3 Mission Statement The mission of the Hebron Police Department is to provide the community with the highest level of law enforcement and crime prevention possible. This mission is accomplished by providing the community with honest, professional, and dedicated police service, and by working together with residents to promote a safe and inviting community. 2

9 Training The training program includes a schedule to provide officers with some of the most basic types of training, as well as an on-going plan for annual in-service training covering topics such as use of force, emergency vehicle operations, and domestic violence. The schedule encompasses courses of instruction requiring experts on the subject matter and are generally delivered outside of the department. The training completed in 2014 includes the following: 8

13 Calls for Service The Hebron Police Department responds to every call for service (CFS) received, covering 3.07 Square Miles. A Call Record (CR), is then completed for every call for service. The level of service required once on scene determines if any subsequent report is necessary. Depending upon the nature of the call, the subsequent reporting may include a traffic crash report, a NIBRS report (National Incident Based Reporting System), or a traffic citation. 14 Offense Reports Every call for service that involves an alleged or suspected criminal act results in the generation of a NIBRS report. NIBRS is the acronym for National Incident Based Reporting System which is a standardized form utilized nationwide for reporting and recording the commission of a criminal offense. A NIBRS report is a very detailed reporting format which provide for the collection of data in a format that can be readily reported to state and federal agencies for tracking and monitoring offenses. 17 Criminal Cases (NIBRS reports) In 2014, 209 (NIBRS) incident reports were filed by the Hebron Police Department, and of those 203 have been closed by a number of means, including an arrest, unfound(no charges, warranted), prosecution declined, victim refuse to cooperate, or by other means. Other means would include those circumstances where a mutual agreement is reached between the victim and the offender, it is a suicide or accidental death, or a missing/runaway is located. 16

19 Traffic Enforcement Traffic enforcement is a major focus of the Department due in large part to the two major highways intersecting our Village, as well as the large amount of traffic caused by the Newark Industrial Park. Recurring complaints from the community identify several locations to focus efforts at traffic enforcement. As always, the main purpose is to prevent traffic crashes and dangerous conditions on Hebron roadways. The breakdown of traffic enforcement activity is as follows: 18

25 Notable Events 2014 Officer Travis Shanaberg was awarded the Distinguished service award. Officer Ryan Collins was awarded the Merit Award for most Impaired driving arrests for the department. Officer James Farmer was awarded Employee of the Year. An aggravated arson case was solved. Three stolen vehicles were recovered. The Department hosted prescription collection take back days. Chief Dean gave a presentation for the 1 st grade students on the Memorial of September 11 th The department Received a grant for 19 MARCS radios. Officers provided services for the Hebron Music & Arts Festival and Parade. Logan Nethers was appointed as an Auxiliary Police Officer. The department switched reporting systems over to OHLEG (Ohio Law Enforcement Gateway) Officers Farmer, Oliver, Dilley, and Loughry all attended a driving skills course. 24
