1 TPC Agenda Item 6A Mailout 10/20/16 RESOLUTION FOR APPROVAL OF AMENDMENTS TO THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND 2040 REGIONAL TRANSPORTATION PLAN (RTP) Amendment Summary Amendment #7 Location: The City of Houston Amount: +$1.4 million Purpose: Increase the federal funding on the City of Houston Mason Park pedestrian/bicycle bridge construction project to cover a $1.4M cost overrun. Amendment #8 Location: The Cities of Houston, Pearland and League City Amount: +$5.5 million Purpose: projects to the TIP from the 2015 Call-for-Projects that was approved by the Transportation Policy Council in November Also, make an administrative change to an RTP project. Amendment #9 Location: The Houston-Galveston Transportation Management Area Amount: +$364 million Purpose: Carry over projects into the TIP. Amendment #10 Location: The City of Missouri City and Chambers County Amount: $0 Purpose: Modify the funding category and/or limits on two projects at sponsors requests. Amendment #11 Location: The Houston-Galveston Transportation Management Area Amount: +$30 thousand Purpose: Increase the funding for H-GAC Livable Centers Planning Studies. Amendment #12 Location: Uptown Houston Amount: +$15 million Purpose: Program the Metro North Post Oak Road Redesign projects into the TIP and RTP. 2 TPC Agenda Item 6A Mailout 10/20/16 NO AUTHORIZING AMENDMENTS OF THE 2040 REGIONAL TRANSPORTATION PLAN (RTP) AND THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FOR THE HOUSTON-GALVESTON TRANSPORTATION MANAGEMENT AREA WHEREAS, the 2040 Regional Transportation Plan was adopted by the Transportation Policy Council on January 23, 2015; and WHEREAS, the Transportation Improvement Program for the Houston-Galveston Transportation Management Area was adopted by the Transportation Policy Council on May 27, 2016; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the 2040 Regional Transportation Plan and its existing finding of conformance with the State Implementation Plan for air quality; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the federal fiscal constraint requirements established for the Transportation Improvement Program and are consistent with the financially constrained 2040 Regional Transportation Plan. NOW, THEREFORE, BE IT RESOLVED BY THE TRANSPORTATION POLICY COUNCIL (TPC) FOR THE HOUSTON-GALVESTON TRANSPORTATION MANAGEMENT AREA THAT THE 2040 REGIONAL TRANSPORTATION PLAN AND THE TRANSPORTATION IMPROVEMENT PROGRAMS BE AMENDED TO REFLECT THE REVISIONS IDENTIFIED IN AMENDMENTS 7, 8, 9, 10, 11 AND 12. BE IT FURTHER RESOLVED THAT FEDERAL FUNDS AUTHORIZED BY THE TPC FROM THE CONGESTION MITIGATION AND AIR QUALITY (CMAQ) AND SURFACE TRANSPORTATION METROPOLITAN MOBILITY (STP-MM) PROGRAMS REPRESENT A LIMITING AMOUNT. ANY COST OVERRUNS ON PHASES OF WORK AUTHORIZED BY THE TPC OR COSTS INCURRED ON PHASES OF WORK NOT AUTHORIZED BY THE TPC SHALL BE THE RESPONSIBILITY OF THE PROJECT SPONSOR. IN NO CASE SHALL FEDERAL PARTICIPATION UNDER THE CMAQ AND STP-MM PROGRAMS BE INCREASED WITHOUT CONSULTATION AND THE EXPRESS APPROVAL OF THE TPC.
