CALL TO ORDER AND INTRODUCTIONS Chairman Edwards called the Technical Advisory Committee (TAC) and Congestion Management Process (CMP) meeting to order at 1:53 p.m. Introductions were made. APPROVAL OF MINUTES JUNE 9, JULY 7, AND AUGUST 11, 2014 Chairman Edwards asked the TAC/CMP members if they had any questions, corrections, or comments on the minutes. Discussion followed. Chairman Edwards requested a motion on the June, July, and August minutes. Mike Carroll motioned to approve the minutes; Deborah Bolduc seconded. Chairman Edwards called on the motion. 5 IV. ACTION ITEMS A. Transportation Improvement Program (TIP) Amendment, Fiscal Years through (PCPT/Federal Transit Administration [FTA] Section 5339 Capital Projects) Chairman Edwards indicated that the FDOT is requesting an amendment to the Pasco County MPO's adopted TIP for Section 5339, Capital Projects FTA funds for transit activities in the amount of $278,832.00, to provide capital funding to replace, rehabilitate, purchase buses and related equipment, and construct bus-related facilities. Discussion followed. Chairman Edwards requested a motion to approve the Section 5339 amendment. Ali Atefi motioned to approve. Mike Carroll seconded. Chairman Edwards called on the motion. All members present voted in favor; motion passed. B. Fiscal Year Transit Planning Grant Agreement Section 5305(d) Chairman Edwards explained that each year, the MPO is eligible for FTA, Section 5305(d) funds for transit planning. The FTA funds are administered through the FDOT and are obtained by entering into a Joint Participation Agreement (JPA), with the FDOT. In the upcoming Fiscal Year , Pasco County s Financial Project No will allocate a total of $173,403.00, broken down as follows: $138, (80 percent) from FTA; $17, (ten percent) from the FDOT; and a local match of $17, (ten percent) from Pasco County. He stated that the planning activities will be undertaken in accordance with the Unified Planning Work Program, Task 6.1 (Public Transportation Planning), and Task 6.2 (Transportation Disadvantaged Planning). Discussion followed. Chairman Edwards requested a motion to approve the Section 5305(d) Transit Planning JPA. Ali Atefi motioned to approve; Todd VandeBerg seconded. Chairman Edwards called on the motion; all members present voted in favor; motion passed. C List Of Priority Projects Chairman Edwards highlighted projects that are funded for construction in the Five-Year Work Program on the 2014 List of Priority Projects. He also indicated that revisions to the list of priority projects included a better description of the different categories. Discussion followed. Other projects that were discussed included: U.S. 19 (Right-Turn Lane)/Median Channelization from the Pinellas County Line to the Hernando County Line; S.R. 56 (New Four Lanes) from Meadow Pointe Boulevard to Morris Bridge Road; S.R. 56 (New Two Lanes) from Morris Bridge Road to U.S. 301 which will be revised to show funding in FY ; S.R. 56 (Two to Four Lanes) from Morris Bridge Road to U.S. 301; and S.R. 52 (Advanced Right-of-Way Acquisition) from Suncoast Parkway to I-75. Chairman Edwards also stated that the Federal government had approved the justification report for the Overpass Interchange at I-75. Chairman Edwards called on the motion. All members present voted in favor; motion passed. D Schedule Of Monthly Meetings (Proposed) Chairman Edwards reported that the proposed 2015 schedule of Pasco County MPO monthly meetings, dates, and locations has been prepared. The TAC/CMP meetings are proposed to remain the same as in previous years, scheduled in New Port Richey. wpdata/mpo/tac/tac_minutes_ /33 Page 2 of 4
6 Chairman Edwards requested the TAC members to approve the proposed 2015 calendar year meeting schedule and location. All members present voted by consensus in favor; motion passed. V. STATUS REPORTS/PRESENTATIONS/UPDATES A. Mobility 2040 Development Of Pasco County MPO Needs Plan Chairman Edwards stated that staff had been coordinating the continued development of Mobility 2040, Pasco County MPO's Long-Range Transportation Plan (LRTP). A discussion took place on the other topics. The needs plan is now transitioning to a Cost Affordable Plan based on anticipated and available revenues. The TAC met and went over the following items relating to the Mobility 2040 LRTP: (1) Public workshops held in early August and where the Cost Affordable workshop locations would be held, such as New Port Richey and the Zephyrhills area; (2) status of planning activities through July 2014, (3) distribution of revenue by mode; (3) identification of draft Cost Affordable Plan; and (4) what the next steps would be to finalizing the plan; a lengthy discussion followed. Discussion centered around the following roads and transportation issues that required addressing in the 2040 Cost Affordable Number of Lanes Map: U.S. 41/S.R. 54, needs to have a note and symbol to better describe highway improvements, Ridge/U.S. 41, question on when the future study would take place, what is happening at the S.R. 56 Interchange location, and what is the time frame for the Suncoast/S.R. 54 design. Also, staff indicated that there will be alternative testing done on the Ridge Road Extension and S.R. 52 to determine if they can provide different alternatives to resolving the overloading of S.R. 54, along with looking at the Transit Map more closely, addressing how mass transit relates to the sidewalks and bicycle trails component. B. FDOT Trail Maintenance Policy Brian Beaty (FDOT) provided a PowerPoint presentation to explain the State s position on adding trails to various projects on the State Highway System (SHS). He mentioned that the State is asking for better coordination early to avoid issues that could arise such as added costs and maintenance responsibilities. He also answered questions such as, what is the impact to the roadway and what the outcome would be to add bike/pedestrian trails. Discussion followed. He further indicated the policy will be presented at the September 11, 2014, MPO Board meeting. Deborah Bolduc spoke on the maintenance agreements that would be going to the Board on September 23, Discussion followed. VI. CONGESTION MANAGEMENT PROCESS TASK FORCE ISSUES Manny Lajmiri indicated that he did not have anything new on the CMP list, but asked if anyone had any questions or new projects. Jared Schneider indicated that the following CMP issues were being addressed through the LRTP: Methodology, but didn t know how to attack this issue each year on the funding source and what criteria should be used such as the operations and selection criteria. Brian Beaty indicated that criteria and selection requirements may be needed on how these projects are placed in the TIP from the CMP list. He also indicated that Pinellas has a CMP criteria list already developed that might help in addressing this issue in the future. Chairman Edwards indicated that the funding allocated is about a $1 million annually and it could take up to four to five years to complete a major project. He stated that this starts by placing the project in the TIP for a study which, in turn, provides the data collected to wpdata/mpo/tac/tac_minutes_ /33 Page 3 of 4
7 utilize the different funding sources. It was determined that the State and MPO staff need to set up a meeting to get more guidance on these issues. Staff noted request. VII. PASCO COUNTY PUBLIC TRANSPORTATION - PROJECT UPDATES/INITIATIVES Mike Carroll indicated that PCPT was working on several items, but had nothing new at this time to present to the members. VIII. OTHER BUSINESS - MEETINGS HELD/SCHEDULED/ITEMS OF NOTE A. Anclote Coastal Trails Alternatives Analysis Study Allen Howell stated that the Anclote Coastal Trail study is underway. Staff met with the consultants on a field trip to begin the eight-month feasibility study to determine potential alternate routes that would connect the different areas involved, such as through Duke Energy, Pasco County school and parks (i.e. Anclote Boulevard/Ballies Bluff). He stated that he was the Project Manager for the project and a conference call is scheduled for the following day for further discussion. Informational only. B. U.S. 301 Land Use And Transportation Corridor Study Chairman Edwards indicated that they are working on a task order for the U.S. 301 Land Use and Transportation Corridor Study. It has not been presented to the Board yet for approval. IX. PUBLIC COMMENT No one spoke. X. ADJOURNMENT Chairman Edwards stated that the next meeting would be held on October 6, 2014, in New Port Richey. TRANSPORTATION IMPROVEMENT PROGRAM (TIP/STIP) AMENDMENT FY 2014/2015 THROUGH FY 2018/19 The Florida Department of Transportation (FDOT) is requesting an amendment to the Pasco MPO s adopted TIP for the following project: TIP amendment ( ) for $460, to provide for design of Pasco County s portion of the Tri County Trail (also known as The Starkey Gap), extending from the Pasco/Pinellas County Line to the current terminus of the Starkey Boulevard Trail north of S.R. 54. ATTACHMENT: 1. Public Hearing Notice Proposed TIP/STIP Amendment 2. TIP/STIP Amendment Sheet ACTION: TAC recommendation to approve the proposed TIP/STIP amendment.

This amendment ( ) proposes to add the design phase in FY for the planned Tri-County Trail (also known as the Starkey Gap) that will extend from the Pasco/Pinellas County Line to the existing terminus of the Starkey Boulevard Trail north of S.R. 54. NAME The name of this committee shall be the Pasco County Metropolitan Planning Organization (MPO) Technical Advisory Committee (, hereinafter called the "TAC)" effective.august 8, ARTICLE II. PURPOSE AND FUNCTIONS A. The Technical Advisory committee (TAC) is mandated by Chapter (17), Florida Statutes. Members of the committee are appointed by the Metroplitan Planning Organization (Committee shall serve the Pasco County MPO) in cooperation with the Florida Department of Transportation (FDOT) and consist of professional and technical planners, engineers, and other appropriate disciplines. The Technical Advisory committee also complies with the new planning requirements for MPOs, established by the Intermodal Surface Transportation Efficiency Act of (ISTEA) The TAC functions at the direction of the MPO Board in an advisory capacity on technical matters relating to transportation issues. A. The functions of the Committee shall include, but not be limited to, the following: 1. The TACMembers shall be composed of technically qualified representativesprofessional staff employed by, or associated with, a public or semipublicsemipublic agency related to urban planning, traffic engineering, mass transit, aviation, port, and/or administration with responsibility for the control, development, or improvement of the transportation facilities and services within the Pasco County boundaries. These representatives shall be duly appointed by their respective member agency. The committee shall be notified in writing of the appointment, reappointment, or replacement of a voting member agency's representative. B. The TACMembers shall be composed of regular members and advisory members, as designated herein. Regular members shall be voting members and will be confirmed by the MPO Board. Advisory members shall be nonvoting members, appointed as the TAC deems necessary. C. One alternate representative may be designated to act on behalf of a regular member with the privileges accorded thereto. Members and alternates shall serve terms of indefinite length at the pleasure of their respective governmental bodies or agencies, except that three (3) unexcused absences during a year by a member agency are grounds for dismissal of that representative (but not thethat agency) by the Chairperson. Further, if designated alternates are in attendance more often than the member, the designated alternate will be made the de facto member. The TAC will notify the MPO Board of this action. E. A list of Pasco County MPO Technical Advisory Committee voting and nonvoting members is included in Exhibit 1 and Exhibit 2. ARTICLE IV. OFFICERS AND THEIR DUTIES A. A ChairpersonChairman and a Vice Chairperson-Chairman of the Committee shall be elected at the first regularly scheduled meeting of each calendar year and shall hold office until their successors are elected. B. Any regular member may nominate or be nominated as ChairpersonChairman or Vice Chairperson-Chairman. All elections shall be by the majority vote of regular members present. Representatives from the FDOTFlorida Department of Transportation may not serve as officers. C. The ChairpersonChairman shall preside at all meetings and shall be responsible for the agenda, minutes, and conduct of all meetings. The 2014 List of Priority Projects is utilized by the Florida Department of Transportation (FDOT), District Seven, to provide direction and guidance in programming projects in the next Tentative Work Program (FY 2015/16 FY 2019/20). The 2014 List of Priority Projects was approved by the MPO at the Public Hearing that was held in conjunction with their September 11, 2014 regularly scheduled meeting. 25 PASCO COUNTY METROPOLITAN PLANNING ORGANIZATION 2014 LIST OF PRIORITY PROJECTS SEPTEMBER 11, 2014 PROJECT SELECTION AND PRIORITIZATION PROCESS OVERVIEW HIGHWAY PROJECTS: The project selection and prioritization process used by the Metropolitan Planning Organization (MPO) begins with the identification of transportation needs by all modes based on the currently adopted Long-Range Transportation Plan (LRTP). The transportation projects in the MPO s "Needs" plan are prioritized to facilitate the development of the Cost Affordable Plan. The transition from the "Needs" Plan to the Cost Affordable Plan, in a priority order, is determined by applying a number of criteria including: Level of service and traffic data analysis Discussion among planning and engineering staff regarding the results of technical evaluations and analysis (Level of Service, traffic volumes, etc.) Application of the quantitative roadway project prioritization criteria (project status, benefit/cost analysis, existing volume over capacity, Future volume over capacity (v/c), emergency evacuation route, truck route, etc.) Project priorities are reviewed for input by: Public input at large and through the MPO's Technical Advisory Committee, Citizens Advisory Committee, Bicycle/Pedestrian Advisory Committee, and at MPO Board meetings Local governments Florida Department of Transportation (FDOT) The final List of Priority Projects is adopted and updated, if necessary, by the MPO Board on an annual basis. 43 This project is a Pasco County MPO sponsored planning study to investigate alternative alignments and identify a preferred route for a multiuse bicycle/pedestrian trail segment to connect to the future extension of the Pinellas Trail that current ends north of the Anclote River in Tarpon Springs, to Pasco County s Anclote Gulf Park, Anclote River Park and Key Vista Nature Park. This trail connection would provide a valuable asset to southwest Pasco County and the local community by offering a safe bicycle and pedestrian trail linking schools, homes, and parks and recreation amenities in this coastal environment. In addition, the concept is: Consistent with the Pasco County Greenways, Trails, and Blueways (GTB) plan Pasco County s MPO Long Range Transportation Plan (LRTP), and Provides access to the Pinellas Trail, which includes over 42 miles of multiuse trail with access to Clearwater and St Petersburg. The public will be invited to participate in the study and will have the opportunity to provide input in a series of meetings, the first of which is tentatively scheduled for October 21 or 22, 2014 and another one in January Exact dates, times and locations are yet to be determined and will be published via the Pasco County MPO website ( The study is anticipated to be completed by the end of the April The final study report will include a recommended trail alignment, supporting graphics to show trail character and potential trail amenities.
