1 AFGHANISTAN PROGRAMME PLAN Introduction Concern s programme areas in Afghanistan are in Takhar and Badakshan provinces. Overa the number of direct beneficiaries of the country programme wi be approximatey 450,000. Increased initiatives to deveop partnerships with civi society organizations through the Badakshan Deveopment Forum (BDF) and Takhar Deveopment Forum (TDF) and Aiance 2015 wi be expored and deveoped. Efforts to strengthen monitoring and evauation, and to mainstream HAP, wi continue in An Accountabiity Framework and Commitments for Afghanistan was deveoped in 2011; impementation wi continue throughout Concern Afghanistan s Country Strategic Pan ( ) wi be aigned to the organisationa strategic pan and wi continue to provide direction on the geographica ETHIOPIA spread of operation and programme sector. 2. Programmes PROGRAMME 2.1. Food Income & Markets Food Security & Natura Resource PLAN Management FIM projects funded by the European Union, Irish Aid, WHH/BMZ and Oxfam are impemented in Takhar and Badakshan provinces. Three EU-funded projects (Socia Water and Integrated Management Project; Sustainabe Management for Improved Liveihoods and Environment Project; and Integrated Deveopment Environment and Sustainabiity Project Phase II) are ongoing in Takhar. The WHH/BMZ and OXFAM/SDC 2012 funded FIM project (AIM) is impemented in Badakshan. The overa aim of the FIM programme is to contribute to poverty aeviation through improved food security. The programme invoves capacity buiding of oca community groups and strengthening community structures, impementing natura resource management, agricuture, and disaster risk reduction initiatives. Income generation initiatives (especiay those targeted to women) are aso a key component of the programme. The FIM programme aso incudes a water management component. This invoves the construction and rehabiitation of water systems and the capacity buiding of community deveopment councis and water user groups to effectivey manage and maintain their water systems. Objectives: o o o To promote community based natura resources management and agricuture through the estabishment and capacity buiding of community based organisations and farmers cooperatives To increase food security and reduce vunerabiity of poor margina, smahoder farmers and andess, through economic advancement, increased iveihood options and capacity in DRR To advocate for pro poor changes in food security, agricutura and natura resources management poicies and practices
2 ETHIOPIA PROGRAMME PLAN Introduction The poitica environment of the country has remained reativey consistent and stabe. The economic situation is a serious concern. The gross domestic product/gdp is said to be strong, mosty by growth in services (14.5%), foowed by industria (10.2%) and agricutura (6%) sectors. Athough GDP growth is strong, macroeconomic management was probematic. This is due to interacting factors. The goba economic crisis has caused a sow bounce back in exports, whie imports remained strong which resuted in a trade and baance of payment deficit. This is expected to worsen from minus 6.4% in 2010/11 to minus 11.9% in 2011/12. The nationa infation rate over the ast 12 months on average was above 20% which has been cimbing up at an aarming rate - from 34.7 percent in May to 39.2 percent in Juy, significanty affected, of course, by the ongoing drought and the trend is infation to ikey to worsen in 2012 and beyond. In Juy 2011, the Ethiopian government announced that it needed emergency humanitarian assistance of more than US$398 miion to address the humanitarian crisis that has affected about 4.8 miion peope in the country, incuding an estimated 250,000 refugees from Somaia, South Sudan and Eritrea. This humanitarian crisis is demanding the consoidated efforts of reevant stakehoders and the recovery phase wi continue a the way through Thus, the humanitarian response of Concern Wordwide in Ethiopia is anticipated to continue into Currenty Concern is in the process of deveoping a country strategic pan which wi guide the country programme over the coming five years. The strategic pan wi buid on the strengths of Concern Ethiopia and use earning from experiences of the organization to ensure proper positioning and deivery of effective and dignified services to some of the most vunerabe communities. In 2012 and beyond, Concern Ethiopia s programme deivery efforts wi be faciitated both through working with partners and direct impementation. However, interventions particuary in ong-term deveopment efforts wi be more focused both geographicay and programmaticay. There is a shift towards a more integrated programming approach to hep address compex needs and achieve sustained impact. Based on Concern Ethiopia s proven practices, it is panned to create synergy between iveihoods and heath & nutrition (incuding WASH), with strong mainstreaming of HIV&AIDS, gender and equaity, incuding the GBV project. This approach wi be pioted in Dessie Zuria in South Woo, Amhara Region, and in Woyita in SNNP Region. Our institutionaization of accountabiity to our beneficiaries and other stakehoders wi be strengthened through an enhanced M&E system. Accordingy, most of the education projects wi be phased-out in 2012 based on an exit strategy designed jointy with reevant partners and invoving a stakehoders.
3 2. Programmes Heath and Nutrition Concern wi exit from traditiona CMAM interventions by the end of 2011 but wi maintain emergency nutrition capacity. The team wi expore the possibiities of repicating good practice and wi scae up our work on Infant & Young Chid Feeding funded by Aive & Thrive. Nutrition interventions wi be combined with WASH and iveihoods in piot area-based programmes in Amhara and SNNP regions where we currenty operate. Based on Aive & Thrive essons and best practice, we wi expore further programme opportunities. We wi continue our nutrition work in Tigray funded by the Word Bank and much of the focus in 2012 wi be on operationa research. Education Concern Ethiopia Education programme has been impemented in partnership with six oca NGOs in the three programmme regions of Ethiopia. The programme started in 2001 with the objective of creating access to quaity basic education for vunerabe chidren. In the ast 9 years, more than 20,000 (50% girs) out of schoo chidren benefited through basic education in Woo, Woayita and Addis Ababa. Additionay, more than 100,000 parents, centre management committee members and youth have benefited indirecty from the programme. Concern pans to phase out of the education programme by the end of This is mainy in ine with strategic thinking of focusing efforts and resources for more coverage, quaity programme deivery and sustained impact. The phase-out is based on a common understanding between Concern and its partners supported by a we-organized exit strategy. This strategy incudes buiding the capacity of existing partners in identified critica areas, inking with the reevant government and existing community structures at different eves and ensuring the successfu competion of the academic year for 2012 for a enroed students. This wi be the main focus of effort for the education programme in HIV and AIDS The HIV and AIDS programme which aims at improving the quaity of ife of peope iving with HIV&AIDS and their famiies in Addis Ababa and Woo is funded by Comic Reief and impemented by four partners. An exit strategy was deveoped with two partners in three ocations in Throughout 2011, we have earnt essons from MAPS evauation, partner gender audits and a support visit from PALU adviser. The pan for 2012 is to focus our interventions on the four remaining partners and strengthen their capacity in IGA and mainstreaming as we as gender reated issues. We wi further strengthen our interna capacity for interna and externa mainstreaming. HIV&AIDS wi be integrated into the area programme in Woyita, SNNPR and Woo, Amhara. Food, Income & Markets (Liveihoods) Concern continues to run rura iveihood programmes in two areas of the country: Woyita Zone in SNNPR, and Woo zone in Amhara. Ongoing project activities for 2011 remaining incompete at year end wi be competed in In Woo, main activities wi cover community based cooperative initiatives, crop diversification, and income
4 generating activities. These activities wi be better integrated with GBV and reproductive heath activities are aso being impemented. The carry over into 2012 work wi benefit 26,180 beneficiaries. In Woyita, the muti-country EU funded Farming Together Project in Offa District wi continue in 2012 in partnership with WDA. Supporting oca authorities in the agricuture sector and farmers in diversifying iveihood strategies wi remain core actions of the project. The project wi benefit 5,000 poor househods in 2012 (a tota of 9,760 househods wi benefit over the 36 months project period). Other incompete work in other districts wi be competed in the eary months of 2012, integrating HIV&AIDS and heath components where feasibe. Foowing the CSP, Contextua Anayses wi be conducted in Woo and Woyita both specific geographica and programmatic focus. Depending on the outcome of the anaysis, it is panned to estabish an integrated programme inking iveihoods, heath & nutrition, HIV&AIDS, equaity & gender interventions (incuding the GBV project). Existing iveihoods partnerships, pending new partnerships, wi be phased out based on cear exit strategy to be deveoped coaborativey. The current Urban Liveihood Programme wi be competed at the end of Further extension of the urban iveihood programme under the current funding situation and the strategic direction of the country programme isn t currenty feasibe but wi be expored in the new Strategic Pan. Existing partnerships in Addis Ababa under this programme wi be phased out at the end of The current EU funded vocationa skis training programme wi however start to be impemented in Emergency Ethiopia s Preparedness for Effective Emergency Response (PEER) wi be roed out in The main focus of our response in 2012 wi be focused on the recovery phase of the 2011 humanitarian interventions with a focus on seeds, ivestock support and rebuiding assets ost in the 2011 drought. We wi aso work at further integrating DRR approaches into our existing ong term deveopment programmes. Emergency response is ikey to continue into 2012 probaby focused on nutrition and water provision in some areas. Accountabiity Concern Ethiopia pans to ro out key accountabiity documents to its staff and stakehoders in 2012: Concern Ethiopia Accountabiity Commitments and its Impementation Pan, and Concern s Strategy to ensure Accountabiity to Partners and to Beneficiaries when working with Partners. A series of workshops wi be carried out for Concern staff and stakehoders on these. Concern Ethiopia Partnership Guideines wi aso be updated based on our Accountabiity Framework, and Accountabiity to Partners and to Beneficiaries Strategy Document. To ensure maximum protection of programme participants especiay beneficiaries, Programme Participants Protection Poicy (P4) Pan wi be reviewed and work done to practicay impement it in our programmes.
5 Gender and Equaity Concern Wordwide-Ethiopia wi continue roing out the equaity poicy and strengthen its engagement in this area. As part of this effort a directy impemented and partnership programmes wi be supported to have a cear equaity mainstreaming pan for the partnership period and monitoring framework, a drafted guideines wi be finaised, shared and started to be used by both interna departments and partners. Staff capacity buiding training and experience sharing programmes wi be faciitated for both Concern and partner staff. In order to strengthen the integration of equaity agenda in emergency programmes trainings to staff and stakehoders wi continue to be provided and mainstreaming anaysis wi be done for each site in coaboration with fied eve foca persons. Furthermore, Concern wi continue participating in various forums and networks ike CCRDA Women Deveopment Forum, gender working group under HINGO, GBV Nationa Campaign and provide technica and financia support with objective of attaining representation at nationa eve, sharing experience and enhance earning and inking grass-root issues to nationa eve efforts. Gender-based Vioence Concern Wordwide-Ethiopia wi have two GBV projects in Dessie Zuriya Woreda in partnership with Women Support Association. The overa objective of the projects is reducing the incidence of GBV through institutiona and behavioura change. The first project was started in 2008 currenty operating in eeven administrative areas ( kebees ). The focus of this project wi be to strengthen the capacity of CBOs and various other components to ensure the sustainabiity of the project resut. The newy started DFID funding project shares the same overa objective and wi be impemented in eeven targeted kebees. It wi incude prevention of GBV and provision of support to GBV survivors. 3.
