The Technical Advisory Committee (TAC) recommends approval of the CSA and the related scope of services. 8. OTHER ACTION ITEMS A. Public Hearing on Draft Amendments to the FY 2016/ /21 Transportation Improvement Program (TIP) (Tab 2) (ROLL CALL VOTE REQUIRED) The Board will hold a public hearing to consider amendments to the TIP. These amendments are needed to ensure the receipt of federal funds for the subject projects. The TAC recommends approval. B. Approve Letter of Support for FASTLANE Grant Application for Central Florida Freight Corridor (US 27/SR 60) Multimodal Mobility Enhancement Improvements Staff will request the Board to approve a letter of support for the referenced grant application. 6 1. CALL TO ORDER Chairman Don Selvage called the TPO Board meeting to order at 9:00 a.m. 2. CHAIRMAN S ANNOUNCEMENTS Chairman Selvage announced that Tom Palmer of the Ledger has retired and will be missed. He also congratulated Ms. Cherie Edwards, TPO staff on her recent wedding. 3. CONFIRMATION OF QUORUM Cherie Edwards, TPO Office Manager confirmed a quorum with 11 voting members and 2 alternates in attendance. Vice Mayor Collins Smith represented the South County Block and Mayor Charles Lake represented the East County Block. 4. OPPORTUNITY FOR PUBLIC COMMENT Chairman Lindsey opened the floor for public comment. Seeing none the hearing was closed. 5. STAFF INTRODUCTION Chairman Selvage read short biographies of Ronnie Blackshear, TPO s Director and Diane Slaybaugh, one of TPO s Sr. Transportation Planner. 6. AGENDA REVIEW Tom Deardorff, TPO Executive Director, briefly reviewed the updated agenda. Item C, the First amended and Restated Interlocal Agreement Creating the Central Florida MPO Alliance was added the Consent Agenda. No other changes were noted. Randy Mink, TPO s Attorney cautioned Board members on reply all when corresponding back to TPO staff. Board members should only reply to the staff which ed them and not use reply all. 7. CONSENT AGENDA Motion: Commissioner Jim Malless motioned to approve the Consent Agenda as presented. Mayor Charles Lake seconded the motion. Motion carried without dissent. 8. OTHER ACTION ITEMS Ryan Kordek, TPO staff presented Items 8A B A. Public Hearing on Draft amendments to the TPO s Fiscal Years 2016/ /21 Transportation Improvement Program TPO staff presented 2 TIP Amendments. The first amendment is the addition of the Roll Forward Report. These projects were not committed in the previous state fiscal Page 2 of 4

7 year and, therefore, must be included in the current TIP which became effective October 1 st. The other amendment is Notices of Grant award letters. These grants originate from the Statewide Bus Purchase Program and are not in the Polk Work Program or TIP. The 5 organizations who received these grants were Elder Point Ministries, LAMTD, Peace River Center, Sunrise Community of Polk County and Alliance for Independence. The TAC has recommended approval of the amendments. Public hearing was opened to the public. Seeing no one the hearing was closed. Motion: Commissioner George Lindsey motioned to approve the amendments as presented. Commissioner Nat Birdsong seconded the motion. Roll call vote was unanimous. B. Review/Comment on Florida Department of Transportation (FDOT) and Florida s Turnpike Enterprise FY 2017/ /22 Draft Tentative Work Program TPO staff briefly reviewed the work program. FDOT staff presented a video which reviewed the Work Program. TPO s Priority Road projects were reviewed Staff Recommend the TPO Board endorse the FDOT and Turnpike Enterprise new Draft Work Programs for Polk County and request FDOT to Advance the PD&E Study for SR 659 (440274) to an earlier year and also fund the Design phase. TMA SU funds are available to fund these phases. Staff also request the Design phase and fund Construction for the Ridge Scenic Highway Park-to-Park Connector (440347) in Dundee, US 17 Sidewalk (440339) Winter Haven and Program PD&E Study for the Tenoroc Trail (Phase I), Program CST for the Exit 38 interchange ( ) and SR 33 widening ( ) at the earliest opportunity.. TPO s Liaison, Lori Carlton stated that she could not make any promises, but would try to see if she could get some items moved up to earlier years. Motion: Commissioner George Lindsey motioned to approve the request of the TAC as presented with emphasis being put on the Bartow Northern Connector. Commissioner Jim Malless seconded the motion. Motion carried without dissent. 9. PRESENTATIONS A. Update on Bicycle and Pedestrian Safety Coalition Tom Deardorff, TPO staff presented the update on the Bicycle/Pedestrian Safety Coalition. The Roadway Safety Audits are an example of engineering solution aimed at increasing bicycle and pedestrian safety. At the Polk Vision s September meeting it was decided that they would make the coalition in alignment with Polk Vision. Mr. Deardorff met with Secretary Hattaway and Amanda Day of Best Foot Forward in Orlando. This item was presented for informational purposes only. B. Project Highlights Two Complete Street Corridors William Roll, Kimley-Horn and Associates staff presented Highland Street/Greenwood Street in Lakeland and Lucerne Park Road in Winter Haven. The primary project sections of the Lakeland project runs from Wabash Avenue to Central Avenue, is one mile long. and is projected to cost $1.62 million. The Winter Haven project runs from Avenue Y NE to Old Page 3 of 4

8 Lucerne Park Road and is 1.01 miles in length and is projected to cost $375,000. The next step is ongoing prioritization will continue and local governments will submit funding applications. 10. 11 Consent Agenda Item: C EXHIBIT A SCOPE OF SERVICES TECHNICAL MEMORANDUM SIDEWALK COVERAGE FOR SCHOOLS AND TEN SCHOOL EVALUATIONS DESCRIPTION OF SERVICES The TPO has adopted an objective in the 2040 Long Range Transportation Plan to provide transportation infrastructure and services that support livable communities and ensure mobility for all residents. It has established a performance target of 100% sidewalk coverage within one mile of elementary, middle and high schools. To help meet this target, the TPO will engage consultant services to evaluate sidewalk coverage within one mile of public schools in Polk County. This evaluation will include a systematic Geographic Information System (GIS) based analysis to identify the schools that fall within the bottom third percentile for sidewalk coverage and a more detailed analysis of sidewalk coverage and gaps will be conducted for the ten lowest scoring schools (least amount sidewalk coverage). SERVICES TO BE PROVIDED Primary Task: One (1) technical memorandum will be prepared by the consultant under this scope of work. Purpose: Evaluate sidewalk coverage on collector and arterial roadways (based on the TPO 2016 Roadway Network Database) within one (1) mile of schools and identify priority candidate projects to eliminate sidewalk gaps and improve lighting conditions. Perform evaluations for ten schools with poor sidewalk coverage and identify needed improvements to sidewalks and lighting on arterials and collector roadways that can be considered as candidate priority projects. Components of this Effort: Identify existing sidewalks on at least one side of all arterial and collector roads within one mile of all Polk County public schools. The one mile analysis will be based on actual walking distance to/from the school on arterial and collector roadways, not a generalized one mile buffer from the school; Based on this analysis, identify schools in the bottom third percentile for existing sidewalk coverage; and Perform detailed analysis of ten schools identified in the bottom third for sidewalk coverage. The selection of the schools subject to detailed analysis will occur through 1

The detailed analysis will identify needed improvements to sidewalks and lighting on arterial and collector roadways that can be considered for future priority projects. Additional Tasks: As part of the assignment, the consultant will organize and participate in the following meetings: One (1) kickoff meeting with TPO staff; and Up to one (1) meeting with the Polk Vision Infrastructure Task Force and/or other local government staff. Deliverables: The consultant will produce one (1) technical memorandum (approximately pages including tables, maps and info graphics) detailing the elements discussed under the Primary Task section of the statement of work. One (1) Draft and (1) Final version of the technical memorandum will be provided to the TPO. Digital media (including documents, maps, GIS files and graphics) produced in the development of the project will be provided to the TPO at the conclusion of the project. District One Secretary Florida Department of Transportation (FDOT) Post Office Box 1249 Bartow, Florida Dear Secretary Nandam, On behalf of the Polk TPO, I am writing to you in support of the Florida Department of Transportation (FDOT) and its application for federal funding through the US Department of Transportation (USDOT) FASTLANE Grant program for the Central Florida Freight Corridor Multimodal Mobility Enhancement (US Highway 27 / State Road 60) project. Deemed the #1 trucking route in the State by the Florida Trucking Association, US Highway 27 is a major regional freight corridor and designated as a hurricane evacuation route by the Florida Division of Emergency Management. State Road 60 in Polk County is a major regional eastwest freight corridor and hurricane evacuation route bordered by several freight logistics clusters, with a variety of manufacturing, warehousing, intermodal operations and distribution centers. This multi-component project featuring interchange modification, lane additions and railwayhighway grade separation will facilitate faster and safer truck travel, reduce crashes, eliminate train crossing delays and increase overall capacity. The project will greatly enhance the overall transportation experience for users of all transportation modes and will have positive outcome effects on the economy, mobility, safety, and community and environmental conditions of Polk County. Project Description (150 words max) US27, the #1 trucking route in the state per the Florida Trucking Association, is a major regional freight corridor and vital link between Miami and Central Florida. SR60 in Central Polk County is one of the highest volume coast-to-coast corridors for the state. The at-grade rail crossing four miles west of the US27/SR60 interchange is the CSX S-Line where 16 to 20 trains a day cross SR60. The Central Florida Intermodal Logistics Center (ILC) with over 800 trucks per day departing/returning from locations all across the state via US27 and SR60 is located less than 3 miles from this rail crossing. Both highways are identified for designation as Critical Rural/Urban Freight Corridors, are part of the state s Strategic Intermodal System (SIS), and are designated hurricane evacuation routes. This multi-component project enhances and improves multimodal mobility at and around this critical freight cross-road for the State of Florida by modifying an inefficient interchange configuration to a Single Point Urban Interchange (SPUI) at US27/SR60, it widens the existing US27 highway from 4 to 6 lanes to accommodate the significant increases in truck volume, and separates the at-grade rail crossing on SR60. These improvements will facilitate faster and safer truck travel along this key freight corridor, reduce crashes, eliminate train crossing delays, and increase overall capacity in this critical freight junction along the spine of Florida in the middle of the three largest metropolitan areas of the state, Tampa- Orlando-Miami. 4. Primary Selection Criteria 1. Economic Outcomes US 27 is one of the state s most important freight routes and is considered the spine of Florida s freight transportation. This interchange improvement and the associated roadway expansion it supports will reduce travel times and improve reliability for a significant number of trucks shipping goods in central Florida. The location is already heavily traveled: approximately 29,000 vehicles travel US 27 near SR 60 each day. A significant portion of the traffic on the ramps is trucks. Truck traffic is around 20% on much of the interchanges on/off ramps. Capacity limitations are looming: Significant increases in traffic volumes are forecasted along US 27 in Polk County. The US 27 Transportation Alternatives study identified capacity challenges and concerns along US 27 in Polk County. The US 27 northbound and the SR 60 eastbound on ramps, as well as the US 27 southbound and the SR 60 eastbound off ramps are projected to operate at LOS F and significant delays by 2030 (US 27 Purpose and Need Technical Memorandum, February 2016). This project improves the connections between the ILC and the #1 trucking route in the state. Currently over 800 trucks a day leave the ILC, carrying regional, national and international cargo on their last mile. Almost all these trucks use SR 60 and then US 27 on their outbound and inbound trips. Removing the delays and reducing crashes in this cross-road will reduce shipping costs for many international and domestic goods passing through the ILC. 2. Mobility Outcomes Reducing congestion will improve system performance. The interchange improvements will create less restrictive turning movements and more clearance providing for better traffic flow. Page 2 of 3

37 The grade-separation for the rail crossing will provide uninterrupted traffic flow for both modes vehicle and rail. 3. Safety Outcomes The interchange has a high crash rate. According to the Project Traffic Report (PTR): US27 from the Highlands County Line to North of SR60 PD&E Study, prepared for Polk County in 2016, the US27/SR60 interchange crash rate exceeds the FDOT average for similar facilities. Between 2007 and 2011, the US27/SR60 interchange had 105 crashes, more than any of the other major intersections studied along that section of US27. The bridge taking SR60 over US27 is too low. In recent years, more than one truck has hit the bridge s bottom edges, causing damage and substantial traffic delays. Improving the interchange layout and adding lanes to the south will reduce congestion, leading to fewer crashes, and improve interactions between roadway users along this segment of US27. The 1-mile segment of SR60 including the at-grade crossing has an average crash rate 6 times higher than the statewide average. A grade-separation crossing alleviates vehicle-rail conflicts and reduces crashes that cause delays at this critical location. 4. Community and Environmental Outcomes Replacing the at-grade crossing removes a barrier to local traffic which will significantly benefit the local community via: Reduced vehicle travel times and crashes on SR60 Reduced emissions and noise generated by vehicle idling Both roads are hurricane evacuation routes for central Florida. B. Secondary Selection Criteria 1. Partnership and Innovation Facilitates multi-jurisdictional multimodal collaboration and solutions for multiple counties, cities and towns across the State of Florida and associated industry and economic development partners. 2. Cost Share The 40% match is all State DOT funds, and are programmed within the current District One Work Program for construction in Cost Effectiveness The project is expected to be cost-effective, as its benefits should exceed its costs. Improving the interchange now will accelerate the benefits of more efficient freight travel in the state. Page 3 of 3

This project also includes signing, pavement markings, and roadside safety improvements. This widening will increase the number of travel lanes from two to four. A new interchange at Braddock Road will be built as part of this project. To accommodate the interchange, the Eastern Toll Plaza will be converted to AET and relocated south of its current location. This work includes pavement reconstruction, milling and resurfacing, signing, pavement markings, and roadside safety improvements. The project limits of AET Phase 8 begin at the Lantana Toll Plaza on the Turnpike/SR 91 in Palm Beach County, and extend 148 miles north through Martin, St. Lucie, Indian River, and Okeechobee Counties, to the Three Lakes Toll Plaza on the Turnpike/SR 91 in Osceola County. The Phase 8 AET conversion project includes the removal and replacement of 30 ramp toll plazas and two mainline toll plazas.
