2 On behalf of all members of the Alma Police Department, it is my pleasure to present the Annual Report to the mayor, city commission, and residents of Alma. In the following pages, you will see that the City of Alma continues to lead the way by continuously maximizing our resources and finding innovative ways to support our mission: To serve the City of Alma by providing safety and improving the quality of life in our community through excellence in policing. Our mandate is do so with honor and integrity. Our officers and staff remain dedicated to this mission, the work they do, and the community they serve. Although the annual report speaks for itself in terms of the shown statistics, I am always proud to speak on behalf of the department s many achievements and success. We regularly show success through crime rates, and continue to maintain rapid response times and closure rates. The compliments received from members of our community always far outweigh the highly rare minor complaint. I would also like to take this opportunity to praise the dedication and hard work that happens behind the numbers. Officers and staff routinely display the excellence I have, fortunately, come to expect from members of our department. This past year has seen many changes in the police department, all in a positive sense. For example, our officers have become more involved in community activities; I am grateful that every member of our department is dedicated to serving the citizens of Alma. Our department strives to provide an environment in which people can live, work, and visit, while feeling confident that they are in a secure and safe community. I hope that all of our residents and visitors feel that we can, and will, protect them, their loved ones, and their property. SCHOOLEY On September,, Lieutenant Matthew Schooley completed his final shift with the Alma Police Department, and began his new position as Director of Transportation for the City of Alma. Schooley joined the Alma Police in March of, and dedicated the next years of service to the department. Early in his career with Alma, he became the department s first DARE and School Liaison Officer. His support of area students continued throughout the next two decades, particularly in through his extensive involvement with the Alma Police Athletic League. In, he coordinated and administered a large-scale active shooter mock scenario with Alma Public School staff, law enforcement, Central Dispatch, and MMR. Schooley served in multiple command staff roles during his tenure, including: Detective, Sergeant, Deputy Chief, and Lieutenant. In his last years of service, Schooley worked as the department s Administrative and Public Relations Lieutenant, as well as the city s Emergency Management Coordinator. Schooley s contributions to the department were certainly numerous and impactful. For instance, he was a strong leader in daily operations, significantly increased technology use in patrol and administrative functions, revitalized the department s evidence process, successfully procured funds from multiple grants, developed public/media outreach efforts, reconstructed and maintained police policy and procedures, established relationships with multiple agencies within law enforcement and the community, and took command in critical police scenes and investigations. The department thanks Lt Schooley for his hard work, dedication, and integrity. We wish him well in his new position within the City of Alma.

5 p. The School Liaison Officer works as a police resource for Alma Public Schools, St Mary s, and Alma College. In, Officer Kim Powell began working in the School Liaison position. During the year, She quickly became involved at all Alma schools, including Alma College. In the middle and high schools, she talked to students about topics such as bullying, the importance of education, the effects of drugs/alcohol, computer crimes, and social media issues. Officer Powell spent time teaching students of all ages under the TEAM curriculum (Teaching Educating And Mentoring). Topics in TEAM include things such as fire safety, gun safety, bike safety, stranger danger, utilizing, the importance of rules, bullying, and the Big safety rules. She can often be found having lunch with students, interacting in the hallways, and attending school dances, sports events, and other activities. She also worked as an assistant coach for Girls On the Run. At Alma College, Officer Powell worked with the students and took complaints as needed. She conducted presentations on laws and how to respond to emergencies. Additionally, she trained students in a few self defense classes on-campus during the school year. Officer Powell looks forward to continuing her work with Alma students and the community next year.

6 p. Sgt Gulick & K Castor The K program is responsible for responding to calls involving narcotics searches, building searches, tracking suspects or missing subjects. The K programs is also involved in department public relations. Training for Sergeant Gulick and K Castor is always ongoing. They belong to a training group that contains dogs and handlers from: Saginaw County, the Saginaw Chippewa Tribe, the City of Midland, and Tawas. The training group works together to plan and design new venues and scenarios to challenge the K dogs. Once a year, K Castor receives his certification. This is done at the International Police Work Dogs Association (IPWDA) National conference. He is currently a dual purpose narcotics patrol K. This means that he receives certifications in narcotic detection, building search, area search, tracking, article search, obedience, and aggression and control. In, school searches were conducted at: Alma High School, St Louis Middle and High Schools, Breckenridge Middle and High Schools, Fulton Middle and High Schools, Fulton Alternative Education, Swan Valley High School, Hemlock High School, Freeland High School, Merrill Middle and High Schools, St Charles High School, Midland High School, and Midland Dow High School. NOTABLE EVENT: Sergeant Gulick and K Castor were called out to assist the Saginaw County DEA with a narcotics vehicle search. The agents were pretty sure that the vehicle contained narcotics, however, they had searched and were unable to locate any. K Castor gave a positive indication on the passenger side rocker panel. A trap was located where K Castor indicated and pounds of cocaine was found. The cocaine had a street value of around $,.

7 p. Current Detectives Detective/Sergeant Mark Williams Detective/Officer Jason Biehl The Detective s Bureau at the Alma Police Department is primarily responsible for specialized investigations. Cases are referred to the detective generally after a patrol officer or an outside agency, such as CPS, has made initial contact and complex further investigation is required. Examples of offense types that may indicate a detective s involvement include unattended deaths, embezzlements, stolen vehicles, and sexual assaults. Many of the investigations handled by a detective involve sensitive subject matters, advanced interview techniques, and/or extensive follow-up. Detectives are trained evidence technicians and may assist patrol officers with their own investigations by providing additional information, creating line-ups, or guiding interviews. Keeping track of department activity and cases can allow detectives the opportunity to see connections between various incidents. At Alma PD, our detectives are expected to assist with prosecutor referrals and case management. With the addition of Detective Biehl, D/Sgt Williams was able to assist with more administrative command functions within the department, such as evidence and property management. Detective Biehl is the current county liaison for the department, and is often required to assist with administrative case developments at the court and prosecutor s office. D/Sgt Williams is also cross-trained as a member of the Alma District Fire Department. EXAMPLES OF INVESTIGATIONS - Male report female roommate taking a motor vehicle w/out owner s consent. Responding officers, assisted by Isabella County, were able to recover the vehicle. Further investigation revealed additional missing items valued at over $,. Detective investigation led to the partial recovery of property, additional witness/suspect information, and a felony larceny arrest of the female suspect. - Disappearance, search, and death investigation of a missing Alma College student. - Motor vehicle reported as stolen was recovered by officers and information on a possible suspect gathered from witnesses. Detective interviews led to additional information on the suspect, confession, felony arrest, and information on another unrelated larceny/receiving stolen property investigation from. - Multiple CSC and unattended death investigations.

8 p. The Alma Police Department established an official Facebook page in January of. Initially managed by Lt. Schooley, the department hoped to use social media to connect with community members and the general public, thereby increasing the department s community policing efforts and general accessibility. The department has utilized social media as a method of communication for various functions, including: sharing information on a missing person, assisting an out-ofstate agency with a cold case, delivering notice of road closures, advising of common scams in the area, providing information on public safety topics, and posting general information on local police activity. By the end of, the Alma Police Department Facebook page had been liked by over, users and post reach has ranged from a few hundred users to over,. These numbers are expected to increase in. The department plans to continue regular use of Facebook and will be considering possible social media expansion.

9 p. For this year s annual Lucky MacDuck Day, APD borrowed Vince and Larry crash test dummy costumes from the Michigan State Police in order to promote vehicle safety and seat belt use. D/Sgt Williams also helped reign in the lucky ducks during the day s main event.

10 p. When looking at department statistics, it is important to note the difference between an incident and an offense. An incident is a particular set of circumstances, occurring on a particular date and time, reported to or handled by the department. A single incident may also have follow up information that occurred at a time different from the initial activity. Many incidents are based on calls received by officers through Gratiot County Central Dispatch, but incidents may also originate within the department or during routine activities and patrol. An offense file class is the assigned classification for those incidents and may be criminal or noncriminal. One incident may also have multiple offenses; this usually occurs when a person(s) commits more than one offense at the same time. For example, a traffic stop may lead to the arrest of the driver for operating while under the influence of liquor (OUIL), but the passenger of the vehicle may be arrested for possession of a controlled substance and resisting arrest. While this single event would be written as one incident, there are three separate offenses: () OUIL, () possession, and () obstructing police. Offense classes are defined by federal and state reporting requirements.

15 p. Most of the following charts display the numbers of unique incident reports taken by patrol officers for. A higher number of unique incidents indicates that the officer was assigned as the lead reporting officer to a larger volume of reports. The lead officer is generally the main contact and investigator for an incident, unless it is turned over to a detective. An officer is usually assigned lead officer simply by being dispatched to an incident, but may also self-initiate contact with individuals or be directed by administration to complete a specific investigation or contact. Each incident is unique to the set of facts and circumstances surrounding an event. A single incident report may require multiple contacts and follow-ups, multiple arrests, and/or have assisting officers. One incident might take multiple days to resolve, while another may just require a short exchange of information within a matter of minutes. Some officers have lower totals compared to other officers, but higher averages per month. These officers did not work a full year with the Alma Police Department, which is reflected in the monthly averages. Officer Ward s averages were calculated using months, Officer Powell months, and Officer Kobel months. Officer Kobel does show some incidents for October, but these were all reported the last day of the month.

16 p. Total Incidents The chart above illustrates the number of incidents that were reported by time of day. Incidents were grouped by the hour, such as ::AM to ::AM (for simplicity, this is labelled above as AM-AM) based upon the arrival time of the officer. Incidents may have occurred at a time different than the arrival time; for example, a victim may choose to wait until the next day to go to the department and report an incident that occurred the night before. Each incident report could also include several different days/times of follow-up, investigation, arrest, or review. Day shift accounted for % of the total incidents for, night shift had % of the total incidents. The chart below illustrates the total number of incidents in for each day of the week. If the officer failed to track or list an activity for a period of time during his/her shift, that time period would fall outside the accounted time data. Because shift start/end times are always recorded on dailies, it was possible to show the total time worked for each officer during. Each page will also show a short summary of the various officer s statistics for, many of which may also be found in varying formats on the department pages. In, patrol officers received training in Emergency Vehicle Operations, Taser Recertification, Speed Measurement Recertification, HazMat, and Blood Borne Pathogens.
