2 Schedule/Content 8 a.m. Registration and Continental Breakfast 8:30 a.m. Welcome and Introductions OPENING KEYNOTE ADDRESS Navigating Turbulent Waters: When Work Feels Like a Whitewater River One of the nation s leading organizational change theorists, Peter Vaill, describes our current culture as being in permanent whitewater constantly navigating a complex, turbulent and changing environment. Sound familiar? This session is designed to explore the relationship between whitewater canoeing and balance/productivity. Learn how to come up with a Plan B what to do when you find yourself facing backwards. Review the finer points of positive communication so you can achieve the enormous benefits of courageous conversations. Recognize the stupid side of the rock when being a team is more important than being right. Appreciate how you can be a little bit more wild so you can bring the gift of who you are to all that you do as a leader in your organization to enhance the productivity of you and your staff. CHRIS HEETER, Principal, The Wild Institute, Bloomington 10 a.m. Break 10:15 a.m. CONCURRENT SESSIONS Session A Revisions to Minnesota s Nurse Practice Act and the Home Care Nurse Manager On August 1, 2013 Minnesota s newly revised Nurse Practice Act was signed into law. The revisions were made expressly to provide greater clarity and to remove barriers to practice for registered nurses and licensed practical nurses, as well as meet the needs of consumers of nursing now and in the future. This program was designed to discuss how these changes particularly impact nurses working in home care and assisted living settings. Describe the revisions made to Minnesota s Nurse Practice Act and why changes were made. Compare and contrast the old with the new Practice Act language to become familiar with the differences. Identify what implications the changes will have for the day-to-day practice of an RN and an LPN in home care and assisted living settings. RENE CRONQUIST, BA, JD, RN, Director of Practice and Policy, Minnesota Board of Nursing, Minneapolis; and SUSAN SCHAFFER, Attorney at Law, P.A., St. Paul Session B Preparing for Your Home Care Survey Under the New Licensure Requirements While surveys under the new licensure requirements will occur when your license is renewed on or after July 1, 2014, there s information available now that you can use to train your team to prepare for it. By starting now, you will have time to adjust your operations accordingly and increase the likelihood of having more positive outcomes later on. Describe important elements of Minnesota s new AL home care licensure and its survey process so you have a better understanding of MDH s expectations for compliance. Develop a survey algorithm that will help your organization respond to citations. Consider how you, as an organizational leader, need to set the standard and expectations for conducting self-audits to ensure ongoing compliance. Discuss necessary coordination efforts between the clinical services director and outside agencies providing ancillary services to your residents. Understand what happens next if your agency is cited with negative findings. Know how to appeal a citation what your organization can and should do. APRIL BOXETH, Attorney, Voigt, Rodé and Boxeth, St. Paul; and LORES VLAMINCK, Principal, Lores Consulting, Rochester 11:45 a.m. Lunch 12:45 p.m. CONCURRENT SESSIONS Session C Remote Supervision: Making it Work Successfully in Home Care and Assisted Living Settings The very nature of home care requires that staff go where a client lives to provide care. Both the clinical services director and that staff person are accountable for what s delivered. This presentation is designed to explore how to make remote supervision work more successfully, while complying with the requirements of Minnesota s Nurse Practice Act. Know what remote supervision is and the unique challenges it poses when staff are off site. Recognize when delegation is an option and in the context of Minnesota s Nurse Practice Act so professional licenses are preserved. Review the documentation that needs to be completed so you know what care and services were delivered and can be reimbursed for. Describe how medication administration is affected by remote supervision. Take home ideas for how to improve communication between staff and those who supervise them remotely. ANNE MAJOR, RN, BSN, Vice President of Home Care and Hospice, Knute Nelson Home Care and Hospice, Alexandria; and TINA SCHLOTTMAN, RN, BSN, Education Administrator, Minnesota HomeCare Association, St. Paul

3 Session D - Understanding the Final Journey: Your Role as a Service Provider in End-of-Life Care For older adults with chronic illness who wish to remain in their own homes, their care needs grow more complex, as do their needs for different types of services especially end-oflife. Home care agencies and assisted living organizations are uniquely positioned to provide or partner with organizations who offer palliative care or hospice services as a way of better serving their clients. Understand the differences between palliative and hospice care and when it is appropriate so you know what your organization s role should or could be. Define the hospice benefit so you know how those services are paid for and to better evaluate if your agency can make the service model work financially and/or if you need a partner. Review the aging demographics related to the need for palliative and hospice care to have a better sense of the market potential in your community. Identify end-of-life symptoms and recognize the important role you and your staff have in working with your clients and their families as they experience and make decisions about this final journey. LAURA SCHERER, RN, BSN, CHPN, Director of Home Care and Hospice, Unity Family Home Care and Hospice of St. Gabriel s Hospital, Little Falls Session E Vulnerable Adult Abuse (VAA) Prevention Plans Assisted living and licensed home care agencies are required by law to report incidents of abuse of vulnerable adults and to have a formal plan in place to prevent it. These organizations will face increased scrutiny and expectations under Minnesota s new home care licensure and this session is designed to discuss them. Briefly review the Vulnerable Adults Act (VAA) and its reporting requirements. Identify the key elements that need to be included in your VAA prevention plan. Gain important insights on what your organization needs to do to be survey ready with best practices for VAA prevention plans. Understand what you can do to minimize your risk in VAA reporting. APRIL BOXETH, Attorney, Voigt, Rodé and Boxeth, St. Paul 2:15 p.m. Break 2:30 p.m. CONCURRENT SESSIONS Session F Documentation Best Practices for Home Care The phrase not documented, not done applies to all aspects of the operations for assisted living and home care agencies and for all types of purposes. That which is poorly written, full of mistakes or absent may result in the perception of low quality care, no or low reimbursement for services already provided, survey citations and increased legal exposure among other things. Describe the rationale for thorough documentation including, but not limited to facilitating communication, promoting good nursing care, meeting professional and legal standards, reimbursement, QA and performance improvement. Compare and contrast tools that will help you improve your documentation efforts. Review the different types of charting commonly used in assisted living and home care settings. Become familiar with excellent documentation using technology including electronic medical records, , FAXes and more. LORES VLAMINCK, Principal, Lores Consulting, Rochester Session G Healing Touch as a Service for Your Home Care Clients What s old is new when it comes to alternative therapies that can have significant health benefits for older adults living in the community as well as in assisted living settings. This program will explore one of them healing touch. Become familiar with the practice of healing touch as a therapy its rich history, debunking the myths surrounding it what its health benefits are for older adults and the research behind its practice. Know who is qualified to be a healing touch practitioner and identify potential partners to provide them. Understand how healing touch services can be paid for so you can make an informed business decision. CHRISTIANIA DUPAUL, RN, Director of Infection Control Preventionist, Certified Healing Touch Practitioner, Reiki Practitioner, Myofasical Release Practitioner and Aroma Therapy Intern, Augustana Care, Minneapolis Session H - Minnesota s Level of Care Changes and Their Impact on Assisted Living, Home Care and HCBS Providers By January 1, 2014 Minnesota s level of care requirements are scheduled to go into effect. DHS has estimated that as many as 13% of EW recipients and 3% of nursing facility residents will not meet the new standards. This session is designed to discuss these level of care changes and how they are likely to impact home and community-based services. Review how client eligibility for EW and CADI will be performed under the new level of care standards and process. Identify who may still qualify for waiver services under the current criteria and under what circumstances. Evaluate the financial and operational impact of the level of care changes on your business and what you will need to do to address them. DOUGLAS SILVERMAN, MPH, State Program Administrator, Aging and Adult Services Division; and other staff (TBA), Minnesota Department of Human Services, St. Paul 3:30 p.m. Adjourn
