2 NOTICE INVITING EXPRESSION OF INTEREST Supply, Installation & Commissioning of High Range Radio Modem at STPI- Bhubaneswar Scope of Work The scope includes rate contract for Supply, Installation, Commissioning & Maintenance of de-licensed/ism band Ethernet base Radio modem of 300Mbps (should support 200Mbps for aerial Distance of 10KM) with accessories for the period of THREE (3) YEARS. The radios are to be used for provisioning of last-mile service over the network. The detailed is enclosed. Bidding Process STPI-Bhubaneswar invites Expressions of Interest (EoIs) in sealed envelope from the agency having experience in supplying, installing & maintaining high range radio Modems who meet following qualification criteria: (a) A minimum annual turnover of Rs. 20 Lakhs in last three financial years. (b) Minimum 3 year experience in supplying & installing high range radio Modems for Government Department / PSU / Telecom Sector / Commercial Institutions. (c) Should have valid certificates like ISO/ISMS/ITSM etc. (d) Bidder/agency shall have at least one Service Support facility in Odisha. The detailed eligibility criterion is given in the. The applicants are required to submit necessary documents/certificates& proposals in support of the qualifications. Applicants meeting the qualification criteria shall be invited for Physical Demonstration. The Request for Proposal (RFP) document shall be subsequently issued to the short-listed applicants. If required the applicant may be called for Physical Demonstration. 4 1.0 Introduction 1.1 Software Technology Parks of India (STPI): Software Technology Parks of India (STPI) is an autonomous society under Ministry of Electronics and Information Technology (MeitY), Govt. of India has been set up with focus for promotion of IT/ITeS exports from the country by providing single window regulatory services under STP & EHTP schemes, plug & play incubation facilities for the start-up companies and young entrepreneurs as well as High Speed Data communication services for a seamless access for offshore IT/ITeS exports. STPI has been successfully delivering Statutory services to the IT/ITeS industries in most industry friendly environment and has earned the goodwill of the industry for its liberal style of functioning. Today, STPIs across over the country are synonymous with excellent Infrastructure and Statutory support. Software Technology Parks of India (STPI) was established on June 5, Having its headquarter in New Delhi, STPI has 53 centers including 9 Directorates across the country. Out of these 53 centers, 45 centers are in Tier II and Tier III cities. STPI- Bhubaneswar is Jurisdictional head office for State of Odisha, Bihar and Jharkhand having operation in the cities like Bhubaneswar, Rourkela, Ranchi, Patna, Berhampur and Balasore. 2.0 Scope of Work and Deliverables 2.1 Successful Bidder s Responsibility The scope of work under the said EOI will be rate contract for supply, installation, testing and commissioning of the following equipments for a period of three years: 1. De-licensed band Ethernet base Radio modem with accessories 2. Minimum Throughput 300Mbps 3. Radial distance in the range of 0 to 35 Kms 4. Frequency Band : ISM Band 5. Should support minimum 200Mbps throughput for aerial Distance of 10KM) 6. Network Interface type: 10/100/1000 Base-T Ethernet (RJ-45) full duplex 7. Operating mode : The radios should be operable in a point to point mode. 8. Latency : Below 10 ms 9. Safety features: The Ethernet radios should have lightning surge protector for safety either as external or internal unit. 10. Management and Operational Support: System shall support SNMP for 11. 5 Humidity: 5% to 95% 25Deg (no condense) ; Operating temperature: 0 Deg C to 50 Deg C: The equipment/materials should be under 3 year s comprehensive warranty from the date of successful delivery & installation The selected bidder will have to arrange for all the testing equipment and tools required for installation, testing, of proposed product during the Product demo or Product inspection STPI officials shall have the right to reject the components / equipment supplied if it does not comply with the specifications at any point of installation / inspection. 2.2 Acceptance Testing: Inspection shall be done at the respective premises of the STPI centers for which the order is placed and the concerned jurisdictional Director or its representative shall have the right to inspect or to test the items to confirm their conformity to the ordered specifications. The supplier shall provide all reasonable facilities and assistance to the inspector at no charge to STPI. In case any inspected or tested goods fail to conform to the specifications, STPI shall have right to reject them and supplier shall either replace the rejected goods or make all alterations necessary to meet specification required free of cost to STPI. 2.3 Training Upon completion of the installation & commissioning the Successful Bidder shall provide the handson training on the installed equipment to the engineers of STPI along with the training materials on the equipment installed in the respective centres of STPI. The training includes product awareness, Configurations, hands on and list of features available in the equipment etc. 2.4 Equipment Warranty Period Warranty shall include free maintenance of the whole equipment supplied including free replacement of parts free software upgrades. The defects, if any shall be attended to on immediate basis but in no case any defect should prolong for more than 24 hours. The Comprehensive Warranty shall be for a minimum period of three year from the date of acceptance of the equipment by the respective centre for which the order is placed Any hardware failure reported by respective centers should be attended by the bidder/oem representative to ensure its replacement/repair at no cost to STPI Bidders should share all the relevant firmware/os/patches etc. as and when they are released by OEM during entire warranty period at no cost to STPI. 6 2.4.4 The selected bidder shall supply the spare-parts after warranty is over if and when required for a period of 5 years from the date of supply of equipment on payment on approval price list basis. 2.5 Service Delivery Service delivery shall be within 3-4 weeks from the date of PO/Contract. 3.0 Eligibility Criteria for bidder The bidder should be registered under the Companies Act, 1956 of India. The bidder should be a Pvt. Limited Company/ Proprietorship/Partnership registered to do business in India. Self attested documentary proof should be provided The Bidder should be either OEM or an authorized dealer/channel partner of OEM. If bidder is not OEM, then bidder should have at least 3 Years of association with the OEM as on last date of bid submission. Self attested documentary proof should be provided In case of authorized dealer/channel partner of OEM, the Bidder should be in similar business in Odisha for the last three years as on last date of bid submission. In case of OEM, the Bidder should be in similar business in India for the last seven years as on last date of bid submission. The bidder must have their local office and/or service center in Bhubaneswar. Self attested documentary proof should be provided The minimum annual average turnover of the bidder shall be Rs 20 Lakhs (Rupee Twenty Lakh) for last three FY 12-13, and Copy of the Turnover Statement duly certified by Chartered Accountant should be provided Bidder should have positive net worth as on , duly certified by CA (Chartered accountant). Copy should be provided The Bidder should have supplied, installed and commissioned similar networking equipment to at least two (2) clients like Govt/PSU/Autonomous units with minimum order value of 10 Lakhs (Rupee Ten Lakh) each in the last three years (as on last date of bid submission). Self attested documentary proof should be provided The Bidder should not be under a Declaration of Ineligibility for corrupt or fraudulent practices or blacklisted by any of the Government agencies. Declaration should be given by authorized signatory. Undertaking in this regard must be submitted The Bidder should have valid PAN, Sales & Service tax registration, TIN and VAT certification. (Photocopy to be enclosed with signature, date & seal) Bidder shall have quality certifications like ISO/ISMS/ITSM etc. Note: Supporting documents needs to be submitted in regards to eligibility criteria. 7 4.0 General Terms and Conditions Non-refundable EOI document cost of Rs. 1,050/- including 5% (Rupees One Thousand Five Hundred only) in the form of Demand Draft drawn in favour of STPI- Bhubaneswar payable at Bhubaneswar from any Commercial Bank should be submitted. Without fee, the bid will be rejected Bidders must furnish the Registration number of the firm along with the LST/CST/WCT No. allotted by the concerned authorities The bidder has to summit the OEM authorization for sale, support and service The proposed model and make by bidder should have satisfactory performance for atleast last 2 years at any Government/Institutional/commercial/PSU/Autonomous units Bid with EOI document cost should be submitted in sealed cover superscribed on the top as EOI for Supply and Installation of High Range radio Modem at STPI-Bhubaneswar. This cover addressed by authorized signatory should be submitted to The Director, Software Technology Parks of India, Fortune Towers, C Ground Zero, Chandra Sekhar Pur, Bhubaneswar (Odisha) and should reach on/or before due date and time 1400 hrs on by registered post or by hand Bids which are found to be incomplete in any form are liable to be rejected STPI reserves the right to waive any minor infirmity or seek any clarification, if so desired STPI reserves the right to accept or reject any bid or cancel the tender proceedings without assigning any reason whatsoever at anytime during the tender process The bidder shall have to give functional demonstration as per Schedule of requirement on no cost no commitment basis at a location specified by the purchaser for a period of 7 days. It will be bidder s responsibility to submit the samples on the appointed date, time and place. Purchaser reserves the right to extend the date & time of above functional evaluation as per merit If felt/ required, and called for by evaluation board, Bidders will have to submit performance statement of the proposed model and make for satisfactory performance for atleast last 2 years at any Government/Institutional/commercial/PSU/Autonomous units.
