No: Website: jkspdc.nic.in, EXPRESSION OF INTEREST FOR APPOINTMENT OF INDEPENDENT ENGINEER FOR 690 MW RATLE HYDRO ELECTRIC PROJECT UNDER EXECUTION IN DISTRICT KISHTWAR OF J&K STATE. Jammu and Kashmir Power Development Corporation LIMITED (JKPDCL) plans to appoint Independent Engineer (IE) for the 690 MW Ratle Hydel Power Project coming up through private participation in District Kishtwar in the State of Jammu and Kashmir. The appointed consultants would be required to ensure Design Standards, Construction in accordance with Indiann Standards and best industry practices, efficiency in cost, quality, performance testing, final test certificate and timely completion of the work. The project is situated at Drabhshala in District Kishtwar with Latitude 33 o N and 75 o E and is anticipated to cost Rs.5000 Crore (approx.). The project is likely to be completed by June/2017. JKPDC has awarded the Project through tariff based competitive bidding to M/s GVK Ratle Hydro Electric Project Pvt Ltd (the Developer). PPA between the Owner and developer was signed on 30 June The developer shall be responsible for design, construction, successful completion of the Project and subsequent Power generation in terms of the Power Purchase Agreement (PPA). Expression of Interest by experienced Indian and International Consultancy Firms is invited for appointment as IE for the monitoring, supervision and testing and certification and all other activities as contained in the Power Purchase Agreement signed between the Owner & Developer in respect of Ratle Hydel Power Project. Proposals may be submitted to the office of (Managing Director, Jammu & Kashmir State Power Development Corporation Limited, Jammu Office Ashok Nagar Satwari Jammu by 1400 hours on or before 10 th March The Proposal Expressing Interest to act as IE must accompany requisite details referred to in para VII of the accompanying Annexure.

2 The firms shortlisted after evaluation will be entitled to participate in the subsequent International Competitive Bidding (ICB) process for the selection of Independent Engineer. The selection and appointment of the IE is based on the final evaluation of the Technical and Financial Bids of the participating firms received during ICB process. The Proposal shall accompany with a non-refundable deposit of Rs.10,000 (Rupees Ten thousand only) in the form of Demand Draft drawn in favour of General manager Accounts Jammu and Kashmir Power Development Corporation on any scheduled Bank, payable at Srinagar/Jammu. 7 ANNEXURE III. Role of Independent Engineer: a. Review of the Project Design Drawings and Document; b. Review of monthly progress reports; c. Review, inspection and monitoring of construction work; d. Conducting tests on completion of construction and issuing requisite Certificates; e. determining, if required under the agreement, the costs of any works or services and/or their reasonableness; f. determining if required under the agreement, the period or any extension thereof, for performing any duty or obligation; g. Assisting the Parties in resolution of disputes as set forth in Paragraph-9; and h. Undertaking all other duties and functions in accordance with the PPA.

8 ANNEXURE IV. Detailed scope of work shall be issued along with the Request for Proposal to the shortlisted Firms based on the EOI.

9 ANNEXURE V. Manpower The IE shall provide services of a Team Leader / Principal Engineer (possessing degree in Civil Engineering with minimum 20 years of experience in supervision of all aspects of design and construction of Hydel Power Generation Projects. The IE shall have reasonable mix of engineers of related disciplines like electrical, mechanical,instrumentation etc who shall all have at least a degree in relevant engineering discipline and work experience of at least 15 years out of which at least 5 years shall be in related aspects of hydro power project development. The IE shall have sufficient number of key technical professionals and administrative staff on its rolls as may be required consistent with the requirements of the Project Execution in terms of the PPA.

10 ANNEXURE VI. Last date for submission The last date for submission of EOI proposal is 1400 HRS on In case the date of submission of proposal happens to be holiday, the proposal shall be received on the next working day up to the same time.

11 ANNEXURE VII. The Expression of Interest must comprise the following: - i. The covering letter containing the name of the bidder along with the complete contact details (address, phone & Fax Nos., ID of the contact person). ii. iii. iv. The Profile of the company along with details of area of expertise and experience in the relevant field. A detail write-up and copies of relevant documents. The List of Hydel Power Projects where the firm has in the past acted as Independent Engineer or Supervision Consultant or in similar roles, with the duration, size in terms of power generation capacity, project cost etc. of each of the assignments during the past 10 years. Details about similar assignments carried out in various Govt./Semi Govt. and Public sector organizations in India. v. Assignments currently being handled which are not less than Rs. 75% of the Power Generation capacity and anticipated cost of the project. vi. vii. viii. List of (a) senior personnel with qualifications and experience qualified to act as IE, (b) Key Technical Personnel with qualifications and experience, and (c) key administrative personnel etc., along with the organizational chart / management structure.
