3 PURPOSE OF THE POSITION The Acute Adult Inpatient Mental Health Service Clinical Nurse Specialist works across the unit acting as a role model, educator, consultant, researcher, leader/change agent and care co-ordinator/case manager in the pursuit of clinical excellence and improved health outcomes. Clinical practice is central to the Clinical Nurse Specialist role. This role will: Provide nursing leadership within the service in order to ensure service user treatment and care planning is comprehensively co-ordinated and informed by specialist knowledge utilising care models that best meets acute inpatient mental health and in partnership with the service user and family/whaanau. Contribute clinical expertise for the development, maintenance and review of quality activities which include policies, procedures and wider initiatives within Acute Mental Health services. As a senior nurse this role has the responsibility for leading and improving the quality of professional nursing practice and promoting high standards of care by supporting an environment where excellence can flourish. Work closely with all members of the multidisciplinary team to ensure that Acute Mental Health service users receive seamless, service user/family/whaanau centred care whilst strengthening the integration initiatives already underway. 4 NATURE AND SCOPE OF RESPONSIBILITIES Key Accountabilities Standards / Achievements Leadership Provides nursing professional leadership through expert acute mental health and addictions nursing knowledge to the wider MDT and the nursing team Promotes and role models expert competency in mental health and addictions nursing that is underpinned with best practice and research. Role models and enhances advanced nursing practice that contributes to improved mental health and addictions outcomes and service delivery. Lead, initiate, promote and participate in continuous development of mental health nursing practice within the acute inpatient unit and beyond Support the mental health and addictions nursing workforce in the science and practices of mental health. Provide leadership in the assessment, planning, implementation and evaluation of nursing care and practice for people admitted to the acute inpatient unit. Support up to date policies/procedures and healthy facilities. Identify the learning needs of individual clinicians, nurses or groups. Participate in business, nursing and education planning processes at a strategic and service level Clinical Practice Demonstrate and provide clinical specialist expertise in the planning and practice of acute mental health and addictions care. Assesses and modifies care in collaboration with the MDT as necessary to achieve optimal health outcomes for people particularly those with complex health conditions. Advice and consultation is provided when required for all wards within the acute mental health unit. Transition times (admission/discharge) are proactively supported. Applies a high level of critical reasoning and professional judgement to nursing practice. Promote innovative and creative clinical nursing practice and ensure it is validated with best practice and research activities. Describe, explain and articulate and model expert mental health and addiction health nursing practice to nurses and other health professionals. Report clinical issues and concerns to the Charge Nurse and Nurse Unit Manager and when appropriate the Clinical Nurse Director. Liaise and consult with Health Professionals on acute and complex mental health and addiction issues and clinical management when required. Initiate and/or contribute to forums that critique current practices and debate topical issues related to acute mental health and addictions practice.

Promote cost effective nursing practice Professional Development: Staff Self Identify areas for developing education on acute and complex mental health and addictions at an organisational level. Develop, co-ordinate and provide Clinical Nurse Specialist expertise in the planning and delivery of acute and complex mental health and addictions focused education to other health care providers, specifically the wider MDT. Support the development of appropriate resource material to assist in the educative process Maintain and update own knowledge base related to clinical speciality. Attend educational opportunities and conferences relevant to the role and scope of practice and use this knowledge to improve practice. Maintain currency with own credentialing when appropriate. Actively participate in relevant professional organisations. Proactively contributes to presentation and the publication of issues related to clinical practice. Critique research findings and use these as a basis for best practice. Contribute to the development of standards of practice, protocols and policies related to acute and complex mental health and addictions inpatient care. Work with in the relevant legal and ethical frameworks Support the provision of undergraduate and post graduate student placement positions within the specialty. 7 PROBLEM COMPLEXITY Will be regularly challenged by a wide range of complex and unpredictable problems and issues related to a wide range of clinical activities within the context of the acute inpatient setting. There will be a requirement to be able to prioritise issues and negotiate time frames, while still providing a quality customer service. The range of problems will be diverse and require solutions customised to meet the circumstances of the client. Therefore opportunities will arise to provide innovative options to the client based on proven outcomes. There will be demands to meet deadlines, maintain accuracy and quality of information. Failure to do so could impact on the organisation in terms of impacting the clinical care plan delivery or progressing service improvements and development. During these times, the clinical nurse specialist will refer to Nurse Unit Manager, Service Manager and Clinical Nurse Director. For advice or second opinion. SCOPE FOR ACTION The Clinical Nurse Specialist acute inpatient unit will be required to develop innovative approaches to problem solving and utilise the skills within the multidisciplinary team to co-ordinate and resolve problems. They will need to negotiate with and co-ordinate a variety of staff at all levels across the health services and will frequently need to develop solutions for each issue and problem providing guidance and advice relative to acute mental health issues. The Clinical Nurse Specialist acute inpatient unit will be empowered to make decisions in the area of acute and complex mental health and addiction nursing. Recommendations related to service decisions will be made in collaboration with senior management team, Nurse Unit Manager, Service Manager and Clinical Nurse Director. DIMENSION OF THE POSITION The Clinical Nurse Specialist acute inpatient will be required to provide nursing leadership in the area of acute inpatient mental health at an organisational level including making recommendations for improvement in clinical practice and implementing change to improve clinical outcomes and service delivery. This may from time to time include effective liaison/consultation with staff and appropriate external parties and groups, facilitate and co-ordinate effective training and development in the acute and complex mental health and addictions field. The Clinical Nurse Specialist acute inpatient unit is responsible to the Nurse Unit Manager and Clinical Nurse Director for achievement of agreed objectives and goals within the confines of Counties Manukau District Health Board. 8 PERSON SPECIFICATIONS (requirements for the role) Minimum Preferred Qualifications A full NZ Driver s Licence with no limitations Registered Nurse-with current New Zealand APC and with agreed scope to work in mental health Post graduate certificate in specialty Has a professional development plan and /or career plan Experience (including years) A minimum of five years recent clinical experience in area of practice. Functioning at RN Expert level or senior nurse level on the PDRP Knowledge of current issues within nursing and in their specialty area. Clinical Masters in Nursing or relevant health related field. advance health assessment and diagnostic reasoning nursing practice. Knowledge of Relevant Legislation and Regulations including Mental Health Act Health and Disability Code of Consumer Rights 1996 Health Information Privacy Code 1994 Health Practitioners Competency Assurance Act 2003 Human Rights Act 1993 Medicines Act 1981 and Medicines Regulation 1984 Misuse of Drugs Act 1975 and Regulations 1977 Nursing Council of New Zealand Code of Conduct 2004 Nursing Council of New Zealand Competencies for Scope of Registered Nurse 2005 Treaty of Waitangi Act 1975

Stop work where there is an immediate risk of serious harm and escalate to the appropriate manager. Maintain Occupational Health of employees due to workplace hazardous exposures. Ensure you and the employees understand and follow CM Health s Occupational Health and Safety policies and Health and Safety regulations, what your responsibilities are under the policies and implement these requirements effectively into your work area. Manage the work area s risk profile and how these relate to the corporate risk profile and implement and resource mitigation controls. Engage your employees to participate in Occupational Health and Safety matter. Report for duty in a fit state, free from the influence of alcohol or other drugs. Provide and wear the necessary Personal Protective Equipment for yourself and your staff when undertaking specific activities, or when in nominated areas. Ensure procedures are in place for clinical and plant equipment to be operated safely. Participate in relevant safety training, manage and maintain safety related competencies for yourself and your employees. Be in possession of required and current Certificates of Competency (If relevant to your position).
