Meeting Discussion: Change in Team Roles (Hope Ellsworth) 1. Starting with this meeting, Hope will become the meeting facilitator so that Rachel can be more involved in the discussion and less focused on facilitating. 2. Hope added that she will be sending out a more descriptive agenda. Topics are expansive and complicated. Usually we are only discussing one aspect of a complicted topic so a more detailed description of agenda items should help us to have very focused discussions. Infrastructure Costs/MOU Update (Robin McKinney-Newman) 1. At the 1/9/18 DWDB Quarterly Meeting, there was a vote and the proposed infrastructure cost arrangement (to be included in Partner MOUs) was approved. 2. Robin reported the US DOL, Region 2 has put the brakes on the MOUs, saying they don t want them yet. 3. Delaware s MOUs are currently being sent/signed. One-Stop Certification Process (Robin McKinney-Newman) 1. Robin provided a quick update. Bill recently completed an initial review per the One- Stop Certification Process and developed a policy (at end of minutes).
2 2. A PPT, outlining criteria, was attached to the January agenda. 3. Please let Bill or Robin know if you have any questions or comments about the criterial. WIOA State Plan Modification (Robin McKinney-Newman) 1. Robin explained that US DOL, Region 2, has approved funds to provide Delaware with tech writers for the WIOA State Plan update. 2. At the Team s request, Hope will send a zip file with the current WIOA State Plan (distributed previously too), as well as a document that outlines Plan requirements. [This was distributed on 1/22/18.] 3. The tech writers want to meet with the WIOA Leadership Team. They will join our February meeting (remotely), from 9-10, in order to provide training on the plan modifiction requirements, process and our role in the update. Delaware Pathways Conference on same day as our March meeting (3/21/18) 1. Hope explained that the main day of the Delaware Pathways Conference is on the same day as our WIOA Leaders meeting. She asked the Team is they wanted to cancel the March meeting or reschedule. 2. The Team strongly felt that the meeting should be rescheduled, due to our discussion items. Hope will send out new March dates (when Buena Vista is available). 3. [NOTE: An was sent on 1/22/18 with possible new meeting dates. The meeting will be rescheduled soon.] Update: Federal Technical Assistance Requests - Deb Bradl/HarrietAnn Litwin (WINTAC) & DOL (Maher & Maher) 1. Tabled until February when DET, DVR and DVI will report. 2. Requests have not yet been made Convening Planning (Hope Ellsworth) 1. A handout was distributed with a synopsis of the WIOA Leadership and One-Stop Teams ideas and feedback for the convening. (This was attached to the agenda.) 2. Hope reported that she is now focusing on confirming alocation, date and presenters. 3. On 1/26/18, Hope sent Leadership Team Members available dates for the convening. She is asking the Leaders to let her know if any of these dates have other major events going on the same day. 4. Team members suggested the 1 st part of May, not having it near Mother s Day or Memorial Day. 5. Hope reported that DOL funds should cover the facility and food expenses. She is working with other partners about sponsorship for some of the presenters. WINTAC has already expressed an ability to provide a presentation and have already sent suggestions.
3 6. Below is a list of Leader feedback provided this month (in review of the workshop ideas synopsis) For any employer panel, HR reps from the State of DE should be included (as a large employer). It was also suggested that the panel could be something that everyone heard as the information impacts everyone providing supportive services. Topic of Re-entry and helping people with criminal records find jobs Maureen Whelan and Sherese Brewington-Carr will discuss this at an upcoming meeting related to this topic. Adult Ed has already suggested Terry Townsend from Connections who works with DOC. This is a topic where a panel, with very specific DE information, seems like the best approach as we provide relevant information to front-line staff. APEX should also be involved in this presentation panel. Mary Dupont will meet with her financial coaches to come up with some ideas for the convening. They could do something on the impact of financial instability. There was also a suggestion to have a Meet the Coach and anyone could sit down and get set up for financial coaching. Hope reported that WINTAC has offered to do a presentation at the convening around the topic of supporting people with disabilities. She has asked DVR and DVI Leaders to weigh in on topic selection. They have suggested, the following after looking at the synopsis: Programmatic Accessibility Guidance/Resources/National Best Practices Collaborative and Inclusive Career Pathways Shared Case Management and the Integrated Resource Team (IRT) Practices in Including Financial Literacy in the American Job Center Improving Overall Customer Service through Service Integration in 3 States WINTAC s Finding Integration Experience Collaborative Business Engagement in the AJC (approaches in 6 States) The Integration Continuum Where do you and your partners come together? WIOA Youth, VR Pre-ETS, and Other Youth Partnerships How this is working in other States The Integration of Ticket to Work in One-Stop Operation: Enhancing the Inclusivity of your Career Services Can Customized Employment be integrated into AJC Career Services? Recommendations and Practice Members agreed that concrete ideas should be provided (not just broad concepts). The convening should be a mechanism to create partner connections to increase resource awareness and capacity. There was a suggestion to have the exhibitors be after the workshops to draw them in. There was another suggestion to have exhibitors set up around lunch time and allow them to do quick shout outs about their programs while staff are having lunch. BRIDGE (TANF Program) might be a good contact for discussing barriers. Salvation Army is the current provider and they connect people with substance abuse, mental health and other services. Chrystal is the manager. 7. A monthly update will be provided. One-Stop System Referral Among Partners (Hope Ellsworth) 1. The assumption has been that the system has to track referrals between partner programs. However, after 6 months the system is still barely being used.

Hope reviewed that there was a lengthly discussion, at our December meeting, about how to increase the partner referral numbers to show the actual referrals and to show an increase in the referrals that get made among partner programs. At that time, some Leaders asked if a new process (i.e. new system to track referrals) should be considered now since front-line staff don t seem to be using it. 3. Hope suggested that it is time to step back and discuss the general topic of whether we need to track referrals among partner agencies (stepping away from our current system right now). 4. If we don t need to track referrals, why are we spending so much time on it? If we do need to track referrals, what specifically do we need to track? Is there something else that we should be keeping data on that shows partner to partner involvement? 5. Do we need to track Partner referrals (i.e. feds require; it helps us in some way)? Maureen Whelan (DOE) said that Partners currently have to report the # enrolling (coenrolling) in more that 1 core program. She is being asked to operationalize WIOA coenrollment cohorts to track concurrent enrollments. This relates to Core Partners (Titles 1-4). Terry Gallagher (DSS) said that the USDA does numbers on DSS referrals to DOL. Members agreed that referrals and enrollments are different and that this should be clarified. TO DO: After some discussion, the team decided to ask the tech writers for some clarification on what needs to be reports and data collected for. Update: Local One-Stop Meetings (Hope Ellsworth) 1. Hope provided a brief update. 2. One-Stop Attendance - Hope sent an with June-Nov. One-Stop meeting attendance 12/9. She is just asking that you review the attendance to make sure that key agency staff are attending. 3. The January One-Stop Meeting Presentation will be about DET services and will include a tour of DOL facilities. (Team Members asked for this.) In February, the One-Stop Teams will meet at DelTech Pathways sites in each county and the presentation will again be by DET regarding skills training. 4. Hope is also working with Rachel a webinar that covers DE JobLink best practices. This is an expressed need by team members (even for DOL staff to get a refresher). 5. Spreadsheet of County Partner Program Information Kent and NCC Teams have elected to work together to come up with a spreadsheet of basic information about the partner services in that county. Hope will work with the teams to complete this. Showcasing Partner Programs Online: The system is currently soliciting changes. (Time Permitting) 1. ISSUE Delaware needs an online location to get easy access to specific WIOA Partner program services (and agencies) by county. We have a statewide list of partner but the platform does not give us the flexibility to list by county. This is a topic discussed at WIOA Leadership Team meetings several times since May. 2. Proposal -Hope proposed that the system be considered as the location that houses Partner Information by type of service & county. She asked the Leadership Team for approval to pursue
5 this possibility (with no commitments). The WIOA Leadership Team gave Hope approval to discuss this possibility further with United Way of Delaware. She will provide an update next month. 3. Rationale - Why set up another online listing if already has a system we could effectively use for staff and service recipients? We would not need to find a platform to list and would not need to come up with extra funds to cover an online listing is an information helpline to connect people to the essential health and human services they need Sharing Partner Resources 1. Hope has begun to share, with the Leadership Team, partner resources that are being shared at the Local One-Stop Team meetings. She apologized for the oversight of not beginning this earlier. 12/29 sent out DDL and DOE info; 1/16 sent out Stand-by-Me info 2. TRAIN Program 3. 6 MEMORANDUM FOR: One Stop Partners FROM: Executive Director, Delaware Workforce Development Board (DWDB) DATE: January 10, 2108 SUBJECT: Policy One Stop Certification References: Workforce Innovation and Opportunity Act of 2015; Training and Employment Guidance Letter 16-16, Entitled One Stop Operations Guidance for the American Job Center Network, dtd. January ; Federal Register, Vol 81, Part VI, US Department of Labor, Workforce Innovation and Opportunity Act, Final Rule, 20 CFR, Part 678, Workforce Innovation and Opportunity Act: Final Rule, dtd August 19, Purpose. This memo confirms the Certification of Delaware s One Stop System (aka American Job Centers). This certification expires January 8, In accordance with the cited law and regulations above, the Delaware Workforce Development Board voted on January 9, 2018 and certified the State s One Stop system. The board established the criteria listed below and all Delaware One Stops are compliant with these criteria. One Stop Required Partners will use a unified labor exchange system to provide residents with up-to-date labor market data, job listings, and training providers. All One Stop required partners will gather information in accordance with governing federal and state regulations and submit reports as required. One Stop partners will use reporting results to improve services. All One Stop locations will provide Delawareans with disabilities physical access to services. All One Stop locations will provide assistive technologies, where necessary, to ensure people with disabilities have equal access to services. Where appropriate, One Stop Partners will report system challenges, solutions, and improvements to the Delaware Workforce Development Board. Each One Stop Location will have at least one Business Services Representative to facilitate linkages between job seekers and employers. Each Required One Stop Partner will ensure staff are trained and receive annually developmental training (Note, mandatory training from state departments may fulfil this requirement). Each One Stop Partner will ensure to the greatest extent possible sufficient staff to conduct One Stop activities. One Stop Partners will as practical attend monthly Leadership Meetings. One Stop Partners will as appropriate use the Delaware JobLink referral system. The Delaware Workforce Development Board will review quarterly progress on federal mandated performance measures. 3.
