5 BAY COUNTY TPO TPO MEETING MINUTES February 22, 2016 Page 2 4. CONSENT AGENDA: Approval of December 2016 TPO Meeting Minutes Commissioner Henderson moved to approve December 2016 meeting minutes. Commissioner Friend seconded the motion and it was passed unanimously. 5. ACTION ITEMS FOR PLANNING: A. Approving the TPO Chairman to Sign a Letter of Support for the Port of Panama City East Terminal Expansion and Related Improvements to the Strategic Intermodal System (SIS) - Ms. Suzanne Lex, FDOT, introduced Mr. Ray Kirkland, FDOT SIS Coordinator. Mr. Kirkland stated that FDOT needed a letter of support for adding the new port facility to the SIS. He said they were including the designation for the highway connector along North East Avenue, State Road 389, for the Newport East facility to the US 231 as a SIS connector for the highway. They were also designating the rail spur from the Bay Line along US 231 as a SIS connector. A letter of support was needed to submit the package to FDOT s central office in Tallahassee for approval in order to add it to the SIS. Commissioner Dozier moved to recommend the TPO authorize the TPO chairman to sign a Letter of Support for the Port of Panama City East Terminal Expansion and Related Improvements to the SIS. Commissioner Friend seconded the motion and it was passed unanimously. B. Consideration of the National Highway System and Authorizing the TPO Chairman to Sign the Application for the National Highway System Update to the Ramp from U.S. 98, Panama City Beach to S.R. 30A, Front Beach Road Ms. Lex said the item was to correct the designation to the ramp. She said the ramp is currently listed on the National Highway System. She stated that it is a minor arterial road and does not function as a major roadway. It should not have been on the National Highway System. Federal FDOT asked FDOT to remove the item from the National Highway System. Commissioner Friend moved to recommend the TPO authorize the TPO chairman to sign the Application for the National Highway System Update to the Ramp from U.S. 98, Panama City Beach to S.R. 30A, Front Beach Road. Commissioner Dozier seconded the motion and it was passed unanimously. C. Consideration of Citizens Advisory Committee (CAC) Application from Mr. Josh Petty Ms. Cook advised that the CAC recommended approval of Mr. Josh Petty to become a member of the CAC. Commissioner Dozier moved to approve application from Mr. Josh Petty to serve on the CAC. Commissioner Henderson seconded the motion and it was passed unanimously.

FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) UPDATE Ms. Lex said she met with Councilman Solis to discuss projects in Panama City Beach. Councilman Solis was interested in ways to advance Phase 2 of Luke Road. Ms. Lex explained that the majority of the roadway was identified as in the County and that it would not be eligible for state and federal funding. She said the Transportation Regional Incentive Program (TRIP) does give a 50/50 match. She explained that the roadway could serve as a regional roadway. It would relieve US 98 and provides connection to the west. Ms. Lex said FDOT encouraged Councilman Solis coordinating with Bay County and develop the application. She further stated that the first phase that needs to be done would be a Project Development and Environmental (PD&E) and funding could be requested. She said the Bay County LRTP does not envision the road being funded in the first phase until She said even though it is listed in the Cost Feasible Plan, it is not listed as one of the top priorities. Ms. Lex said Councilman Solis asked why projects pop up and he does not hear about them. Ms. Lex said she explained to him that FDOT has an umbrella contract, i.e. a district wide contract. The district wide contract will make operational improvements such as at intersections, and it is a push button. It does not elevate itself to the level of needing to go through all the phases and the cost can be handled under the umbrella contract. Chairman Nichols asked if these projects were posted on a web page. Mr. Ian Satter, FDOT, said lane closures are posted on their web site and social media are utilized to inform the public. Next Ms. Lex provided an update on four projects on SR rd Street to Baldwin Road Scheduled to be let in March Permitting is being done which has delayed it. There was a challenge to a permit. It is now expected to be let in September Baldwin Road to Jenks Avenue Expected to be let in May 2017 for construction. - Jenks Road to 77 Will not let until April The right-of-way acquisition is being finalized currently. - US 231 (the other side of 77) A PD&E had been started. As the PD&E progressed FDOT found that the road did not fail until Only one small segment failed at Therefore the PD&E was halted because they did not want to move forward with spending money on the project. Also FDOT did not want to move forward on a four lane PD&E. There are six lanes on the other side. Ms. Lex said they need to look at what will be needed to six lane the segment to provide continuity all the way across SR 390. Currently FDOT is finishing a scope for a feasibility study and will provide updates by the fall of Commissioner Dozier asked for status information regarding the flyover. Ms. Lex said Mr. Satter would update. Mr. Satter said the 23 rd Street and US 98 flyover is on track for 2019 fall completion. Work is being done currently and a ramp is being constructed along Gulf Coast College. There is also a temporary roadway being built to the south and will be used to transition traffic late March or early April A Facebook page has been set up for the project to provide the public with information. There is also information on FDOT s website. Chairman Nichols asked that the board members be included on FDOT s newsletter distribution.

PLANNING PRESENTATIONS (no action): Review of Fiscal Year (FY) Unified Planning Work Program (UPWP) Year 2 Ms. Washnock asked that members review the document to determine if there are any tasks the members would like staff to revise. She explained the document represented the budget and tasks for TPO Staff. Ms. Washnock said other TPO areas had added to the first year a Bicycle Pedestrian Master Plan and a freight advisory committee. She suggested the Bay TPO may want to add similar items. She asked that suggestions be sent to her by March 27, Ms. Washnock introduced a new West Florida Regional Planning Council (WFRPC) employee, Ms. Tiffany Bates. Ms. Bates is the TPO coordinator for Okaloosa-Walton. She will also be working with the military across the region. In addition Ms. Bates will coordinate the Transportation Symposium. The Symposium will be held November 8 th and 9 th of It will be held in Panama City at the Sheraton Bay Point. The WFRPC will be partnering with the Metropolitan Planning Organization Advisory Council for the Symposium. The WFRPC will also partner with the Florida Transportation Commission for the Symposium. 8. ACTION ITEMS FOR TRANSIT D. Consideration of Resolution BAY Approving the Federal Fiscal Year (FY) 2016/2017 Federal Transit Administration (FTA) Section 5307 Grant Application Program Projects Ms. Angela Bradley said she was requesting adoption of Resolution BAY 17-01, and notifying that the is applying to the FTA for Section 5307 Urbanized Area Formula Grant providing capital and operating assistance to the public transportation system. The total amount being requested is $2,983,835. Ms. Bradley said this is the first step to be able to apply for federal grants which is for the continuation of operating and capital assistance. A member of the audience asked what the cost is per ride on the trolley. Ms. Bradley said they have not broken the cost down per ride. She stated that they receive $700,000 for operating the trolley, and they match the $700,000. In addition there is maintenance, insurance, etc. She said she could bring a breakdown back to the board. Chairman Nichols asked if there were any comments from the public. There were none.

8 BAY COUNTY TPO TPO MEETING MINUTES February 22, 2016 Page 5 Mayor Brudnicki moved to recommend the TPO authorize the TPO chairman to sign Resolution BAY approving the Federal FY 2016/2017 Federal Transit Administration (FTA) Section 5307 Grant Application Program Projects. Commissioner Friend seconded the motion and it was passed unanimously. E. Consideration of Resolution Bay Approving the TPO Chairman to Authorize the Proposed Route changes for the deletion of Route 9, 4X, and the modification of Route 7 to create Route 8 Ms. Bradley, Bay County, said Route 8 was operating since December She said this was the final request to make changes to delete Route 4X, modify Route 7, and add Route 8 to the fixed route system. Also they were asking for the deletion of Route 9 from Bay Medical Center s off-site parking lot to Bay Medical Center. Ms. Bradley said the changes were published in the newspaper and no comments had been received. Commissioner Dozier moved to recommend the TPO authorize the TPO chairman to sign Resolution BAY to authorize the proposed route changes for the deletion of Route 9, 4X, and the modification of Route 7 to create Route 8. Commissioner Henderson seconded the motion and it was passed unanimously. F. Consideration of Resolution Bay Approving a lease Agreement with ARBOC Specialty Vehicles, LLC, for the use of an ARBOC Spirit of Liberty Transit Bus for a Period of 12 Months and to Approve and Execute a Joint Participation Agreement with the State of Florida Department of Transportation Ms. Bradley presented and stated that this action would allow the County to use an ARBOC fixed route vehicle. They will be able to evaluate the vehicle for the Florida Department of Transportation (FDOT). The vehicle will be leased from ARBOC International, and then a request will be submitted to receive the money back from FDOT. Ms. Bradley said they will evaluate the vehicle for maintenance and operational uses. The County will give feedback to FDOT and ARBOC may be on the next state contract. Commissioner Ashbrook moved to recommend the TPO authorize the TPO chairman to sign Resolution BAY approving a lease agreement with ARBOC Specialty Vehicles, LLC, for the use of an ARBOC Spirit of Liberty Transit Bus for a period of 12 Months and to Approve and Execute a Joint Participation Agreement with the State of Florida Department of Transportation. Commissioner Friend seconded the motion and it was passed unanimously. 10. TRANSIT UPDATE: Ms. Bradley reported that they are preparing for their FTA triennial review. FTA reviews all aspects including financial, operational, policies and procedures, records, Title VI, ADA, and procurements. The process will take place mid March 2017.

9 BAY COUNTY TPO TPO MEETING MINUTES February 22, 2016 Page 6 Ms. Bradley stated that at the December 2016 meeting the TPO requested that Ms. Bradley contact the FTA regarding the possibility of vehicle donations for non profit. Ms. Bradley contacted FTA and the understanding was that anything that the County has as surplus for vehicles or equipment, under $5,000, may be used as the County sees fit, i.e. surplus it or donate it. Chairman Nichols asked Ms. Bradley to bring options to the Board as to how to surplus items. He said there may be some organizations interested in vehicles. Ms. Bradley said they are in the process of applying for new FDOT grants for vehicles. She said they are in and the County is waiting to hear the results. Ms. Bradley said the County is working on the National Transit database, to put statistics from Accounting to Operational together into one system. At the end of the year they generate a report and compare the County s finances, operations, and ridership to similar systems. Ms. Bradley said the County received great coverage for their veteran surprise give back. The gentleman involved was a current rider. There was extensive media coverage. Ms. Bradley reported that they are still working on their online reputation campaign. She said she would share rider comments at the next meeting. 11. TRANSIT PRESENTATIONS Public Private Partnerships for Transit Shelters Ms. Bradley said she met with Mr. Chapman. She said the County was approached by Royal American to possibly have them assist in additional shelters. Normally the County does 8 to 10 shelters a year. They put up shelters at stops, add a pad for the shelter, add sidewalk if needed, add trash can, and add bicycle racks. Mr. Chapman would like to add three shelters to what the County normally provides every year. The shelters cost in improvements approximately $10,000 to $12,000 for each shelter. Mr. Chapman does not want to state where to place shelters. Mr. Chapman does request a small plaque indicating that he donated the shelter, or the non profit he represents. Chairman Nichols stated that it was great that Royal American stepped forward to participate in providing shelters. Commissioner Dozier asked how many shelters are needed to have 100%. Ms. Bradley said they need approximately 30 more shelters. First they need to replace shelters that are not ADA compliant. After that it is undetermined how many shelters are desired. Ms. Bradley said there are over 300 stops. There are various factors such as ditches prohibiting shelters at some stops.

11 ENCLOSURE A ALL COMMITTEES SUBJECT: Resolution BAY Adopting the Transportation Alternatives Program (TAP) Ranked Projects ORIGIN OF SUBJECT: FDOT LOCAL GOVERNMENT ACTION NEEDED: None BACKGROUND: The Transportation Alternatives Program (TAP) was authorized by Moving Ahead for Progress in the 21 st Century (MAP-21) and signed into law in July On December 4 th, 2015 the Fixing America s Surface Transportation (FAST) Act continued TAP. The TAP provides funding for projects that further develop transportation infrastructure for non-auto modes of transportation, including on and off-road pedestrian and bicycle facilities, bicycle/pedestrian connections to transit facilities, community improvement activities, and environmental mitigation activities. Recreational trail program projects, safe routes to school projects and various other projects also qualify. On June 10 th, 2013, the Federal Highway Administration (FHWA) released the Transportation Alternatives Program Guidance to assist MPOs and State DOTs with implementation of the program. Based on this guidance, TPO staff drafted project scoring criteria to be applied to projects within the BAY TPO boundaries. The criteria rank current and future projects based on safety, connectivity, public support, and other factors. A total of 5 applications from the area were submitted by March 1, The applications will be ranked according to adopted TAP ranking criteria. 12 RESOLUTION BAY A RESOLUTION OF THE BAY COUNTY TRANSPORTATION PLANNING ORGANIZATION ADOPTING THE FY 2018 TRANSPORTATION ALTERNATIVES PROGRAM PROJECT RANKING WHEREAS, the Bay County Transportation Planning Organization (TPO) is the organization designated by the governor of Florida as being responsible, together with the State of Florida, for carrying out the continuing, cooperative and comprehensive transportation planning process for the Planning Area; and WHEREAS, the Transportation Alternatives Program is authorized under Section 1122 of "Moving Ahead for Progress in the 21 st Century" (MAP-21); and WHEREAS, the TAP provides funding for projects that further develop transportation infrastructure for non-auto modes of transportation, including on and off-road pedestrian and bicycle facilities and bicycle pedestrian connections to transit facilities, community improvement activities, environmental mitigation activities, recreational trail program projects, safe routes to school projects, and various other projects; and WHEREAS, according to 23 U.S.C. 213(c)(5), each TPO area is required to select TAP projects through a competitive process in consultation with the state; NOW, THEREFORE, BE IT RESOLVED BY THE BAY COUNTY TRANSPORTATION PLANNING ORGANIZATION THAT: The 2018 Transportation Alternatives Program Project Ranking is hereby adopted. 14 ENCLOSURE B ALL COMMITTEES SUBJECT: Consideration of Resolution BAY Adopting the FY 2017-FY 2018 Unified Planning Work Program (UPWP) Year 2 (FY 2018) Amendments, Authorizing the TPO Chair to sign the FY 2017 Certifications and Assurances and Authorizing TPO Staff to apply for and execute a Federal Transit Administration (FTA) Section 5305 grant for use in FY ORIGIN OF SUBJECT: Title 23, Code of Federal Regulations, Section ; Florida Statutes Chapter (9) (a) (2); Bay County Transportation Planning Organization (TPO) Unified Planning Work Program (UPWP) LOCAL GOVERNMENT ACTION NEEDED: None BACKGROUND: The UPWP is a required product of the TPO. It describes the planning work tasks and budget for the TPO fiscal year (July through June). As defined in the Code of Federal Regulations, the UPWP is a statement of work identifying the planning priorities and activities to be carried out within a metropolitan planning area. At a minimum, a UPWP includes a description of the planning work and resulting products, who will perform the work, and the source(s) of funds (23 C.F.R ). The TPO adopts a new UPWP every other year. Spatial data is stored in a Geographic Information System (GIS) that provides transportation planners the ability to review and analyze roadway facilities, demographics, levels of service, traffic patterns, freight movement, transportation improvement projects, transit facilities, crash locations, existing and future land use, and other data as determined necessary through coordination with transportation staff and the Florida and Alabama Departments of Transportation. Previous Work Completed: The GIS Coordinator developed, collected, maintained, and analyzed spatial data that support all aspects of the TPO planning process. The GIS Annual Report, to be completed in June 2018, highlights GIS projects, data sources, and applications developed and collected during the fiscal year. 25 ENCLOSURE F ALL COMMITTEES SUBJECT: Congestion Management Process Plan (CMPP) Minor Update ORIGIN OF SUBJECT: Unified Planning Work Program (UPWP) LOCAL GOVERNMENT ACTION NEEDED: None BACKGROUND: The Congestion Management Process Plan is developed and implemented as an integral part of the transportation planning process in the. The CMPP is updated annually by utilizing the Florida Department of Transportation LOS Handbook. The purpose of the CMPP is to identify, monitor and rate the performance of transportation facilities (roadways, bike lanes, sidewalks and transit services) and to suggest strategies for managing demand, encouraging commuting alternatives and low-cost, short-term actions to alleviate congestion, thus enabling the CMPP to evaluate the performance of transportation facilities by identifying where the congestion exists. The identified congested corridors/segments/facilities and their recommended mitigation measures are coordinated into the long range planning process, where they are evaluated and prioritized. This allows the CMPP to be effectively integrated into the TPO s project prioritization process. The projects that are targeted for implementation in the Long Range Transportation Plan (LRTP) are then moved into project development and added to the Transportation Improvement Program (TIP) for funding. The funded projects are then monitored to evaluate the strategy effectiveness. This is a minor update and includes the updated performance measures table, traffic counts using the 2015 annual average daily traffic (AADT 2015), and recalculation of LOS based on FHWA/FDOT standards. Major updates to the CMPP will be completed in conjunction with the LRTP, updated every five years in TPO areas that are in attainment for air quality. ORIGIN OF SUBJECT: Local LOCAL GOVERNMENT ACTION NEEDED: None BACKGROUND: Pedestrians account for approximately 16 percent of all roadway fatalities. The majority of these deaths occur at uncontrolled crossing locations such as mid-block or intersections with no traffic signal or stop sign. It is unrealistic and counterproductive to expect pedestrians to travel significantly out of their way to cross a roadway. From January 1 to April 8, 2017, there have been 23 pedestrian and 14 bicycle crashes in Bay County. In 98 days, three pedestrians have died. This accounts for 60 percent of all crash-related fatalities in the county this year. This presentation includes the latest innovations from the Federal Highway Administration (FHWA) that are proven to reduce pedestrian deaths. Safe Transportation for Every Pedestrian (STEP), is a part of Every Day Counts (EDC), an initiative that began in EDC is a state-based model designed to identify and rapidly deploy innovative and underutilized technology to enhance safety. The TPO approved and an application from Mr. Josh Petty for the Citizens Advisory Committee (CAC). This action is derived from the Public Participation Process Plan which requires that an application form for all new potential CAC members be completed and approved by the TPO. TRANSIT ADMINISTRATION The TPO adopted Resolution Bay which approved the Federal Fiscal Year (FY) 2016/2017 Federal Transit Administration (FTA) Section 5307 Grant Application Program of Projects. This action reflects compliance with 23 Code of Federal Regulations (CFR) Annual Listing of Obligated Projects; and the TPO effort to secure capital and operating assistance for the public transportation system operated as Bay Area Transportation/Bay Town Trolley for FFY 2016/

31 The TPO adopted Resolution Bay which approved the TPO Chairman to authorize the proposed route changes for the deletion of Route 9, 4X, and the modification of Route 7 to create Route 8. This action is due to the Bay Area Transportation/Bay Town Trolley providing a new route to service the VA medical clinic. The TPO adopted Resolution Bay which approved a lease agreement with ARBOC Specialty Vehicles, LLC, for the use of an ARBOC Spirit of Liberty transit bus for a period of 12 months and to approve and execute a joint participation agreement with the State of Florida Department of Transportation. This action reflects the cooperation between the TPO and FDOT by allowing the TPO to work with the FDOT Transit Research Inspections and Procurement Services (TRIPS) program by conducting a design evaluation of the above described medium duty transit bus for 12 months. Mr. Kirkland stated that FDOT needed a letter of support for the SIS designation for the new port extension, which will be the designation of highway connector along North East Avenue, State 389, for the New East Port facility entrance to US 231 as a SIS connector. They were also designating the rail spur from the Bay Line Mainline along US 231 as a SIS connector. Mr. Kirkland said a letter of support was needed to submit the package to FDOT s central office in Tallahassee for approval in order to add it to the SIS. Mr. Lincoln moved to recommend the TPO authorize the TPO chairman to sign a Letter of Support for the Port of Panama City East Terminal Expansion and Related Improvements to the SIS. Mr. Pretlow seconded the motion and it was passed unanimously. B. She stated that it is a minor arterial road and does not function as a major roadway. It should not have been on the National Highway System. Consideration of Citizens Advisory Committee (CAC) Application from Mr. Josh Petty Chairman Frolich stated that Mr. Josh Petty submitted an application to join the CAC. Mr. Petty introduced himself to the CAC. He stated that he has a family owned business and has 30 to 35 trucks on the road traveling from Panama City to Tallahassee and Navarre on a daily basis. He said the traveling gives him insight to how roads are used and what needs more work. 22

34 Mr. Lincoln moved to approve Mr. Josh Petty as a member to the CAC. Mr. Pretlow seconded the motion and it was passed unanimously. 6. FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) UPDATE Ms. Lex presented with a Power Point presentation. She demonstrated how projects can be reviewed on the web page. There was general discussion. Mr. Stevenson asked that project information be available on the FDOT website in a manner that did not require extensive searching by citizens. He asked that projects that are under consideration only be included on the website. Ms. Lex verified that he wanted the main web page Chairman Frolich asked that at the next meeting Ms. Lex bring information relative to the Sports Complex ingress and egress plans. He wanted to know what intersections additionally will be signalized. Chairman Frolich stated that before there is a public meeting held the Citizens Advisory Committee should be informed. Chairman Frolich asked for updated information about the SR 79 intersection improvement, and also for the R. Jackson intersection. Ms. Lex said they are progressing in the SR 79 intersection and a new road is being brought into the intersection. She said she met with Councilman Solis last month about projects in Panama City Beach. Councilman Solis said work is being done that he is not aware of on the projects. Ms. Lex said she explained to Councilman Solis that FDOT has an umbrella contract in their Operations Department. When asked to make an improvement it will move forward under the umbrella contract and is not given a specific project number. She said if there are questions to contact her and she will provide information. Ms. Lex said that during spring break sidewalks constructions will be completely stopped and that roadway construction projects will only be done during the nighttime hours. Chairman Frolich asked for an update on the Gulf Coast Parkway project, and in conjunction with that, the West Bay Parkway. He wanted to know the status on the PD&E. Ms. Lex said this was not currently being looked at and that she would get information. She said she could provide updated information on SR 390. Ms. Dorwarth asked why there is not communication and that she wanted to know why the TPO does not have visibility on local projects. Ms. Washnock stated that if anyone had specific questions the TPO could attempt to find information and bring it back to the next meeting. Ms. Lex said Luke Road Phase 2 is not a project, but rather a concept. She said the project is not envisioned in any planning stage within the TPO s documents for almost 20 years. She stated that Panama City Beach sees it as an important project and they want to find ways to advance it. 23

35 Chairman Frolich said they have been provided some maps indicating with a red line on the west side of SR 79, north of US 98, that says Back Back Beach Road. He said it is not a project priority and it hasn t been funded; however, it is a concept. Chairman Frolich said there are too many projects to come before the CAC. He said they have to identify projects for which further information is desired, and provide it to the TPO so they TPO can come back to the CAC with specific information. Ms. Lex said the Transportation Improvement Plan (TIP) is a good resource that is a comprehensive list of all the projects, local and state. She said the first four years are looked at as being funded. She said when the TIP is developed the reaches out to the local governments, and requests that the local governments send them their capital improvements plan. If a project is in the local government s capital improvements plan it would be represented in the TIP. Ms. Lex said she would send the information in the TIP and some references that would show where people can get local and state project information. Ms. Lex said on SR 390 there are three segments, i.e. three phases of construction: 1. Segment 1 From 23 rd Street to Baldwin Road This was to move forward soon; however, there has been a challenge in court to the environmental permit. It has been delayed and is anticipated to move the March date for letting for construction to the summer or early fall. 2. Segment 2 SR 390 from Baldwin Road to Jenks Avenue Project is expected to let in May 2017 for construction. Construction should start three months after May. 3. Segment 3 From Jenks to east of SR 77, Ohio Avenue Scheduled to let in April Acquisition of right-of-way is being finalized presently. Ms. Lex said on the other side from US 231 to SR 77, FDOT had a PD&E underway to four lane SR 390. She said the PD&E informed FDOT that the road did not fail. There was only one small segment that would fail, and it would not fail until FDOT reconsidered data and it did not make sense to four lane when the other side of the road was being six laned. A full feasibility study will be done which will feed into a PD&E. FDOT will be looking into six laning the segment on SR 390. Mr. Miller referred to the segment of SR 390 from SR 77 back to US 231 and asked if there had been consideration of the new construction that has been announced as coming on the road. He was referring to construction of apartments and houses, and a new elementary school. Ms. Lex said the feasibility study FDOT will be doing will take into account the land use and development. She said the PD&E did not show a need to build four lanes at this time. She said they were considering it for six laning. She said she will inform the project manager that there is some permitting going on in the area. Mr. Lincoln asked Ms. Lex to provide an update on the closures of medians on Back Beach Road, or Panama City Beach Parkway. Ms. Lex said they tried to close those medians with the last resurfacing. FDOT advertised a public meeting and showed the median closures. She said there was extreme push back on the subject. Therefore, as part of the resurfacing project, FDOT did not look to close the medians. She said those median closures are identified as part of the roadway construction in the capacity project when it becomes six lanes. 24

36 7. PLANNING PRESENTATIONS (no action): A. Review of Fiscal Year (FY) Unified Planning Work Program (UPWP) Year 2 Ms. Washnock said there is a two year budget for the Transportation Planning Organization (TPO). She said they are upon the second year and asked that the advisory committees, public, and TPO members look at the budget and associated activities. Ms. Washnock asked that suggestions for adjustments or added activities for the second year be sent to her by March 27, Ms. Washnock announced that the Transportation Symposium will be held in Panama City at the Sheraton Bay Point. The symposium will be held November 8 th and 9 th of INFORMATION ITEMS FOR PLANNING (no presentation necessary) Chairman Frolich advised that included in the agenda packet were the following: Air Quality Status Report Florida Department of Economic Opportunity s (DEO s) Review Letter for FY through FY Regarding the TIP December 7, 2016 Actions Report December 7, 2016 Advisory Committee Meeting Minutes Mr. Stevenson said regarding the air quality control that the station is out at St. Andrews Park, and is close to the gulf. He said the station needs to be in town and closer to where the populous is located. Chairman Frolich asked who would look into air quality monitoring. Ms. Lex said FHWA requires that air quality be monitored. She said either one is in attainment or in non-attainment. She said the state of Florida is in attainment. Some projects were put into place that help with relieving congestion which will improve air quality. Chairman Frolich asked how representative the St. Andrews gathering station is, given that it is not close to the major population areas. Ms. Lex said she would contact Central Office because it is an issue for the state. She said she would find out how air quality is monitored, where it is monitored, and any other pertinent information, and bring it back to the CAC. 9. ACTION ITEMS FOR TRANSIT A. Consideration of Resolution BAY Approving the Federal Fiscal Year (FFY) 2016/2017 Federal Transit Administration (FTA) Section 5307 Grant Application Program Projects Ms. Bradley said the Program of Projects was outlined in the agenda and included a breakdown of where the funds were being spent. She said it was a requirement for the federal government, prior to applying for the Federal Transit Administration grants. She stated this was for ongoing 5307 grants used yearly to keep the trolley and Bay Area Transportation for door-to-door service running. Mr. Lincoln moved to recommend the TPO authorize the TPO chairman Approve the FFY 2016/2017 FTA Section 5307 Grant Application Program Projects. Ms. Dorwarth seconded the motion and it was passed unanimously. B. Consideration of Resolution BAY Approving the TPO Chairman to Authorize the Proposed Route changes for the deletion of Route 9, 4X, and the modification of Route 7 to Create Route 8 25

37 Ms. Bradley said the changes were discussed previously and currently there is a temporary Route 8 running very well. There were modifications to Route 7. Route 4X (an express route) was deleted and there were no complaints to date from riders. Route 4 is still in existence. Mr. Keen, of First Transit, explained the change with the newly created Route 8. He said the route was running on a temporary basis, and runs counter to Route 7 along Thomas Drive and Front Beach Road. Route 8 adds service to the new VA Clinic on Magnolia Beach; it restores bidirectional travel along Thomas Drive and Front Beach. Route 8 also utilizes the parking lot that is owned by the City of Panama City Beach, as well as the south Thomas Drive transit lane. Mr. Lincoln said many veterans approached him and said great things about Route 8 going to the VA Clinic. Mr. Keen said in January 2017 Route 8 provided over 800 rides. Ms. Dorwarth asked if they are going to replace transit shelters which were ripped out on Thomas Drive. Mr. Keen said the actual stops have not been completely identified along Route 8. He said they will begin with the mirrored stops from Route 7 that were there before. They will have to be identified as to whether they meet ADA requirements. Ms. Dorwarth said she would like to be involved. Mr. Keen thought Ms. Dorwarth was concerned with a shelter that was removed at a stop at Magnolia Drive. Ms. Dorwarth said other transit stops were removed. She said a stop was removed where she lives and there are 40 disabled residents at that location that used the stop. She said a stop was also removed at a nursing home. Mr. Keen asked to meet with Ms. Dorwarth to discuss where stops are needed. Mr. Akins asked if there would be a trolley stop at 23 rd Street and US 390 in front of Burger King, or if it was going to be moved. Ms. Bradley said the trolley stop was displaced. She said they are looking into identifying another stop. Ms. Bradley said they are also evaluating stops for Route 8 that were on the other side of Thomas Drive. She said they can apply for grant money to replace the stops. Mr. Stevenson said he has received complaints regarding the need for pull offs to allow people to access the bus with wheelchairs and bicycles, without holding up traffic. Ms. Bradley said they are coordinating with FDOT on some of the projects. Mr. Miller asked if there will be a stop at 17 th Street and SR 77 at the new pizza location. Ms. Bradley said it is being evaluated and they are communicating with the City. Chairman Frolich asked if they are utilizing the KMart parking lot for transfers or the location by Wonder Works. Ms. Bradley said they are still utilizing what used to be the KMart location. She said eventually they will use the transfer point on Panama City Beach, at the multi center. She said they have to make improvements to utilize it with the ADA guidelines. Presently the KMart parking lot is being used for the transfer point. Mr. Lincoln moved to recommend the TPO authorize the TPO Chairman to Approve the Proposed Route changes for the deletion of Route 9, 4X, and the modification of Route 7 to create Route 8. Mr. Miller seconded the motion and it was passed unanimously. 26

Consideration of Resolution Bay 17-03, Approving a Lease Agreement with ARBOC Specialty Vehicles, LLC, for the Use of an ARBOC Spirit of Liberty Transit Bus for a Period of 12 Months and to Approve and Execute a Joint Participation Agreement with the State of Florida Department of Transportation Ms. Bradley said FDOT is asking them to evaluate the ARBOC specialty vehicle that is a median duty transit fixed route vehicle. The vehicle will be evaluated operationally and mechanically for one year. The vehicle will be leased from ARBOC International, and then a request will be submitted to receive the money back from FDOT. Feedback will be given to FDOT. FDOT will determine if ARBOC will be on the next state contract. Mr. Lincoln moved to Approve a Lease Agreement with ARBOC Specialty Vehicles, LLC, for the Use of an ARBOC Spirit of Liberty Transit Bus for a Period of 12 Months and to approve and Execute a Joint Participation Agreement with the State of Florida Department of Transportation. Mr. Stevenson seconded the motion and it was passed unanimously. 10. TRANSIT UPDATE: Ms. Bradley said they are preparing for the FTA triennial review. The federal government will meet with them for three days in March Ms. Bradley said the TPO requested that she make contact with FTA to consider donating a bus to a nonprofit. She said there is some question as to whether they will have to reimburse FTA, even if the bus is surplus. Ms. Bradley is working with FTA to receive the answer. Ms. Bradley said they are working on applying for new FDOT grants. Presently they are doing a national transit database. All their statistics from accounting through operating are entered into one database and a report is issued at the end of the year. The report is used for comparing with similar transit entities. Chairman Frolich asked for an update on what happened at the last TPO meeting regarding a request for a transit subcommittee. Ms. Bradley said there was a request for a transit subcommittee. She said the request has been deferred until a later date. Her understanding was that the TPO did not see a need for another committee at the present time. 11. TRANSIT PRESENTATIONS Public Private Partnerships for Transit Shelters Ms. Bradley stated that was a request from Royal American to partner with them to add shelters. There was consideration being given for three shelters this year, and three shelters next year. Each shelter would cost approximately $10,000. She said the shelters would not replace the shelters already being established, but rather be an addition. She said Royal American asked for a small plaque in the shelters, relating who donated the shelter. 12. INFORMATION ITEMS FOR TRANSIT a. Transit Financial and Operating Report 27

39 Ms. Bradley said ridership continues to increase resulting in increasing fare box revenues. She said the operating costs are 50/50, meaning they have a 50/50 match with the federal government. Chairman Frolich asked if there were any issues with the discontinuation of the Bay Medical connector. Ms. Bradley there were not any issues, and she thought Bay Medical did not have offsite parking any longer so a shuttle was not needed. Chairman Frolich asked for an explanation for the slight drop in ridership in September ridership and revenue. Ms. Bradley said she was not sure why there was a decrease; however, she would find out. Chairman Frolich asked if there would be any transit issues during spring break. Ms. Bradley said they have two vehicles running presently. She said there is an option to add a third vehicle if needed. Mr. Stevenson asked if matching funds are based on ridership or revenue. Ms. Bradley said the matching funds are based on both. Mr. Stevenson said the public has told him that they want the revenue brought down as low as possible per rider, and asked if they would entertain transfers from bus to bus. Ms. Bradley said there is an overall cost. Then they take the fare box revenue and reduce it. Once the fare box revenue is reduced the number is then split 50/50 for the match. She said they are at capacity with the $700,000 total they receive. She related that when the population exceeds 200,000 they will be in a different category and can receive more operating revenue. 13. OTHER BUSINESS The next meeting will be at 3:30 p.m. at the Bay County Government Center. Approving the TPO Chairman to Sign a Letter of Support for the Port of Panama City East Terminal Expansion and Related Improvements to the Strategic intermodal System (SIS) Ms. Suzanne Lex, FDOT, introduced Mr. Ray Kirkland, FDOT SIS Coordinator. Mr. Kirkland stated that FDOT needed a letter of support for adding the new port facility to the SIS. He said they were including the designation for the highway connector along North East Avenue, State Road 389, for the Newport East facility to the US 231 as a SIS connector for the highway. They were also designating the rail from the Bay Line along US 231 as a SIS connector. A letter of support was needed to submit the package to FDOT s central office in Tallahassee for approval in order to add it to the SIS. Chairman Fravel said East Avenue is proposed to be added to the SIS. He asked if it had to be a state road to be added to the SIS. Mr. Kirkland said it did not have to be a state road to be added to the SIS. A motion was made to recommend the TPO authorize the TPO chairman to sign a Letter of Support for the Port of Panama City East Terminal Expansion and Related Improvements to the SIS. The motion was seconded the motion and it was passed unanimously. B. Consideration of the National Highway System and Authorizing the TPO chairman to Sign the Application for the National Highway System Update to the Ramp from U.S. 98, Panama City Beach to S.R. 30A, Front Beach Ms. Lex said the connector piece was placed on the National Highway System and does not meet the criteria to be on the National Highway System. The application will allow FDOT to remove it from the National Highway System. A motion was made to recommend the TPO authorize the TPO chairman to sign the Application for the National Highway System Update to the Ramp from U.S. 98, Panama City Beach to S.R. 30A, Front Beach. The motion was and it was passed unanimously. 6. FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) UPDATE Ms. Lex advised FDOT has a website called Northwest Florida Roads. She said she will send a link of the website to Ms. Jenny Cook, and asked that Ms. Cook distribute the link to the TCC members. Ms. Lex said on the website there is a list of current and future SIS projects. The website was updated by FDOT to include the additional information on the flyover. Also there is a video on the website that shows the new traffic patterns on the flyover. Ms. Lex said she met with Councilman Solis and he had questions on projects for Panama City Beach. Specifically Councilman Solis asked about construction during spring break. Ms. Lex said there will be no construction projects during spring break. Councilman Solis also requested information regarding the second phase of the road. Ms. Lex said it is included in the Cost Feasible Plan only for the preliminary phase. She said updated information will be made available to the TCC members as it becomes available. Regarding the intersections of 79 and Back Beach Road, and 79 and Bay Parkway, Ms. Jenkins asked 30

42 if there would be construction work done at night during the spring break. Ms. Lex said there may be night work done; however, there would be no construction done during the day time. 7. PLANNING PRESENTATIONS (no action): Review of Fiscal Year (FY) Unified Planning Work Program (UPWP) Year 2 Ms. Washnock said the UPWP will be brought to the TCC in April 2017 for action. She stated that the document outlines the budget for the Transportation Planning Organization for Bay County. Ms. Washnock asked that members review the UPWP tasks and advise of any items that could be improved or added to the UPWP. She said last year for Florida-Alabama UPWP a Bicycle Pedestrian Master Plan was added. Also a freight advisory committee was added for the Florida- Alabama area as well. Ms. Washnock introduced a new WFRPC employee, Ms. Tiffany Bates. Ms. Bates will be working with the Okaloosa-Walton TPO, and with the military installments across the region. Ms. Washnock advised that there will be a Transportation Symposium on November 8 and 9, It will be held in Panama City at the Sheraton Bay Point. The WFRPC will be partnering with the Metropolitan Planning Organization Advisory Council for the Symposium. The WFRPC will also partner with the Florida Transportation Commission for the Symposium. 8. Ms. Bradley said the public was notified of the changes. One of the TCC members related that during December 2016 there were 530 riders on the temporary route. In January there were 840 riders, and in February there was expected to be over 800 riders. A motion was made to make the route changes permanent; the motion was seconded and the motion was passed unanimously. 31

Consideration of Resolution Bay Approving a lease Agreement with ARBOC Specialty Vehicles, LLC, for the Use of an ARBOC Spirit of Liberty Transit Bus for a Period of 12 Months, and to Approve and Execute a Joint Participation Agreement with the State of Florida Department of Transportation Ms. Bradley said the vehicle to be utilized is an ARBOC fixed route transit vehicle. She said the County was working with FDOT to evaluate the vehicle to determine if it will be on the state contract when the contract is updated. This is a joint participation agreement with FDOT. The County will use the vehicle for one year. The County will pay monthly for use of the vehicle and FDOT will reimburse the County. The County will submit data to FDOT on maintenance and operational items. A motion was made to recommend the TPO authorize the TPO chairman to sign Resolution BAY approving a lease agreement with ARBOC Specialty Vehicles, LLC, for the use of an ARBOC Spirit of Liberty Transit Bus for a period of 12 Months and to Approve and Execute a Joint Participation Agreement with the State of Florida Department of Transportation.. The motion was seconded and it was passed unanimously. 10. TRANSIT UPDATE Ms. Bradley said they are working on their triennial review which is the FTA s review of the transit program. The review is an audit of financial, maintenance, and operational items. Documents will be given to the FTA as required and the FTA will be on site in March. Ms. Bradley said an update will be given after March with the results of the audit. Ms. Bradley reported that under their veteran s initiative and introducing Route 8 to the VA Clinic, a year s pass for the trolley was given to a veteran. 11. TRANSIT PRESENTATIONS Public Private Partnerships for Transit Shelters Ms. Bradley said Royal American requested to partner with them on transit shelters. Mr. Chapman, from Royal American, will be attending the TPO meeting to explain his request. Mr. Champan funds a certain amount of the trolley stops and shelters, and in return he will be recognized, or his non-profit organization will be recognized, with a plaque on the shelters. Ms. Bradley said she will bring the agreement before the TCC and the TPO once the agreement is in place. Mr. Bradley is proposing to build three shelters in 2017 and possibly three shelters in The cost per shelter is approximately $10, INFORMATION ITEMS FOR TRANSIT Included in the agenda packet were the following: a. To enable the public private partnership with Royal American the Memorandum of Understanding must be adopted. The MOU is for donation of funds increase the trolley shelters within the BTT (Bay Town Trolley) service area. 46 RESOLUTION BAY A RESOLUTION OF THE BAY COUNTY TRANSPORTATION PLANNING ORGANIZATION AUTHORIZING EXECUTION OF AN MEMORANDUM OF UNDERSTAING, WITH ROYAL AMERICAN TO ACCEPT FUNDS ON BEHALF OF BAY TOWN TROLLEY, FIXED ROUTE TRANSIT SYSTEM FOR THE PURPOSES OF PLACING TRANSIT SHELTERS THROUGHT THE BAY TOWN TROLLEY SERVICE AREA WHEREAS, the Bay County Transportation Planning Organization (TPO) is the organization designated by the Governor of the State of Florida as being responsible, together with the State of Florida, for carrying out the continuing, cooperative and comprehensive transportation planning process for the Planning Area; and WHEREAS, the TPO wishes to enter into an agreement with Royal American in the form of an Memorandum of Understanding as attached to provide eight (8) trolley shelters in two years from the date of the adoption; and WHEREAS, the TPO has applied and continues applying for funding to build transit shelters for the Bay Town Trolley Service Area which consist of approximately five (5) shelters per year; and NOW, THEREFORE BE IT RESOLVED BY THE BAY COUNTY TRANSPORTATION PLANNING ORGANIZATION (TPO) THAT: The TPO authorizes the TPO Chairman to sign the Memorandum of Understanding (MOU) with Royal American Companies for Fiscal Years 2017 and Passed and duly adopted by the Bay County Transportation Planning Organization this day of BAY COUNTY TRANSPORTATION PLANNING ORGANIZATION BY: Michael L.
