passed before this was reaized. Actions such as this brought the brightest in the pubic and private sectors together, bonding to the theme: America: iving free, secure, and productive in a cyber word. We must be abe to be smarter and more powerfu than the evi pirates, thieves and thugs that wi fi this space if we do not architect it in a way that gives us, those that ove humanity, a fighting chance, said Lt. Gen. Steven Kwast, commander and president of Air University. Anytime something ike this (cyber threat) is encountered by a civiization, it is a partnership between civi society, government and those that protect our economy, the miitary. That is the reationship we have here From Scorn to Worn: The curious history of seat bets Jerry Cineman Air Education and Training Command Occupationa Safety Office JOINT BASE SAN ANTONIO-RANDOLPH, Texas According to the Traffic Safety Center at the University of Caifornia Berkeey, seat bets are the singe most effective motor vehice occupant safety device yet deveoped for oder chidren and aduts. Seat bets have existed in some form since the eary days of automobies, but they ve changed dramaticay over time from a singe ap bet to the diagona three-point system we use today. Aong with the deveopment of the seat bet came important egisation to ensure drivers and passengers bucked up. In oden days, horse and cart drivers tried to figure how to keep passengers (and themseves, of course) from being thrown US Air Force photo/meanie Rodgers Cox Lt. Gen. Steven Kwast, commander and president of Air University, speaks during the cosing of the Air Force Information Technoogy and Cyberpower Conference in Montgomery, Aabama, Aug. 31, The three-day, AU-sponsored conference focused on ways to better defend America from cyber-attacks, advanced persistent threats, and proactivey ead in an increasingy digita word. (at AFITC). As we go forward, we can t just sit back and say this was a great conference. That is not good enough in this day and age, with everything we see going on in the word. There has to be a sense of urgency that we must make some progress. According to conference organizers, entities incuding foreign governments, hackers, terrorists, decentraized threats, and others have never presented a greater risk to the webeing of the U.S. and the cybersecurity of corporations and private individuas. Everything from financia records and personay identifiabe information to vita infrastructure and strategic information critica to the safety and security of the U.S. faces a itany of ever-evoving threats. In the cyber word, power is a very different thing than it is in the industria age word, Kwast said. Recent threats ike ISIS and combatant countries in Asia are ony keystrokes away. It is a threat the miitary and private sector shoud not take ighty. Whie this is a miitary sponsored conference, a main objective is to coaborate between DoD entities and civiian companies off and tramped by their horses. Most often they used ropes or eather straps to connect person and cart. Does anybody remember the Beverey Hibiies using a piece of rope for a seat bet? It was in 1885 that a New York City man named Edward J. Caghorn devised the first U.S.-patented vehicuar seat bet. Looking much ike a present-day cimber s harness, it was designed to secure the passenger to a fixed object. As cars began appearing in America during the eary 1900s, some drivers and passengers aso used crude forms of seat bets, not as safety measures, but to keep themseves from faing out as they traversed bumpy terrain. Due to the argey unpopuar view of seat bet use, it was not unti 1953 that the Coorado State Medica Society supported See Seat Bets, Page 14 within the IT word. Mr. Cameron Chehreh, Chief Technoogy Officer for De Federa, represented the private sector as one of the keynote speakers of AFITC16. The digita word we are iving in is ony going to acceerate, Chehreh said. For us, it s not about technoogy, or what it does; it s about the mission enaber it creates, to aow you to prosecute your mission, and at the end of the day arrive back at home - that s what keeps up awake at night as industry. You re not just a customer, you re the Department of Defense and you keep this country safe. A warfighter at risk because of wearabe technoogy giving away his position is unacceptabe. During the wrap-up discussion, Richard Adridge, the program executive officer for Business and Enterprise Systems at Maxwe Air Force Base, reiterated that technoogy is not our probem, but peope, poicy, process and cuture need to evove. None of that can happen without eadership, Adridge said. Use your eadership patform to get that peope, poicy, process and cuture areas to actuay get technoogy and innovation and agiity we need across our domain to hep the Air Force execute the mission. Panning has aready begun for AFITC17, rebooting the annua coaborative gathering. Joe Green, president for miitary affairs at the Montgomery Area Chamber of Commerce said the conference is here to stay. Go forward and serve the nation by doing something good with what you have earned, Kwast said as the conference cosed. Take back something that, in the coaborative process, moves us a forward together. Next August, I want us to gather here and know that we did something rea and meaningfu. The 33rd Fighter Wing wrapped up the argest F-35 depoyment to date at this year s Exercise Northern Lightning Aug. 31 at Vok Fied, Wis. Northern Lightning is a tactica-eve, joint training exercise which serves as a combat rehearsa for both egacy and modern aeria and ground assets in a contested, degraded environment. The 33rd FW depoyed over 150 personne and 14 F-35As for two weeks to train to a reaistic threat eve and deveop how to depoy and sustain a squadron of F-35s. The Air Force announced the fighter jet was initiay capabe of combat operations in August of this year. With the service s shift in focus to fu operationa capabiity for the aircraft, the essons earned from this exercise wi shape future rea-word depoyments of F-35A squadrons. The aircraft and enterprise sti has some maturing eft to do, said Lt. Co. Brad Bashore, 58th Fighter commander. With as capabe as the F-35A is aready though, that shoud be a scary thought for our adversaries. Performance during the exercise dispays that the aircraft is combat ready, even in its infancy. The 33rd FW scored over 110 kis against enemy aircraft, supported a surge of 138 sorties and dropped 24 GBU-12 bombs during Northern Lightning. During the exercise, 33rd FW piots were abe to execute offensive counter air, suppression of enemy air defenses, destruction of enemy air defenses, and empoy GPS-guided munitions for cose air support. This exercise has increased my confidence in the F-35, Capt. Mark Schne, 33rd FW piot said. Beieving that you are invisibe is hard. (But) to come out and fy against fourth-generation assets and reay see that the steath capabiities of the F-35 are as advertised has been awesome. It makes our job easier knowing that we are (steathy), and we can arrive at a position of advantage without (our adversary) knowing. Crews from the 33rd Aircraft Maintenance were abe to support operationa demands of the exercise by executing high-tempo maintenance operations, and preparing aircraft to drop munitions in a depoyed ocation with ess manning and resources than afforded to them at home station. Derek Oakey 41st Fying Training Commander Visit to earn about Coumbus AFB agencies and other important information. Like a thermostat, great eaders sense when there are changes in the organization are not in ine with estabished standards. They activey seek out to change the organizationa temperature or cuture to bring it back in ine with their expectations. As we remain within the heat of the summer here in Coumbus, there becomes one essentia piece of equipment most can rarey do without: our air conditioner. This is because temperature has a significant effect on our moods and behaviors. When we get extremey hot or cod our bodies wi naturay attempt to conserve by drawing bood away from our extremities such as our hands and feet. The intent is that these areas are not as essentia as maintaining our core temperature for surviva. Did you know that within our organizations we tend to do the same thing? When I refect back on my experiences at the 12 bases I ve been stationed at in my career, I often ask mysef why peope foow certain individuas, or seek out their eadership. Conversey, I wonder why they avoid or dissent from other s eadership. I ve decided it s because the organizations with great eaders are ones in which the cutura temperature is idea for maximum performance. Whereas those organizations with poorer eadership are ones in which the cutura temperature is overy hot or cod, and ike our bodies, the organization is etting things side in order to keep their core aive. So how do we effect the temperature within our organizations as eaders? We do this by being a thermostat, not a thermometer. A thermometer is too with which most of us are famiiar. The sma bub at the bottom contains iquid that is temperature sensitive and fis the thermometer to an appropriate ine based upon the given heat it experiences. A thermometer is not an active too, but simpy a refection of the temperature in the surrounding air. Much ike the thermometer, there are eaders who are not activey eading their organization, but simpy refecting the moods, beiefs, and behaviors of the members of their organization. Since peope wi aways ook for the path of east resistance, they wi often ignore or overook issues within their organization they fee are non-essentia. However, once peope start ignoring the sma things, they eventuay begin to ignore bigger issues. With a eader who refects these behaviors, an organization wi eventuay miss something big enough to cause mission faiure. In contrast, a thermostat is not a passive too, but one which activey sets the temperature in the room to the desired eve. It senses the temperature surrounding it, notices the changes are not in ine with its setting, and activates either hot or cod air to bring the temperature back within its standards. A thermostat is an active too which sets the temperature of the surrounding air. Like a thermostat, great eaders sense when there are changes in the organization are not in ine with estabished standards. They activey seek out to change the organizationa temperature or cuture to bring it back in ine with their expectations. This aows the organization to continue to focus not ony on their core mission, but a the supporting tasks necessary for utimate success. A thermostat-type eader is one who sets and enforces standards. They aso see their organization through the ens of ownership such as this organization wi never get better uness I activey work on it, vs through the ens of renter-ship this organization is temporary and someone ese wi fix it. Finay, they empower their subordinates to aso be thermostats to ensure the organizationa temperature is optimized throughout every aspect. So, whie the temperature continues to rise this summer, understand without the aid of your home s thermostat, the air conditioner woud never activate. Leaders who are thermostats cause an activation in their peope that resuts in not ony mission success, but the desire to foow, earn, and eventuay ead in the future.
