3 Job Description Job Title: Clinical Academic Group: Training Officer Haematology & Blood Transfusion Clinical Support Services Salary band: Agenda for Change Responsible to: Accountable to: Lead Specialist Biomedical Scientist Haematology Service Manager Blood Sciences Hours per week: 37.5 Location: Budgetary responsibility: Barts Health Laboratory Sites Direct and Indirect Training Budget Allocation Manages: Direct reports: Indirect reports: Trainees within the department. Training responsibility for all non-medical staff within the department Aim of the role This training officer has responsibility for the training and development of all grades of biomedical scientists and medical laboratory assistants across the trust. The post holder must be able to demonstrate proficiency and competence with the different training schemes and levels of training required by the different grades of staff within the department. As a band 7 Biomedical Scientist the post holder must be conversant with the technologies and methodologies in Haematology and Blood Transfusion. The post holder is responsible for training within Haematology and Blood Transfusion and will manage and develop the department training programme, including Multi-disciplinary working for new and current staff. The post holder may have additional cross site responsibilities in designated technical areas. They will maintain the induction manual for new members of staff in the department and design and produce a departmental training programme. They will assist the Chief Biomedical scientists and the Divisional Manager in matters relating to Training within Haematology and Blood Transfusion. They will be expected to lead in the organisation and implementation of the training programme for biomedical scientists and medical laboratory assistants and in developing and nurturing a CPD environment. 5 Main Duties and Responsibilities Training 1. To design and implement the departmental training systems in collaboration with the Chief and Lead Specialist Biomedical Scientists. 2. To work with the Quality Manager to design and implement the training module on Q- Pulse. 3. To establish training schemes to help individual staff learning and development and to assess knowledge, skills and competencies. 4. To establish a cross site annual training programme with seminars and to revise programmes as necessary. 5. To represent the department at the Pathology Training Committee. 6. To assist Senior and Chief Biomedical Scientists in the generation, evaluation and implementation of competency standards for all sections in the department. 7. Produce training materials for in house training and competency assessments. 8. To have an understanding of e-learning techniques and be involved in creating/delivery of e-learning packages. 9. To work with section seniors to design and implement refresher training and core automation training for all qualified biomedical scientists. 10. To supervise trainee Biomedical Scientists to complete generic and specialist portfolios and projects. 11. To manage and monitor Biomedical Scientists undertaking their MSc in collaboration with work place supervisors. 12. To manage training leads across sites to assist with MLA training and portfolio. 13. To take responsibility for the local induction, training and education of staff in collaboration with Chief Biomedical Scientists. 14. To ensure systems exist to record and monitor mandatory training for staff. 15. To take responsibility for annual HCPC audit, to ensure staff are registered to practice. 16. To be able to use data systems to provide reports of training and competency of staff. 17. To train other staff in the use of the training systems as appropriate to their role. 18. To support departmental/organisation and professional training initiatives. 19. To support senior staff with staff appraisals. Laboratory Informatics 20. To comply with local and national policies for the safe, secure and confidential processing, and storage of patient and other laboratory information. 21. To undertake relevant training for the information technology systems within the department and to become proficient in their use. 22. To monitor the efficiency and effectiveness of the operation of the LIMS in the section. 23. To be able to train staff in the basic operation of the LIMS. Quality 24. To be responsible for the training aspects of the quality management system under the overall responsibility of the Haematology Quality Manager.

6 25. To be responsible for investigating and reporting complaints, incidents and Datix as required by the Haematology Quality Manager. 26. To ensure adequate provision of departmental training resources in all aspects of Quality Management systems and advise the Lead Biomedical Scientists of any necessary system enhancements. 27. To work with the Haematology Quality Manager to support the training activities of the QMS for audit, clinical governance and accreditation. 28. To ensure that the quality policy and policies for quality control are followed and work conforms to specified standards. Take corrective action if work fails to meet the specified standards. 29. To be aware of and work to appropriate accreditation standards (e.g. CPA, ISO, MHRA, HTA etc.). 30. To provide an appropriate and comprehensive training, induction and update programme for all members of staff within the section. 31. Familiarise self with all departmental policies. Human Resources Management 32. Maintain and promote a professional image. 33. To supervise and manage staff within the team as required by the Lead Specialist Biomedical Scientists. 34. To supervise the daily operation of the section on either site and to maintain the smooth delivery of the service if required by the Lead Specialist Biomedical Scientists 35. Oversee the resolution of problems which may impact the smooth operation of the section. 36. Manages and undertakes the technical work whilst supervising the team. 37. nsure the effective line management of MLA staff and Biomedical Scientists including effective deployment of staff as required. 38. To organise Team briefs and ensure meetings are minuted. 39. Forms a management link between laboratory management and junior staff. 40. Takes part in the departmental annual appraisal, where specific personal objectives and a personal development plan are agreed and kept on file. 41. Manage the performance of staff and undertakes appraisals of junior staff. 42. Maintain awareness of Trust and Departmental Policies and their application. 43. Liaise with senior staff to ensure appropriate deployment of staff and optimise service delivery. 44. Participate in recruitment and selection of staff. 45. Assist in the collection of data for statutory and mandatory returns and laboratory management and present it in the required format. 46. Represent the department or section at meetings as required, including the presentation of information. 47. Deputise for line managers as required. Financial and Physical Resources 48. Responsible with the lead specialist biomedical scientist for allocation of both the direct and indirect training budgets for the department.

7 Health & Safety 49. To assist in ensuring that Haematology and Blood Transfusion is a safe environment for both employees and visitors. All staff follows safe working practices and staff and visitors comply with Departmental Health & Safety policies. 50. Assist in the delivery of Health & Safety training to all staff within the Haematology and Blood Transfusion department 51. nsures that work is carried out safely in accordance with departmental policies. 52. nsure appropriate risk assessments have been undertaken and ensure that any non-compliances are escalated and in a timely manner 53. Assume first line responsibility for the management of incidents when required. Research and Development 54. Participate in work relating to research studies, audits, trails, evaluations or projects within the department. 55. Required to plan, coordinate and undertake audit work within the department. 56. To be involved in research and development linked to the needs of the Trust and to play a lead role 57. Participates in the research and development of new diagnostic techniques and their introduction to the department. 58. As training officer be able to assist staff with poster and external presentations. Communication and Relationships 59. Liaise with other disciplines in respect of training policies and strategies 60. Communicate with the Professional Bodies IBMS and HCPC in matters relating to the training and education of Biomedical Scientists. 61. To assist in the development and maintenance of effective working relationships both inside and outside the department to ensure a professional and efficient service at all times. ducation 62. May be required to give seminars and presentations within the department. 63. Design and mark Work Based Learning assignments to meet the needs of the University and Standards of Proficiency of the HCPC. 64. Participate in Continuing Professional Development, which may include attendance at relevant courses, symposia or meetings. Any information gained at these meetings must be fed back to the department in the most effective way to benefit all. 65. nsure that procedures exist to effectively identify development needs and appropriate training for all staff through the appraisal process and that all staff are informed of best practice. 66. nsure that all relevant staff maintain the relevant standards of proficiency in accordance with professional body requirements (e.g. HCPC registration). 67. nsure that all relevant staff are trained to fulfil the responsibilities commensurate with their grades. 68. Provide career guidance including attendance on approved training courses, seminars and mentoring. Training 69. Responsible for teaching and designing training for Haematology and Blood Transfusion staff.

8 70. Organise and participate in trainee Biomedical Scientists work experience placements. 71. Compose and maintain the induction manual for new members of staff in the Haematology and Blood Transfusion. 72. Design and produce a departmental training programme. 73. Produce a record of training for use in a portfolio for biomedical scientist and MLA staff. 74. Organise and attend training reviews. 75. Organise work based learning in partnership with external bodies including universities. 76. Review and assess IBMS Competency and Specialist portfolios. 77. Prepare rotation for trainee staff and ensure that a comprehensive training is given to trainee biomedical scientists. 78. Sole responsibility as workplace assessor for NVQ course. 79. Department representative on Pathology Training Group. 80. Attend liaison meetings with outside bodies and meet with university academic tutors. Information Resources 81. Comply with the Trust policies on data protection, confidentiality, data storage and disposal. 82. To comply with local and national policies for the safe, secure and confidential processing, and storage of patient and other laboratory information. The job description is not intended to be exhaustive and it is likely that duties may be altered from time to time in the light of changing circumstances and after consultation with the postholder. The post holder might be required to work across the Trust at any time throughout the duration of his/her contract, which may entail travel and working at different hospital sites within Barts Health.

The postholder may be sitting at a computer station for prolonged periods The postholder is required to travel between Trust sites and to regional meetings as required There are frequent times when the postholder will be required to sit and/or stand and/or walk All moving and handling must be performed in line with the Trust s Moving and Handling policy The postholder requires high levels of concentration e.g. when inputting QA sample results and analysing statistics. The postholder will be subject to frequent interruptions due to the nature of the role particularly from trainees and laboratory staff to solve problems Required to meet tight deadlines. Perform student and trainee assessments. Postholder has to be able to work successfully under pressure of time and resources. Able to effectively manage a demanding workload with changing priorities. May be required to conduct investigations and respond to complaints. The post holder will provide a supportive environment for staff, particularly for trainee BMS and work experience students in a pastoral capacity. May have to deal with performance issues. Combination of office and laboratory based working environments with long periods of VDU usage To work effectively in an environment that is physically unpleasant e.g. cramped, hot and requires the sharing of equipment such as computers or desk space. Required to work with biological samples and hazardous chemicals. To cope with exposure to patients with communicable diseases/pathologies. To also cope with exposure to bodily fluids to comply with Trust infection control procedures in the handling and disposal of such products Performance Management and Appraisal All staff are expected to participate in individual performance management process and reviews. 10 Health and Safety at Work The postholder has a duty of care and personal obligation to act to reduce healthcare associated infections (HCAIs). They must attend mandatory training in infection prevention and control (IP&C) and be compliant with all measures required by the trust to reduce HCAIs. All post holders must comply with trust infection screening and immunisation policies as well as be familiar with the trust's IP&C policies, including those that apply to their duties, such as hand decontamination, personal protective equipment, aseptic techniques and safe disposal of sharps. All staff must challenge noncompliance with infection, prevention and control policies immediately and feedback through the appropriate line managers if required. Confidentiality and Data Protection All employees are expected to comply with all trust policies and procedures related to confidentiality and data protection and to work in accordance of the Data Protection Act For those posts where there is management or supervision of other staff it is the responsibility of that employee to ensure that their staff receive appropriate training (e.g. organising refresher sessions for staff when necessary).
