Toi Te Ora Public Health Service (Toi Te Ora) is funded by the Ministry of Health and is the public health unit for the Bay of Plenty and Lakes District Health Boards. Toi Te Ora s purpose is to: Improve and protect the health of the population in the Lakes and Bay of Plenty districts with a focus on reducing inequalities Toi Te Ora s key role is to plan and deliver services that promote, protect and improve population health, prevent ill health and minimise the risk of disease and injury through population based interventions. The service places an emphasis on improving the health of Maori, children (including maternal health), and young people. 2 Organisational Structure Toi Te Ora sits within Regional Community Services, Bay of Plenty District Health Board. Toi Te Ora s organisational structure is based on the three domains of public health activity and expertise: health protection, health improvement and health services development. It moves beyond a focus on individual behaviour towards a wide range of social and environmental interventions. The primary purpose of the Health Improvement team is to plan, implement, monitor and evaluate health improvement initiatives across the Bay of Plenty and Lakes districts using a setting based approach. Healthy settings involve a holistic and multidisciplinary method which integrates action across risk factors. The goal is to maximize disease prevention via a "whole system" approach. The settings approach has roots in the WHO Health for All strategy and, more specifically, the Ottawa Charter for Health Promotion. Healthy Settings key principles include community participation, partnership, empowerment and equity. Health Improvement team initiatives will be achieved by: Taking a lead role in the development and strengthening of interagency collaborations that facilitate population health gains Contributing to the planning and development of specific projects and service wide programmes Proactively contributing to the realisation of Toi Te Ora Public Health Service s vision and the attainment of strategic goals.

3 Main Purpose The focus of this position is to carry out the functions of the Education team supporting the delivery of the Health Promoting Schools, Building Blocks for Underfives and Breastfeeding Friendly programmes. These programmes deliver interventions through education settings, including schools, kura, early childhood education centres and Kohanga reo. The programmes aim to enhance the health and wellbeing of the whole community through creating supportive education/learning environments that make the healthy choice the easy choice. Key aspects of this work include supporting education providers to plan, implement, monitor and evaluate health improvement initiatives to address the determinants of health and reduce inequalities. Health improvement advisors are expected and supported in the job to actively build their knowledge, skills and behaviours in line with the Health Promotion Competencies for Aotearoa New Zealand. Nature and Scope of Responsibilities The incumbent will: Have no line management responsibility Operate across Toi Te Ora Public Health Service Be part of Toi Te Ora Public Health Service s Health Improvement Team. Principal Accountabilities Accountabilities Technical expertise Performance measures Health knowledge improvement Works in a way that demonstrates understanding or a commitment to learning about: the pre-eminent place of the Treaty of Waitangi in guiding health improvement health improvement in the NZ context, including Maori and Pacific models of health the Ottawa Charter for Health Promotion the concepts of health equity, social justice and health as a human right the social determinants of health evidence based practice and evaluation methods the systems, structures, policies and legislation that impacts on health project and action management the communication process and current information technology required for heath improvement action Health competencies improvement completes an annual review of their health promotion competencies (described in the Health Promotion Competencies of New Zealand) and actively seeks to increase competencies over time

4 with support from the organisation Project management uses health promotion experience and knowledge to plan, implement, monitor and evaluate public health projects works alongside staff in the Health Protection and Health Services Development team works within the project budget maintains accurate records of meetings, discussions and expenditure meets reporting requirements meets project milestones and timeframes takes responsibility for the identification of issues and obstacles in the project contributes to internal and external discussions regarding the projects by offering well-reasoned and researched opinion effectively carries out any other duties as determined by the Health Improvement Manager. Essential Tertiary qualification in public health, project management or a related field, at degree level or above Knowledge of public health issues in New Zealand Demonstrated ability to research, plan, implement, monitor and evaluate projects Demonstrated ability in written and oral communication Demonstrated ability to work in a team environment Ability to critically analyse own and others work Excellent organisational and time management skills Demonstrated professionalism and strong work ethic, including maintaining confidentiality Demonstrated ability to work autonomously Excellent interpersonal and leadership skills Demonstrated understanding of the Treaty of Waitangi and the implications for public health Good computer skills, especially in Microsoft Office products.
