4 AIRPORTS AUTHORITY OF INDIA Information Technology Division, Chennai Airport, Chennai NOTICE INVITING e-tender Ebid No Airports Authority of India invites e-tenders under 3 bid system through AAI e-portal by Assistant General Manager (I.T), Chennai Airport Maintenance Division, Airports Authority of India, Chennai on behalf of Chairman, Airports Authority of India from firms for the work of Providing RFID based Automatic Boom-Barrier toll booths for Car Parking at Chennai Airport, Chennai, SH SITC of RFID Car Parking System including Manpower support and CAMC as per the list of items given in schedule A of the tender document with completion period of 02 (Two) months. The scope of work includes SITC of RFID items as per schedule of quantity. 2. Estimated cost of the work is Rs. 1,49,22,413/- (Rupees One Crore Forty Nine Lakhs Twenty Two Thousands Four Hundred and Thirteen Only) 3. Earnest Money Deposit for the tender is Rs. 2,98,448/- (Rupees Two Lakh Ninety Eight Thousand Four Hundreds Forty Eight Only) shall be accepted online, only through the E- tender portal via bank transfer in the form of RTGS / NEFT. Vendors shall use the payment gateway of Industrial Bank / HDFC bank integrated (through the following menu) for the purpose with the AAI E-Tender portal. Note EMD in the form of Cash / Demand Draft or any other form shall not be accepted. Vendors shall also note that they are not required to contact any AAI officials or submit any documentary evidence of submission of EMD via Bank Transfer in the form of RTGS / NEFT to any 20 / IT / RFID Car Parking Sign and Seal of Tenderer Page 5

5 AAI officials during the process of tender. In no scenario the vendors are required to submit / contact any AAI officials for physical submission of any documents before opening of Bids. For firms registered with NSIC THE FIRMS WHO PRODUCES MSME registration (which shall cover this scope of work) will be exempted from the payment of the Tender fee and EMD as per the guidelines of The National Small Industries Corporation. The units registered under Single Point Registration Scheme of NSIC are eligible to get the benefits under Public Procurement Policy for Micro & Small Enterprises (MSEs) Order 2012 as notified by the Government of India, Ministry of Micro Small and Medium Enterprises, New Delhi vide Gazette Notification dated Out of annual requirement of 20% procurement from MSEs, 4 % is earmarked for units owned by Schedule Caste / Schedule Tribes. Procedure for claiming the exemption of payment of Tender cost and EMD for MSME registered firms As the e-portal of AAI is designed in such a way that only after the payment of Tender cost the tenders can be submitted electronically, the bidders are requested to make the payment of the tender cost and the same shall refunded later. For payment of EMD, please click on the icon Pay EMD in the menu option (as given in the previous page), and follow the procedures of the system. After completing all the process, the RTGS / NEFT CHALLAN will be generated by the system. Take a printout of the same and write on the challan MSEs registered firm, payment of EMD exempted, sign and stamp it with company seal. Upload the scanned copies of the above mentioned challan and that of NSIC registration certificate in Technical Bid of the e-tender. 4. Refund of EMD EMD of unsuccessful bidders received through bank transfer mode (RTGS/ NEFT) shall be refunded online through the same mode (BT) only and it shall be refunded in the Bank account whose details are provided on the portal at the time of submission of the tender. The refund of EMD to bidders who fail to qualify the eligibility/ technical stage shall be initiated automatically within 7 days of their rejection. For all bidders whose 20 / IT / RFID Car Parking Sign and Seal of Tenderer Page 6

6 financial bids are opened the refund of EMD except for L1 bidder shall be processed within 7 days of opening of the financial bid. 5. The tendering process is online and aspiring bidders may go through the tender document by Guest User login at e-portal URL address https//etender.aai.aero/irj/portal or E-Tenders should be submitted by logging into AAI e-tender Portal through the URL address https//etender.aai.aero/irj/portal or from the E-Tender link AAI Website The bids shall not be accepted in any other form. 6. Prospective Tenderers are advised to get themselves acquainted for e- tendering participation requirements at Guidelines for bidders, register themselves at AAI e- tendering portal, obtain User ID & Password and go through the Self Help Files available in the Home Page after log in to the portal https//etender.aai.aero/irj/portal or They should also obtain Class III Digital Signature Certificate (DSC) in parallel which is essentially required for submission of their application. The process normally takes 03 days time. The tenderer may also take guidance from AAI Help Desk Support. 7. Tender fee of Rs. 1050/- (Non-refundable) will be required to be paid by way of online payment through HDFC gateway provided at the portal itself. Last date for payment of tender fee online for tender document is upto 1730 hrs. 8. Following 3 envelops shall be submitted through online at e-portal by the bidder. Last date and time of submission of bids (Envelop I, II & III) is upto 1730 hrs. a. Envelope-I (Pre Qualification Questionnaire ) - Containing qualifying requirements of Contractor / Firm - The tenderer shall submit their application by downloading the Proforma from the e-tendering portal, fill-up the required information and upload the digitally signed file of scanned documents and firm s bio-data in support of their meeting each criteria mentioned below in the folder of Technical Bid / Attachments Section in the portal. Uploading of application in location other than specified above shall not be considered. Hard copy of application shall not be entertained. b. Qualifying requirements of Bidders / Firms is as below Should be manufacturers (OEM) or authorized Indian distributors / dealer of OEM s or Suppliers of similar items having satisfactorily completed during the last seven years ending on (Phase / Part completion of the scope of work in a contract shall not be considered) as follows 20 / IT / RFID Car Parking Sign and Seal of Tenderer Page 7

7 03 separate supply orders Rs. 59,68,965/- 02 separate supply orders Rs. 74,61,207/- 01 order Rs. 1,19,37,930/- Client s Certificate stating reference to order, the value of completed works, date of start, details of supplies made therein, date of completion as per agreement, actual date of completion and satisfactory completion of the work shall be submitted along with the application. All the documents submitted with the application shall be self-attested Firms showing work experience certificate from non Govt. / Non PSU organization should submit Tax deduction at source certificate in support of their claim for having experience of stipulated value of work. Bidders shall have annualized average financial turnover of Rs. 44,76,724/- against works executed during the last three years ending 31 st March, As a proof, copy of the Abridged Balance Sheet along with Profit and Loss Account/Certificate from Chartered Accountant of the bidder shall be submitted along with the application. Bidders should submit copy of valid Sales Tax Registration (VAT), Permanent Account Number (PAN), authorized distributor / dealership certificate from OEM and details / Copy of the same shall be enclosed with the pre-qualification documents. The clarifications, if any, shall also be entertained up to the schedule date and time through the e-tender portal. The replies to the clarifications shall also be uploaded on the e-tender portal. The bidders may see the guidelines for E-Tendering process given at Annexure II. The check list as per Proforma enclosed in Annexure I shall be duly filled in and is required to be submitted along with the application. Tender of the tenderer whose above said documents are not received within the specified time will not be opened / processed and their tender will be summarily rejected. 20 / IT / RFID Car Parking Sign and Seal of Tenderer Page 8

8 c. Envelope-II (Technical Bid) - Technical Bid containing scanned copy of Unconditional Acceptance of AAI s Tender Conditions and EMD. Screen shot of earnest money deposit (EMD) of value Rs. 2,98,448/- (Rupees Two Lakh Ninety Eight Thousand Four Hundreds Forty Eight Only) paid through AAI e-portal shall be submitted in Tech Bid Folder in Technical Bid / Attachments section of e-tendering portal along with Unconditional Acceptance of AAI s Tender Conditions (Performa given in Tender Document at Annexure III. d. Envelope-III (Financial Bid) - The Financial e-bid shall be submitted in Items section of e-tendering portal. Unconditional rebate i.e. header discount (%) if any is to be put in Bid Invitation Information. --- > Price Component section only. 9. Bids Opening Process is as below- a. Envelope-I (Pre Qualification Questionnaire ) Containing Documents for pre-qualification bid (uploaded by the contractors / firms) shall be opened on at 1100 hrs. The intimation regarding acceptance / rejection of their bids will be intimated to the contractors / firms through e-tendering portal. b. Envelope-II (Technical Bid) Technical bid opening date shall be intimated after scrutiny of the documents submitted in. (Depending on pre-qualification, any changes in the date shall be intimated through Notification to Bidder section). c. Envelope-III (Financial Bid) The financial bids of the contractors / firms found to be meeting the qualifying requirements and technical criteria shall be opened. (Depending on Technical Bid evaluation, any changes in the date shall be intimated through Notification to Bidder section). 10. AAI reserves the right to accept or reject any or all applications without assigning any reasons. AAI also reserves the right to call off tender process at any stage without assigning any reason. 11. AAI reserve the right to accept the etender of working agencies whose performance at ongoing project (s) is below par and usually poor and has been issued letter of restrain / Temporary / Permanent debar by any department of AAI. AAI reserve the right to verify the credential submitted by the agency at any stage (before or after the award the work). If at any stage, any information / documents submitted by the applicant is found to be incorrect / false or have some discrepancy which disqualifies the firm then AAI shall take the following action 20 / IT / RFID Car Parking Sign and Seal of Tenderer Page 9

9 a) Forfeit the entire amount of EMD submitted by the firm. b) The agency shall be liable for debarment from tendering in AAI, apart from any other appropriate contractual / legal action 12. Consortium / JV companies shall not be permitted. No single firm shall be permitted to submit two separate applications. 13. If the entity participating in any of the tenders is a private or public limited company, Partnership firm or proprietary firm and any of the Directors / Partners / Proprietor of such company is also a director of any other company or partner of a concern or a sole proprietor having established business with AAI and has outstanding dues payable to the Authority, then the said entity shall not be allowed to participate in AAI tenders. 14. The list of documents to be submitted is given in the check list at page no. 03 for all the bids. The tenderers may note that in case erroneously, if any document which has not been mentioned in the above paragraphs and has been included in the check list has to be submitted. Asst. Gen.
