12 MEMORANDUM Date: November 7, 2012 To: Cc: Kane County Human Services Committee River Valley Workforce Investment Board From: Scott Berger and Renee Thompson Re: WIA Program Updates Business Services are being Launched with Help from a Recognized Industry Partner To be responsive to the needs of the business community, Kane County is launching a partnership initiative with the Alliance for Illinois Manufacturing (AIM) to engage the employers of DeKalb, Kane and Kendall offering access to opportunities in their portfolio, but also those available through WIA such as On-the-Job Training (OJT) funds, Incumbent Worker Training (IWT) funds, and access to a broad talent pool of job seekers to fill their hiring needs. Kane County recognizes employer engagement as a priority and has deployed a staff member to develop and grow this initiative alongside AIM, but to also envision an overall business team and the mechanisms required internally to sustain efforts to effectively develop relationships with the local business community. Our partner, AIM, is a non-profit organization that services employers across the Chicago-land region by providing access to a variety of business resources that can assist in the growth and strengthening of companies. Resulting from a successful OJT WIA participant placement model in Northern Cook County, AIM received additional dollars from the Illinois Department of Commerce and Economic Opportunity to implement the OJT program model and best practices throughout the local workforce investment areas in suburban Chicago. AIM will be the lead entity that will initiate and expand in-depth relationships with the regional employer base in LWIA 5 and will provide overviews of funding options available to employers that includes WIA funding alongside a robust pool of skilled and available job seekers. During their employer engagement, AIM will identify employment opportunities where the employer will consider the area s job seeker talent as their primary hiring source and establish a communication pipeline whereby Kane County can refer candidates sourced to match the hiring expectation. Should an OJT strategy be appropriate, AIM will also assist in the implementation of the OJT program requirements under WIA and the development of all employer contracts and individualized employee training plans. Kane County will identify the individual marketable skills of its customer base and assist AIM by delivering qualified candidates they can refer to the employment opportunities obtained. Specifically, Kane County will prepare staff to assess the registered WIA customer base for job readiness and to ensure the customers are equipped with adequate interview skills and are ready to be introduced to employers. AIM will assist Kane County in the development of staff to ensure appropriate matches and referrals are made. Kane County is developing the necessary staff tools and systems to select and source candidates for job opportunities to ensure the initiative is successful.
13 Kane County has already begun to reach out to other business partners within the region to discuss methods for collaboration. Priority contact will be with Economic Developers within our community base, the three community colleges that service the LWIA, and local Chambers of Commerce. Community Partnerships are Underway In preparation for an office consolidation, Kane County has been working to establish community partners within the region s two largest communities Aurora and Elgin. Collaboration efforts have been successfully initiated and partnerships have been established with both the Aurora Public Library and the Gail Borden Library in Elgin. Both libraries have expressed a desire to be a critical partner in ensuring that job seekers have access to the services they need to find jobs. Services in both libraries will provide individuals with increased access to guided job search assistance tailored around each community s particular needs. Starting in December, we will have a physical presence at each library location which will be marketed through mailed newsletters to community households, e-blasts to registered patrons, through internal postings within the library and via the calendar page of each library s website. By forming partnerships with the libraries, Kane County has begun to lay the foundation to implement our community-based service delivery vision by having a staff presence on-site at locations outside the one-stop WIA model. Through this engagement, the Aurora Public Library has identified their desire to become a worknet Center satellite location for LWIA 5 and a workforce service hub for the job seekers of the Aurora community. Kane County will work with the River Valley Workforce Investment Board to secure this status. Programming will be launched in December and each library has begun to market the services by including the following events on their website calendars. Aurora Public Library Effective Job Search Techniques Workshop for Spanish Speakers: This facilitated workshop will provide instruction on how to use the internet to search for employment. Helpful hints will focus on the use of general websites and specialized websites tailored to certain employment sectors such as administration, marketing, and technology. Methods to search for information on companies, suggestions for putting your resume or making applications online, and the use of social sites (e.g. LinkedIn) to broaden a job search contact network. When: 2 nd Tuesday of the month From 2:00 to 4:00 p.m. Drop-In Job and Resume Help: Need assistance exploring job opportunities on-line or does your resume need enhancing? Grab your laptop and join a new group launching in December through a partnership with the Kane County worknet Center where one-on-one assistance will be available to answer your job search questions and provide resume assistance. When: 1 st and 3 rd Wednesdays of the month from 2:00 to 4:00 p.m. Gail Borden Library Drop-In Job Search and Resume Help: Drop in for one-on-one assistance with your job search. Receive help with your resume, cover letter, job applications, and more through a partnership with the Kane County worknet Center. When: Every Tuesday from 10:00 a.m. to 2:00 p.m.
14 2013 Youth Request for Proposals Announcement and Execution Timeline Kane County is preparing to release the Program Year 2013 Request for Proposals (RFP) to solicit innovative employment and training programs for youth throughout DeKalb, Kane and Kendall Counties. Such programs would be funded with Workforce Investment Act (WIA) Title 1 formula funds that are allocated to the local area. WIA requires that all youth services be procured by a competitive process and selection of contract providers must result from a RFP procedure. Kane County will develop the scope of services and the required program elements with consultation from the River Valley Workforce Investment Board and its Youth Council. The Kane County Purchasing Department will assist with the release the RFP document along with the required legal notices. Successful bidders will outline program designs that equip the WIA youth with work values, career skills, and the commitment to lifelong learning with identification of clear strategies that are focused on the needs of the youth community and meet the demands of employers. All proposals will be evaluated by Kane County, in conjunction with the River Valley Workforce Investment Board, and funding determinations will be established based on the overall proposal evaluation rating, reasonable unit cost, the need for the proposed services, and past performance. Following the initial twelve-month period, the contracts may be extended for up to two additional years (in increments of up to twelve months) based on the achievement of benchmarks, funding availability and the terms of any WIA reauthorization. Procurement Timeline Developed in consultation with the Kane County Purchasing Department, the timeline for soliciting proposals, review, selection and negotiation is outlined below, and reflects the preparatory steps and actions needed to release the RFP and execute contracts.
