2 I :H:OQUIAJYI POLICE I>EPAR.T:IYIENT 5 Tenth Street, Hoquiam Washington Jeff Myers, Chief of Police MONTHLY REPORT for August 05 By: Deputy Chief Don Wertanen POLICE ACTIVITY: The department handled 4 law incidents for the month, issued infractions, 4 criminal traffic citations, criminal citations, 7 parking infractions and made 55 criminal arrests. On at about 57 hours, officers along with HFD responded to a dog bite call. A 7- year old Hoquiam boy had been bitten in the face by a neighbor's dog. It was reported the boy had gone next door to play with a friend. The dog ran out of the house past the owner, bit the boy in the face then ran back in the house; the attack was unprovoked. The boy sustained serious injury to his face and was transported to the hospital for treatment. The dog was impounded and declared a Dangerous Dog. The Dangerous Dog Declaration was not challenged and the dog was euthanized after the 0-day quarantine. On about 0 hours, officers were dispatched to a residence in the 000 block of Aberdeen Avenue for person down and not breathing. HFD was on scene attempting to revive a -year old Hoquiam woman. The woman was pronounced deceased at the scene. The woman, Claire Kidwell, had been the Hoquiam Animal Control Officer for -years before accepting ajob in Ocean Shores where she was employed. Claire did an excellent job working for both cities and will be missed. On at about 44 hours, officers spotted a vehicle reported earlier in the evening as being involved with a display of a handgun. Officers stopped the vehicle and ordered all subjects out of the vehicle at gunpoint due to the nature of the incident. The driver a 4-year old Aberdeen man was arrested for Driving While License Suspended rd Degree. The other two males, a -year old Aberdeen man and 0-year old Hoquiam man were identified and released. No weapons were located but all three were identified as active members of local Latino gangs. The problems with these local gangs are on the increase and being monitored very closely by area Law Enforcement. On at about 8 hours, officers responded to a possible Sexual Assault the victim was standing by in the 00 of Simpson. The -year old Aberdeen woman said she had been walking in an alley between Aberdeen A venue and Pacific A venue when she was knocked to the ground by an unknown male. She said the suspect attacked her from behind knocking her to the ground and attempted to tear off her pants. The suspect fled on a bike after the woman started screaming. Officers located the location of the attack and collected evidence. The woman was not injured. The description on the suspect is vague; the investigation is ongoing. BUDGET: For the month, 4 hours of overtime was expended for patrol as listed below: Emergency Dial 9 Office (0) Fax (0)

PERSONNEL: Department personnel, Crime Watch volunteers, Police Explorers, HFD personnel and City Administrator Brian Shay attended neighborhood pruies this year for National Night Out. Everyone had a good time and enjoyed getting out visiting with the citizens of Hoquiam. Det. Blundred attended Instructor Training for Baton, Flashlight techniques and Handcuffing certification at CJTC in Burien this month. The training was conducted by instructors from the "ASP" company (Armament Systems and Procedures). Baton receification for officers will be held next month during Defensive Tactics training. Defensive Tactics training was held with the focus on new training Det. Blundred had received as the new department instructor. The training consisted of pre-attack indicators and Mechanical Advantage Control Holds (M.A.C.H.). The training was held on two separate days so both patrol teams could attend. Chief Myers attended a meeting with the State Department of Ecology in regru ds to pharmaceutical waste. Chief Myers represents Law Enforcement and the Drug Take Back program statewide. On potential contractors did a walk-tluough of the police station for the upcoming jail expansion project bid process. Chief Myers met with Molly Carner from the Evergreen Treatment Methadone Clinic on their current status and possible expansion of their progran. Chief Myers along with other city officials attended a meeting regarding the tent city moving to Hoquiam at the end of the month. There were mixed feelings about the move but it is believed the community has a "wait and see" attitude at this time. Administrative Assistant Candi Wertanen celebrated 9 wonderful years with the department this month. FACILITY: The department billed the Department of Corrections for 589 bed days for a total of $50, The department billed Ocean Shores for 0 bed days for inmates in the amount of $,48.00 VOLUNTEERS: For the month, CRIME WATCH members volunteered a total of 0.5 hours of service, which included residence and business checks. A special thank you to Crime Watch Volunteer Karen Harp. Karen put in a lot of work in preparing for National Night Out by making prize boxes for the neighborhood parties with donated items from local businesses. For the month, the Hoquiam Police Explorer Post logged a total of 5 hours, which was a combination of patrolling with officers, meetings and National Night Out.
4 STATISTICAL REPORTS: The following statistical reports encompass police activity for the month. The first statistical report titled "Law Incident Analysis, Time Reported" is a summary of each law incident by the day of the week and by the time of day. The second statistical report is a listing of "Law Total Incident Report, by Location Code". The three general areas of the city are designated by location codes: HPD Baker is defined as the east end, HPD Baker 7 is the downtown area and west to the high school, and HPD Baker 8 is the north end of town from Emerson A venue. Any location codes that are outside of the city were likely generated as a result of phone call requests to the station, traffic safety patrols or agency assists. The third statistical report, "Total Law Incident Report, by Nature of Incident" shows the total for each of the basic law incident types handled by the department. The final two monthly reports included in this packet are "Total Traffic Citation Report, by Violation" and "Total Offense Report, By Statute Description". The first report lists the specific infraction or criminal charge and the number of violations issued under that charge. The second report is reflective of the number of "arrests" made under each statute. The two reports may overlap on some misdemeanor offenses if an arrest/booking was made followed by the issuance of a criminal citation. The second report captures felony arrests, but may not include misdemeanor or felony cases which were submitted to the prosecutor for review of charges (cases cleared without an arrest).
