1 NOTICE INVITING TENDER FOR ISO CERTIFICATION CONSULTANCY DEVELOPMENT CENTRE (CDC), New Delhi invites sealed tenders in Two-Bid from internationally recognized ISO Certification Bodies duly Accredited by QCI/ NABCB for performing Third-Party Assessment/ Audit and providing the ISO 9001 : 2008 Certification to the Department working in the areas of Scientific and Industrial Research under the Government of India. Bidders are requested to thoroughly go through the Terms of Reference (TOR) given below, before submitting the proposal. The proposal, complete in all respects, shall be submitted to the following address by Post/ Courier/ Speed Post/ By Hand. submission of proposals not permitted. S.K. 2 ENGAGEMENT OF CERTIFICATION BODY FOR PERFORMING THIRD-PARTY ASSESSMENT AND AWARD OF CERTIFICATION UNDER ISO 9001:2008 STANDARD Terms of Reference (TOR) OBJECTIVE Performing Third party Audit/ Assessment and Awarding Certification under ISO 9001:2008 Standard for the Department working in the areas of Scientific and Industrial Research under the Government of India. SCOPE OF WORK Review of the System Documentation based on requirements of ISO 9001:2008 Standard and suggest amendments, if any; Verification of the QMS Implementation by performing Third Party Assessment/ Audit and submit Audit/ Assessment Report; Recommend and Award of ISO Certification under ISO 9001:2008 Standard SCOPE OF CERTIFICATION Promotion and support to Industrial Research & Innovations and channelizing benefits thereof to the society EXCLUSIONS: Clause Nos and 7.6 of the ISO 9001:2008 Standard AUDITEE LOCATION The Auditee Institution is located in New Delhi. TIME FRAME The assignment is to be completed within a time frame of 6 (six) weeks from the date of the Award of Contract. 2

3 ELIGIBILITY CRITERIA: The Certification Body must meet the following minimum eligibility criteria Should hold a valid Accreditation issued by NABCB/QCI as Certification Body for ISO 9001:2008 Standard Should have assessed/ awarded certification to atleast Three (3) Central/ State Government Departments preferably working in the areas of Scientific Research & Development; Documentary Evidence for the following must be submitted, to support your eligibility: a) Contract/Work/Engagement orders indicating the details of assignment, client, value of assignment,,date & year of award etc; b) Copy of Accreditation by NABCB/ QCI. PROPOSAL SUBMISSION Each proposal should be submitted in two parts, viz. Technical Financial The technical and financial proposal must be submitted in two separate sealed envelopes indicating clearly on envelopes as TECHNICAL PROPOSAL and FINANCIAL PROPOSAL, followed by the nomenclature of the assignment. Financial proposal to indicate a warning DO NOT OPEN WITH THE TECHNICAL PROPOSAL. The envelopes containing the Technical and Financial Proposals shall be placed into an outer envelope and sealed. This outer envelope shall bear the title of the assignment Engagement of Certification Body for performing Third Party Assessment/ Audit and Award of Certification under ISO 9001:2008 Standard to the Department of working in the area of Scientific and Industrial Research under Government of India and the submission address. Technical Proposal Content Technical Proposal should be prepared considering Objective, Scope, Approach & Methodology, Activity Schedule & Deliverables as well as other information given in this document. Financial Proposal Content Financial proposal shall include Certification Fee, Assessment charges, Number of Stages, Contingencies and Taxes separately in Indian Rupees. 3

4 The Financial Proposals of eligible agencies will be opened and will be ranked in terms of their total evaluated (only for the first year) cost. The least cost proposal will be ranked as L-1 and the next higher and so on will be ranked as L-2, L-3, etc. The least cost proposal (L-1) will be considered for award of contract. Evaluations will be based on documentary evidence submitted by the applicant with respect to evaluation / selection criteria. NOTE i) The tenderer has to quote in the prescribed price bid format. Quoting in any other manner will not be entertained. ii) Tender with over written or erased, illegible rate or rates not shown in figures and words will be liable for rejection. iii) CDC takes no responsibility for any loss of documents/ delay/ non-receipt of tender specification/ tender sent by post or by any other arrangement. iv) Tenders received after due date & time will not be considered. v) The offer should be valid for a period of 90 days from the date of opening of tender, failing which the tender will be liable for rejection. vi) The rate quoted should be FIRM and in Indian Rupees. vii) Payment will be made against Invoice on completion of the Certification Audit and no advance payment will be allowed. LAST DATE FOR SUBMISSION OF PROPOSAL The Proposals must be sent to CDC office on or before 1600 hrs on Monday, the 16 th of September, The proposals to be sent only in hard copy by post/courier/by-hand. s will not be considered.
