4 Under The Patronage of His Roya Highness Sutan Azan Shah The Sutan of Perak Daru Ridzuan 24 September 2007 Dear Friends Sowy but surey, the Asian Disaster Reduction and Response Network (ADRRN) is growing from strength to strength and widening its membership and coverage in the Asia Pacific region. Since its inception in 2002, membership has now grown to 27 committed non-governmenta organizations (NGOs) who have made efforts to participate in the network's activities and share their work with their feow members. We are confident that the numbers wi grow and soon there wi be representation from a countries in the region. This resource book was produced as members fet it was time for other stakehoders invoved in disaster reduction and response to earn about ADRRN and its activities. This wi benefit the network and we do hope more partnerships wi be buit. What does the future have in store for ADRRN? This is dependent on the membership itsef who must continue to pay an active roe in deveoping the network, sharing best practices as we as essons earnt (and not to be repeated even) with partners so that we can continue to earn from each other and improve our services. It is aso about ensuring that standards and accountabiity of our action is maintained at a high eve and our actions are carried out on a rights based approach. The United Nations Humanitarian Reform which was first announced in 2005 ceary outines the importance of Buiding Partnerships both within the UN and non-un communities. The recent experience of major disasters in Asia and the Pacific region, and the increasing number of humanitarian actors ceary spe the need to escaate not ony response and coordination but preparedness for response and risk reduction. This is where oca NGOs and civi society actors can pay a major roe and it is my hope that ADRRN wi be the vanguard for a oca NGOs to earn from on the importance of networking and sharing of resources as we as capacity buiding. With this resource book, it is hoped that membership among NGOs wi be expanded, best practices emuated and further shared. I aso hope that it wi aso provide more exposure to the network which has in the past five years since its inception grown from strength to strength. 6 Asian Disaster Reduction Center It started as a sma network on the occasion of workshop in It has evoved out of the sma network into Asian Disaster Reduction Response Network (ADRRN) today. The resource book pubished by ADRRN is the miestone for its history and the springboard for future. On behaf of Asian Disaster Reduction Center in Kobe, I am feeing very honored to offer ADRRN with the congratuatory message for the pubication of the ADRRN Membership Directory The Indian Ocean Tsunami was the great impetuses to make the peope in every corner of the gobe recognize the importance of disaster risk reduction. The experience of the Tsunami 2004 ceary demonstrated that the pubic awareness of and capacity deveopment for disaster risk reduction are the critica agenda that shoud be deat with for mitigating the impact of natura hazards. The oca NGOs have been expected to make a great contribution in this regard. Taking account of the substantia roes of the civi society especiay the oca NGOs for disaster risk reduction, ADRC has been supporting the estabishment and activities of the ADRRN in promoting Tota Disaster Risk Management (TDRM). The continuous support of ADRC wi be focused on the initiatives incuding capacity deveopment for the humane resource for ADRRN. 10 Network in Action ADRRN has deveoped and promoted partnerships among its members to impement a wide range of projects on strengthening and enhancing disaster management capacities of NGOs and oca communities in Asia. These activities were made possibe through the exchange of expertise as we as experience and knowedge sharing among its members. Currenty, severa coaborative projects have been conducted in India, Indonesia, Madives, Maaysia, Pakistan and Sri Lanka invoving the network members. One of the major activities of the network is providing earning opportunities through meetings, trainings and workshops on disaster management and organizationa deveopment/management. The network organizes annua meetings reguary that invove UN organizations, internationa and regiona organizations, as we as donor agencies. These meetings faciitate the sharing of views and experiences and discusses further the rationa, strategies and priority actions for fostering and faciitating networking and coaboration at the regiona and oca eves. Further earning opportunities are panned in 2008 inviting the network members, government officias and other stakehoders. The network pursues the Tota Disaster Risk Management (TDRM) approach which promotes better understanding of the underying causes of disasters and emphasizes on muti-eve and muti-dimentiona coordination and networking among stakehoders. Through coaboration and partnership among various organizations that dea with the different phases of disaster management, it becomes possibe to fi in prevaiing gaps and effectivey reduce disaster risks and minimize the detrimenta impacts of disasters. I. Projects in the Fied 1) Rebuiding a Safer Aceh Workshop (17-19 Apri 2005 in Banda Aceh, Indonesia) This project consisted of three components: Training of Acehnese masons, training of professionas (engineers and architects), government officias and NGOs, and cuminating in a shake tabe demonstration. For two week prior to the workshop, nine oca masons were trained by a mason trainer from NSET to construct two mode houses with seismic resistant features buit into the foundation. This project aimed at highighting the need for better understanding on seismic resistance and internaize the concept of risk using the shake tabe demonstration. MERCY Maaysia organized this event in coaboration with partner NGOs namey NSET (Nepa), SEEDS (India) and ALERT (Phiippines). Representatives from University of Kyoto, UN Office for the Coordination of Humanitarian Affairs (OCHA) Kobe, Asian Disaster Reduction Center (ADRC) and University of Syiah Kuaa in Aceh aso attended this programme. 5

11 2) Inamura no hi (2005) ADRRN, in cooperation with ADRC through funding from the Government of Japan, deveoped Inamura no hi bookets in eight anguages based on a Japanese fokore. The ADRRN members BDPC (Bangadesh), SEEDS, MERCY Maaysia, NSET, Sarvodaya (Sri Lanka), and ALERT - transated the story, adapting it to the respective oca cutures in the countries of distribution. By sharing the egend, this project aimed to enhance the knowedge and essons earnt to the next generation, centred around preparedness and eary response to reduce potentia impact and damage caused by disasters. 3) Tsunami Learning Project India, Indonesia, Sri Lanka (Apri 2006 ongoing) This project is intended to document the reconstruction process in India, Indonesia and Sri Lanka. The project objective is to achieve sustainabe recovery through experience sharing and earning and the goa is to ensure effective participation of different stakehoders, and utiize aready avaiabe experience and knowedge in the recovery process. This project is funded by Force of Nature Aid Foundation in Maaysia. India: The SWAYAM micro credit programme is impemented in Andaman and Nicobar Isands in India for reviving the economic ife of the tsunami affected community. The programme has components of savings, insurance and training for faciitating capacity buiding among the beneficiaries. Sri Lanka: Sarvodaya constructed a eco-viage in Lagos Viages, Kautara, Sri Lanka. Sarvodaya committed to not ony constructing homes but aso doing so in a ecoogicay friendy manner and invoving the community in a phases for input and direction. Indonesia: MERCY Maaysia estabished an interactive training resource center in Banda Aceh, Indonesia with the objective to cutivate and enabe an environment of earning in order to aow the community to be better prepared for future disasters. 4) Training and Capacity Enhancement of Loca Governments in the Earthquake Affected Areas of Pakistan (May 2006-May 2007) This project was carried out in coaboration with severa ADRRN members - SEEDS, MERCY Maaysia, University of Kyoto, Pattan (Pakistan), NSET and funded by UN Internationa Strategy for Disaster Reduction (UN/ISDR). It commenced with background research on the understanding of disasters in various communities in earthquake affected Pakistan, and the estabishment of Knowedge Resource Centers (KRCs) and Knowedge Centers (KCs) in Bagh, Mansera and Isamabad. Whie the KRCs were for creating resources for disaster reduction through association with nationa and internationa institutions, the KCs were aimed at disseminating knowedge in oca government and communities. 5) Schoo Disaster Preparedness Programme (May 2006 ongoing) Care Society Madives, SEEDS, and MERCY Maaysia teamed up to address schoo safety and preparedness of schoochidren during emergencies. This project is funded by MERCY Maaysia through a grant from the government of Maaysia and other corporate donors. 6

12 India: SEEDS eads a training of concerned humanitarians and community members to better understand how we can protect and prepare schoochidren. This incudes a visit to a oca Maaysian Schoo where participants identified possibe hazards and proposed more effective evacuation routes and emergency procedures. Maaysia: MERCY Maaysia wi conduct a series of schoo safety programmes in coaboration with the Ministry of Education Maaysia, starting in Johor which was hit by foods in December 2006 and January One of the major activities is to introduce the Schoo Watching methodoogy for awareness rising. The trained students and teachers are expected to carry out the Schoo Watching exercise at seected schoos to deveop disaster awareness and enhance disaster preparedness. Madives: Care Society wi impement schoo safety programmes in Madives with expertise from SEEDS and MERCY Maaysia. The Ministry of Education Madives, communities and other stakehoders wi aso participate activey. The programme aims to promote a cuture of schoo safety in existing schoos and to encourage schoos, parents, teachers and the communities to be more prepared for natura disasters and emergencies. A team of professionas from Madives wi be trained to become a cadre of trainers to conduct the programme in Madives. 6) Buiding Resiience to Tsunamis in the Indian Ocean (September 2007 ongoing) ADRRN was seected as the impementing partner of the UN/ISDR project Buiding resiience to tsunamis in the Indian Ocean. The panned activities supporting the targeted areas wi be carried out over a period of two years by severa regiona and nationa impementing partners in cose coordination with governmenta and non-governmenta stakehoders. The objectives of the project incude making communities aware of their risks and necessary actions needed, training oca stakehoders in appropriate skis reated to disaster preparedness and response, and estabishing community based infrastructure. This project is funded by UN/ISDR. India: SEEDS wi work on the theme Safe Schoo Safe Community with the hep of schoo safety initiatives. Sri Lanka: Sarvodaya wi focus on communities at risk to Landsides and coasta hazards through the knowedge centres created for vunerabiity reduction at the grassroot eve. Madives: Care society wi bring in the theme of cimate change focusing on its experience in rising sea-eves. Indonesia: Three ADRRN member organizations wi work on different themes: hospita preparedness, advocacy for disaster management education, and capacity buiding of nationa and oca NGOs in Indonesia on disaster risk reduction. II. Projects in training/meeting 1) Annua meetings ADRRN members attempt to gather once a year to share experiences and progress of their projects and discuss common concerns and ways to improve the network. The meetings were hed in Kuaa Lumpur in Maaysia (2004), Chennai in India (2005), and Bangkok in Thaiand (2006). The annua meeting in 2007 is schedued in October in Kuaa Lumpur. These activities were funded by various organizations. 7

13 2) UN Word Conference for Disaster Reduction (WCDR) Pubic session (21 January 2005 in Kobe, Japan) ADRRN organized the pubic session at UN/WCDR to share their experiences in disaster response and recovery and discuss the importance and roe of Asian NGOs and networks. It was attended by representatives from UN agencies, internationa and nationa NGOs, internationa and regiona organizations, Red Cross and Red Crescent Societies, donor agencies, and academicians. During discussions, it was emphasized that NGOs in Asia shoud pay a more prominent roe if not ead in disaster reduction and response activities as they are most cuturay sensitive, and famiiar with the chaenges and hazards, anguages, customs in their own region. 3) ADRRN/Goba Open Learning Forum on Risk Education (GOLFRE) Asia Regiona Learning Workshop (22-30 November 2005 in University of Science Maaysia in Penang) Thirty disaster management practitioners from 11 Asian countries gathered in Penang to share knowedge, experiences and earning toos based on recent experience of Indian Ocean Tsunami. The course incuded simuation sequences, fied work on disaster impact and response, fied work on disaster preparedness and mitigation, and specia sessions on psycho-socia care, SPHERE standards, Hyogo Framework for Action, and emergency sanitation. This course was funded by a grant from the Maaysian Technica Cooperation Program, Economic Panning Unit of the Prime Minister's Department Maaysia. 4) Buiding Safer Organizations (BSO) Investigation and Management Workshop (19-23 March 2007 in Port Dickson, Maaysia) The Internationa Counci of Vountary Agencies (ICVA) organized the Investigation and Management Workshop under the BSO project with support by MERCY Maaysia. Eight ADRRN members participated in the workshop and expored best practices and poicy considerations for organizations on reducing the risk of sexua expoitation and abuse by staff, presented the risks and benefits of impementing compaints and investigation procedures, and expored core principes for management investigations. This course was funded by a grant from the Maaysian Technica Cooperation Program, Economic Panning Unit of the Prime Minister's Department Maaysia. The venue was partiay sponsored by PERMATA Training Centre, Petonas. 5) Training programme on Disaster Management (JICA Grassroots Technica Projects) (December 2007 in Kobe, Japan) Japan Internationa Cooperation Agency (JICA) offered this training programme through ADRC to six ADRRN members from Afghanistan, Bangadesh, India, Maaysia, Phiippines and Sri Lanka. This programme aims to strengthen the knowedge and understanding of natura disasters and disaster risk reduction. NGO staff wi be trained to be abe to piot the same training to other nationa and oca NGOs, as we as oca communities in Asia. The participating ADRRN members are expected to conduct a training session on the same topic to other ADRRN members in 2008 and three seected members are to pan a disaster reduction project at community eve in

14 6) A series of training programme supported by MTCP (March, June, August, October 2008 in Maaysia) To be confirmed MERCY Maaysia, in cooperation with ADRRN wi organize four training sessions to take pace in 2008 through the Maaysian Technica Cooperation Programme (MTCP). The courses wi center on concepts and practice of disaster management, NGO deveopment, good governance, project management and accountabiity. These training programs are designed with the aim to increase the overa understanding of disaster reduction and response and organizationa effectiveness in addressing these issues. Participants wi be recruited gobay from southern nations, with a focus on the Asian and Pacific region. The panned courses are: a) Disaster Response and Recovery (9 days) in March b) Organizationa Deveopment and NGO Management (6 days) in June c) Community Based Disaster Risk Management (7 days) in August d) Humanitarian Accountabiity (5 days) in October 7) Events where ADRRN was represented ADRRN was represented at various internationa conferences to share the experiences, good practices, and cooperative activities among the network members on disaster management. ADRRN has been widey acknowedged as a regiona network that is pursuing disaster reduction and response in Asia. The conferences in 2007 incude: a) Internationa Conference on Schoo Safety (18-20 January in Ahmedabad, India) organized by the Gujarat State Disaster Management Authority (GSDMA) and SEEDS India b) Goba Patform Meeting (5-7 June 2007 in Geneva) organized by UN/ISDR c) Asian Conference on Disaster Reduction (25 June 2007 in Amaty, Kazakhstan) organized by Asian Disaster Reduction Center in cooperation with Government of Kazakhstan d) Asian Deveopment Bank (ADB) Annua Meeting (May 2006 in Hyderabad, India) e) Regiona Risk Reduction Conference (August in Kabu, Afghanistan) f) UN/ISDR Asia Expanded Partnership Meeting (27-28 September 2007 in Bangkok, Thaiand) III. Other Areas of Coaboratio The network is aso active in exchanging human resource and expertise to provide support for needs assessments and project panning on biatera basis. 1) Food needs assessment in Maaysia Maaysia experienced heavy rains in December 2006 and January 2007, resuting in severe foods in the south, mainy in the state of Johor. A needs assessment mission was fieded to Johor on February A joint assessment team, comprising MERCY Maaysia, oca government officias, community representatives, and invited experts from Kyoto University in Japan and SEEDS in India, carried out the assessment. Based on the findings from the assessment, a project proposa was prepared to adapt community based cimate change and impicate disaster risk reduction in Maaysia. 9

15 2) Transcending boarders: BDPC team's visit to Barmer in India BDPC and SEEDS jointy made a visit to Barmer in India in Apri 2007 to understand how oca community institutions function in rura India. The team participated in community meetings and made some hearings from oca eaders and viagers. Barmer was hit by fash foods in 2006 and SEEDS has been conducting the community based rehabiitation project. 3) Buiding CBDRM in Afghanistan Coordination of Afghan Reief (CoAR) and SEEDS coaborated to impement the CBDRM project for Afghanistan. It aimed to buid a cuture of safety and enhance the community's resiience to future disasters. A methodoogy for impementation of the community-based programmes in Badghis was deveoped and severa workshops were organized for CoAR, Skis Training and Rehabiitation Society (STARS) and other NGOs in Afghanistan. 10
