2 Commander: Robert Palmer, SN Lauren Lane Midlothian, VA (804) September has been a busy month for Richmond. It started with the team effort to clean up in support the James River Advisory Council, working out of Osbourne Landing Marina to remove accumulated debris blow Richmond City to make the waterways safer and enjoyable. A special thanks to Ernie Burnett for bringing his vessel and to P/C George Bruner, AP for overall organization for the Squadron. Thoughts were offered to move to another location for future activities to allow more additional participation by the community. Be on the lookout for the event in 2018, when those details are shared and plan to join in the fun. The Fall National Governing Board (GB) meeting was held in Dallas, TX shortly after the arrival in Texas of hurricane Harvey and the following arrival of hurricane Irma in Florida which prevented a number of folks from participating. A lot of information was shared on the decision to begin a transition to America s Boating Club which includes a national marketing campaign plan to better share with the boating community. This will involve using a national PR firm and plans for advertising in print and social media. To better support this transition, the GB approved a $2.00 dues increase effective in December dedicated for use in marketing and promotions. And the report that the new USPS webpage has been released to better support the membership and the boating public. New promotional video has been released and available for use by all funded under a USCG Grant to help improve boater safety. Take a look at them at mhdgme and please let the Exec Committee have your thoughts on how to use them to connect with boaters in our area. Linked to the new logo and tag line is a new webpage at where the world can find out about us and what we do beyond just boating. New Member Benefits brochure from the Administrative Department was displayed as a way to save dollars with partners established by that national committee details are found at / Mark your calendars for the upcoming Oktoberfest meeting on October 23 at Birkshire. Details on the Oktoberfest are found elsewhere in this newsletter; and the 2017 Education Day and Oyster Festival taking place in Urbanna on Thursday, November 2nd, with the festival occurring on Friday and Saturday, November 3rd and 4th. Additional details for this will be published in the next issue. And remember to spread the word to your friends and fellow boaters that we are America s Boating Club! Bill Simpson, AP 5618 Virginia Park Dr Providence Forge, VA bcsimpson1@aol.com (804) Working as the Squadron s Assistant Education Officer, I want to share a few thoughts with you regarding courses offered and instructor opportunities. My first objective was to find out our status regarding educational course completions and determine where we should focus our attention in the future. I recently took an education level snapshot of where we stand with our membership education levels. Here s what I found. Out of the 137 members as of August 2017: 42% have no education courses certified. 8% have completed the Seamanship level (S). 15% have completed the Piloting level (P). 22% have completed the Advanced Piloting level (AP). 1% have completed the Junior Navigation level (JN). 2% have completed the Navigation level (N). From the numbers, it was clear that we should continue to give emphasis to the foundation courses of Seamanship, Piloting and Advanced Piloting. P/C Jim Zeigler, SN will be teaching a combined Seamanship and Piloting course over the winter and next spring. The dates are each Tuesday, starting February 27th through May 1 st (except Easter), hours. In addition, Jim is conducting an elective Weather Course October 10th through December 12th 2017, hours on Tuesdays. Now, here are two good chances to expand on your boating knowledge and to achieve your certifications. The off season is an ideal time to take a course while your vessel is secured for the winter. Contact Jim at jim@jpzeigler.com. For those of you at the AP level, let us know if you are interested in taking the Junior Navigation course in the near future. Next on my task list is to communicate with the current instructor staff and update the instructor roster and I also need to know if any current members would like to apply for an Instructor s Certificate. The basic requirements are to have a desire to teach and successfully complete the USPS Instructor Development Course (IDC). Based on the response I get from you folks, the Squadron can schedule an IDC to get the process started. If anyone has a background in accredited teaching, they may qualify for an instructor certification without the IDC. If you are a vessel captain that wants to gain as much knowledge about operating his/her vessel anywhere in the marine environment, then become an instructor. It is a worthy personal achievement and a rewarding experience on and off the water. WStarting this year, I will be heading up the Boater s Boot Camps (BBC) coming up in the spring of 2018 (April and June). The Squadron will offer the Basic Level BBC as before and introduce a new Advanced Level BBC as a follow-on to the basic BBC. The objective of the Advanced Level BBC is to give the basic level captains and crews a more in-depth and challenging look at the fundamentals of boating. Each course will offer one day of class and one day of on-the-water practical experience. More will follow on the BBC dates and times this fall and winter. Ok, so now your homework assignment is to give us some feedback on what you would like us to offer in additional to our plans mentioned above. Also, let us know the best times to hold these classes, weekday nights, weekends, accelerated courses, etc. In addition, think about attending either the Seamanship Course or the Weather Course or both this fall and winter. The usual fare of Bratwurst and Sauerkraut will be augmented by other German favorites. Directions are Easy: take I64 east to Exit 214, Turn right and move into the left turn lane and turn left at the entrance Kentland and follow that road to Brickshire, or better yet just follow the signs Oktoberfest. For those unfamiliar Kentland and the Kentland Trail are the entrance to Colonial Downs and just past that is Brickshire. Sorry, we don t have a date for the next race. 8 Routine Maintenance of Inflatable Life Jackets Reprint from: Date: 13 Sep 2016 Author: Yvonne Pentz This safety alert reminds all inflatable life jacket users of the importance of performing periodic maintenance on their equipment. Instances of fatal accidents where inflatable life jackets failed to properly inflate have been documented. When a life jacket fails to inflate properly, the results can be life-threatening. Unknown bladder leaks may exist, fabric degradation or an improperly installed CO-2 cylinder is all it takes to render an inflatable life jacket ineffective by preventing its inflation or ability to stay inflated. Various manufacturers of inflatable equipment will likely have different maintenance instructions for their products and directions for the user to service and inspect the devices. Knowing and following the manufacturer s maintenance instructions are critical. Proper maintenance service and inspection will ensure all parts of the life jacket including the bladder, inflation mechanism, and CO-2 cylinder are checked and in good working order. The Coast Guard highly recommends routine maintenance, service, and inspection in accordance with the manufacturer s instructions. The following inflatable life jacket inspection guidance is for informational purposes only and does not supersede any manufacturer recommendations or instruction: 1) Each voyage, prior to getting underway: a. If there is a service indicator check it to ensure it is GREEN. If the service indicator is RED the mechanism has been fired or is incorrectly fitted. b. Check for visible signs of wear or damage by ensuring that there are no rips, tears or holes; that the seams are securely sewn; and that the fabric, straps and hardware are still strong. c. For auto-inflating life jackets, ensure all auto components are armed and not expired. Following the manufacturer s instructions, reveal the inflation system and oral inflation tube. Check that the CO-2 cylinder is firmly secured. Examine it for rust or corrosion. If you remove the CO-2 cylinder for inspection, be sure to carefully replace it without over-tightening. d. Repack the life jacket as per manufacturer s instructions. Ensure the pull-tab lanyard is accessible and unlikely to be caught when being worn. 2) Periodic checks as recommended by the manufacturer or when in doubt: a. Inflate the bladder using the oral tube and leave it overnight in a room with a constant temperature. If the bladder loses pressure, take the life jacket to an authorized service center for further tests. Do not attempt to repair a life jacket yourself. If there is no obvious loss of pressure, deflate the life jacket by turning the cap of the inflation tube upside down and pressing it into the inflation tube. Gently squeeze the inflatable life jacket until all air has been expelled. To avoid damage do not wring or twist the life jacket. b. Repack the life jacket as per manufacturer s instructions. Ensure the pull-tab lanyard is accessible and unlikely to be inadvertently snagged when being worn. Store your life jacket in a dry, well-ventilated location away from dampness and out of direct sunlight. It s important to rinse your life jacket with fresh water after salt water exposure and dry it thoroughly prior to storage. If your life jacket is set for auto-inflation, remove the auto-inflation cartridge prior to rinsing. The life jacket manufacturer may have specific requirements, so read the instructions on the life jacket. This safety alert is provided for informational purpose only and does not relieve any domestic or international safety, operational, or material requirements.
