Editor s Comments A change is in the wind. Your Pilot Editors, P/Stf/C Robert Stein, AP and P/C Terry Green, JN, have been publishing the Peace River Pilot for 14 years. The outstanding March Pilot was their last issue, choosing now to direct their many talents to other endeavors. Starting with this April issue, a very novice new team is picking up their publishing reins, and we ask for your indulgence and understanding, as we struggle to maintain the very high standards set by Bob and Terry. We know we have some very big shoes to fill, and we thank them for their valuable advice and assistance in getting this first issue off the ground. If you are a new member, or a member who has recently purchased a boat, we would love to publish your pride and joy on the front cover. The Pilot s Deadline: Members and Bridge are encouraged to submit material and photos, with captions, of squadron events, to the Editors by the 15th of the month or as requested, by the Editors. 2-2-
Commander Sandra Darna, N Happy Spring! We have endured daylight savings time, St. Patrick s Day, 2018 Change of Watch and spring! Our Bridge, EX- COM and the departments are in full swing with planning or classes, social activities, boating education and safety. Our squadron is very fortunate to have the talent and dedication of our membership. Our team is looking for new and innovative ideas in all areas. From membership to education to social events we are busy working together. We also have some challenges. As you may know the City of Punta Gorda heard the report from Team Punta Gorda with their findings from the study they conducted. You may have also seen the proposal of the new restaurant/community building on the site where the Bayfront Classroom sits. This poses an immediate concern for our classroom. We have a building search committee working on finding solutions should we be told on a short notice that we must exit that property. I am looking for any members who have property management, commercial real estate and even real estate law experience. We are looking for all viable options we could take as a squadron. Please feel free to contact me if you are interested in helping with this task. Our squadron is very active in all departments. Volunteering is key. If we have not asked you to volunteer in some capacity, please ask us. Any of the Department Chairs would love to talk to you about opportunities. We need you to help. Success of our organization has been predicated on this idea of volunteerism. It is important now more than ever as we would like to not only expand our membership but to include a more diverse membership. A few weeks ago, several of the Bridge attended Officer s Training in Palmetto by the Sarasota Squadron. It was a great way to network with other squadrons. We broke out into groups by department. After talking with other commanders we are not alone with some of the issues we face in Peace River. Membership, member retention and succession are the main areas of commonality with issues we face. We shared some great ideas. How do we increase membership and how to we plan for the future with the squadron? It s important we reach out into the community through our civic activities and education. We still have some good opportunities coming in the next couple of months with another Home and Garden show, a Hurricane Seminar and Boating Safety Week. We are also getting ready for District 22 Spring Conference at the Charlotte Harbor Event & Conference Center. I will be asking members to be delegates for the Conference meeting which will take place on 14 April. There are also some social events with the Conference. 13 April is the Joint Hospitality Party which will be held at the Punta Gorda Boat Club which is free and a picnic dinner to follow after for $10 per person. There will be an awards luncheon and District Change of Watch on 14 April. Information was included in last months Pilot. RSVP dates are quickly approaching. Our focus is to move forward looking at new and existing technologies for more modern ways of connecting with prospective and current members. 5 Executive Officer Lt/C Ronald Jones, AP The Times They Are a- Changin' One of the take aways from the 2018 Annual Meeting in Orlando, and a recent D22 Officers Training meeting is that the times are a -changin. There is a national marketing initiative to support the America s Boating Club branding; advanced grade classes will be changing names to more better describe the material covered in plain language. How will these changes affect PRSPS? Let s address America s Boating Club branding first. Why change after 104 years? USPS, like many other organizations, is facing difficulties attracting new people who are interested in joining and participating. The recognition of our name is not as pervasive among today s boaters as it once was. Many boaters have not heard of the United States Power Squadrons or they get us mixed up with other organizations (how many times have we been asked USPS? That s the Postal Service, right?). Our name does not resonate well with the public. What does a squadron mean? What does power mean? Nowhere does it imply that we are a boating organization. Since America s Boating Club was announced at the 2017 Annual Meeting in Orlando, there has been tremendous support for the new marketing name and logo. The name is exactly what we are: a boating organization. It allows for explanation of all that we do, from education, to fun, to service. The new logo is modern and includes elements of power, sail and paddle craft, reaching out to all boaters, not only power but sail and human powered. And what about the advanced grade course name changes? Seamanship is changing to Boat Handling, Piloting will become Marine Navigation, Advanced Piloting is become Advanced Marine Navigation, Junior Navigation will become Offshore Navigation, and Navigation will become Celestial Navigation. These course names better reflect the topics and skills in each course. And what of the grades we have? If you re a Senior Navigator, your grade name will not change. If you have the grade of Advanced Pilot, your grade will not change only the course names are being updated. So what effect will these changes have on PRSPS? You will see more use of the America s Boating Club name and logo on newsletters, handouts, web pages and social media, license plates, and even polo shirts. This is in support of the national advertising and local outreach efforts to make USPS and PRSPS more visible in the community. The class names will be updated over the coming year, you will see the new names in class schedules. What will not change is our squadron name, we are and will be Peace River Sail and Power Squadron. We will not change our commitment to offering the best boating education, helping students become more skilled boaters. Our commitment to our community involvement will not change, and our commitment to making PRSPS a fun, welcoming squadron will not change. Photo Help Wanted The D Spring Conference will be held in Punta Gorda on Saturday 14 April at the Charlotte Harbor Event and Conference Center. Photographs are needed! If you re coming to the conference bring your camera or phone. D/Lt Ron Jones will be collecting the digital photos into albums to be shared on the D22 website, newsletter, and Facebook page. 5-5-
Educational Officer Lt/C Kevin Sculley, AP It s March and the Education Department is midway into our Spring class offerings. Our Weather class just submitted their exams to National for grading on 15 March and unfortunately; we did not have enough students to conduct our Piloting offering. Our next classes are: Using GPS workshop on 24 March , Seamanship 9 April through 3 May Monday and Thursdays from , and ABC 28 April and 12 May from In the Executive Officers March monthly report, Ron Jones, AP reported on a number of new changes to our educational offering that will take place this year from National. Assessing and working these changes will be our primary focus at this month s educational meeting. A lively discussion, I m sure!! Last month was also the change of watch ceremony. Most importantly, Joanne Jamrose, AP was awarded our squadrons Teacher/Instructor for the watch year. Joanne is the lead instructor for our Weather class, instructor/grader for our Pilot classes, and a proctor. Recently she showed me the tremendous value of the HD TV capability we installed in the classroom this watch year. The amount of additional teaching information readily available in real time is a super teaching aide and a major benefit to her students. John Rowland, SN became the new Assistant Squadron Educational Officer (ASEO) taking over the job from Betty Campanella, SN. Thanks Betty for all your help as 2017-watch year ASEO. Oh yah, I was re-installed as the SEO, my second year of a three-year commitment. The Educational Department has a number of teaching openings right now. No we don t just throw you into the student environment and expect you to swim. We have an active Instructor Development (ID) program conducted by Linda Chase, S. While taking ID, you will have the opportunity to instruct/lecture with a lead instructor at an actual class. In my case, Greg Scotten, SN was my mentor in Seamanship. I started with one of the eight modules. Grew to two, then three, completed the instructor development course, and eventually became the lead instructor after about five separate classes. If you have the interest, we have the following positions open: Educational Department Chairperson for Public Boating (ABC) Engine Maintenance Cruise Planning Partner in Command Thanks to all whom been involved in working our 2018 school year. Books and materials are here. We need students!! 7 Administrative Officer Lt/C Will Kelchner, JN April 2018 provides activities for all members' interests. So check out the April Calendar of Events! We all look forward to 29 April PRSPS Picnic and Business Meeting at Harbor Heights Park to 1500 hours. Look for the announcement. A sincere thanks to the staffs of the Meetings and Programs, Hospitality, Member Involvement. and Meetings Arrangement Committees these folks efforts benefit all of us multiple times each month. So take a moment at the next PRSPS event and thank them for their outstanding efforts. Membership Committee: Committee is currently focused on the acquisition of new members, an essential component of all organizations. The membership committee has invested considerable time and effort to recruit students of Americas Boating Course into PRSPS. National has modified trial memberships, so it will some time before we know the impact of those changes. PRSPS Executive Department is helping that goal, they are in final stages of implementing contemporary dues and activity payment processes when we make it easy to pay, more people are likely to participate. Boating Activities Committee: Boating is what we do. The committee has organized two on the water opportunities for April: 10 April Lunch cruise to Cabbage Key, dining at the Kingfisher. 16 to 18 April Cruise to Tween Waters Marina at Captiva Island Want more boating adventure, why not sail the Keys? PRSPS sailors have an opportunity to shake the cobwebs off their boat's standing rigging and auxiliary systems. John Byrne of Punta Gorda Boat Club has organized a multi sailboat flotilla to travel from Charlotte Harbor thru the Keys to Dry Tortugas. The planned departure date is 10 April, expending 7 to 10 days. Exact schedule to be defined by the weather. Currently, some boats will make a rhumbline transit to the Eastern Keys, sailing overnight. Other sail craft will port hop down to the Eastern Keys, mooring at favorable marinas or anchorages on-the-way. Once in the near Keys we sail West to Dry Tortugas. For planning information contact AO Will Kelchner. See you on the water. 8 How Teamwork Makes PRSPS Succeed. Lt/C Will Kelchner, JN Thank you to Jim Shugart for his classroom contributions and occasional correction when I got tongue tied. Finally, thank you to the students. This picture makes the experience very rewarding to all who made this class happen. Burnt Store Marina Cruise 6-9 March 2018 Cruise Capt.'s Rick & Joyce Sluzewski PRSPS conducted an elective course in Sailing mid-january through mid-february This was my first teaching experience on behalf of PRSPS. My mastery of sailing and boating knowledge is strong, but my mastery of Power Squadron classroom administrative procedures was weak. The teamwork exhibited by the PRSPS Educational Department was outstanding several of the staff worked closely with me and got me operating efficiently and effectively. I want to thank them. Thank you to Kevin Scully for convincing me this would be an opportunity for fulfilling the Educational Department's mission. I found it challenging and enjoyable. Your staff helped a lot! Thank you to Larry Mack for instruction and coaching in use of AV equipment in the Bayfront facility. Thank you to Michael Hall for handling registration payments, test ordering and proctoring this allowed me to focus on the educational objectives. His willingness to execute the exam earlier in the final day allowed us to execute the on the water segment. Thank you to Joanne Jamrose and Larry Mack, whose examples as instructors in Weather, Junior Navigation, and Navigation, yielded classroom insights on style and timing. By clear example, they illustrated how to keep the class on schedule The Perry s & Rowland s Arriving Dining under the Pavilion
Secretary s Report Lt/C Cynthia Sanders, S Future Business Meeting Minutes will be sent to members via and will be posted on the website. Change of Watch Minutes are now available on our website D/C Donald Cook, SN & P/C Ronald Ludvig giving the oath to the 2018 Silver Trident Officers. Pictured: President P/C Betty Campanella, SN; Vice President John Rowland, SN; Secretary Carol Musco, AP; Missing from Photo: Treasurer Galen Price, SN; Chaplain Bill Winslow, SN PLASTIC STRAWS AND STYROFOAM PRODUCTS R/C Richard Daybell, SN Recently Fort Meyers Beach banned the use of plastic straws in bars and restaurants. Marine life including turtles, fish and other mammals ingest the plastic, which affects their lives. Styrofoam products disintegrate into small be bearing sized particles, which are ingested by fish and shorten their lives. Let us all learn to avoid using plastic straws and keep Styrofoam products away from the water. Leave your plastic bags on shore and use canvas bags to carry things too and from your boat. Reusable water glasses filled with tap water make a good substitute for single use plastic water bottles. Come and join the squadron for coastal cleanup days at the park to witness first-hand the mess created by straws, cigarette butts, plastic bottles and Styrofoam products. Most important of all is Don t Litter and pick up Litter. Flag Lieutenant Lt Ruth Wagley, P A STAR FOR EVERY STATE National Flag Celebrates 200 th Anniversary As the new nation began to grow, the original National Flag with a star and a stripe for each additional state began to become impractical. By 2018 Tennessee, Ohio, Louisiana, Indiana, and Mississippi had gained statehood. An exploratory committee was established under New York Representative Peter Wendover to update our Flag Code. He reported the committee s choice of design to the House on March 24, In his report, Wendover recalled In the memory and honor of our original colonies, let us restore substantially the flag under which they conquered, and at the same time, engraft into its figure the after-fruits of their toll. The proposal was then approved by the House with little debate, and President James Madison signed the Flag Act of 1818 into law on April 4. This act solved the impractical manner of adding a star and stripe for each state upon entering the union. This act mandated that the 13 red and white stripes to symbolize the original 13 Colonies would remain permanently on the flag. The stars on a blue field would represent states and would change with the addition of each new state. To honor the 200 th anniversary (the Bicentennial of the Flag Act of 1818) a new commemorative stamp will be issued. The issue-date has not yet been announced, the stamp will feature a flag illustration based on the 20-star flag. -9-9

Abandoned Boats R/C Richard Daybell, SN As boaters, we need to know to remove any manmade materials we place in the water from the water. The most important item we need to remove from the water at some point is our boats. During Hurricane IRMA, several unused and apparently abandoned boats required removal from the water and placement in a salvage yard at Tuckers Grade and US Highway 175. Some of these boats had sunk before or during the storm and were salvaged and removed others were merely left abandoned above the water line. They were all worn out and needed to have been removed from the water by their owners and disposed of properly. Charlotte County as well as other agencies are faced with large expenses to rid the water of these boats throughout the country. Responsibility for these extra expenses falls on the boat owners if they can be located. USPS members as boat owners please make sure that you make arrangements to recycle and pass your boat on to someone who can use the boat or make arrangements for the boat to be salvaged when you reach the point in your life where you can no longer use or keep up your boat. 12

District Spring Conference News NAMEPA DISPLAY PLANNED FOR D 22 SPRING CONFERENCE R/C Richard Daybell, SN Arrangements have been made to have a display table setup for the National American Marine Environmental Protection Association at the April 14 th District Spring Conference. NAMEPA and United States Power Squadrons have an Memorandum of Understanding (MOU) signed back in 2015 to work together on efforts to Save or Seas. NAMEPA works to provide educational materials for young people while promoting clean and green boating habits on the water. Boaters are being encouraged to reduce our use of plastics and other non-biodegradable materials and to keep all of them away from the water. Collection and removal of all manmade materials from the water is a common goal for USPS and NAMEPA. Both groups need to work with youth groups to develop the young folk s knowledge about keeping trash out of the water. NAMEPA has a large supply of materials for USPS squadrons and districts to use to help in teaching about environmental topics. All of the materials will be supplied free of cost by making the arrangements at NAMEPA. Plan to check out the display at the spring conference and arrange to obtain help promote clean green boating.
