2 I. Background and Objective Industrial Extension Bureau (indextb) as a nodal organization, on behalf of Govt. of Gujarat, organizes various events of National and International level. For the promotion of the event, indextb generally intend to install temporary at various locations of Ahmedabad and Gandhinagar. Industrial Extension Bureau Page 2

3 II. Specification of work 1. Agency is required to prepare and install temporary of various following sizes: a. 20 x 10 ft b. 10 x 10 ft 2. The scope of the work also includes printing and mounting of the flex banner on the 3. The agency is required to provide the quotes for wooden structure or for MS Frame 4. As and when required, agency is required to install temporary at various locations of Ahmedabad and Gandhinagar. No separate charges will be paid for labour and transportation. 5. Agency is required to dismantle the installed within 2 days after the promotional activity gets over. 6. Agency must have the capability to complete the work of approx temporary within hours. Also, the agency must be ready to work during night hours as the requirement may arise during any point of day. 7. Proper installation of the hoarding on the ground is the responsibility of the agency. If any damage happens to the frame or the banner because of the faulty installation by the agency, agency is required to take the corrective action immediately and no separate payment will be made for corrective action. However, if damage happens to the frame or banner because of natural calamity, agency is required to replace the damage and separate payment for the same will be made to the agency, upon prior approval from indextb. 8. Maintenance of the installed during the period of promotional activity will be the responsibility of the agency 9. 4 III. Specifications of the material required: III. Qualification Criteria Experience: The firm should have the experience of preparation and installation of temporary of atleast 3 years (as on 31 st Mar, 2017) o Work order copy/ Invoice/ certificate from client mentioning the similar work done during the last 3 years to be submitted The firm should have average turnover of Rs Lakh in the last three financial years ( , and ) from outdoor promotional activities only. The agency must have carried out the single works of preparation and installation of temporary of atleast 50 temporary during last 3 years ( , and ). Copy of work orders are to be submitted Consortiums/tie-ups is not allowed to fulfill above qualification criteria Agency should have its own office in Ahmedabad / Gandhinagar to regularly serve the account. No legal proceedings with any of the clients and its employees related to the services of the bidding agency and or its affiliate. Agency should not be blacklisted from any of the Govt. of Gujarat, Govt. of India or State government PSUs o An affidavit to this effect should be provided by the agency on appropriate stamp paper Industrial Extension Bureau Page 5

7 VI. Proposal Submission: The Technical Proposal shall be placed in a sealed envelope clearly marked Technical Proposal. Technical proposal would include the following: Work order copy/ Invoice/ certificate from client mentioning the work done to prove 3 years of experience for preparation and installation of pole kiosks Work order to prove single work done of atleast 50 Work orders/ invoices/ certificate from clients to prove average annual turnover criteria of Rs lakh during , and from outdoor promotional activities. No Legal proceeding certificate Any other document required to prove qualification criteria Envelopes containing the Technical proposal and Fees shall be placed into an outer envelope clearly marked PROPOSAL FOR TEMPORARY HOARDINGS and sealed. This outer envelope shall bear the Name of the Assignment, submission address, etc. The Proposals must reach indextb on or before the last date of submission mentioned in the notice inviting tender. Financial Proposal: The agencies are required to submit the financial bid in a sealed envalope The quote should be unconditional and single The fee quoted should be exclusive of Taxes The proposal should be indicated in the Indian Rupees. Proposal in any other currency would not be accepted and is liable to be rejected. Application of the taxes on the payment would be as per the prevailing guidelines from time to time issued by the Government of India. The fees quoted would be inclusive of all out of pocket expenses incurred for travel to attend meeting in Ahmedabad / Gandhinagar, and for client servicing. Industrial Extension Bureau Page 7

Selection process indextb will select the agency who has submitted the lowest bid for each of the category of work and award the work at the approved rate as and when requirement occurs The Financial Proposal to be submitted by the agency should be firm and valid for a period of 180 days from the last date of submission of the proposal. Price bids of only technically qualified agencies will be opened on the same day. Instruction to Bidding Agencies All contents of the Proposal should be clearly numbered, indexed and arranged in a sequence and shall be bound firmly. The proposals shall be signed and submitted by the Authorized Signatory of the Agency. The authorization shall be attached in the Technical Proposal and shall be in the form of a written power of attorney/ board resolution or in any other form demonstrating that the representative has been dully authorized to sign. The Agencies shall bear all costs associated with the preparation and submission of their proposals. indextb is not bound to accept any or all proposals, and reserves the right to annul the selection process at any time prior to award of contract, without any liability to indextb. Physical papers are to reach our office as per the date and time mentioned in this document. It is the responsibility of the participating agency to submit the bid before the last date and time at the address as mentioned in the document above, and indextb will not be responsible for any delay due to post/courier/any other reasons. At any time before the submission of Proposals, indextb may amend this document by issuing an addendum, which shall be binding on the agencies. o The agencies shall acknowledge the tender conditions and all subsequent amendments and submit along with their proposals duly signed. 9 signed by the authorized signatory should be the part of the technical proposal The selected firm may be invited for negotiations, if felt necessary by indextb. If such negotiations do not result in a conclusion, indextb shall have the right to invite the next bidder (second highest scorer) for negotiations and finalization. indextb would not be responsible for any human life loss or injury caused by the fall/ improper installation of the faulty temporary hoarding VIII. TERMS OF PAYMENT The fees for the work carried out will be paid after the successful completion of the entire work. For payment, agency is required to submit the photographs of all the installed temporary. The payment would be made within 30 working days after submission of the bills. A DVD of photographs of temporary should also be submitted alongwith the bills for payment. Industrial Extension Bureau Page 9
