Primary Purpose To provide clinical expertise, leadership and management, which ensures a safe, evidenced based practice environment that supports service requirements in the Maternity Unit. Develops, and in conjunction with a multi-disciplinary team coordinates a collaborative interdisciplinary approach which enhances patient centered care

2 This is a designated senior midwife position Principal Accountabilities 1. Clinical Leadership Facilitates and monitors the provision of safe, effective midwifery and registered nurse practice, which meets the needs of patients and their families Develops an environment which supports self-accountability and responsibility for effective clinical decision making and patient outcomes, Develops and maintains key partnerships and networks crucial to the success of the role within the organisation and externally, including Lead Maternity Carers. Communicates effectively with courteously modeling effective conflict resolution to support a cohesive multidisciplinary team. Incorporates Treaty of Waitangi principles into care delivery to contribute to the improvement of Māori health status Manages ethical dilemmas in a supportive, collaborative manner Patient satisfaction with midwifery and nursing care provided by the Maternity unit staff job satisfaction Treaty partners confirm appropriate consultation and liaison through audit and feedback processes. Feedback confirms clinical leadership role model 2. Service Management Develops and agrees the annual unit budget and business plan with the Decision Support Analyst (DSA), Women, Child and Family Service and Midwife Leader Ensures effective coordination and use of all resources in line with approved budgets and meets reporting requirements Recruits and retains staff appropriately to area, maintaining an appropriate roster and skill mix to enable the delivery of safe care Manages staff performance in conjunction with the Midwife Educator and manages sick leave Monitors and reviews patient acuity, skill mix and workload trends using available data systems to align staffing and workload % reduction in midwifery staff turnover Meets agreed MHPPD target TrendCare data accuracy TrendCare data used to manage resource utilisation % reduction in sick leave % reduction annual leave balances. 3. Professional Development Undertakes annual performance reviews and appropriate development goals are completed with all staff Liaises with the Midwife Educator in identification and development of learning needs analysis for the unit and individuals with performance development needs Liaises with the Midwife Educator to ensure all staff complete orientation, clinical competencies and maintain relevant certification for the specialty Maintains mandatory certification relevant to the role

3 Maintains own clinical knowledge, competence and demonstrates leadership through own professional development Committed to and supports demonstration of ongoing staff competency through the Quality and Leadership Programme (QLP) and the Professional Development and Recognition Programme (PDRP) Evidence of ongoing professional development Certified skills are current Annual performance reviews completed for all staff Evidence of development and ongoing maintenance of professional portfolio 4. Management of the Environment Proactively maintains health and safety for clients, staff and others Promotes and ensures infection control standards are maintained Actively manages clinical risk and incidents and contributes to quality and risk planning and monitoring % of nosocomial infection rates Meets health and safety reporting requirements Patient fall rates Follow up recommendations from incidents are implemented 5. Continuous Quality Improvement Leads and encourages continuous quality improvement activities Identifies and supports relevant research initiatives Develop and maintain unit standards with relevant audit, ensure accurate data collection processes meet Midwifery, Neonatal and other reporting requirements Maintains quality standards to meet certification and Baby Friendly Hospital requirements Maintains processes which encourage effective exchange of information and ideas Evidence of quality improvements implemented and evaluated Evidence of audits identified, completed and required standards met Quality improvements to meet certification standards actioned A function of BOPDHB is to provide a 24-hour service. This may at times necessitate you being required to change duties or transfer to another ward or department to ensure adequate coverage. This position description is not exhaustive and the incumbent may be requested to perform any reasonable task within the scope of the position as requested by the Line Manager This position description will be reviewed from time to time in consultation with the incumbent.

Significant clinical experience including LMC, secondary care and neonatal experience Previous successful staff management experience Dual registration as Midwife and Registered Nurse an advantage. Experience at managing change including the multidisciplinary team. Applied research findings to support evidence based practice

You are required to meet the Health and Safety at Work Act 2015 requirements as set out in the BOPDHB Health and Safety policies and protocols. This includes completing successfully any health and safety training provided by the BOPDHB. You are required to maintain a standard of health which will allow for the performance of all duties and functions of the position. All BOPDHB sites are smokefree environments. Health Practitioners Competence Assurance Act You are required to maintain your current competency based practicing certificate. 2. You must notify your Manager of any changes to scope or conditions on practice (determined by Regulatory Authority). 3. You must complete the requirements of any competency programme. 4. You must notify your employer of concerns relating to the risk of harm to the public of another health practitioner practicing below the required standard of competence. 5. Know the provisions of the HPCA Act as the governing legislation. Vulnerable Children Act 2014 Due to this position having contact with children and the BOPDHB s commitment to child protection, you will be subject to safety checks under the Vulnerable Children Act at the time of hire and thereafter as per the relevant legislation.
