2 OJT NEG TRAINEE ELIGIBILITY DISLOCATED WORKER LAID OFF SINCE 1/1/08 LAID OFF ON OR SINCE 1/1/08 PROLONGED UNEMPLOYMENT (18 weeks) OJT NEG TRAINEE ELIGIBILITY DETAILS Per US Dept. f Labr ETA, all 3 f the fllwing criteria must be met: 1. Must be Dislcated Wrker as Defined in WIA 101(9): 18 years f age r lder and Citizen f the United States, r an eligible nn citizen; and Registered with selective service (if applicable); and meets the requirements f mre than ne f the fllwing criteria: Has been terminated r laid ff r has received a ntice f terminatin r layff frm emplyment; AND Is eligible fr r has exhausted his/her entitlement t unemplyment cmpensatin; OR Has been emplyed fr a duratin sufficient t demnstrate, t the apprpriate entity at a ne-stp center, attachment t the wrkfrce, but is nt eligible fr unemplyment cmpensatin due t insufficient earnings r having perfrmed services fr an emplyer that was nt cvered under State unemplyment cmpensatin law; AND Unlikely t return t a previus industry r ccupatin; OR an individual wh: has been terminated r laid ff, r has received a ntice f terminatin r layff, frm emplyment as a result f any permanent clsure f r any substantial layff at a plant, facility, r enterprise; OR Page 2
3 is emplyed at a facility at which the emplyer has made a general annuncement that such facility will clse within 180 days; OR was self-emplyed (including emplyment as a farmer, a rancher, r a fisherman) but is unemplyed as a result f general ecnmic cnditins in the cmmunity in which the individual resides r because f natural disasters; OR is a displaced hmemaker. 2. Must have been laid ff n r since January 1, 2008 (the date recgnized as the nset f the current recessin which justifies use f NEG funds) 3. Must be determined t be prlnged unemplyed, defined as unemplyed beynd the state s average Unemplyment Insurance duratin (NH average 18 weeks). The number f weeks is the factr, nt the UI status. An individual nt cvered by UI may still be cnsidered prlnged unemplyed if the perid f unemplyment exceeded the state s average UI duratin. OJT NEG AREAS OF FOCUS Discuraged displaced wrkers wh have exhausted UI benefits (r sn will) Individuals experiencing prlnged unemplyment and with the greatest barriers t emplyment Wrkers frm industry sectrs that experienced high rates f jb lss during recessin; including, but nt limited t cnstructin, manufacturing, transprtatin and lgistics, and administrative and supprt services OJT NEG EMPLOYER ELIGIBILITY Must be private fr-prfit r nn-prfit sectrs (Exceptins: casins r ther gambling establishments, swimming pls, aquariums, zs, and glf curses nt eligible) NO OJT NEG in public sectr Seasnal emplyment disallwed Expectatin that OJT will lead t cntinued unsubsidized emplyment beynd the OJT perid N pattern f failing t prvide OJT Trainees with cntinued emplyment Funds will nt be used t relcate peratins Cmpany at current lcatin at least 120 days Funds will nt be used t assist, prmte r deter unin rganizing Page 3
