2 Foreword I am deighted to present e Annua Report of WASH Institute , captures e saient activities carried out during e year, which wi give a insight about e services provided to e WATSAN sector. The institute focused on its primary task of capacity buiding services for various stakehoders, and more an 12,00 peope from Government, INGOs/ NGOs and oers were trained in WATSAN to improve eir performance in providing community based soutions on water and sanitation issues. The highight of is year is e Regiona conference on Sharing and Expanding Strategies to Achieve ODF status hed at Chennai during June, 2014, wherein e practica experience of making viages and town to achieve open defecation free status was shared. Anoer highight of e year is e study of e effectivenesss of our capacity buiding programs, conducted by PriMove wi e support of Pan India. The study resuts revea at WASH Institute is effective in raising e knowedge eve of participants on WATSAN and more importanty is knowedge is carried down to e grass root eve for impementation. However PriMove has given some suggestions to furer enhance e quaity and effectiveness of trainings, which WASHi wi concentrate on in e coming years. As usua e target peope of our training programs were very diverse incuding Sector professionas from Government, INGOs/NGOs, Corporates, Chidren and oer stakehoders. The PG Dipoma in Environmenta Science run by e insitute has heped many of e students to get empoyment in State/Centra Government Departments and aso in private organizations, which has given e Institute a tremoundous edge and aso a satisfaction at e core purpose of providing skied human resource to e sector is getting achieved. Apart from e reguar training programs e Institute continued to hande e Faeca Sudge Management Research project in Bihar and West Benga and Supporting Sustainabe Sanitation Improvement project in Bihar, bo supported by Popuation Services Internationa. Two training program organized to Pan Sou and Pan- Dehi Project Units at Vattavada buit e confident eve of e trainees, to devise and impement a pan for making a viage/sum open defecation free in eir respective work area. WASH Institute is extremey gratefu to e Ministry of Drinking Water and Sanitation, GoI and Water and Sanitation Missions of various states for eir continued support. Specia and heartfet anks is extended to Pan India, which supports e Institute since inception. WASH Institute aso takes is opporunity to acknowedge SEI - Stockhom, PSI, Water for Peope, Save e Chidren, GSF, NRMC and oer INGOs/NGOs for eir assitance and support for carrying out capacity buiding and action research projects. Peter.L Trustee Treasurer I Introduction The Water, Sanitation and Hygiene Institute (WASHi) estabished in 2008 is a non profit training and deveopment organization dedicated to 'strengening e capacity, skis and knowedge among e stakehoders invoved in water and sanitation sector across India' by providing practica soutions to wide range of issues in water, sanitation and hygiene by engaging experts in e fied. The Institute's mandate is to train and groom professionas and oer functionaries engaged in e sector. WASHi has aso estabished itsef as an academic centre by offering two job oriented courses: a Post Graduate Dipoma course on Environmenta Sanitation Science (Sanitary Inspector's Course); and a Certificate course for Hea workers. The courses are affiiated to Madurai Kamaraj University, Tami Nadu. These courses hep to create trained human resource in e Sanitation and Hea sector which is argey inadequate across Sou Asia. The demand for WASHi training has been steadiy increasing as ere are ony few organisations in India to provide quaity trainings on WATSAN issues. The demand for trainings, combined wi e support by Centra and State Governments and Pan India, heped WASHi to continue rendering quaity programs, us enabing departments and organisations to better impement e water and sanitation projects and quicken e pace of achieving e coverage and usage in water and sanitation sector. The Institute has been widey recognised by various Government departments, INGOs and NGOs as a Nationa Leve Key Resource Centre approved by Ministry of Drinking Water and Sanitation, GoI and as an Academic Institution. WASHi has been spearheading capacity buiding efforts in WATSAN sector for community and service providers, impementation managers and poicy-makers for bridging e knowedge gap on community based sustainabe soutions. There has been an ever increasing demand from various stakehoders for WASHi to undertake on activities (research projects, capacity and ski buiding services, technica interventions etc.), and is emphasizes e acute need for technica support in e WATSAN sector and e confidence in WASHi conducted programs. WASHi is at an important cross-road for enhancing its capacities and outreach. WASHi Vision A word in which a communities have access to safe, protected and sustainabe drinking water and sanitation services, wi improved hygiene practices. WASHi Mission WASHi's prime focus is to faciitate deveopment of skied professionas in water and sanitation sector wi a community perspective to address e growing need of trained human resources in e sector.

PriMove Study Pan India commisioned a study on efficacy of trainings organized by WASH Insitute by engaging a organization PriMove. The study commenced in June, 2014 wi a consutation workshop at Kodaikana and e report was furnished by August, The team visited different states were training programs were hed interacted wi e trainees, state and District officias of State water and Sanitation mission and aso anayzed e appication of knowedge gained rough trainings at e fied eve. The objective of e study were. To assess e reevance, effectiveness, efficiency and outcomes/impact of e training programmes conducted by WASHi in terms of knowedge gained and professiona appication. To suggest recommendations towards improvement of e training program based on e key findings and earning from e evauation. Key findings of e Study PriMove Study for FGD In Rajasan Training course reevance and content: 95% of respondents said contents mainy reated to water suppy and sanitation sector. 90 % of em rated e trainings as good and exceent Effectiveness of Training course: The resource person's subject deivery was rated as good to exceent by 92 % of respondents. Amost a respondents were satisfied wi e training meodoogies, training materia, training environment, training venue and oer ogistics. More importanty 80 % if e respondents have appied is knowedge and skis gained at eir workpace. Training Resuts/Impacts: The study reveaed at e increment in knowedge eve, ski up gradation, change in attitude and sef-confidence was good to exceent in amost a participants. The training aso found to increase e decision making capacity and quaity of work of amost a partipants. It aso enhanced e capacity of frontine workers and community on WASH aspects due to training provided to Govt Officias/NGOs/Pan PU staff. The study aso reveaed at e impact of trainings provided to Government officias in impementation is ower an at of NGO due to no foow up of trainings, nonavaiabiity of resource no direct ink in job responsibiity and training content and transfers. Training Modues, Manuas & Reports: Modues are found to be comprehensive, but not compete in a respects. Training need assessment has to be done before framing a training program. The study aso reveaed e need for more practica sessions and demonstrations and noted at ere is no mechanism for post training foow up and feedback. The resource materias were found to be argey in Engish.

5 Recommendations by PriMove Impact: PriMove recommended WASHi to adopt cascading approach and faciitate training in ToT mode and advised to deveop a post training assessment/evauation system in consutation wi e state. The state can own it up and impement e same. Initia roing out support may be extended by e KRC. IT soutions may aso be considered for e foow up. Reevance: Suggested deveoping of Region specific training modues considering oca issues of WASH sector and modifications/upgrading e modues from time to time wi information on ongoing government programs. The training facuty too shoud have updated knowedge on e current deveopments. Effectiveness: For more effectiveness training resource materias shoud be deveoped in oca anguages and content deivery too shoud be in oca anguage. Current Training Needs : Sessions on e O & M of WATSAN faciities, SLWM, Mgt of WQ especiay Fe, F & As., construction and management of water suppy faciities, Design and impementation of underground drainage and sewerage systems etc. shoud be incorporated in e reevant trainings, wi appropriate fied exposure/ demonstrations/ practica's sessions. If required, separate training courses may aso be designed after detaied state specific TNA. Training Modues content deivery & reporting: Updating TNA at bo e nationa and state eves and incorporating training science aspect in e present training modues is suggested. Aso a training modues shoud be furer worked upon to incude key earning objectives, session pans wi key earning points, suggested deivery meodoogy, expt. outcomes etc. Coordination between Ministry, States & KRCs: Annua action pan to be deveoped in cose consutation wi state coordinators. States to coordinate wi KRCs and decide on e suitabiity of nominated staff to maximize benefits from e training inputs. VI Capacity Buiding Programs during WASH Institute continued to extend its capacity buiding services to Government Engineers/Officers, Corporate companies, INGOs/NGOs and oer sector payers. A brief of e training programs organized during e year is presented A. Capacity Buiding services INGOs/NGOs 1. Two batches of Training on Sanitation Strategies to Achieve Open Defecation Free (ODF) Status to Pan India/Pan PU staff During e year, WASHi organized two batches of training to Pan and Pan PU staff/ team members focussing on Sanitation Strategies to Achieve Open Defecation Free (ODF) Status in ine wi e CSP4 of Pan India. The trainings were organized in Vattavada in Keraa, where a unique mode for estabishing ODF viage was impemented rough a specia project by Suchitwa Mission, Keraa. WASH Institute took care of e software components of e project. A tota of 49 participants. The first batch of training was organized during 29-31st Jan 2015 for 23 participants representing Pan Pan PUs from Andhra Pradesh, Teangana and Odisha states. The second batch of training was organized for Pan PUs from Dehi, comprising of 26 participants during 20-22nd Feb The participants got a practica knowedge on making a viage ODF rough fied visits, interaction wi e community and e WATSAN members. They aso were faciiated to work out a strategy of making viages ODF in eir respective project areas. B. Regiona workshop on Sharing and Expanding Sanitation Strategies to achieve ODF Status Pan PU training - PRA at fied Discussion wi PRI, Vattavada Ms. Sana Sheea Nair deivering her Inagura address WASH Institute organized a Regiona workshop at Chennai on 24 June, The primary objective of e workshop was to bring in various stakehoders to share and expand eir experiences, approaches, strategies and success stories to achieve ODF status. Ms.Sana Sheea Nair, IAS., Vice Chairperson, Panning Commission, GoTN inagurated e event and gave her specia address. Presentations were made on e initiatives of e states of Tami Nadu and Keraa to achieve ODF status. The Namma Toiet Initiative and e specia project in Vattavada in Keraa, for achieving ODF gave vauuabe insights to e participants. The workshop a togeer brought togeer 155 experts having knowedge and experience in e subject incuding Senior Officias from Government Departments and NGOs, SWSM, NBA coordinators from Keraa, Tami Nadu, Puducherry, Karnataka and AP States. Representatives from MDWS, GoI, PRI members, grass root eaders and workers aso had participated. 2. Support to Pan PU-Adii Pan, Bihar two days training on Water quaity, water safety and iquid waste management On e request of Adii Pan a two day training workshop was organized by WASH Institute during Dec, 2014 at Muzaffarpur, Bihar. The purpose of e training was to orient e Adii staff, WES committee members, You associations and community eaders on water quaity and iquid waste management. A tota of 40 participants attended e training. Sessions were conducted on existing fresh water scenario, hydroogica cyce and importance of water safety and water quaity, its parameters and sources of contamination of water. Practica demonstration on Water quaity testing was aso done, as part of e training. Discussion wi PRI, Vattavada

6 3. Chidren workshops C. Training to Frontine Workers/Master Masons 1. Training to Swachhta Doots on SBM in West Champaran District, Bihar WASHi conducted four batches of orientation program for Swachhta Doots on SBM emes in four bocks of West Champaran Disrict on and wi e support of GSF NRMC. The participants were trained on e Major focus areas of SBM, Strategies to be foowed to ensure e objectives of e Mission, Roe of Swachhta Doots in Promotion of Water, Sanitation and Hygiene in e viages, particuary eir roe in carrying out Interpersona Communication and oer Behavioura change communication activities. A tota of 177 Swachhta Doots were trained e fund support for which is provided by Bihar State Water and Sanitation Mission. Chidren workshop - CINI-Pan, Khunti Three chidren workshops each for ree days were organized during e period. The purpose of e workshop was to invove e chidren in bringing out e emes and drawings based on water sanitation and hygiene. In workshop hed at Chaibasa 26 chidren participated and faciitated and motivated to draw pictures on SBM emes in eir own way and ey came out wi 29 eme based drawings. The drawings were effectivey used to create e Desktop Caender and Year Panner for Mr. Niket Kumar Jha, Senior Training Coordinator WASHi, Patna and Mr. Roshan Mishra, Art and Deveopment consutant faciitated e workshop. In e workshops hed at Hazaribag and Khunti, Jharkhand 73 chidren participated and came out wi 70 drawings on WASH emes of which 55 were shortisted and retained for future use. These workshops not ony capacitated e chidren to ink of innovative ideas for promotion of water, sanitation and hygiene but aso refected eir own understanding about e issue. B. Training to Government Engineers/Officers As a Nationa eve Key Resource Centre of MDWS, WASH Institute conducts series of training programs on Water and Sanitation in different states of e country and aso organizes Nationa eve Workshops on different issues in WATSAN Sector. This year aso e Ministry of Drinking Water and Sanitation approved and sanctioned 5 training programs on different issues of water and one Nationa Leve Workshop. Of is one training on Community based Water Security Pan and PRA toos was organized in Lucknow, Uttar Pradesh for Government Engineers and Chemists from e state. The training was organized for four days during 30 March to 2nd Apri, 2015, in which 31 persons participated. The participants were trained on water cyce, sources of water, bioogica and chemica contamination, appication of PRA toos in e fied and preperation of water security pan rough eoritica and practica sessions. The rest of e trainings were panned during e first quarter of next financia year MDWS Training - Lucknow Preparation of Water Security pan D. Awareness Buiding Programs Training for Swachhta Doots West Chambaran District 2. Eighteen batches of Ski buiding training to 269 Master Masons in association wi PSI, Patna Bihar Master Mason Training for PSI, India at Bihar WASHi conducted 29 batches of 3 days training on construction of sanitary toiets to Masons during e project period in Begusarai Samastipur and Patna Districts in Bihar. A tota of 269 masons were trained during e program wi e support of PSI Patna. The Masons were trained on constructing good quaity sanitary toiet wi detaied specifications ike site seection, making ayout, digging foundation, construction of pin, making of was wi fixing of soap shef, cubby shef, ventiators, roof sabs, setting of pan, fixing of pipes and construction of twin each pits. 1. Capacity Buiding Training to NGO Chaice and Community Leaders on Water, Sanitation, Hea and Hygiene in Kodaikana & Dindigu Tami Nadu Two awareness buiding programs on Water, Sanitation, hea and Hygiene, one at St.Therasa Schoo Kodaikana and oer at Karisapatti, Dinduka, TamiNadu was organized during 4 Nov, 2014 and 21st March, 2015 respectivey. The 305 women SHG eaders of Chaice trust from viages around Kodaikana and Karisapatti,

7 participated in e two programs. Importance of Persona hygiene and need for proper washing of hands, toiet usage and probems/diseases caused by open defecation diseases, Probems caused due to e habit of Acoho consumption, Smoking, intake of junk funds, Environmenta hazards due to pastic and how to minimize pastic usage, genera hea tips for disease free ife and keeping environment cean were e topics covered. 2. Training program on WASH to students of Yadava Women`s Coege Madurai, Tami Nadu. One day training on Importance of Water, Sanitation and Hygiene was given to students of Chemistry and Zooogy, Yadhava Womens coege, Madurai on 19 March, The students were given training on basic aspects of WASH and reated hea issues. The students were trained on Importance of water, Sources of contamination of water, Water quaity issues and its resutant Hea Impacts, Sanitation issues in India and focus of SBM to address e same. Around 75 students Participated in e training. Existence of support mechanisms ike rura sanitary mart at Panchayat and bock eves to ensure access to quaity hardware materias. WASH Institute is aso in reguar touch wi e MDWS and has panned for Training need assessment to enhance e quaity of e trainings. WASH Institute continued to obby e Government of Tami Nadu to issue a proper Government Order, which wi ensure pacement of students of PG Dipoma in Environmenta Sanitation in Municipaities and Corporations. WASHi aready has a High Court Chennai judgment W.P.No deivered on directing e Government of Tami Nadu to consider e same. The deveopments are encouraging as e government as commissioned a six member committee comprising of senior IAS officers to ook into e issue and formuate a new GO, as e existing GO for pacement of Sanitary Inspector's is issued in 1961 and no more reevent. VI Forma Course Functioning During e year 16 students got enroed in e forma course PG Dipoma in Environmenta Sanitation run by WASH Institute. The students appeared for e second semester examination. The quaity of e course is ensured and is is refected by pacement of WASHi students in various Government and Private Organizations, despite competition. Mr. S. Jayaseean has been seected in a tough competition and appointed as Hea Inspector cum Registrar of Bir and Dea at Cantonment Board, Ministry of Defence, Govt. of India at St.Thomas mount, Chennai The rigorous teaching and guidance by WASHi provided is goden opportunity to secure a job in Govt of India Department. Simiary, Mr. P. Vadive anoer student was seected and appointed as Sanitary Inspector in Chettinad Medica University, Keambakkam, Chennai WASH Institute is aso taking efforts to position e course propery to increase e student enroment t achieve e fu streng of 40 students in e coming years. A orientation about e course was given to students of Yadhava coege, Madurai, Moer Therasa University and Gandhigram Rura University. Aso efforts were taken to position e course rough mass media ike Kodai FM and NHK Word Radio, Japan. The activities of WASHi got aired on 2nd Dec, 2014 which has an audience coverage in 22 Districts reaching 2.50 crore peope in Tami Nadu. Simiary a teephonic interview was given to Ms. Ms.Masako Yuaso of NHK WORLD RADIO JAPAN, on 18 Dec, 2014, on WASHi activities, e forma course run by it and how ey are supportive to SBM scheme of e present government and same got broadcasted on 19 Dec, VII Lobbying and Advocacy The Nationa Workshop on Sharing and Expanding Sanitation Strategies to achieve ODF came out wi soid recommendations for achieving ODF. Some of e recommendations are Mr. S. Jeyaseean Hea Inspector cum Registrar of Bir and Dea Cantonment Board, Ministry of Defence, Government of India, Saint Thomas Mount, Chennai Mr. P. Vadive Hea Inspector Pubic Reations Wing, Chettinad Medica University, Keambakkan, Chennai WASH academic course Students Pacement Bottom up approach by devising a comprehensive pan for making e panchayat ODF. The pan shoud emerge from Panchayat suitaby supported by oer stakehoders. Effective interpersona communication and oer IEC activities for triggering behavioura change. VI Oer Major activities A. Promotion of Ecoogica Sanitation in food affected areas of Bihar WASHi continued its activities in e SIDA supported stockhom Institute ECOSAN project, during e year. The demonstation of Urine appication to vegetabe crops was done during Apri, 2014 in West Champaran and Khushroopur Districts of Bihar. The response of e crops were good. The peope who found e practice to be beneficia, started practicing on eir own in eir kitchen gardens. B. Printing of Caendar and annua panner for FY -15 WASH institute in association wi REAL NGO Dindigu brought out ematic Desktop Caendar on Water Sanitation Hygiene and an Annua Panner for 2015 wi e support of Pan India and Water for Peope. The eme and picture for e caendar were deveoped by schoo chidren especiay from triba areas of Chaibasa Jharkhand centred on various issues of water, sanitation and hygiene aspects and SBM. The desktop caendar and year panner were shared wi Pan India and Water for Peope India, who associated wi WASHi in bringing out ese pubications. Copies are aso widey circuated among concerned Ministries of GoI State Governments and various sector payers it was we received a n d a p p r e c i a t e d b y t h e G o v e r n m e n t a n d N G O stakehoders.

8 C. Deveoping WASH pan wi GIS mapping for 10 sums in Patna anaysed and narrowed down e best options on viabe and repicabe FSM business modes. This report wi go in a ong way evoving guideines for e impementation of septage management across India which is a most negected area but a very vita one for promoting sustainabe sanitation so as to achieve Swachch Bharat as decared by Honourabe PM. This study was carried out wi e support of Popuation Services Internationa (PSI), Patna, Bihar. G. Deveopment of ToT Modue on Integrated WATSAN WASHi has deveoped a Training of Trainers Modue on Water Sanitation and Hygiene in Engish. This wi be much usefu as a training modue for Training and Capacity Buiding of Sanitation Frontine functionaries. This can aso be used as a resource materia by e master trainers H. Ceebration of Goba Hand Washing Day WASH Pan and GIS Mapping for Patna Sums WASHi initiated e process of GIS mapping and situation anaysis of WASH status in 10 sums of Patna wi e support of Save e Chidren in Dec, WASH undertook e work in fu swing and competed anaysis of situation assessment and came out wi a WASH pan for e 10 sums. FGD's and Key informant interviews were done wi e reevant stakehoders to understand e situation. Aso GIS mapping of WATSAN faciities in e sum and e proposed areas for improvement of e situation was done. A one day consutation workshop on e findings of e study was organized on 31st January, 2015 in jointy by WASH Sotuions, Save e Chidren and NavJagriti, e oca NGO. There were 53 participants during is workshop and e representatives from WASH Institute. The inputs of e different stakehoders were taken into account to arrive at a detaied WASH pan for e 10 sums. The output of e study prepared as a report and e same was shared wi Patna Municipa Corporation to aid in effective panning and impementation D. Technica support on RWH to RAMCO Cements Tami Nadu RAMCO Cements Ltd one of e top order industria congomerates in Cement Industry has undertaken series of rain water harvesting measures in eir Pandakudi, Aaiyur and Ariyaur mines area in Tami Nadu. A team of experts from WASH Institute did a Hydrogeoogica and Rain water Harvesting study at Aaiyur and Ariyaur Mines of e RAMCO cement and surrounding viages by Nov, The study evauated e hydro geoogica parameters, e issues in e present Rain water harvesting structures in e mine, e water eve at different wes inside e mines and aso e quaity of water. Based on e Hydrogeoogica study, a detaied report was prepared and submitted on e water avaiabiity, aquifers status, quaity of water and aso suitabe paces for estabishing RWH structures and e design parameters to be considered for e same. E. Participation in consutation workshop for preparing CSP4 On e invitation of Pan India, Mr.Peter, Trustee Treasurer, WASHi participated in WASH strategy consutation workshop hed at Udaipur, Rajasan during October, 2014 and provided his vaid contribution. The workshop was hed to deveop a Country Strategic Pan (CSP 4) for next five years. F. Nationa Leve Study on Feca Sudge Management & Best Practices Consutation Workshop on WASH Pan for 10 sums in Patna WASHi FSM Research team prepared a combined anaytica report capturing compete history ine, socio, technica and economic aspects of e FSM best practices studied at 8 different ocations in 6 States. Awareness Cutura Programs at Vattavada on ODF As a post foow up measure of e fied project at Vattavada, cutura programs on creating awareness of usage and maintanence of toiets, proper soid and iquid waste disposa was carried out in a 13 viages in Vattavada Gram Panchayat, Idukki District, Keraa. This activity was taken up to ensure sustainabiity of e specia project to make Vattavada Gram Panchayat as ODF GP. The cutura programs was we recevied by e oca community and had a asting impact. Way Forward WASH Institute since 2008, is extending its soid support to WATSAN sector by providing quaified and trained persons, who can inturn change e current scenario of water and sanitation in e country. The Government too has reaized at time has come to address e growing water and sanitation issues in e country by way of aunching e Swachh Bharat Mission, which has targeted to make ' Cean India' by The years of experience of WASH Institute shows at it is indeed a chaenging task, but yet achievabe, if appropriate strategies are foowed and proper monitoring and evauation mechanisms are in pace. WASH Institute wi continue to buid e capacity of human resources working in e sector to meet e demand for ensuring e same. The PriMove study has shown at WASH Institute is on e right pa and e capacity buiding efforts have percoated to e fied. The forma course run by e Institute started getting very good response and e students are getting paced in Government Institutions, expressing e quaity of course. WASHi pans to expand its reach by initiating short term onine courses for e sector payers in e coming years and aso by becoming KRC of Ministry of Urban Deveopment to meet e WATSAN needs of e urban areas, incuding ose of Metropoitan cities and proposed Smart Cities.
