8 No biased complaints for the period of December 2015 December Training on biased based policing conducted for all North Palm Beach Police employees in December Field Contact Analysis Officers continued to use field contacts throughout the Village. Officers paid particular attention to individuals who were observed loitering in and around our neighborhoods in burglary suppression tactics. A total of 277 field interviews were completed on individuals who were stopped in the Village, resulting in no complaints of bias profiling. A total of 2,250 traffic citations were issued with no complaints registered during traffic stops, searches, or investigative interviews. During meetings with our homeowners, condominium associations, and business contacts there were no community concerns raised by our residents regarding bias issues. Our policies and procedures in conjunction with officer interactions and communications throughout the Village and neighboring communities promote best practices within the law enforcement profession. Professional Standards will continue to monitor our policies to insure that we continue to maintain the best practices within our profession. 8

This analysis included the review of our department use of force policies and procedures. The review of the incidents did not indicate the need for any additional training associated with the application of use of force or its reporting criteria. 9

All three (3) of the external citizen complaints consisted of the allegation of Conduct Unbecoming involving the officer s behavior on and off duty. Two (2) of the three (3) allegations were deemed Unfounded with the third violation being determined to be Sustained. 10

11 STRENGTHS The Police Department continues to receive strong resident and Village Council support as well as wide latitude in goal accomplishments (i.e., provide a safe community environment). WEAKNESSES Training in high liability areas was inadequate (multi-year improvement underway). North Palm Beach is surrounded by communities with more intense criminal populations. Sober home / overdose issues have become more prevalent. OPPORTUNITIES Continued focus on crime prevention, community policing and engagement on quality of life and code enforcement concerns. Sober home task force participation. THREATS As the economy improves, Reserve Officer deployment historically drops which presents a challenge in adequate staffing with a significant reduction in reserve hours. Insufficient sworn staffing increases overtime significantly, contributing to work place injuries, fatigue and lower productivity. Overdose increases deplete un-committed crime prevention time. 11

16 Visibility in residential areas has increased as units have been redeployed through computer-directed patrol. Continued emphasis on community policing and increased resident contact in the community are positive by-products. Traffic enforcement is a reduced priority except for motor units. Park walk and talk as well as residential knock and talk have expanded in traditional and transitional neighborhoods. 16
