2 Commander: Robert Palmer, SN Lauren Lane Midlothian, VA (804) The traditional RSPS Annual Picnic continued last month thanks to Bob & Barbara Woodburn who hosted our event at the Virginia Power Boat Association. Those attending were treated to fried chicken instead of the usual hamburgers and hot dogs and we all enjoyed a great assortment of delicious covered dishes brought by our members. In addition to the terrific fellowship, Jim Zeigler provided some knot-tying demonstrations in a contest of speed and skill and later, visual distress signal demonstrations to those who wanted to take a shot. (See the pictures on the Boating Safety page.) We also witnessed the final induction ceremonies for new members with presentation of their Squadron pins and joint recitation of the USPS membership pledge. Lets welcome them all aboard!! The next activity with other Squadrons will be the Summer Council to be held at Tidewater Yacht Marina in Portsmouth July It s not too late to join with them for another time of social and fraternal connections. Hope to see you there. Several Richmond vessels will be heading out from that location for a cruise to include ports of Hampton, Cape Charles and Yorktown as a follow-up means to experience boating on the Chesapeake Bay before the summer season starts to wind down. SEO Frank Timpano is organizing the cruise plans so please connect with him if you want to join by water or by land (see page 10). Frank is also hosting his traditional Eastern Bay Bash at his home. Bill Simpson, AP 5618 Virginia Park Dr Providence Forge, VA bcsimpson1@aol.com (804) This year's educational program is well underway with completion of Piloting, Seamanship and Advanced Piloting classes as well as two Boot Camp programs. Graduates of these programs have joined the Power Squadron as part of the class completion. We had a chance to meet and pledge in several at the Summer Picnic on 26 June. With the boating season in full swing, we'll take a pause from training classes until this Fall when we will again offer more classes. At this time, P/C Jim Zeigler, SN, plans to teach the full Weather class in September/October. Stay tuned for details on the exact dates. If you are interested, please contact me and let me know. We are also putting together plans for another Seamanship and Piloting combination class, and if you are interested, please drop me a note so we can put you on the list. At this point, we have not yet set a date for this class, so we will try to accommodate the student's preferences as best we can. These classes are typically 8 to 10 two hour sessions taught on weeknights in a Richmond area location. We try to do the classroom courses during the winter when boating is not as much of a priority. Education is key to staying safe on the water and being comfortable with operating your boat in busy areas or out of sight of land. The Seamanship and Piloting classes proved the basics of inland and coastal navigation and provide valuable information about collision avoidance, finding your way on the water, boat management and other safety concerns. I think it's the bare minimum level of training needed to safely boat on the Chesapeake and its tributaries. The Weather class will teach you more about atmospheric phenomena than you ever imagined! You'll be able to look at detailed NOAA data and make decisions about whether or not you should take the boat out or head for port. It's a college-level class that will improve your understanding of forecasts and make you a safer boater. 4 Executive Officer: Lt/C Frederick Eddowes, AP Doronhurst Drive Providence Forge, VA (804) We had a nice get together at the Picnic the last week in June. One of the things mentioned was VSCs and among other things were VSCs completed and turned in by Jim Ziegler, Bob Palmer and Bob Woodburn. Several had been turned in earlier by by Ernie Burnett and Fred Eddowes. We were off to a good start with 27 VSCs. But with the passing of Julian Boolie Roden we are down a whole lot. In past years Boolie was our number one Examiner, often doing more VSCs than the rest of the Squadron combined. With that in mind we are announcing the BOOLIE award for VSCs. This award will be presented to the member whose contribution is greatest each year to the values on VSC. More on this later. I said we were off to good start but it is just that a start. Not only do we need to do more VSC s, we need more members to qualify as Vessel Safety Examiners. There are two members studying today and if you would like join in, please contact me. It is easy to do and feels good too. This fulfills our yearly tax filing obligation and allows us to retain our non-profit status. This month we received income from boot camp registrations, transom ads, and had no expenditures. James (Jim) D. Heffernan died on June 30th in Virginia Beach. Jim and Betty were avid sailors and Jim was a member of the "famous" Sail Committee. On several occasions he planned, organized and spearheaded the 5 Knot Cruises. After his retirement from Bell Atlantic telephone company, he and Betty moved from Richmond to North Carolina where they would be closer to sailing water. Later they moved again to Virginia Beach - again to better sailing waters. More recently, they moved into Westminster Canterbury. In addition to the Richmond Sail and Power Squadron, Jim was also a member of Stingray Harbor Yacht Club and the Catalina 34 Association. He was a licensed U.S. Coast Merchant Marine - Master. One of his friends commented that Jim would be happy sailing in the skies and telling his stories. We can only imagine the stories that will be told and retold when Jim catches up with his sailing mates from the RSPS. 7 The Importance of Vessel Safety Checks Well, folks, it's mid-summer already and boating activities are in full swing and family vacations are popular with the kids and grand-kids out of school. It's this time when boaters are anxious to get out on the water with family for some fun. In the excitement to get that boat launched and running right, we must always keep safety top-of-mind! Be sure your boat is properly maintained and operate it legally. (Doesn't that sound familiar? It should, it's part of our Pledge!). Just the other day, I decided to do some work on my runabout. It's a 1979 sixteen foot Fiberform that we inherited from Susie's parents in I did considerable work on the boat at that time, including a repower with a new outboard motor. The boat has been on the lift, unused for almost two years. We've been so busy that we've not had the chance to use it. Well, it was time to see what it would do. Of course, it would just barely start, but not idle and finally died. I removed and cleaned the carburetors, replaced a piece of split fuel line, put fresh fuel in the tank and put it all back together. It started and ran beautifully! Ready to take it for a ride, I thought! I decided to check the safety gear on the boat only to discover several deficiencies-- one of the throw cushions was water logged, and the flares were out of date. OK, no test drive today, I decided. A quick trip to Walmart, new flares in hand, and I was back in business. The boat ran beautifully, engine purring as it hadn't in years. Back at the dock, I continued checking systems only to discover my navigation lights didn't work. Some troubleshooting and I've come to the conclusion that the re-wiring job I did in 1992 when we re-powered the boat was in need of some TLC. So the boat sits on the lift awaiting several hours of repairs including new fuse blocks and cleaned terminations. Those parts are on order. The point of this is that we should always do a quick check of our boat's systems and equipment before taking it out on the water to be sure it's still compliant with state and federal regulations. We know this from our training classes and from annual Vessel Safety Checks (VSCs). My runabout's last VSC was dated Obviously, I need to do some work before I can get a new VSC done, and that's on my list for the next few weeks after I can finish making repairs to the electrical system. It's easy to run down the list of items needed to be compliant, and you never know, it might save you a ticket should Marine Police decide to visit you while you are out on the water. So don't forget to get that VSC each year to be sure your boat is ready to go when you decide to splash it for some fun with the family. -Contributed by Lt/C Frank Timpano

8 Each year at the annual picnic, P/C Jim Ziegler, SN presents a Safety demonstration for those present. This year, as in past years, we have set off several flares, and gave instruction on how to fire the meteor pistol. This is always very informative should a situation develop where you need to signal for assistance on the water. Editor s Note: Permission to demonstrate these visual distress signals was obtained from the local safety authorities and information was provided to the local boaters in this area prior to the demonstration. 10 RSPS Summer Cruise 2017 A Southern Bay Tour! Join us on a leisurely tour of the best spots on the Southern Chesapeake Bay from 28 July to 5 August. You can join/depart at any point during this period. We ve designed this cruise as the perfect opportunity for boaters of all experience levels to expe rience the camaraderie and social activities that mark Power Squadron cruises. Join us at any or all of the destinations listed below. Make your own marina reservations, noting that you are with the Richmond Sail and Power Squadron group. There is much to do in each location with local shopping and dining opportunities. This cruise provides two nights in each location, so there is plenty of time to relax and enjoy the town s amenities at each stop. For those that have not been on a Squadron cruise before, it is a relaxed, friendly time. Boats that run at similar speeds often buddy up for safety and make the runs between ports together. Again, that is optional and you are free to do as you please. Each skipper makes his/her own marina reservations well in advance to be assured of a slip. The marinas have already been notified to expect individual boat reservations and will try to place us together Docktail parties on 7/30 and 8/3 (arrival days) then dinner on your own (if so inclined). A Pot Luck Din ner will be on 7/31. For the docktail parties (approx. 5 pm each night) bring a snack to share. For the Pot Luck, bring a heavy hors d oeuvres dish to share. Bring fold ing chairs if you have them for the docktail par ties. There are rumors of a pancake breakfast one morning, but that has not been confirmed. on the docks. Note: The Portsmouth stop is also the District 5 Summer Council and Rendezvous. If you want to participate in the D/5 events, please see the info at USPSD5.org for that event s details and special regis tration form. You do NOT have to attend Summer Council to particpate in the rest of the trip! Don t miss out on this FUN trip! Join your fellow boaters for a casual and leisurely week on The Bay!

RSPS members coordinate the clean up at Osborne Landing by staffing registration, organizing boat schedules, land cleanup assignments, food preparation and serving, and general management duties. Your help is needed. The 22 nd Annual James River Regional Cleanup will be Saturday, September 9 th. Join the more than 1,000 participants at locations up and down the river. Take the Rt. 3 bridge across the Rappahannock river into White Stone. After crossing the Norris (White Stone) Bridge, go straight through White Stone, headed toward Kilmarnock. After the road turns into a divided highway just outside of White Stone, take the third left at the Kilmarnock Auto Clinic Old Salem Rd, Rt 646, (following the signs for Christ Church). Follow Old Salem to a stop sign at Rt Go straight across Rt. 200 and continue on Christ Church Rd, still Rt 646, to the next stop sign at Rt. 222, Weems Rd. Again, go straight across and continue on Lumberlost Rd, to the third stop sign at Black Stump Rd. Turn right on Black Stump Rd. Go about 1/4 mile and turn left on Nugent Lane. Follow to the end. Go straight on the gravel road, following the "Timpano" signs to the house. Coming by water? See chart below.
