CALL TO ORDER Chairman Edwards called the Technical Advisory Committee (TAC) and Congestion Management Process (CMP) Task Force meeting to order at approximately 1:35 p.m. Introductions were made. APPROVAL OF MINUTES - APRIL 8, 2013, MEETING Chairman Edwards asked the TAC members if they had any questions, comments, or corrections on the April 8, 2013, minutes. Discussion followed. Chairman Edwards requested a motion on the minutes. Thelma Williams made a motion to approve the minutes. Jack Greene seconded. Chairman Edwards called on the motion; all members voted in favor. Motion passed. IV. ACTION ITEMS A. FY Unified Planning Work Program Amendments Chairman Edwards indicated that the Unified Planning Work Program (UPWP) describes the wpdata/mpo/taccmp_minutes_ /32 Page 1 of 5

4 planning tasks and funding for two fiscal years. The current UPWP spans the timeline from July 1, 2012, to June 30, MPO staff has modified tasks, methodologies and/or end products, and made adjustments to the State and Federal funding allocations based on carryover grant funds from prior fiscal years. Therefore, there is a need to amend the UPWP prior to the beginning of the new fiscal year that begins July 1, The amendments reflect an increase in anticipated funding for FY by applying approximately $841, additional Federal funding from prior-year funds into the new fiscal year. In accordance with its Public Participation Plan (PPP), the MPO Board has advertised for a 30-day public comment period and a public hearing will be held at the June 13, 2013, regular scheduled meeting. He spoke on the funding for an additional planner for the Bicycle/Pedestrian Advisory Committee, the CMP, and the Long-Range Transportation Plan (LRTP) update. Discussion followed. Chairman Edwards requested a motion of approval for the proposed UPWP amendment. Thelma Williams made a motion to approve, pending any comments received through June 13, Deborah Bolduc seconded. Chairman Edwards called on the motion. All members voted in favor. Motion passed. B. FY through FY Transportation Improvement Program Chairman Edwards indicated that the draft Transportation Improvement Program (TIP) for FY through FY is currently under review. The TIP includes projects programmed by the FDOT based on priorities adopted by the MPO Board in September 2012 (2012 List of Priority Projects). The TIP must be approved by the MPO and submitted to the FDOT by July 15, In accordance with the MPO's PPP, the MPO Board advertised for a 30-day public comment period and a public hearing will be held on the June 13, 2013, regularly scheduled meeting to consider adoption of the TIP. Proposed funding sources, timelines, and anticipated project costs can be viewed on the MPO website at under Public Notices/Hearings. Chairman Edwards went over the capacity map that was developed by the FDOT. He went over some of the construction projects in the new TIP, highlighting various projects, such as I-75, S.R. 54/S.R. 56, transit, the Zephyrhills airport, and trails/sidewalks. Deborah Bolduc indicated that the TIP did not have the correct information about the changes to the right-of-way for the U.S. 41/S.R. 52 intersection. Discussion followed. Chairman Edwards requested a motion of approval. Deborah Bolduc made a motion to approve the TIP but noted that there would be changes in the local contribution as it is currently shown for the U.S. 41/S.R. 52 intersection improvements. Todd VandeBerg seconded. Chairman Edwards called on a motion to approve the TIP with noted information from the FDOT staff. All members present voted in favor. Motion approved. V. STATUS REPORTS/PRESENTATIONS A. Tri-County Trail Connection Study Chairman Edwards spoke on the study area for the LRTP identified corridors for the placement of multiuse trails throughout the County. This ongoing study is currently 50 percent complete, and it focuses on the issues and opportunities to create a connection between the Pinellas Trail network and the Starkey Boulevard/Wilderness Park Trail. The study is a joint effort with the Pinellas County MPO to evaluate alignment options. The initial kick-off meeting was held on March 1, Manny Lajmiri said that the study was coming to a conclusion around September He brought out highlights stating that the consultant would be at the next MPO Board meeting on Thursday, June 13, 2013, to present the findings so far. A meeting with Duke Energy regarding the use of the power lines right-of-way alignment would take place on Wednesday, June 12, 2013, with the County representatives to discuss opportunities. He further indicated that this is a Penny for Pasco project that is being considered for expending the existing Penny for Pasco funding for design. He indicated that a second public workshop will be scheduled around the end of June or the beginning of July regarding the trail and how it will open up the different recreation wpdata/mpo/taccmp_minutes_ /32 Page 2 of 5

5 areas, accessing goods and services in the Trinity area, and it will also open up 60 miles of continuous trail from Pinellas County to Pasco County. Discussion followed. B. Pasco County Redesignation - Reapportionment Issues Chairman Edwards spoke to the TAC members on the draft MPO Reapportionment Plan and the outcome from the joint MPO workshop meeting that was held on May 31, He indicated that the attendees from Pasco County included him, Ali Atefi, Richard Gehring, Commissioners Henry Wilson and Kathryn Starkey, and County Attorney David Goldstein. Members from all three counties received the key points from the facilitators on why they would like to see them consolidated. MPO members expressed five key points for follow-up from the workshop discussions: (1) redesignation - the preponderance of Hillsborough, Pinellas, and Pasco MPO members at the workshop expressed a strong preference for redesignation of existing MPOs rather than consolidation into a single MPO; (2) closer coordination between three MPOs that are part of the Federally designated Transportation Management Area (TMA) - Pinellas, Pasco, and Hillsborough Counties. Participants also expressed recognition of the need/desirability of closer cooperation among the three MPOs within the TMA; (3) charting a path forward. Cooperation should focus on identifying or developing TMA-wide priorities; (4) participants explored several options for achieving closer cooperation among MPOs within the TMA; and (5) participants also discussed ways to streamline and enhance the effectiveness of the relationship between the West Central Florida MPO, Chairs' Coordinating Committee (CCC), and the Tampa Bay Area Regional Transportation Authority (TBARTA). The future path they will follow as they move forward for the three MPOs as a TMA is to (1) proceed with redesignation of existing MPOs within the TMA, in conjunction with a commitment by those MPOs to explore and agree upon a mechanism for closer cooperation on TMA-wide priorities, with a timeframe to be determined; and (2) the FDOT support for this approach and MPO commitment to agreeing on a mechanism for closer TMA-wide cooperation both to be included in MPO letters requesting redesignation. Discussion followed. C Annual FDOT/MPO Certification Statement Chairman Edwards provided information on the Federal Highway Administration (FHWA) and Federal Transit Administration's completion of a certification review of the MPO's planning process and products on February 14 and 15, The Federal review is held every four years to ensure that the Pasco County MPO is meeting the transportation planning requirements of the TMA in accordance with Federal law. The FDOT, District Seven, provided their comments which are attached. The FHWA, Florida Division, intends to provide final review findings and response to comments received during the public comment period in June. The 2013 Certification Statement Summary as drafted by the FDOT, District Seven, brings out (1) Public Participation Plan - the MPO was encouraged to continue engagement with the public and to add measures of effectiveness to their plan. Continue expanding use of the MPO website as a tool for announcing opportunities for public engagement and input to this planning process, and (2) Title IV - ensure that the Title IV specialist is named on the MPO website with contact information. Informational only. D. Federal Functional Classification - Status Report Mr. Atefi explained that the functional classification designations usually remain stable over many years, only changed when necessary to recognize evolving travel patterns, relocated urban/urbanized area boundaries, and other factors. These are changes that should be considered during the ten-year Census boundary revisions. The FHWA usually accepts revisions at this time within the context of the overall decennial reevaluation of functional classification. All boundary and functional classification designations are to be made jointly by the FDOT, local governments, and the MPO. These designations are subject to approval by the FHWA following submission by the FDOT. MPO staff will present the current status of the Federal Functional Classification for Pasco County. wpdata/mpo/taccmp_minutes_ /32 Page 3 of 5

6 He also showed a map that represents the different roads of the County; a guide book on how to designate the roads, highlighted the timelines, indicating that this is done every ten years, and it is a requirement to have an urban classification map updated, along with the functional class map. The functional class map also includes new roadways that are scheduled for construction in the next four years. He also explained that minor collectors in rural area will not be eligible for Federal funding. However all roads are eligible for Federal Emergency Management Agency (FEMA) funding per agreement of the FDOT with local governments. The maps are to be sent out to the FDOT for final review and approval in August and submission to the FHWA. The maps need to be finalized by October. Discussion followed. E. Tampa Bay Area Regional Transportation Authority Master Plan Comments Chairman Edwards provided comments on the TBARTA Master Plan, which is currently undergoing its required update. He stated that TBARTA updates their Master Plan every other year. The 2013 Master Plan Update is considered a "minor" update to refine the transit, freight, roadway networks, and incorporate progress made locally and regionally towards implementing the Master Plan vision. MPO staff commented in May Informational only. F. Strategic Intermodal System Cost Feasible Plan Tampa Bay Area Regional Transportation Authority Master Plan Comments Chairman Edwards stated that the Strategic Intermodal System (SIS), which was established in 2003, is a statewide network of high priority transportation facility for all modes. The SIS 2004 Cost Feasible Plan is an integral part of the planning process for highway improvements in District Seven. The FDOT defines the Cost Feasible Plan as a phased plan of transportation improvements based on and constrained by estimates of future revenues. The Cost Feasible Plan has been updated every five years, but the updates will now be done annually to better address transportation needs in the State. MPO staff has provided comments on the draft SIS plan and will highlight comments that were transmitted to the FDOT for their consideration. MPO staff commented in May Informational only. VI. CONGESTION MANAGEMENT PLAN TASK FORCE ISSUES Manny Lajmiri went over the new information on the projects listed on the CMP spreadsheet: W-98 Little Road, W-99 U.S. 19 between S.R. 54 to S.R. 52, and E-55 Johnston Road. He asked the TAC members to identify any new projects or concerns. Todd VandeBerg stated that on U.S. 301 to Fort King, a one mile gap exists, indicating that this is a developer's project, putting in the sidewalk, but he wanted to know if there was any way it could be done through a grant. He also stated a relocation of the ball fields at the C.R. 54/U.S. 301 intersection may have to be a split. Chairman Edwards indicated that the city should make an application for this project; and as they continue to move forward and prioritize the projects on the list to the FDOT, it would become part of the listings. Todd VandeBerg spoke about safety issues at Samuel W. Pasco Athletic Complex, a Pasco County park. He explained that it is busy all the time, and it needs an extension of the turn lane that goes into the park. Discussion followed. VII. PASCO COUNTY PUBLIC TRANSPORTATION - UPDATE ON CURRENT ACTIVITIES Thelma Williams provided information on the recent PCPT activities and other transit-related items of interest. The attachments included information on (1) Dump the Pump Day June 20, 2013, residents can save money by riding transit buses; and (2) PCPT Update of the Transportation Disadvantaged Service Plan. The draft plan must be submitted to the Commission for the Transportation Disadvantaged by July 1, 2013, to the following link: The Transit Development Plan (TDP) will be a presentation in July for the TAC meeting. Mrs. Williams indicated that the shelter contract was nearing approval. She stated that this year there are 60 shelters to be built by September, because it was funded through American Recovery and wpdata/mpo/taccmp_minutes_ /32 Page 4 of 5

7 Reinvestment Act funds, and there will be 20 more next year. The TDP would be finished up by July 2013, and will be brought to the MPO Board meeting. She referred to the list of the top three recommended transit service expansions: (1) Moon Lake Connector, (2) Spring Hill Connector (U.S. 19), and (3) Wiregrass Hopper - Wesley Chapel. Discussion followed. VIII. OTHER BUSINESS: MEETINGS HELD/SCHEDULED/ITEMS OF NOTE Chairman Edwards said that listed below is for informational only. He indicated that Commissioner Wilson will attend the CCC meeting on June 11, Discussion followed. West Central Florida CCC Upcoming Meetings - Joint Citizens' Advisory Committee meeting (June 25, 2013) and the Chairs' Coordinating Committee (July 12, 2013) in Kissimmee, Florida). IX. MEMBER ROUNDTABLE Todd VandeBerg will meet with the FDOT staff about the one-way par design to request that the city be involved from the beginning on the one-way connection project. He said that there were opportunities to do enhancement-type projects along these corridors. The City of Zephyrhills will do a Resolution from the Council on S.R. 56, supporting the managed lane study for the County and City, and there was a discussion concerning an FDOT meeting on U.S. 301 and S.R. 56. Mr. Edwards talked about the transportation enhancement program that went away and the new Transportation Alternative Program that emerged in its place. Ali Atefi asked Mr. Reck if he had the cost for the traffic counters funding. Mr. Reck stated the counters would not require MPO funds to purchase the machines. Discussion followed. X. SAFE ROUTES TO SCHOOL (SRTS) PROJECT CANDIDATES 1 PROPOSED MODIFICATION TO 2012 LIST OF PRIORITY PR0,IECTS The Safe Routes to Schools program now falls under the Federal funding category "Transportation Alternatives". MPO's are responsible for selecting and prioritizing candidate projects under this program. MPO staff is recommending that prior year project candidates be added to the currently adopted MPO's List of Priority Projects that was approved in September In accordance with the MPO's Public Participation Plan or PPP, a 30 day comment period has been in effect in order to receive public input into the candidate projects and the MPO Board will hold a public hearing at their July 11, 2013 regularly scheduled meeting to consider adding the three candidate projects. 13 TACICMP AGENDA ITEM V. A STATUS REPORTS 1 PRESENTATIONS A. MPO 2040 LRTP LIPDATE - POPMLATION AND EMPLOYMENT GROWTH ASSUMPTIONS In support of the development of the MPO's update to its adopted LRTP (LRTP 2040), one of the initial tasks is to forecast population, dwelling unit, employment, school enrollment, and hotellmotel data for mid-years (2020, 2030), 2040 and 2060 (buildout). MPO staff has had numerous meetings with the LRTP consultant regarding control totals and distribution throughout the county. The consultant will present this data and review the methodology and initial results of distribution to the TAZ's. ATTACHMENTS: None AC'I'ION: Information Only

B STATUS REPORTS I PRESENTATIONS I DISCUSSION ITEMS B LIST OF PRIORITY PROJECTS Implementation of the MPO's Cost Affordable LRTP requires the need to prioritize the improvement projects identified in the Plan. The MPO is required to complete an annual reviewlupdate of Projects for the State Highway System and make any necessary revisions based on various project development implementation activities that have occurred during the past year. MPO staff is initiating this process in July and is currently developing approaches to applying prioritization criteria that will be used to assist in this effort. This process will culminated in an updated list that the MPO Board will reviewlapprove at a Public Hearing scheduled for the September meeting cycle. Once approved by the MPO, the 2013 List of Priority Projects is forwarded to the Florida Department of Transportation (FDOT), District Seven, to provide direction and guidance in programming projects in the next Tentative Work Program. The five categoriesllists of priorities include the following: 1. Corridor Highway Priorities (Page 2) There are 12 State roads in Pasco County. This list ranks the current priority of these corridors in terms of programming improvements. This list has remained unchanged since Priority List of Enhancement Projects now Transportation Alternatives (Page 3) The List has been updated and renamed Transportation Alternatives. Under MAP-21, the Transportation Alternatives Program (TA), will include Transportation Enhancements, Recreational Trails, and Safe Routes to Schools programs. The TE program, renamed TA, continues its focus on sidewalk projects that can be built within the existing right of way. The list has been updated for 2012 and reflects recommended deletions based on findings of project feasibility. 3. Priority List of Regional Transportation Alternatives (Page 5). This list identifies multi-use trails that facilitate regional connections and are also shown as part of the CCC's Regional Multi-Use Trail network. This list is unchanged from the List. 4. Priority List of Highway Projects (Pages 6-9). The highway priority list is made up of improvements identified in the MPO's Cost Affordable 2035 LRTP. The current status of project development activities if programmedlfunded is included. 5. Priority List of the Congestion Management Process (CMP) Projects (Pages 10-13) The CMP priority list is divided into two sections: Intersections and Transit projects. Projects were identified and prioritized in utilizing intersection evaluation criterions that included safety (number of crashes), congestion (volume of traffic per approach lane), and availability of right-of-way. This List has been updated but no new projects were added. Page 1 of 2

RED LIGHT CAMERA CRASH DATA At the request of the MPO Board at their June meeting, Pasco County Traffic Operations has been compiling crash data at intersections that currently have red light cameras operating. Traffic Operations will present crash data at the intersections prior to installation of the cameras, after the cameras were installed and operating, and after FDOT yellow timing changes were implemented at the red light camera intersections on U.S. 19. FEDERAL FUNCTIONAL CLASSIFICATION - STATUS REPORT Functional classification designations usually remain stable over many years, being changed only when necessary to recognize evolving travel patterns, relocated urbanlurbanized area boundaries, and other factors. These are changes that should be considered during the ten year Census boundary revisions. FHWA usually accepts revisions at this time within the context of the overall decennial reevaluation of functional classification. All boundary and functional classification designations are to be made jointly by FDOT, local governments, and the MPO. These designations are subject to approval by the FHWA following submission by FDOT. MPO staff will present the current status of the Federal Functional Classification for Pasco County.
