2 ANNUAL CALIFORNIA CAMPUS SAFETY PLAN REPORT We want to take this opportunity to thank the campus community for helping keep Pacific a safe campus. Please take the opportunity to read this year s annual California Campus Safety Plan report. The intent of the report is to offer you important information about campus security and how you can stay safe while here at the University of the Pacific, Sacramento Campus. The Department of Public Safety designed this report to comply with California State Education Code, Chapter 16, of the Donahue Higher Education Act, Section AB 1433 amended sections of the California Education Code found at Sections et seq. the student safety provisions. All California higher educational institutions are mandated to collect reports of incidents and arrests for Part I crimes of willful homicide, rape, robbery, and aggravated assault as well as crimes occurring on campus that involve violence, hate violence, theft, destruction of property, illegal drugs, and alcohol intoxication committed on campus the previous calendar year. This report does not meet the requirements of the Annual Security Report (ASR) required under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (the Clery Act) but is a separate report to fulfill the requirements of the California law. Keeping the university safe is a collective responsibility. Although the majority of the students, staff, faculty and visitors who visit University of the Pacific, Sacramento Campus never experience being the victim of a crime. We have learned over time that the best protection is to be aware and If You See Something, Say Something. We hope the information that is provided in this report will assist you in staying safe. Department of Public Safety Authority and Jurisdiction Policy Statement The University of the Pacific, Sacramento Campus operates under a Memorandum of Understanding ( MOU ) with the City of Sacramento which defines the authority and jurisdiction of all public safety officers of the University of the Pacific, Sacramento Campus Department of Public Safety. Public safety officers are not sworn, however through the authority of California Penal Code section 830.7(b) and through MOU with the Sacramento Police Department, all public safety officers have full police powers of arrest pursuant to Penal Code 836 within the campus jurisdiction. All officers have the authority to carry weapons while on duty. Additionally, all officers are required to maintain current California Department of Consumer Affairs, Bureau of Security and Investigative Services Guard permit, firearms open carry permit, chemical agents permit, and baton permit. Some officers have completed the POST basic peace officer training academy, and others have completed a minimum of level III reserve officer training. The primary responsibility of the University of the Pacific, Sacramento Campus Department of Public Safety is the protection of the Sacramento campus community. The current MOU identifies the jurisdiction and campus perimeter of University of the Pacific, Sacramento campus as: Sacramento Campus property, including land, structures, streets, roadways, and parking lots. The Sacramento campus is bordered on the East side by McClatchy Park and 33rd

3 Street from Fifth Avenue to Montgomery Way. The South border is Montgomery Way from 33rd Street to 32nd Street. The West border is the freeway wall from Montgomery Way to Fifth Avenue. The Northern boundary spans three blocks from the freeway East to 35th Street. The boundary includes the alley Just North of Fifth Avenue from 32nd Street to 33rd Street and the alley North of Marshall Way from 33rd Street to 34th Street. The Sacramento campus also includes the university building and adjoining parking lot on Fifth Avenue between 34th Street and 35th Street. Through the MOU with the Sacramento Police Department, felony and identified misdemeanor crimes (such as misdemeanor sexual crimes) that occur within the identified campus boundary are investigated by the Sacramento Police Department. The Sacramento Police Department has also agreed to provide police radios and 911 dispatch services for the Sacramento Campus Department of Public Safety. Please visit our website at: Security and Access to Campus Buildings The University of the Pacific, Sacramento Campus is a private institution of higher education. The Sacramento campus is open to students, parents, employees, contractors, guests, and invitees. The University does reserve the right to revoke access to any individual determined to be a threat to the safety of or a disruption to the campus community. University buildings have separate office and building access hours. The majority of office hours are from 8:00 a.m.-5:00 p.m., Monday-Friday during the academic year. Each individual department or building should be contacted for specific hours of access and restrictions. Building hours vary by facility depending on the services provided. Evening and weekend access is generally limited to scheduled facility events. Library services and other student resources may also be open to students during evening and weekend hours. University officials and Public Safety have the authority to ask for identification of any individual on campus. Individuals who do not have a legitimate purpose for being on campus can be asked to leave and if they do not cooperate may be issued a criminal trespass citation. Residential halls are secured 24 hours a day and are accessible only through access cards issued to individual resident students. All other facilities will be locked whenever possible, depending on use and scheduling. The University of the Pacific Community strives for a safe campus along with security in our academic buildings and residence halls. We can only do this with the help and cooperation of all faculty, staff and students. Public Safety Officers regularly patrol the campus 24 hours a day. Nevertheless, it is important for you to be alert and aware of your surroundings and exercise personal safety.

4 Below are actions that should be practiced daily to ensure everyone's safety: Do not prop exterior doors; this allows for easy access to unwanted strangers. Do not hold the door for strangers. Ask them to swipe in or call the person that they are visiting to come and let them in. If you see suspicious activity, notify security immediately. Carry your Pacific ID with you at all times. Reporting of Crimes Whether it happens to you or you are a witness, you are strongly encouraged to report any crime in a timely manner. If a crime occurs on or around campus, report it immediately to the University of the Pacific, Sacramento Campus Department of Public Safety. Timely reporting of information helps us in deterring crime and protecting the campus community from ongoing threats. Please do not delay in calling. When calling to report a crime, please call Public Safety at (x47200 from a campus phone). Non-emergency reports can be made at Please include these telephone numbers into your phone contact for easy access. Criminal activity on and around campus may also be reported to the Sacramento Police Department by dialing 911 or from a cellular phone. Crime Prevention Programs and Services Available Crime prevention and personal safety education are available to the Sacramento campus university community from the Department of Public Safety, the Counseling and Psychological Services Center (CAPS). Educational presentations by public safety officers from the Sacramento Campus Department of Public Safety are available as is written material. Please contact the Sacramento Campus Department of Public Safety to schedule presentations or receive written materials. Actions taken in the last 18 months to increase safety The University of Pacific Sacramento Campus continually looks to improve the safety of the campus. The Campus Safety and Security Committee continually evaluates the security needs of the campus and identifies resources to resolve and security concerns. Over the past 18 months the university has completed the following to increase security on campus. Public Safety completed a Public Safety and Assessment Report and Recommendation assessment which was conducted by Security Risk Management Consultants. The report provided recommendations and enhancements which are being reviewed for implementation. Public Safety installed five new cameras in strategic areas on campus to provide around the clock surveillance. Updated the Department of Public Safety Report Writing program to include new report forms, a digital system retrieval system, and digital report writing training program.

5 Implemented Public Safety Officer/ Student Housing Liaison program for each of the four student housing buildings. Hired three new public safety officers who filled vacancies Actions planned for the next 24 months to increase safety Updating the Campus Emergency Response Team (CERT) and Building Leader programs to include the educational programs which are being implemented on campus. Department of Public Safety plans to update and increase its educational outreach efforts related to recognizing, preventing and responding to acts of campus violence. Increase public safety officer perishable skills training. Replacing old Blue Light Parking Phones with new phones with cameras. Increasing camera coverage throughout the campus.
