2 Commander: Robert Palmer, SN Lauren Lane Midlothian, VA (804) As February begins, and some warmer weather comes our way, it is time to start thinking about spring. We celebrated the end of winter with our traditional Wine & Cheese Party hosted at the Buckingham Wood Community building by Mary Kline, and a lot of others, who made it a great success; brought their favorite wine and cheese fixings to share. It was also a wonderful time to visit and reminisce about old times and make plans for the future. A big THANKS to Mary and everyone who assisted and participated!! NASBLA (the National Association of State Boating Law Administrators) has begun promotion of a Spring Aboard initiative to increase awareness and opportunity to educate and train all recreational boaters during March and P/C/C Ernie Marshburn has announced creation of a crowd sourced boating data collection APP targeted toward helping the USCG with greater data than they receive only from accident reporting. Details and requests for involvement will be coming out in the near future so we might be able to assist within our capabilities. Upcoming Boatshow, Virtual Training simulators, and classes are good ways to connect and demonstrate what we know that will help boaters. Also, upcoming is the Richmond Annual Meeting and Elections as well and the Change of Watch events described elsewhere in this newsletter. The fun-filled D5 Spring Conference in Ocean City Maryland (along with its famous Hospitality Suites) is promoted in the Mark 5 newsletter as well. Make your reservations early to be a part of these events. In between and around all those, it is also time to do spring commissioning of vessels for the next season. May you find your boat came through hurricanes, snow storms/rain and cold weather without any damage so that the commissioning will be easy. Please help to spread the word about America s Boating Club By Boaters, For Boaters to your friends and fellow boaters. We are the United States Power Squadrons but we are also America s Boating Club, said Louie Ojeda, Chief Commander, United States Power Squadrons. This is not just a name change, it describes what we do. We go boating and have fun doing it. Over time our squadrons have evolved to become social clubs as well as providers of high quality boating education allowing members to enjoy the sport and camaraderie of boating and any number of activities that keep us together. Togetherness is what this lifestyle is all about. We joined the organization for the boating education, but we stayed for the friends. Bill Simpson, AP 5618 Virginia Park Dr Providence Forge, VA bcsimpson1@aol.com (804) Education Update As Educational Officer, this is my last column for the Bullhorn. After 4 years in this position, I can look back and see that we accomplished some neat things, including the Boot Camp program. It has brought about 50 new members into the Squadron, some of whom continue as ongoing members, though some never did renew. That program continues this year with a new addition, an Advanced version of the Basic Boot Camp. More on that next month. In hindsight, there are still opportunities to improve the rest of the education program. While we have held a number of ABC, Seamanship and Piloting and Advanced Piloting classes, thanks to our instructors P/C Jim Zeigler, SN, Lt Ernie Burnett, AP, and Cdr. Bob Palmer, SN, there is more that can be done to expand our offerings. We are lucky to have a very talented Assistant Educational Officer, 1/Lt Bill Simpson. You will be hearing much more from him as he has jumped in with both feet and is bringing his expertise to bear by updating instructors' credentials and planning additional course offerings. Bill will be moving into the Squadron Educational Officer role at the Change of Watch next month. Look for more updates from him as the year progresses and be assured that the Ship of Education is on a steady course under the capable hands of Skipper Bill. - Lt/C Frank Timpano The Bullhorn 3

4 Executive Officer: Lt/C Frederick Eddowes, AP Doronhurst Drive Providence Forge, VA (804) As you read in other parts of this Bullhorn, we will be meeting at DeFazio s Catering in the West End for elections on February 26 th. This is the latest location we ve found for meetings and fine food. Both the February Annual meeting and the C.O.W. in March will be at DeFazio s Catering, and more specifically, this is right next door to their kitchen and catering in Posticinos. The meeting begins at 6:30 with food and drink and goes on to the meeting at 7:00. Come early and enjoy the festivities. We will have a second place to review at the April Meeting and a third in May. They will all have in common their central placement just off Broad St in the West End. 9 Strange But True! The annals of boating are full of strange events. Many can be attributed to the fear of the unknown that lived in most early mariners. Not all of these events are the result of scared sea-going men of the time. Let us look at a discovery by Sir James Ross, which caused a continent to be mapped for over a century, that simply did not exist. Back in 1818, Sir James Ross was the first to discover this island continent while he was seeking the Northwest Passage. The island was mapped during this expedition and appeared on maps and charts for almost a century. In 1897, another of the great explorers, Robert E. Peary, came across the island. He and his crew were truly captivated by its mountainous, snow covered peaks, glaciers and valleys as was Ross. Once again, its location was mapped. But, unlike Ross, Peary did however name the island Crocker Land. Finally, in 1913, the American Museum of Natural History employed explorer Donald MacMillan for the sole purpose of mapping Crocker Land. MacMillan and his party were no less awestruck by the sight of the island upon reaching it. "There can be no doubt about it. Great heavens, what a land!" MacMillan wrote when first looking upon it. The only odd thing was the land mass seemed to be located 100 miles west of where Peary found it. As the sun began to set, a truly amazing event occurred. The island simply disappeared! Leaving MacMillan and his party with nothing by a flat, giant ice flow. Investigation soon revealed that Crocker Land was just a mirage. The island was actually a projected image of the southeast coast of Ellsmere Island located about 1000 miles to the north. It was later revealed that during the summer, the light rising from the island was reflected back to earth when it reached the warm air mass in the atmosphere above the cold air masses hovering over the Arctic Ocean. This constant bending and reflecting continued until the light reached the observer, first Ross, then Peary and MacMillan in later years. During the winter, this phenomenon does not occur since both the upper and lower air masses are close to the same temperature. Strange but true! 10 Emergency at Sea! How to manage an air evacuation. Perhaps it will never happen to you. Perhaps your life time of boating will be blessed with only minor problems: running out of fuel, soft groundings, embarrassing dockings. Such events may bruise no more that your ego, and you will learn and live to boat again another day. Unfortunately, not all of us will be this lucky. And a few more of us will come to the aid of another boater who has run into some bad luck. Handling emergencies at sea is serious business, and every skipper needs to be aware of what to do for fire, serious water leaks, loss of propulsion, and seasickness. It is the skipper's responsibility to see that all of the crew make it back to shore alive and well. Every once in a while, a serious emergency occurs where a crew member must be evacuated by helicopter if he is to survive. So, listen up, skippers. Here's what you need to know to: Evacuate by Helicopter! Three are three phases to a helicopter rescue: 1. Requesting the rescue 2. Preparing the victim for rescue 3. Accomplishing the rescue To request an air rescue for a serious medical emergency, call the USCG on VHF channel 16, activate your DSC emergency calling feature (press the red button) or, if further out at sea, call using SSB 2182 khz, the SSB distress frequency used by mariners. Only call for air rescue in case of life threatening emergency when the boat cannot reach port quickly and in the judgement of the skipper, the victim is in imminent danger. Stand by the radio on the specified working frequency for the duration of the rescue. Assign crew to monitor the radio, pilot the vessel and coordinate the rescue. Everyone should don life jackets! Prepare the Victim While the rescue chopper is enroute, you must prepare the victim for evacuation. Dress him warmly and tag him with essential medical information such as allergies, medicines administered, symptoms, etc. Then clear an area for the evacuation to take place from, either the aft deck or the foredeck. Prepare to illuminate the area by spotlights if it is at night. Remove gear or obstructions that could interfere with the rescue cable or litter. Get your marine signaling devices out and be prepared to launch a flare, but only do so if instructed by the helicopter over the radio. As the helicopter arrives, head the vessel into the weather with the wind just off the bow. Maintain steerage. Follow the instructions from the helicopter pilot. 11 (Continued from previous page) Rescue Time! When the chopper is overhead, signal for the litter basket to be lowered by giving the thumbs down signal with both arms outstretched to either side. The first thing the hoist operator will lower is a trail line, a line attached to the litter that you should grab and use to guide the litter to the boat's deck. As the litter comes down, do not touch it. Let it touch the boat's deck and discharge any static charge. Disconnect the lift cable from the litter but do not let go of the cable, and do not allow it to become entangled with any part of your boat! Place the victim in the litter and strap him in. If there is room and the victim's condition allows, put a life jacket on him. Then secure the lift cable back on the litter and hold the trail line to control the litter as it is lifted. Give the lift operator the thumbs up signal to start the hoist. Manage the litter with the trail line. Once the litter is clear of the vessel, release the trail line, making sure it does not become entangled on the vessel. Air evacuation is dangerous! Do not request an evacuation except in cases of life threatening emergency. An air rescue risks the lives of everyone involved, but when the vessel cannot reach port in time to save the victim's life, the air rescue is the only alternative. USCG HH-60 rescue helicopters are designed with enough fuel to travel up to 300 nautical miles to the vessel, hover at the rescue site for no more than 30 minutes, rescue 6 people, and return. The HH-65 aircraft has about half this range. If you are over 300 miles out to sea, this will compound the problems for rescue and rescue by ship will be the likely alternative. Either a USCG Cutter will be dispatched or, if you are lucky, a US Navy vessel may be in the vicinity. Either type of vessel can handle most medical emergencies, at least until the victim can be returned to shore. Let's hope we never need to call the Coast Guard for an air rescue, but if you ever need to do it, follow these guidelines to reduce the risk to yourself, your crew, the victim and the brave men and women of the USCG. - Lt/C Frank H.
