Integration To ensure that health and disability services in Tairawhiti are well co-ordinated and interact effectively, together and across sectorial boundaries, ensuring that gaps are eliminated and resources are well utilised. Choice Personal: To empower and enable people of Tairawhiti to determine their overall wellbeing. Collective: To encourage active community participation in determining the range of health and disability services available. Responsiveness - He tangata Using the New Zealand Health, Disability, Maori, Primary Care Strategies and other sub-strategies as living documents, TDH will endeavour, through active community participation, to be responsive to identified local needs in those aspects of its operations. To be meaningful, community consultation should be participative, open and honest. There should be a common process of involving and informing people. 2 GROUP STRUCTURE:

3 POSITION FOCUS: This position exists to provide a high quality, culturally appropriate, assessment and therapeutic service for clients and families suffering from a mental illness. This role will be based at Community Mental Health, and will provide services to the Adult Mental Health service and the Older Persons Mental Health service across the community and alcohol and other drug service. DUTIES AND RESPONSIBILITIES: Key Areas of Responsibility Clinical Management Utilises an array of diverse clinically based assessments, utilising appropriate psychometric testing in conjunction with the recognised diagnostic classification systems of ICD-10 or DSM-IV that are tailored to specific disorders Provides the clinicians with diagnostic information, assists in the formation of a management plan and provides a baseline against which progress can be measured Utilises a comprehensive range of treatment and support services which are tailored with regards to a person's age, culture, state of development and consumer stage in the recovery process Treatment provided is evidence based and with an emphasis on positive outcomes for consumers All interventions are individually designed and targeted to effect client based change Provides a comprehensive range of valid measurements to evaluate "client outcome" that will enable the Clinical Psychologist to monitor the individual's progress and evaluate performance/treatment. The measurement of consumer outcome must be: o Culturally appropriate o Applicable and allow data to be aggregated in a meaningful way o Acceptable in a brief and user friendly way Provides a range of evidence based, safe and effective therapies specifically structured towards group based treatments giving priority towards people with greatest distress/dysfunction and disability The individual/family is adequately informed of the potential benefits/possible adverse effects and any other foreseeable inconvenience accounted within the provision of a particular therapy Accurately documents client based therapeutic changes and planned treatment interventions Maintains accurate and up-to-date client based statistical information Reporting requirements for legal and service requirements are fulfilled Gathers feedback on service provided Assists in the development and implementation of the early intervention programme Be prepared to undertake consultations as required The Clinical Psychologist will be available to contribute to the various professional skills and abilities for the benefit of the service Supervision Provides professional support/supervision to other staff within the organisation Maintains regular contact with the Mental Health Clinical Director, ensuring professional supervision and development is co-ordinated and maintained

9 DEPARTMENTAL STRUCTURE: PRIMARY OBJECTIVE OF THIS POSITION: This position exists to provide a high quality, culturally appropriate, assessment and psychotherapeutic service for clients and families living with or affected by mental illness. Regular contact is maintained with the Clinical Director and Team Leader Mental Health Services, ensuring professional supervision (both psychotherapeutic and cultural) and development is coordinated and maintained.

15 TAIRAWHITI DISTRICT HEALTH PERSON SPECIFICATION Skills, Knowledge, Abilities and Attributes Essential Desirable An active member of the New Zealand Association of Psychotherapists (NZAP) or other equivalent professional body in New Zealand, and having demonstrated the member has met the minimum standard 1 of training, qualification, supervised client practice, attendance in personal psychotherapy and professional and personal competencies in psychotherapeutic practice A registered member of the New Zealand Psychotherapy Board (this newly established registration authority will effect compulsory registration to comply with HPCA legislation with effect from approximately August 2010) A proven ability to understand, observe and apply the appropriate professional Code of Ethics (e.g. NZAP) and quality standards of professional practice A proven ability to recognise, acknowledge and address cultural differences with sensitivity and a willingness to participate in ongoing activities directed at improving one s knowledge of the Treaty of Waitangi, Tikanga Maori and Te Reo skills A sound clinical knowledge combined with appropriate psychotherapeutic skills Proven ability and performance in the appropriate application of legislation relevant to the Mental Health Service Ability to work closely and harmoniously with others to achieve professional and department/service based goals A sound knowledge of developmental psychology, personality formation, psychopathology and the nature of the human condition A sound knowledge, understanding, experience and application of a variety of psychotherapeutic treatment interventions/programmes to address a broad range of psychiatric and psychological conditions including (but not limited to) psycho-analytic (Jungian), psycho-dynamic (Freudian), Object-relations, Transactional Analysis, Existential, Person-centred (Rogerian), cognitive and behavioural techniques (e.g. CBT), Psycho-synthesis and Integrative Psychotherapy. A sound knowledge and experience of working with and treating a broad spectrum of clients presenting with personality disorders and severe personality adaptations, schemas and traits e.g. Schizoid, Narcissist and Borderline conditions A clinical psychotherapeutic supervisory practice/training/qualification A general supervision practice/training/qualification Experience of department or project management and team leadership Experience of statistical modelling and analysis Experience of policy formulation and development Experience of report writing and presentation formulation and delivery skills Certificate in Te Reo Maori 1 Due to the limited opportunities and providers of psychotherapy training in New Zealand, NZAP acknowledges a broad range of tertiary trainings, qualifications and experience gained outside New Zealand and places the emphasis on professional competences and regard to good practice and the observance of sound ethics.
