2 March, Page of 0 I. OPEN TO THE PUBLIC No one from the public came forward to speak. II. CAC/TAC/BPTAC CHAIR S REPORT. Mr. Jordan Leep, Citizen Advisory Committee (CAC) Chair, reported on the activities of the January, CAC meeting.. On behalf of Ms. Paula Wiggins, Technical Advisory Committee (TAC) Chair, Mr. David Hutchinson, Executive Director, reported on the activities of the January, TAC meeting.. The Bicycle/Pedestrian/Trails Advisory Committee (BPTAC) did not meet in March; the next regular meeting of the BPTAC will be held April,. III. PTTF REPORT (Public Transportation Task Force) Mayor Groover Bryant, PTTF Chair, deferred to Commissioner Linda Yates who reported on the following: FDOT completed the Section 0 applications and SCAT, MCAT, Meals on Wheels Plus and Easter Seals were recommended for funding. FDOT issued the annual request for proposals for the State Transit Development Program and the State Park and Ride Lot Program. Applications will be due April, for State Fiscal Year / funding. Manatee County Area Transit (MCAT) will implement the Intelligent Transportation System (ITS) pilot program within the next few months on three of its buses. The Integrated Voice Response (IVR) System for Paratransit buses, MCAT will implement in April of. The Skyway ConneXion Service Development, which MCAT takes passengers into St. Petersburg to a few select stops, will be implemented April, on a trial basis. Sarasota County Area Transit (SCAT) will be working on the Comprehensive Operations Analysis (COA) until early summer of. Regarding the privatization of Paratransit, SCAT awarded a contract to Ride Right and services which started on March,. SCAT removed Route due to a seasonal change and Routes and will be combined to go to the North Port Library. SCAT has completed shelters to date. MCAT and SCAT will be providing free rides to the polling places in the upcoming elections. IV. FDOT REPORT Secretary Billy Hattaway, FDOT, reported on the following: Established advance funding for the last segment of I- ( lanes).

3 March, Page of 0 Received authority through a Waiver of Liability with the Federal Highway Administration (FHWA) to allow the FDOT to begin the process of getting environmental review delegation through the FHWA, which has already been done by the State of Texas. Due to the new FHWA process FDOT has programmed and advanced State projects and in doing so has saved over 0 months by not having to go through the National Environmental Policy Act (NEPA) process. The FDOT Secretary has committed to funding 0% of the Barrier Islands Study and will work with MPO Staff regarding same. The Complete Streets handbook will be completed in April of ; the Guidance Document (used for street design) is being rewritten and should be completed in December,. V. MPO EXECUTIVE DIRECTOR REPORT Mr. Hutchinson reported on the following: - The October, MPO Board Meeting will be held at Port Manatee along with a Freight Summit and tours of the Port. - Will the Board a legislative update received from the Metropolitan Planning Organization Advisory Council (MPOAC). - Referenced a letter received from the Charlotte County-Punta Gorda (CCPG) MPO regarding the formation of another regional alliance. - Regarding the request sent in July of to the United States Coast Guard (USCG) requesting adjusting the bridge opening schedules, the USCG has responded they are waiting on information from the FDOT and this issue could take another year to complete. Secretary Hattaway stated he was unaware of the USCG requesting information from the FDOT and requested Mr. Hutchinson to provide the contact information in order to clarify. - The list of Project Priorities is being updated for adoption in April. - Announced Ms. Colleen McGue, MPO Staff, recently completed the Leadership Manatee Program. - Working with the FDOT and Financial Services in updating the MPO s Unified Planning Work Program (UPWP), which has a new format. VI. CHAIR S REPORT Chair Roff reported on the following: January,, along with Mr. Hutchinson, attended the MPOAC in Tallahassee. Attended the League of Cities. VII. CONSENT SECTION Commissioner Chapman: I move approval of the consent agenda and Addendum. Commissioner Benac: I second the motion. MOTION CARRIED UNANIMOUSLY.

Joint Certification Statement on the Metropolitan Transportation Planning Process Approved the Joint Certification Statement on the Metropolitan Planning Process.. Appointment to the Citizen Advisory Committee (CAC) (Colleen McGue, MPO) Ratified the appointments of Ms. Anne Ross and Mr. Shaun Koby to the CAC representing Manatee County. ADDENDUM VII- Reappointment to the Citizen Advisory Committee (CAC) (Colleen McGue, MPO) Ratified the reappointment of Mr. John Hendricks representing Sarasota County to a three () year term to the CAC. VIII. BOARD ACTION. Sun Trail Funding Program (David Hutchinson, MPO) At the January, MPO Board Joint meeting with the Charlotte County-Punta Gorda MPO, MPO staff presented a brief overview of the Bicycle, Pedestrian and Trail efforts underway in jurisdictions throughout Sarasota and Manatee counties. The statewide Shared- Use Non-motorized (SUN) Trail Network program was mentioned as a future potential state funding source. Mr. David Hutchinson, Executive Director, provided an overview of the Sun Trail Funding Program: The Florida Legislature passed legislation in and which created and provides funding for the Shared-Use Non-motorized (SUN) Trail Network, with a minimum of $ million annually to be allocated by the Florida Department of Transportation (FDOT) for funding projects within the network. The program provides for three tiers, with / of the funding going to projects in each tier: Tier for the already prioritized Coast to Coast Trail from St. Petersburg in Pinellas County running north then east to the east coast of Florida; Tier for the next major priority corridor (to be selected March, ); and Tier for individual trails that may be outside the major corridors. The Southwest Coastal Regional Trail (SCRT) is the portion of the statewide SUN Trail network that runs from the end of the Pinellas Trail in St. Petersburg, Pinellas County through Hillsborough, Manatee, Sarasota, Charlotte, and Lee counties to Naples in Collier County.

The SCRT was shortlisted by the Florida Greenways and Trails Council (FGTC) on February, as one of seven major trail corridors in the statewide network eligible for designation as the next major priority corridor. On March, the FGTC will meet in Tallahassee and will determine which one of the seven eligible corridors will be the next major priority to receive funding from the FDOT. Discussion ensued regarding the maps indicating the trails. Mr. Hutchinson will clean maps to the members. Commissioner Chapman: I move the MPO support the Southwest Coastal Regional Trail (SCRT) as the next Major Priority Corridor for SUN Trail Funding, add the SCRT to the MPO s Priority List for SUN Trail Funding, and support MPO efforts to secure SUN Trail funding for the SCRT and other eligible individual trail projects within Sarasota and Manatee jurisdictions. Commissioner Benac: I second the motion. MOTION CARRIED UNANIMOUSLY. REPORTS AND PRESENTATIONS (May Require Board Action). I- and SR Interchange (Jeff Mednick, FDOT) Mr. Jeff Mednick, FDOT, explained the Florida Department of Transportation (FDOT) District One is designing improvements to the Interstate (I-)/State Road (SR) interchange in Manatee County. This project will widen SR and provide for future improvements to I- in Manatee County. Mr. Mednick provided a PowerPoint presentation regarding the I- and SR Interchange: The District will rebuild the I-/SR Interchange from its existing partial cloverleaf design to a modified diamond interchange design with a single loop in the northwest quadrant. Interchange improvements also will include replacement of entrance and exit ramps and will add emergency stopping sites on the exit ramps. A future project will ultimately widen I- to ten lanes plus auxiliary lanes. The interstate will include two express lanes, three general use lanes and an auxiliary lane in each direction. The improvements are planned to extend the acceptable level of service for I- beyond 0. Project improvements are built within existing right-of-way (ROW), or land FDOT already owns. Therefore, no right-of-way acquisition is required. A Public Hearing will be held on April, at The Source Church, East SR, Bradenton, from :00 p.m. to :00 p.m.

Central Manatee Network Alternatives Analysis (CMNAA) Study: Phase (Lawrence Massey, FDOT) The Florida Department of Transportation (FDOT), in partnership with the Federal Highway Administration (FHWA), Manatee County, the Cities of Palmetto and Bradenton, and the Sarasota/Manatee Metropolitan Planning Organization (MPO), is conducting the Central Manatee Network Alternatives Analysis Study (CMNAA) in Manatee County. The goal of the Study is to facilitate development of future transportation projects and programs to residents for safer and improved access to jobs, schools, shopping, social services, and provide improved regional mobility. The CMNAA Study encompasses approximately square miles and includes both the cities of Palmetto and Bradenton. Mr. Lawrence Massey, FDOT and Ms. Patty Hurd, Kittleson, provided a PowerPoint presentation regarding the CMNAA Study: Phase : The CMNAA Study is divided into three phases: Phase Goals and Objectives Document existing conditions, identify existing and projected deficiencies, and engage the public in developing goals and objectives for transportation investments. Phase Concept Development Develop short term and long term concept alternatives while screening and eliminating non-viable alternatives. Phase Programming Evaluate and refine selected short term and long term projects into an integrated system of improvements while developing an implementation plan for programming projects. The CMNAA Study team is reaching the end of Phase of the Study. Data has been collected and evaluated on: The quality of travel in and through the study area by automobile, transit, walking and biking Future automobile traffic demands years of crash data Existing bridge structures Environmental characteristics of the study area, including historic and cultural sites This information was used to quantify existing and projected gaps and identify deficiencies in the study area transportation network. During Phase, the project team engaged local stakeholders and the general public to learn more about both current conditions and significant concerns of the study area community. A number of one-on-one interviews and presentations were held with local government staff and stakeholders. A comprehensive travel survey was conducted that produced over,000 responses.. Coon Key Bridge Slab Replacement (Albert Rosenstein, FDOT) Mr. Albert Rosenstein, FDOT, provided a PowerPoint presentation regarding the Coon Key Bridge Slab Replacement:

7 March, Page of - The project consists of replacing two () bridge deck spans on the westbound Coon Key Bridge (going toward St. Armand s Circle). - Construction will begin in April. - One lane closure is expected during construction. X. COMMITTEE REPORTS. Tampa Bay Area Regional Transportation Authority (TBARTA) Commissioner Betsy Benac reported on the following: - Attended a TBARTA meeting on March, where FDOT District Seven was presented an award from the Florida Bicycle Agency. - Received a presentation regarding the Commuter Service program. - Also received a presentation regarding the SUN Trail. XI. MEMBER COMMENTS Mayor Shirley Groover Bryant attended FDOT s session regarding Best Planning Practices for Complete Streets and encouraged the Members to attend same. Commissioner Christine Robinson thanked Secretary Hattaway for working well with the Board and being very responsive. Commissioner Betsy Benac noted discussion was held during a Manatee County Commission Meeting regarding the possibility of having both lanes on the bridge(s) (Green and DeSoto) flow in the same direction during peak times and to provide additional signage alerting the public of congestion on the bridges when coming off the Skyway.
