Item rate tenders are invited through the e-tendering portal by Asst. Gen. Manager (Engg.- Electrical), AAI, Pantnagar Airport, Pantnagar, Uttarakhand (Bid Manager) on behalf of Chairman, AAI, from eligible contractors for the work ARMO of Electrical & Mechanical Installations at Pantnagar Airport for year at an estimated cost of Rs. 46,29, with period of completion 24 (Twenty Four) Months. The tendering process is online at e-portal URL address or Aspiring bidders may download and go through the Tender document. Prospective Tenderers are advised to get themselves register at CPP-portal, obtain login ID & Password and go through the instruction available in the Home page after log in to the CPP-portal or They should also obtain digital Signature Certificate (DSC) in parallel which is essentially required for submission of their application. The process normally takes 03 days time. The tenderer may also take guidance from AAI Help Desk Support through path aai.aero/tender/e-tender/help desk support. 3 The original Demand Drafts (DD) against Tender fee & EMD and signed hard copy of Unconditional Acceptance letter shall be submitted to Asst. Gen. Manager Engg (E), AAI, Pantnagar Airport, Pantnagar, uttarakhand on or before the due date and time. The Bidders whose original demand drafts against tender fee & EMD and Unconditional Acceptance letter not received by due date & time tender application shall be summarily rejected. Cover-II (PreQual & Technical Cover): Containing qualification requirements of Contractors/ Firms:- The tenderer shall submit their application by downloading the e-tender Notice /Tender Document from the e-tendering portal, fill-up the required information and upload the digitally signed file of scanned documents in support of their meeting each criteria mentioned below in the Cover-II (PreQual & Technical Cover) on the CPP portal. Uploading of application in location other than specified above shall not be considered. Hard copy of application shall not be entertained. Qualifying requirements of Contractors / Firms: (i) Should have Permanent Account Number (PAN), and (ii) Agency should have valid Registration in appropriate category of Electrical Works on date of issue of tender in appropriate class of CPWD / MES/ P&T / Railways/ State PWD/PSU/Municipal Corporations & Development Authority of Delhi, Mumbai, Chennai and Kolkata. OR Should have satisfactory completed (# Phase /Part completion of the scope of work in a contract shall not be considered, however pre determined phasing of the work will be accepted) three works, each of Rs 18,51, or two works, each of Rs 23,14, or one work of Rs 37,03, in single contract of similar nature of ARMO of Electrical & Mechanical Installations. during last seven years ending on 31/03/2017 in India. The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7 % per annum, calculated from the date of completion to the last date of submission of bid. Client certificate for experience should show the nature of work done, the value of work, date of start, date of completion as per agreement, actual date of completion and satisfactory completion of work. Firms showing work experience certificate from non-government / non-psu organizations should submit copy of Tax deduction at sources certificate in support of their claim for having experience of stipulated value of work, (iii)should have annualized average financial turnover of Rs 13,88, against works executed during last three years ending 31st March of the previous financial year. As a proof, copy of Abridged Balance Sheet along with Profit and Loss Account Statement of the firm should be submitted along with the application. Firms showing continuous losses during the last three years in the balance sheet shall be summarily rejected. (iv) Agency should have GST (goods & service Tax) Registration or agency shall fill the undertaking ( Proforma, page no. A-7) to have GST registration after award of work. { C- Nil, I- Nil, O- Nil, OW- Nil} A-3

4 (v) Scanned copy of power of attorney/authorization (if applicable) letter for tender document/biding on CPP Portal shall be submitted. (vi) Scanned copy of Valid Electrical license issued by state licensing authority. (vii) Scanned copy of valid EPF registration certificate. (viii) Scanned copy of valid ESIC registration certificate The Tenderer who are recently not registered with appropriate ESIC and EPF registration authority are also eligible to apply provided they submits an undertaking stating that they will get Registered, obtain and deposit their ESIC and EPF Registration No. Certificate with the AAI on award of work. On award of work, the execution of work by such tenderers shall be allowed only after deposition of above Certificates. Uploading of application in location other than specified above shall not be considered. Hard copy of application shall not be entertained except DD for Tender Fee & EMD and Unconditional Acceptance Letter. Cover-III (Finance Cover): The financial e-bid through CPP portal. All rates shall be quoted in the format provided and no other format is acceptable. If the price bid has been given as standard BOQ format with the tender document, then the same is to be downloaded and to be filled by all the bidders. Bidders are required to download the BOQ file, open it and complete the white coloured (unprotected) cells with their respective financial quoted and other details (such as name of the bidders). No other cells should be changed. Once the details have been completed, the bidder should save it and submit it online, without changing the filename. If the BOQ file is found to be modified by the bidder, the bid will be rejected. Original Tender Fee, Original EMD, hard copy of signed Unconditional Acceptance of AAI s Tender Conditions to be sent to the Asst. Gen. Manager(Engg.-Elect.), Airport Authority of India, Civil Airport, Pantnagar, Uttarakhand and should reach to bid Manager before the date & time mentioned in critical data sheet. Tender of the tenderer whose tender Fee, EMD and unconditional acceptance of AAI s tender conditions are not received by the time of the opening of pre- qualification of tenders then their tenders will be summarily rejected. Any postal delay will not be entertained. 3. Bids Opening Process is as below :- Cover-I (Fee Cover): Containing scanned copy of DD against Tender Fee & DD against EMD (uploaded by the contractors / firms), MSME certificate if Applicable for exemption and unconditional acceptance letter shall be opened on date as per Critical Data sheet. The intimation regarding acceptance/ rejection of their bids will be intimated to the contractors / firms through e-tendering portal. Cover-II (PreQual/Technical Cover): Containing pre-qualification documents /certificates (uploaded by the contractors / firms) shall be opened of those bidders only, who had submitted the original copy and uploaded the scanned copy (in Cover-I) of Demand Drafts for Tender Fee, EMD, MSME certificate if applicable for exemption and unconditional Acceptance Letter by due date. { C- Nil, I- Nil, O- Nil, OW- Nil} A-4

5 If any clarification is needed from the bidder about the deficiency in his uploaded documents in Cover-I and Cover II: he will be asked to provide it through Upload Short Fall Documents link in e-tendering portal. The bidder shall upload the requisite clarification / documents within time specified by AAI, failing which tender will be liable for rejection. The intimation regarding acceptance/ rejection of their bids will be intimated to the contractors / firms through e-tendering portal. Cover-III (Finance Cover): Containing the financial e-bid through CPP portal. The financial bids of the contractors / firms found to be meeting the qualifying requirements and technical criteria shall be opened (Depending on Pre Qual/Technical Bid evaluation, any changes in the date shall be intimated through /uploaded in CPP e-portal). 4. AAI reserves the right to accept or reject any or all applications without assigning any reasons. AAI also reserves the right to call off tender process at any stage without assigning any reason. 5. AAI reserve the right to disallow issue of tender documents to working agencies whose performance at ongoing project (s) is below par and usually poor and has been issued letter or restrain / Temporary / Permanent debar by any department of AAI. AAI reserve the right to verify the credential submitted by the agency at any stage (before or after the award the work). If at any stage, any information / documents submitted by the applicant is found to be incorrect / false or have some discrepancy which disqualifies the firm then AAI shall take the following action : a) Forfeit the entire amount of EMD submitted by the firm. b) The agency shall be liable for debarment from tendering in AAI, apart from any other appropriate contractual / legal action. 6. Consortium / JV companies shall not be permitted. No single firm shall be permitted to submit two separate applications. 7. Purchase preference to Central Public Sector Undertaking and Price preference to MSE shall be applicable as per the directive of Govt. of India prevalent on the date of acceptance. 9. Concessions to Indian Micro & Small Sector Undertaking shall be applicable as per the provisions (para-10) of public procurement policy for MSEs order 2012, MSEs (Micro & Small Enterprises) registered with DIC/NSIC/KVIC/KVIB/Directorate of Handicraft and handloom etc. Asstt.
