PUBLIC INPUT ON AGENDA ITEMS No comments. III. APPROVAL OF MINUTES - JUNE 4, 2014 Chairman Odom asked the CAC members if they had any questions, corrections, or comments on the June 4, 2014, minutes. Discussion followed. Chairman Odom requested a motion on the minutes. Lee Henley made a motion to approve the minutes. Ronald Hubbs seconded. Chairman Odom called on the motion. REPORT ON MPO BOARD ACTIONS - MEETING OF JUNE 12, 2014 James Edwards reported that the MPO Board approved the following three Action Items at the meeting held on June 12, 2014: (1) The Unified Planning Work Program deobligation request, shifting Planning Funds from the current Fiscal Year (FY) ( ) to the new FY ( ); (2) The Transportation Improvement Program (TIP) Amendment Request for FY through , for the Center for Independence operating assistance funds to be moved into FY 2014; and (3) Adoption of the FY through FY TIP. Discussion followed. V. ACTION ITEMS No action items were presented. VI. STATUS REPORTS/PRESENTATIONS/DISCUSSIONS A List of Priority Projects Manny Lajmiri indicated that the highlighted projects are funded for construction on the updated/revised 2014 List of Priority Projects under the Status column. James Edwards indicated that they are revising the list of projects for better clarification of the categories. The local Public Transportation (Transit) 2014 List of Priority Projects will be updated by PCPT. He stated that some bus headways are proposed to change in March Marilynn dechant indicated that the West Pasco Chamber of Commerce would like to know the timeline for Project No. 1 on Page 6, U.S. 19 (right-turn lane) Median Channelization from Pinellas County Line to S.R. 52, and if she could be provided a status report showing the completion date. Christie Zimmer indicated that she had not seen any activity on U.S. 19 and wanted to know if the State had pushed back the construction date. She requested the project manager's name and that he be contacted for a status report. Discussion followed. She also asked if the Ridge Road Extension from Ridge Road to Suncoast Parkway was in the Capital Improvement Program for FY 2014/15. Mr. Edwards indicated that the Turnpike Enterprise (State) had boxed monies set aside for whenever the County notified them that they were ready to proceed with this project. He stated that he would check to see when the second segment of Ridge Road Extension, or Phase II, from Suncoast Parkway east to U.S. 41 is programmed. (Note: The County is not showing any project activities through 2019.) B. Mobility Development of Pasco County MPO Long-Range Transportation Planning (LRTP) Needs Plan Mr. Edwards reviewed the PowerPoint presentation that described information on the LRTP goals - objectives, preliminary survey results, Modeling How the transportation model works, preliminary alternatives testing, and the transition to a cost-affordable plan. He also indicated that several public workshops are scheduled in August 2014 to receive input. Discussion followed. He encouraged all members to attend. C. Pedestrian and Bicycle Crashes in Pasco County Review of Statistics Mr. Edwards indicated that the data on the report was very interesting, highlighting the pedestrian and bicycle crash statistics for Pasco County. CONGESTION MANAGEMENT PROCESS (CMP) TASK FORCE ISSUES - CMP PROJECT LIST UPDATE Manny Lajmiri indicated that no new information was available and he would provide a status report on the various CMP spreadsheet projects at the next meeting. VIII. PASCO COUNTY PUBLIC TRANSPORTATION - PROJECT UPDATES/INITIATIVES Mike Carroll listed the issues involved in properly serving the new Pasco-Hernando State College campus in Wesley Chapel. He explained that the primary obstacle is the current configuration of the campus bus stop which will not allow safe maneuvering of a 40-foot bus. He further indicated that PCPT is coordinating changes with school representatives and should be able to serve this campus in approximately 60 days. Mike Carroll stated that on primary and general election days, any registered voter that displays a valid voter registration card may ride the bus for free to get to poll locations. He went over improvements for bus stops and shelters and how they will continue the process for compliance with ADA accessibility requirements. Marilynn dechant asked if the Black Jack issue had been resolved dealing with advertising. Mr. Carroll indicated that it was being resolved. Pete Odom asked about advertising on benches within the cities. Mike Carroll stated that city officials and bench company representatives would need to coordinate on issues dealing with advertising on the benches within their municipality. He stated that apps on phones are being explored at this time to better serve riders with current information and system status. Discussion followed. He further indicated that he had funding from Federal grants at this time to help support many capital project initiatives. Mr. Carroll also informed the committee that the County earned approximately $80, per year from bus bench advertising. Pete Hanzel asked if the $80, could be used to build shelters and how the rainy season affected construction of the shelters. (Note: Bench advertising money is earmarked to the County's general revenue and is not available for PCPT's budget.) Lee Henley inquired about the turning lane on Madison Street and U.S. 19, indicating that the turning radius is too small for the buses to make a proper turn. Mike Carroll stated that there have been discussions with the City of New Port Richey, but little progress has been made regarding the turning radius dilemma. Discussion followed. Judy Geiger made a recommendation to have Sunday bus service and asked if using smaller buses had been considered. Discussion followed. IX. OTHER BUSINESS - MEETINGS HELD/SCHEDULED/ITEMS OF NOTE Regional Multi-Use Trail Element 2014 Update (Distribution) A hard copy of the new Regional Multi-Use Trail Element was distributed to the members. Discussion followed. X. PUBLIC COMMENT Ronald Hubbs provided an article from Greg Armstrong that appeared in the Suncoast News - Tampa Bay Times, Editorial section on June 28, 2014, regarding how difficult it was to stay in business because of construction on U.S. 19. 6 Tom Ryan asked if any type of east/west study is being done from U.S. 19 to U.S. 301 to determine the travel needs. He explained that, in other model cities such as Las Vegas, a monorail had been proposed and suggested that this may be an alternative for the County to explore. James Edwards indicated that to have this type of system, a core base of people would be needed, and, without this, it would be difficult to develop ridership. Discussion followed. Judy Geiger asked if the traffic light proposed for the S.R. 575/U.S. 301 intersection was in the FY 2015 budget. Mr. Edwards indicated that he would check on the status. She also stated that a proposed commercial project may be showing access from either Pompanic Street or S.R. 52 around St. Leo College. Discussion followed. She asked if it was in the City or State jurisdiction and who should be contacted to install a blinking light at this location. Mr. Edwards indicated that the proper entity would be notified through the permitting requirements if anything happens in this area. XI. ADJOURNMENT Chairman Odom stated that the next meeting would be held on September 2, 2014, in New Port Richey and that there will be no August meeting. 13 PASCO COUNTY METROPOLITAN PLANNING ORGANIZATION (MPO) I BYLAWS CITIZENS' ADVISORY COMMITTEE ARTICLE I. NAME The name of this committee shall be the Pasco County MPO Citizens' Advisory Committee (CAC). ARTICLE II. AUTHORITY A CAC for the Pasco County MPO is hereby created to serve as a review and advisory body to the MPO in the comprehensive, cooperative, and continuing transportation planning protess. The CAC shall be created to allow citizen involvement in the ongoing transportation planning process as required by Federal Regulation (CFR), Chapter 1, Part 450, Subpart C, and Chapter of the Florida Statutes. ARTICLE Ill. PURPOSE The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 requires a greater emphasis on public participation from the beginning of transportation planning process. This shifts the emphasis of public participation from projects to process. ISTEA directs MPO'S to "provide citizens, affected public agencies, representatives of transportation employers, private providers of transportation, and other interested parties with a reasonable opportunity to comment" at several junctures in the transportation planning process. A common tool used for public involvement is the establishment of committees and task forces. The CAC is one such tool used to involve the private citizens in the process of transportation planning. The purpose of the CAC, as representative of the citizens of Pasco County, shall be to advise the MPO by reviewing, reacting to, and providing comment on transportation planning issues and needs. ARTICLE IV. DUTIES AND RESPONSIBILITIES OF THE CAC The function and responsibilities of the committee shall include the following major areas: A. INFORMATION 1. Promote comprehension and understanding of the planning process. 2. Disseminate committee knowledge of the planning process into local citizen group discussions and meetings. 3. Relate overall community needs and values relative to planning goals to future land use and transportation decisions. 4. Promote better public dissemination of general information about the transportation planning process. Page 1 of 6

14 6. ISSUES CLARIFICATION AND PROBLEM SOLVING 1. Evaluate and propose solutions and alternatives on major transportation proposals and critical transportation issues., I 2. Assess general citizen attitudes and response to planning and programming proposals. 3. Identify existing transportation problems areas of general citizen concern. 4. Review and comment on the Transportation Improvement Plan, Unified Planning Work Program, -and Long-Range Transportation Plan. Provide recommendations to the MPO. If questions of a technical nature arise, the CAC will seek the expertise of the Technical Advisory Committee (TAC) in interpretation of,these questions. ARTICLE V. MEMBERSHIP COMPOSITION, APPOINTMENTS, AND TERM OF OFFICE C. MEMBERSHIP AND COMPOSITION The CAC ;hall be composed at least nine (9) appointed persons whose membership shall represent a broad spectrum of social and economic backgrounds and interests in transportation. Pasco County govemments shall recommend CAC members to the MPO Board. The number of CAC members appointed by the govemments of Pasco County is illustrated in Table 1, Government Membership. APPOINTMENTS AND VACANCIES Members shall be confirmed by the MPO Board at a regularly scheduled meeting. 1. Nominations for CAC members shall be submitted for final approval to the MPO Board by the MPO member or members representing the County or municipality that the CAC member would be representing. 2. As vacancies occur, nominees will be chosen from applicants on file; citizens referred by other CAC, TAC, or MPO members; or, as necessary, from general solicitation through the local news media. 3. Members of the CAC shall not be elected officials or technical personnel directly involved in the transportation planning process. 4. One alternate representative may be designated by the MPO Board to act on behalf of a regular member with the privileges accorded thereto. TERMS OF OFFICE AND REMOVAL FROM OFFICE 1. The term of office for CAC members shall be three (3) years. CAC members may be reappointed following expiration of their term of office. Reappointments shall occur at the annual organization meeting of the CAC. 2. CAC members appointed as a result of vacancies shall serve at least until the end of the three (3) year term of the member being replaced. If the period of time remaining of the Page 3 of 6 11i'105

16 vacant CAC position is less than Wo (2) years, the new CAC member shall serve the following additional time: a. If less than one (1) year remains on the vacant,cac position, the expiration date of the vacant CAC position shall be extended two (2) years from the original expiration date. b. If between one (1) to two (2) years remain on the vacant CAC position, the expiration date of the vacant CAC position shall be extended one (1) year from the original expiration date. 3. If a CAC member moves out of the area (s)he represents, such a move shall be considered as an automatic resignation from the CAC and the position shall be come vacant. 4. Each member of the CAC is expected to demonstrate herlhis interest in the CAC's activities through active participation in scheduled meetings. I 5. If, at any time, the MPO Board feels that any CAC member is not performing herfhis duties, the MPO Board may, by majority vote, remove that member from the CAC. 6. Three (3) unexcused absences by a member or alternate during a year are grounds for dismissal of that representative (but not the agency (s)he represents) by the Chairperson. Further, if designated alternates are in attendance more often than the member, the designated alternate will be made the de facto member. ARTICLE VI. OFFICERS, THEIR DUTIES AND RESPONSIBILITIES F. The CAC shall hold an annual organizational meeting for the purpose of electing the following officers: 1. Chairperson 2. Vice-Chairperson G. The Chairperson and Vice-Chairperson shall not be residents of the same government area. H. Officers shall be elected by a majority of a quorum of the members of the CAC present at the annual organizational meeting. I. Each member so elected shall serve for one (1) year and can be subsequently re-elected for additional one (1) year periods. J. New elected CAC officers shall be declared installed following their election or re-election at the annual organizational meeting. K. The Chairperson shall preside at all meetings, call special meetings, establish the agenda for meetings, and act as liaison with government bodies and other related committees. L. The Vice-Chairperson shall, during the absence of the Chairperson or herlhis inability to serve, have and exercise all of the duties and powers of the Chairperson. During the presence of the Chairperson, the Vice-Chairperson shall perform duties assigned herlhim by the Chairperson. cacbylaws Page 4 of 6 1/7/05

17 I M. The Chairperson may appoint subcommittees to further examine particular issues of the ongoing transportation planning process. ARTICLE VII. MEETINGS I N. The CAC shall meet on the Wednesday before the MPO Board meeting of each month at a designated time. The FTA funds are administered through the Florida Department of Transportation (FDOT) and are obtained by entering into a Joint Participation Agreement (JPA), FPN: , with the FDOT. The upcoming Fiscal Year Section 5305 (d) funds are $138, (80 percent) from the FTA with $17, (ten percent) from the FDOT and a local match of $17, (ten percent) from Pasco County, for a total of $173, The proposed JPA for Fiscal Year Section 5305 (d) funding along with the resolution that authorizes the MPO Chairman to sign the JPA will be available at the meeting.
