STS/E/ISA- Vol-III dated 07/12/2015 for the work of Independent Safety Assessment and Audit of S&TC System covering all safety critical and safety related functions and its safety related interface requirement with Interfaced System for Ahmedabad Metro Rail Project Phase- I". The interested Tenderers may purchase the tender documents from MEGA s office during office working hours between 11:00 a.m. to 06:00 p.m. from to and between 11:00 a.m. to 12:00 noon on , on Payment of non-refundable fee of INR.25,000/- (Rupees twenty-five thousand) only, in the form of Demand Draft/Pay order/banker s Cheque drawn in favour of Metro-Link Express for Gandhinagar and Ahmedabad (MEGA) Company Ltd. payable at Gandhinagar (Gujarat). The work under contract comprises Independent Safety Assessment (ISA) of the Signalling & Train Control system (S&TC) covering all safety critical and safety related functions and its safety related interface requirement with Interfaced System to be implemented at Metro Link Express for Gandhinagar and Ahmedabad Company Limited (hereinafter referred as MEGA or or Company or Employer or Client) for the Ahmedabad Metro Rail Project Phase-I comprising of East West corridor of Kms and North South corridor of Kms. 2. Interested firms are being invited to submit a proposal for the Independent Safety Assessment (ISA) Services. The invitation is based on Research Designs & Standards Organization (RDSO) of Indian Railways Letter No. STS/E/ISA-VOL-III Dated and wherein your firm is listed/empanelled. 3. Interested firms may submit proposal either as a sole firm or as JV/Consortium. In case of JV/Consortium, all the partners of the JV/Consortium shall be on the list of RDSO s panel of Independent Safety Assessors (ISA). It is not permissible to transfer this invitation to any other firm/entity. 4. The entire work under scope shall be awarded to one tenderer and splitting of work is not envisaged. 5. The Client invites sealed Tenders from eligible Tenderers for the services of ISA comprising of two envelopes, to be submitted simultaneously as under: - (a) First envelope, called Technical Package including the Tender Guarantee and (b) Second envelope, called Financial Package. 6. Minimum Eligibility Criteria Work Experience Requirements for ISA The Tenderer will be qualified only if: (a) The entity or members of the JV/Consortium (could have been a member of some other JV/consortium) shall have collectively and successfully completed a minimum of 02 (two) projects of Independent Safety Assessment/Audit of Signalling and Train Control System of a Metro Railway, involving Automatic Train Control Grade of Automation 2, 3 or 4, Electronic Interlocking and their interfaces (one project must include a Communication Based Train Control Signalling System), of not less than 10 km each, in the last 7 years

(Completion Certificates from clients issued in the name of Tenderer/JV/Consortium shall be attached in support of the credentials, failing which the credentials will NOT be considered for eligibility). (b) The Tenderer should have valid accreditation under scope of ISO/IEC or EN as on last date of Tender Submission. If accreditation is to be achieved by Tender Submission Date, an undertaking to this effect shall be submitted by the top management of the Tenderer. (c) The Tenderer shall be included in the Panel of Independent Safety Assessors for Metro Signalling Projects/Systems, Annexure A issued by RDSO, Lucknow vide their letter no. STS/E/ISA-Vol-III dated 07/12/2015. (d) The Tenderer shall submit details of work successfully executed / in progress by them. (e) In case of JV/Consortium, full quantum/scope of the work, if done by the same JV/Consortium shall be considered. However, if the qualifying works were done by them in JV/Consortium having different constituent, then the quantum/scope of work as per their percentage participation in such JV/ Consortium shall be considered for eligibility. Any revision in the date of Pre-tender meeting will be notified in time to the Tenderers who have purchased the Tender Documents. 10. Complete and sealed Tenders must be delivered to the address above on or before 15:00 Hrs on 07/12/2017 and must be accompanied by a Tender Guarantee of the Contract for INR 05 Lacs (Indian Rupees Five Lacs only) or USD 7,725 or EURO 6,750 valid as per Tender terms and conditions. 11. Tenders will be opened in the presence of Tenderers representatives who choose to attend on 07/12/2017 at 15:30 Hrs at the address above.
