II. Public Comment on Agenda None III. Minutes Kathi Cozzone requested a check of the roll call sheets from the December 2015 meeting to confirm if she was absent or abstained from a vote. Joyce Chester Motioned to approve the December 2015 minutes, Doug Doerfler seconded. Minutes approved. IV. Action and Discussion Items Platform 2 Employment 136 Days since graduation 25 people were enrolled, 1 person went to work before the program began. 24 participants. 13 participants have secured employment, 3 have returned to being unemployed. Success rate from 54%-42%. 1 employee wasn t a good fit, 1 changed the scope of the job after the subsidy, 1 participant with health complications. Below the typical success rate for the program. Length of unemployment longer in this cohort than many other participants, and are searching in a higher wage range. Salaries range from $20,000-$94,000. Subsidy for a $100,000 position in process. 67% conversion from subsidy to payroll. A number of participants are inactive in their job search. Not communicative. Looking to get 6 more placements for the group by the end of June, which will meet the 80% goal. Off pace compared to other national pilots. Plans going forward to increase communication with the cohort. New staff in Connecticut who will be assisting with outreach. Job Log has been automated and web-based. Personal setbacks have interrupted the job search for a number of participants and removed them from the job market. 3

4 Jennifer Duff: For the 6 people who are not active and have 30 days to respond or exit, is that considered a drop-out rate? It is considered a non-placement. Pat Bokovitz: Are there specific steps planned for the 6 additional placements? Constant communication, actively working with Jim Laukner, Butch has been sharing job posting leads, holding webinars for those who are still in job search (based on Pittsburg addition to the model), additional national staff is a career coach. John Hellman: Have any of the people actively looking engaged with HireOne? Yes, and its working out well, for those participants who have engaged. Jennifer Duff: Jim, are we seeing HireOne employers engaging with the cohort? Yes, two people took jobs with an active HireOne employer (one didn t remain there). The resume book is sent to HireOne employers regularly. Jim tells the participants that if they tell him first they can make a warm introduction. Kathi Cozzone: How many of our actively engaged employers are actively considering using this program as opposed to not considering the program, regardless of subsidy, due to the long-time dislocation? Are they keeping an open mind? Jim: believes they keep an open mind and that the subsidy has made the difference for the participants, at least in getting a trial period. Referrals make a huge difference in hiring. Learning from this pilot and what needs to be replicated and what needs to be changed. Replicating Jim Laukner. Work session scheduled next Wednesday between Mike and local staff. Missing piece identified as a job coach to stay engaged after boot camp to keep energy and morale high. Will be sharing the applicant information with Jim Laukner earlier in the process. Revisiting mental health and supportive services for the next round. Few participants engaged beyond the requirements. Kathi Cozzone: What is the moral of the active participants still in job search? They are optimistic. John Hellman: How is your morale, Mike? Is this a good time for folks to break out of long term unemployment? My morale is always high. The participants who went back to work are generating $550,000 in salaries. Pat Bokovitz: Budgetarily, we haven t spent much of the original contract. Those funds will carry forward to the next cohort, because wage subsidies haven t been spent at the rate expected. Will carryover $100,000 to the next cohort. Spent $50,000, returned $550,000 in salaries. Kathi Cozzone: Do we need to pursue more employers to participate in general? Are there industries not strongly represented in HireOne? Jim Laukner: Every week we engage additional employers, and have been basing that outreach on participant needs. Employer engagement expands weekly. Youth Outreach Efforts Jim Laukner Patti VanCleave is the youth coordinator at the Chester County Economic Development Council, including the new Business Education Partnership. Techies Day was successful, showcases for all industry partnerships under way, manufacturing outreach program for youth competition awards scheduled in April. Impacted 1,665 students so far this program year. Upcoming: 16 additional showcases, parent-only event for career exploration, STEM Immersion Excursion for educators, GETT on March 12 th at WC East, planning for over 650 participants. 4

5 Over 200 volunteer hours making these activities happen, mostly from participating companies. IP funds on hold pending regulation updates. Expect to exceed 3,000 impacted youth this program year. Over 200 adults registered for the parent program at GETT. Doug Doerfler: Is the parent event targeted to, not only information, but also supporting youth decisions to pursue non-college-based paths? Yes. Manufacturing s message is that their workforce is aging and there is a lot of opportunity for youth. Diana Kimmich: What can the Board do? Share and communicate information. You may know, but there are people who don t. Priority of Service Policy Updated for WIOA by the Workforce Programming Committee. Basic Career Services still available to everyone regardless of status. Priority categories are defined on page 2 and apply to those participants who are Title I Adulyeligible. Updates come from the state guidance. Training funds for the economically disadvantaged are the primary category in the policy. Relevant to one funding stream. Bill Scott: definition of underemployed? Minimum hourly rate in the OJT program. John Hellman: would this impact P2E participant selection? No, those participants are Dislocated Worker eligible. Kathi Cozzone: if funding doesn t increase, this shifts funding from one group to another. Doug Doerfler Moved to approve the Priority of Service Policy as presented, Amanda Sundquist seconded. Motion approved. WIOA Updates Pat Bokovitz Designation of Local Workforce Development Areas There are single-county LWDAs and regional ones. There is an effort by the state to merge single-county areas, but we are not sure how immediate that decision will be. There is a strong case to be made to remain a single area, while recognizing benefit of regional collaboration and cooperation. Look at designation of Intermediate Units to support single-area designation. Transition Plan Due to the State on June 2, Timeline and outline included in meeting packet Regional and Local Plans will be submitted. Our region is PREP region and includes; Plans to utilize a consultant for the regional plan, with Delaware County WDB to take the fiscal lead. Transition Plan is for 2 years, there will be a more detailed five year plan to come. Reaching out to partners for contributions to the plan. Public Comment period required, beginning April 28 th, which is the day after the next Board meeting. Many differences from the last 5 year plan. Committee involvement over the next few months. 5

6 Will the plan need to be approved by the Commissioners? If so, Commissioners meeting needs to be included in timeline. Board will receive the plan a week prior to the April 27 th meeting. Please review the plan prior to the meeting so questions can be addressed at the meeting or before. Trish will collect comments and questions during that week. V. General Updates Amanda Sundquist: Annual Statements of Financial Interest are due. Joyce Chester: On April 3 rd, CCOIC is having first annual Jazz Concert from 1:30-4:30 at Milestone Events. Bill Shaw: Annual Volunteer Income Tax Assistance (VITA) time period. Benefits low income households the most. UWFSP Legislative Briefing took place on Monday, February 22, and the event went very well. John Hellman: Has given presentations at the three TCHS and is working to present to the HOOD: PYE regarding electrical apprenticeships. Open House on March 23 rd. HOOD:PYE and Industry Partnerships met last month. GETT: March 12, looking for volunteers, especially with traffic control. VI. 13 CWT Meeting of April 20, 2016 Meeting Minutes In attendance were: Fran Pierce, Linwood Smith, Shanae Stallworth, Maryann Amici, Kara Winchester, Shane McLaughlin, Jon Koestel, Cindy Scott, Roslyn Roberts, Lila Singleton Guests Included: Joyce Chester (OIC/The HOOD), Karen Newman (OIC/The Hood) I. Welcome Kara Winchester from JPO brought two of her co-workers (Shane McLaughlin, Jon Koestel). All who attended will be included in future s for the CWT meetings. II. Review and approval of previous meeting minutes It was suggested to change a sentence from February 17 th s meeting which states, There is a negative connotation with the name, which references the discussion around changing the name of the HOOD program. It was agreed upon to change the sentence to There is a possible negative connotation with the name. Following this suggestion, the meeting minutes were further reviewed and approved. III. Website Roslyn presented the updated HOOD s website On the main page, a slideshow at the top is presented. It was suggested to remove the picture of the classroom with no students in the room. For the Staff tab, ensure all staff photos are uploaded. Currently for the Calendar tab, a weekly calendar is uploaded. It was suggested to upload a monthly calendar instead of having to upload a weekly calendar every week. Ensure Javonna (HOOD- Intake Specialist) updates the monthly newsletter on a monthly basis. Overall, everyone was very pleased with the HOOD s website updates. IV. WIOA Updates Model Change Joyce Chester and Karen Newman began this item of the agenda by telling the committee the background of the HOOD programming from the beginning of PY15 when OIC took over. This segued into Lila and Roslyn giving an overview of the new WIOA law and how it is affecting the HOOD programming. Charts were used to present a possible model for OIC to use for PY16. This proposed model presents more of a paid work or workforce development program focus. Such challenges that were presented were: where and how OIC will recruit, employer outreach/job development, work base learning, co-enrollment/adult training sites, transportation, re-engagement/retention. Various programming needs were presented to the committee of youth/young adult based on age and the academia/workforce needs of the person. Following the presentation of the proposed model, the committee gave additional feedback of various services to use such as, partnering with a staffing agency to assist with job placements, as well as Adult probation to assist with the young adult population. It was emphasized with the new model, it is imperative to seek and build partnerships with multiple industry organizations and companies. 13

14 How can each organization help with the new model? A chart was developed and included in the packet for each entity that makes up the CWT committee to give feedback on how each organization can further help and assist with the presented changes to the HOOD being more workforce development focused. V. PY16 TANF Recommendations The current TANF providers YMWIC and Triskeles were the only organizations to apply for PY16 TANF funding. It was made a motion to split the TANF funds received 50/50 for each provider. This will be finalized and approved by the WDB committee on April 27 th. Lila mentioned DCD might be receiving TANF youth summer funding from the state in addition to the year round TANF funding. That is still up in the air, and will find out in the next upcoming weeks. VI. Next Steps Roslyn mentioned to the committee to think about who would consider filling Fran s position as the Chair in the near future. Fran has been doing a wonderful job for the past couple of years, but with any Chair position, it is not forever. Please let Roslyn know if you would like to fill the position! The next CWT Meeting will be at 9:30am on Wednesday, June 15, DCD 14

16 The HOOD- A partnership for Youth Employment Monthly Report March 2016 Teresa Powell, Ed.D., Site Administrator Qualitative Overview: For the month of March 2016 five new participants were enrolled into the HOOD program. Intake and orientation meetings were held with participants and their families. Bi-weekly planning meetings continued to occur during the month of March, as did staff meetings, meetings with partners, and participant-focused workshop. All staff are recruiters for the program and an aggressive recruitment program has been enacted. Several presentations were made to other organizations in the community and informational materials about the program were distributed at numerous venues. Staff continue to learn about WIOA expectations and changes and are eagerly awaiting the start of fiscal year Participants received training and/or participated in the following workshops: Job Search Workshop CC OIC- CNA program overview Job Corp Resume Writing Job Seekers Clinic Interviewing Skills Smoking Cessation Orientation to Career Link Forklift certification As a volunteer opportunity participants from the program continue to volunteer every Wednesday morning to stock a food truck at the Aldi s in Exton for donation to The Food Cupboard. In March we continued a comprehensive delivery system of services to the participants. Those services include: GED Instruction ABE Instruction/tutoring as needed CNA certification Workforce Development training Quality Analyst training for IT National Retail Federation certification training Financial Literacy Forklift Certification 16

Several participants earned their GED and were placed into permanent employment. 21 Chester County WDB Executive Committee Meeting Minutes March 1, 2016 In attendance: Jennifer Duff Diana Kimmich Doug Doerfler Pat Bokovitz Open Action Items and Discussion: Action Item Assigned To Long Term Unemployed Jenn and Platform to Employment Pat April 2016 Workforce Development Board Meeting Agenda Discussion Regional and Local Plan Update Executive Committee / Pat Jenn and Pat Status In Process In Process In Process Target Date The Executive Committee (EC) discussed the status of the initial Platform to Employment cohort. Jenn and Pat will be participating in a meeting tomorrow (March 2, 2016) to further discuss the current cohort and the direction of the next cohort. Pat will follow-up with the Delaware County Workforce Development Board to initiate the Delco cohort to occur during roughly the same time. Pat is hopeful to have both next cohorts begin within the next three months. The Executive Committee discussed the April Board meeting and agreed that the Regional and Local Plan would be discussed at length. Pat updated the Executive Committee on the Chester County Workforce Development Board s plans to complete the Regional and Local Plans due to the State by June 2, However, we are still waiting on the State s final guidance on preparing the Regional and Local Plans. During the Regional Workforce Development Board Chair meeting, the Chairs agreed that using a consultant to complete the Regional Plan was a good idea and will move forward with this task. The next Executive Committee conference call will occur on April 5, 2016 at 8:00 am.. 21

Pat will send out the resume with these minutes for Governance Committee review. The GC will continue to identify possible nominations for new private sector Board members from the southern and western portions of the County with a focus on the Bio-Life Science industries. However, we Member Form Submissions (Conflict of Interest and 2015 Financial Disclosure) Brandy Burnham s March 21, 2016 letter with Corrective Action Items Amanda, Lila and Trish Pat In Process In Process remain compliant with our membership. WDB staff is currently requesting the 2015 Financial Disclosure form. Trish will update Amanda of the Board Members needing to still submit 2015 Financial Disclosure forms. Pat explained the Findings and how the Workforce Development Board staff was going to respond. Special Thanks to our participating employers Diana Kimmich (AGI), Sean Ellsworth (Vanguard), Laura Kasper (Monarch Staffing) and Michelle Achenbach (County of Chester) who volunteered their time to provide valuable feedback to approximately 40 job seekers. This Employer Panel event was the first in a series of new Career Networking Events for Job Seekers. These events will consist combined job seeker and employer workshops/networking sessions and employer training events. Our next Career Networking Event will be held in June PA CareerLink - Chester County PY 2016 RSA Budget The PA CareerLink - Chester County budget for Program Year 2016 (7/1/16 6/30/17) was voted on and approved at the last Operator Consortium and Partners Meetings. The PY 2016 budget will be $437,646. The 25

The PA CareerLInk - Chester County final draft budget will be submitted in early May 2016 for approval by BWPO. Jobs for Veterans State Grant (JVSG) Audit June 8 th PA CareerLink - Chester County was selected to participate in the PA VETS Jobs for Veterans State Grant Annual Audit. The audit will take place June 8 th and examine statutory duties of our Disabled Veterans Outreach Program (DVOP) specialist. The audit will also examine our Priority of Service Policy and how staff identify veterans for participation in PACL programs and how referrals are made to the DVOP. ThroughMarch 31st, EDSI hasreceivedreferrals from 19 differentorganizations. EDSI has enrolled 132 participants (54 Adults and 78 Dislocated Workers) into our Job Locator Program and we have already exceeded our enrollment goal of 100 participants for this program year. Through March 31st, EDSI saw 87 placements (39 Adults and 48 Dislocated Workers ) and are averaging a starting wage of $17.06 ($11.78 for Adults and $21.38 for Dislocated Workers) for those placements. We are also projecting to exceed our placement goal for this program year. For March 2016, EDSI also saw 6 retentions (3 Adults and 3 Dislocated Workers) and are averaging a 28
