Call to order: ICWDB Chair, Roberto Rubio, called the meeting to order at 12:06 p.m. with a quorum present. a. Pledge of Allegiance: ICWDB member, Timothy Kelley, led the board into the Pledge of Allegiance. b. Conflict of Interest Forms: Members turned in their Conflict of Interest Forms to staff. 2. Discussion of Agenda a. Items to be pulled from Agenda: None b. Approval of Meeting Agenda: Motion made by Timothy Kelley and seconded by Fernando Zavala to approve the meeting agenda. Motion carried. 3. Approval of Minutes: Motion made by Edwin Obergfell and seconded by Efrain Silva to approve the ICWDB Minutes of August 16, 2017, with the correction of noting Edwin Obergfell as present and removing his name from the members absent. Motion carried. ACTION AGENDA 4. Discussion/Action to approve the release of PY Registered Nurse Mentorship Program Request for Proposals Chair, Roberto Rubio introduced the item and Efrain Silva began discussion by sharing on the recent meeting with Imperial Valley College s, Dean of Nursing to discuss the Registered Nurse (RN) Mentorship Program and the value it will have on the students in regards to their development and advancement as future Nurses. IVC has begun to accept 30 students, rather than 20 in past program years, into the RN Program at the beginning of each semester due to infrastructure changes and workforce funding. Discussion ensued regarding student capacity that was set at a minimum of 20 in the RFP. ICWDO Interim Director, shared staff was made aware that cohorts do begin with 30 students, however, it is common for students to drop-out from the program due to the rigorous curriculum. Ms. Lopez also noted that there is a strong possibility that not all RN students would be eligible for WIOA services. To provide flexibility for potential providers and achieve maximum efficiency of the program, the board advised a range between participants be served during the contract year. County Counsel also advised that language regarding insurance requirements complying with county standards be included in the RFP to ensure proposing agencies are aware of those requirements. A motion was made by Timothy Kelley and seconded by Efrain Silva to approve the release of the Request for Proposal for Registered Nurse Mentorship training program for WIOA PY with the 2
3 condition that the RFP s scope of work allows for a minimum capacity of 15 and a maximum of 25 students and to include language of county insurance requirements. Edwin Obergfell abstained from voting. Motion carried. INFORMATIONAL AGENDA 5. Public Comments There were no public comments. 6. AJCC Certification Process ICWDO Interim Director, Priscilla Lopez overviewed the certification process for Comprehensive AJCCs, per Workforce Services Directive (WSD) WIOA established a framework under which Local Workforce Boards are responsible for maintaining high-quality AJCCs. The California Workforce Development Board (CWDB) developed criteria and procedures for Local Boards to use when certifying local AJCCs. Ms. Lopez shared that on September 29, 2017, ICWDB submitted the outline to conduct initial onsite assessments of the Baseline and Hallmarks of Excellence Certifications for Imperial County Job Centers. On October 24, 2017, the CWDB approved the outline after review. Ms. Lopez discussed ICWDB s next steps, which will be to submit the Baseline Criteria Matrix that is included in WSD and any corrective action plans for each AJCC that comes as a result from onsite assessments. 7. ICWDB Committee Membership for PY ICWDB Chair, Roberto Rubio, informed members that the ICWDB Committee Membership for PY was provided in the agenda packet for review. Mr. Rubio reported that the committee Chairs have accepted their position for the program year and appointed all current committee members to their respective committee, as well as, appointing Meredith Garcia Obeso, Acting Director of the Imperial Valley Small Business Development Center to the Business and Planning Committee. Mr. Rubio informed board members that if they were interested to serve at the committee level to please let him know. Timothy Kelley recommended more involvement from non-icwdb members at the standing committee level as membership does not require membership to the Imperial County Workforce Development Board. ICWDB Bylaws allow committee membership from representatives of the public with the condition that the majority of members are ICWDB members. Chair, Robert Rubio opened the floor for recommendations for public membership to the standing committees. There were no recommendations. 8. Reports a. Board of Supervisors Imperial County Board of Supervisor, Michael Kelley was unable to attend the meeting. b. Directors Report ICWDO Interim Director, Priscilla Lopez, reported on the status of the Soft Skills contract that was awarded to TREES of Imperial County. Currently insurance documentation is in the process of being submitted before requesting approval from the Imperial County Board of Supervisors. Ms. Lopez also reported on the recent Equal Employer Opportunity Officer site visit from the state earlier in the week to confirm compliance and that there were no findings. It was also reported that the Imperial County Clerk of the Board s office has opened the application process for membership to the ICWDB as there openings in Private Sector membership, Economic Development, and Title IV of the Rehabilitation Act. Public notices will appear in Imperial Valley Press and the ICWDB website. The application process will open October 27 th and will close on November 13, 2017 at 5:00 p.m. c. ICWDO Business Services Report 3
4 Business Services Supervisor, Carlos Lopez, reported Business Services staff recently attended a Career Fair at Imperial Valley College to promote services of the America s Job Centers of California (AJCC)s and business services available. CRC is planning to hold a recruitment event for truck drivers in the month of November. Different Seafood companies are beginning to hold recruitment events to begin production in January. Regarding OJTs, currently 44 participants are enrolled in the program and approximately 125 OJTs were enrolled in the program for PY16-17, above the goal of 20 OJT slots. d. Business and Planning Committee Business and Planning Committee Chair, Timothy Kelley, reported the next meeting will be held in November and that staff will be polling members on their availability. The committee will be considering advertising of WIOA business services on Imperial County s micro site through Statebook. Board members present at the September 27, 2017 meeting were provided a presentation by Silvia Rodriguez and Luis Salazar overviewing the online platform that provides data regarding site selection. The committee will also be discussing the data that will be collected from businesses participating in the Soft Skills workshops in order to determine the effectiveness of the workshops and ways to improve the program. Additionally, Imperial Valley Small Business Development Center will be providing a presentation overviewing services. e. Chairs Report ICWDB Chair, Robert Rubio, thanked members for responding to meeting invites to ensure a quorum is met. Mr. Rubio also noted that the next meeting date is near the Thanksgiving holiday and a meeting is still scheduled for November 15th. f. Treasurers Report Allison Duran, Fiscal Manager, provided an overview of the financial statement as of September 30, The budget reflected a total budget of $10,964,166 for PY A new column was added inside the budget to note contract end dates at the request of members at the August Financial workshop. g. Youth Committee Letty Taylor, Administrative Analyst I, reported that the next Youth Committee is scheduled on November 8, 2017 at 12:00 p.m. At the meeting, a presentation is planned to be provided on Project Exito by Imperial Valley Regional Occupational Program. Ms. Taylor also reported that the committee will be approving members and staff to attend the CWA Youth Conference that will be held in Sacramento on January 9-11, h. Veteran Services Report There was no report. i. One Stop Policy Oversight Committee Letty Taylor, Administrative Analyst I, reported that the committee last met September 20, 2017 with a quorum present. At the meeting, ICWDB Chair, Robert Rubio appointed Susan Manger as the Chair of the committee for PY and appointed all committee members. 7 BACKGROUND: On August 16, 2017, ICWDB approved WIOA PY Training Programs at an amount not to exceed $1,105,309. Since this date, program changes have occurred and new training opportunities have ensued. The above table reflects three changes. The City of Imperial will not be accepting interns a part of the San Diego State University Employee Development and Advancement Program and the 10 slots allocated are recommended to be re-allocated to the City of Calexico. Additionally, on December 22, 2017, an ICWDB RFP Evaluation Committee recommended awarding Imperial Valley Regional Occupational Program the Registered Nurse Mentorship Program in the amount not to exceed $125,000 and was approved by the Imperial County Board of Supervisors on January 9, The amount allocated towards the RN Mentorship Program in August 2017 totaled $80,000. Lastly, Imperial Valley Electrical Training Center is anticipating to begin a cohort of apprenticeship training with 16 participants on February 13, Minor revisions were also made to the number of ITAs allocated due to local demand, which resulted in an increase of $1,225. FISCAL IMPACT: The additional training funding of $126,225 will be used from Line Item 21 (30% Pending Required Training Expenditure for PY ). 7

Lopez, ICWDO Interim Director RECOMMENDATION: ICWDO Interim Director recommends to approve up to nine individuals to attend the annual National Association of Workforce Boards (NAWB) Forum in Washington D.C. from March 24-27, BACKGROUND: NAWB represents approximately 550 Workforce Development Boards and their business members that coordinate and leverage workforce strategies with education and economic development stakeholders within their local communities, to ensure that state and local workforce development and job training programs meet the needs of employers. These investments in workforce development create a comprehensive system to provide America with a highly skilled workforce. Attendance allows staff and board members to interface with others from throughout the state. Information regarding the conference can be found on the following pages. FISCAL IMPACT: Approximately $23,500 8

The Forum 2018 The Forum is a place where many organizations and their diverse constituencies come together to create a supported and united response to the collective mission of workforce development. How do we, as change makers in our organizations, communities, and regional economies, fuel the talent at the heart of our nation s workforce and forge changes that drive economic sustainability? Fueling Talent. There is no shortage of briefings, data, and reports about the economic and jobs challenges workforce development is currently facing. We see technology making some jobs obsolete while others are radically different than they used to be, and still others didn t exist at all a few years ago. Many new job openings are low wage, and others come without access to insurance or other benefits. No more can individuals with just a high school degree or less access good paying, middle-class jobs. At a minimum, family-supporting wages require some type of post-secondary credential. The Forum 2018 addresses how to fuel talent in our communities by building stronger, more effective partnerships, integrating labor market data, lifting those who need basic skills through education programs, and embracing workbased learning, skills credentialing, and apprenticeships as pathways to a sustainable career. Forging Change. Workforce development cannot exist in a vacuum. Businesses have been asked to take on a larger role in economic and workforce development. Their voice is needed on regional economic development strategies and on skills demands and hiring projections. Workforce development boards and education and training providers need 9
10 relationships with business and industry to ensure that training programs match their skill needs and to help define career ladders. Business must be integrated into training programs, providing real-world problems for students to solve and locations for internships and job training. The Forum 2018 focuses on how to forge changes to our approach that will result in greater prosperity.
