1 2018 Request for Proposal Workforce Innovation and Opportunity Act (WIOA) Summer Employment Opportunities for Youth The Vermont Department of Labor (VDOL) announces the availability of funds to award grants to organizations to deliver Summer Employment Opportunities (SEO) that link academic learning, occupational skill development with a career pathway. Approximately $175,00 is available for the 2018 summer program. The deadline for grant applications is: Friday, April 13, 2018 by 4:00 pm. Purpose: The intent of this funding is to provide at-risk youth, between the ages of 14 to 24, with entrylevel employment experiences, work-readiness training, and the opportunity to develop skills that prepare them for the workforce. Youth participate in a short-term, paid work placement during the summer at public, private, or nonprofit worksites. Youth receive training in soft skills in order to practice professional behaviors and learn how to relate to supervisors and co-workers at their worksites. The summer program is designed to assist young people to learn and practice skills that matter at work, school and in life. Application Process--Please address the following: Section I - Executive Summary (suggested length not to exceed 2 pages): Each applicant must submit an executive summary addressing the following: Name of the applicant and fiscal agent, if different. The capacity to administer this project. The amount of funding requested. Identify how you will collaborate with community partners and employers to provide services. Identify how you will work with VDOL Youth Case Manager to identify eligible youth, assess youth and jointly develop the Individual Service Strategy (ISS). VDOL Youth Case Managers will be included during the entire SEO program. Program timeline to include; start and end date of the program and hours of participation for work and academics. Identify how 75% of youth expenditures will be focused on out of school youth. This requirement will be closely monitored and enforced by Vermont Department of Labor Youth Program Manager. Section II - Statement of Work (suggested length not to exceed 3-5 pages): The Statement of Work (narrative) must set forth a strategic plan for the use of awarded funds and establish measurable goals. The following should be addressed in the Statement of Work: A. Estimate the number of WIOA eligible out of school youth ages to be served and the towns in which they will be served. B. Priority will be given to out of school youth, WIOA participants currently enrolled and to youth who are Vermont residents. Identify how you will collaborate with VDOL Youth Case Managers to identify youth currently enrolled in WIOA interested in participating in your summer grant. Page 1 of 9

Describe how you will conduct Objective Assessments for each participant in the following areas: Basic skills Occupational skills Employability skills Career interests General aptitudes including interests and aptitudes for non-traditional jobs Support service needs to remove barriers to employment and education D. Provide a comprehensive description of your plan demonstrating linking academic and occupational learning to your Summer Employment Opportunity component. Please Note: at least ½ of the time of participation MUST be in a work/training activity. E. Describe how you will jointly develop an Individual Service Strategy (ISS) for each participant with the VDOL Youth Case Manager. Individual Service Strategies for each participant shall identify career pathways that include education and employment goals, applicable Program Elements, Measurable Skills Gain (see attachment B) and credentials (if applicable). Please note: Youth that enter the SEO without a High School Diploma or GED, must engage in activities that lead to the attainment of a secondary school diploma or its recognized equivalent. F. List the community organizations that you will be collaborating with to provide comprehensive services to enrolled youth during the SEO program. Describe how these organizations will address specific participant needs identified in the Objective Assessment and Individual Service Strategy during the summer program. G. Describe case management services and how you will work with participants to ensure their participation, completion and success. Describe how you will address, in a positive manner, behavior and social issues of enrolled youth. H. Describe how you will ensure that financial reports are provided to VDOL. I. VDOL Youth Case Managers, grantee staff and participants will review the 14 Program Element to determine which are necessary and appropriate for the participant. Chosen program elements will be identified on the Individual Service Strategy to include; dates, responsibilities and referral sources. See attachment C for 14 Program Elements. Section III: Eligibility: Page 2 of 9

3 Eligibility determinations will be completed by Vermont Department of Labor Youth Case Managers located in VDOL Regional Offices throughout the state. The priority for the Summer Employment Opportunity is to serve out of school youth. An out of school youth is an individual who is: Not attending any school; Not younger than age 16 or older than age 24 at the time of enrollment; and One or more of the following: o A school dropout; o A recipient of a secondary school diploma or its recognized equivalent who is a lowincome individual AND is either basic skills deficient or an English language learner; o An Offender; o A homeless individual or a runaway; o An individual in foster care or who has aged out of the foster care system; o An individual who is pregnant or parenting; o An individual with a disability; or o A low-income individual who requires additional assistance to enter or complete an educational program or secure or hold employment Limited funding may be available to serve in school youth, depending upon the applications received. An in-school youth is an individual who is: Attending school, including secondary and postsecondary school; Not younger than age 14 or (unless an individual with a disability who is attending school under state law) older than age 21 at the time of enrollment; A low-income individual; AND One or more of the following: o Basic skills deficient; o An English language learner; o An offender; o A homeless individual or runaway; o An individual in foster care or who has aged out of the foster care system; o An individual who is pregnant or parenting; o An individual with a disability; or o An individual who requires additional assistance to complete an educational program or to secure or hold employment Section IV - Proposal : Proposals submitted should provide the required contact information as outlined below: a) Contact Name b) Applicant (public or private non-profit entity) c) Mailing address d) Phone number e) address f) FEIN Page 3 of 9

Preference will be given to organizations that can demonstrate the ability to provide effective services to at-risk youth in Vermont. Deadline: The closing date for receipt of applications is Friday, April 13 th, 2018 by 4:00 pm. Submit applications electronically to sally.redpath@vermont.gov and rose.lucenti@vermont.gov at the Vermont Department of Labor. Start/End Date: The start date for individual grants will be determined by the date the Commissioner signs the grant documents; no costs may be incurred prior to the start date. All SEO grants end September 30, Format requirements: Applications must be submitted electronically in a Microsoft Word document (hard copy will not be accepted). Use 12-point font Number pages at bottom Review Process and Evaluation Criteria: The Commissioner of Labor will appoint the grant review panel, which will include members of the Vermont State Workforce Development Board s Youth Committee (SYC). The SYC will make recommendations to the Vermont State Workforce Development Board (Chair) and Commissioner of Labor for approval. The Commissioner of Labor will consider the information from the grant review panel, as well as other factors such as geographic distribution, past performance of applicant (including timely submission of reports and performance measures), and ability to partner well with the VDOL and other partner agencies. Selected applicants will be notified by Tuesday, May 1 st, Section V Reporting Requirements: The SEO progress report will be due July 15, 2018, August 15, 2018 & the final progress report will be due October 15, Financial SEO progress reports will be due July 15, 2018 and October 15, A final narrative report and financial closeout report are required; forms will be included with the final grant documents. Cash requests will not be processed unless all reports are completed and current. Section VI - Budget Information: Please provide a budget and budget narrative using the forms provided. 7 ATTACHMENT A (1) The Central Contractor Registration (CCR) is the primary registrant database for the U.S. Federal Government. CCR collects, validates, stores and disseminates data in support of agency acquisition missions. FREE registration is available at: (2) The D-U-N-S Number is a unique nine-digit identification number assigned and maintained solely by Dun & Bradstreet (D&B). D-U-N-S Number assignment is FREE for all businesses required to register with the US Federal government (see # 1 above) for contracts or grants. 8 ATTACHMENT B WIOA Youth Measurable Skills Gain Summary The Measurable Skills Gain is used to gage interim progress of participants who are enrolled in education or training services for a specified reporting period. It is intended to capture important growth through pathways that offer different services based on program purposes and participant needs and can help fulfill the vision for a workforce system that serves a diverse set of individuals with a range of services tailored to individual needs and goals. The Measurable Skills Gain is based on attainment of one of five types of gains: 1. Educational functional level gain; or 2. Secondary diploma or equivalent; or 3. Secondary/post-secondary; or 4. Training milestone; or 5. Skills progression Out of School Youth that are enrolled in an education or training program must have a Measurable Skills Gain identified in their ISS. A Summer Employment Opportunity is not defined as an education or training program; therefore, a Measurable Skills Gain is not required. ALL In School Youth (ISY) must have a Measurable Skills Gain identified in their ISS. If the Measurable Skills Gain has not been met by the end of the summer program, participants will be required to continue working on their goal with the VDOL Youth Case Manager and partner agency until successfully completed. 9 ATTACHMENT C 14 Program Elements 1) Tutoring, study skills training, instruction and evidence-based dropout prevention and recovery strategies that lead to completion of the requirements of secondary school diploma or its recognized equivalent (including a recognized certificate of attendance or similar document for individuals with disabilities) or for a recognized postsecondary credential; 2) Alternative secondary school services, or dropout recovery services as appropriate; 3) Paid and unpaid work experiences that have academic and occupational education as a component of the work experience, which may include the following types of work experiences: Summer employment opportunities and other employment opportunities available throughout the school year; pre-apprenticeship programs; internships and job shadowing; and on-the-job training opportunities; 4) Occupational skill training, which includes priority consideration for training programs that lead to recognized postsecondary credentials that align with indemand industry sectors or occupations in the local area involved; 5) Education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation or occupational cluster; 6) Leadership development opportunities, including community service and peercentered activities encouraging responsibility and other positive social and civic behaviors; 7) Supportive services; 8) Adult mentoring for a duration of at least 12 months that may occur both during and after program participation; 9) Follow-up services for not less than 12 months after the completion of participation; 10) Comprehensive guidance and counseling, which may include drug and alcohol abuse counseling, as well as referrals to counseling, as appropriate to the needs of the individual youth; 11) Financial literacy education; 12) Entrepreneurial skills training; 13) Services that provide labor market and employment information about in-demand industry sectors or occupations available in the local area, such as career awareness, career counseling, and career exploration services; and 14) Activities that help youth prepare for and transition to postsecondary education and training. 9
