1 UNITED STATES POWER SQUADRONS SAIL AND POWER BOATING MINUTES OF THE 2018 SPRING CONFERENCE MEETING Saturday, 14 April 2018 Charlotte Harbor Event & Conference Center, Punta Gorda, Florida Call To Order: The Conference was called to order at 1400 by D/C Sue Lomastro, AP, who announced that P/C Charles Brunner, SN would be parliamentarian for the meeting. Pledge of Allegiance led by R/C Connie Beckman, SN Invocation and Memorials: P/D/C Robert D. Barber, SN Introductions: R/C Beckman: Chief Commander s Representative, National Treasurer, V/C Lee Popham, JN, District 22 Bridge Officers, Standing in for Chairman of the Rules Committee, P/C Charles Bruner, SN, Standing in for the Chairman of the Auditing Committee, D/Lt Teri O Connell, JN, Chairman of the Nominating Committee, R/C Myles Gee, SN, Past District Commanders of District 22, National Officers of USPS and Past District Commanders of other districts now serving in District 22. Roll Call of Squadrons and Verification of a Quorum: D/Lt/C Sandra Krupa, P called the roll and verified that a quorum was present, with 110 squadron delegates, 16 squadron commanders or their representative and 26 elected delegates. Minutes of the 2017 Fall Conference: The minutes of the 2017 Fall Conference were accepted as presented in the seat packets. Chief Commander s Message: V/C Popham discussed America s Boating Club brand being used in marketing, total membership for the organization stands at approximately 29,000, which is an increase and thanked members for their efforts on behalf of safe boating. Report of the Conference Committee: R/C Myles Gee, SN a. Thanked and complimented the conference committee for all their work on the conference. b. Fall Conference will be held October 6 at the Charlotte Harbor Event & Conference Center, with the Commander and Council Meetings to be held October 5. c. Hotel rates will be: Punta Gorda Waterfront - $69 city view/$89 water; Four Points Sheraton - $109 and Wyvern - $115 he will check rates with the new Marriott hotel once it opens in July. d. He moved to contract with the Charlotte Harbor Event & Conference Center for the 2019 Spring and Fall Conferences April 12 and 13 and October 4 57 at a cost not to exceed $2,000 per event, second by P/D/C Ken Beckman, SN - motion passed with 2 no votes. Summarized Reports of District Officers (all full reports on file with District Secretary): District Treasurer D/Lt/C Harold W. Anderson, AP Reviewed the Financial Reports, complimented committees for doing a good job in keeping events on budget and wished his successor, Andrea Battaglia well as Treasurer. 1

2 District Secretary D/Lt/C Sandra Krupa, P Thanked the Secretary Department volunteers and Squadrons for timely submittal of delegates and expressed appreciation to P/d/C George Musco for stepping up to be the new secretary. District Administrative Officer D/Lt/C Ted Reiss, SN Discussed information from the annual meeting and noted upcoming District events. District Educational Officer D/Lt/C Jack Nason, SN Discussed upcoming changes in the Educational Department. District Executive Officer D/Lt/C Don Cook, SN Discussed the Annual Meeting, use of Branding and instructions on getting the Commander s kit thru the website. District Commander D/C Sue Lomastro, AP Briefly discussed the Annual Meeting, thanked squadrons for their hospitality on her visits and thanked her flag and the conference committee for their efforts. Financial Reports of 2017 Fall Conference and 2017 District C & R were covered by District Treasurer Anderson during his report with the 2017 Conferences coming in under budget and C & R had a gain. Audit Committee Report of Financial Reports: D/Lt O Connell reported in accordance with District 22 Bylaws, Article, Sections 2.1.2, the Audit Committee reviewed the Treasurer s records of disbursements and receipts for the 2017 Fall Conference and the 2017 Annual C&R. The documents were examined and found to be complete and accurate. Motion was made by P/R/C Bob Keller, SN, seconded by P/R/C Ken Beckman, SN to accept the Auditing Committee Report as presented, motion passed. Awards Committee Report: P/D/C Warren Maciag, SN reviewed the proposed revisions to the awards as submitted in the seat packet and on file with the Secretary: Discontinuing eleven District awards that are similar to or covered by National awards, including: Clearwater Educational Achievement Award Anclote Key Elective Courses Award Educational Achievement Award for Senior Members Manatee Educational Proficiency Award Trophy Anna Maria Island Shipping Over Trophy Cape Coral Cooperative Charting Trophy District Awards for Cooperative Charting Crystal River Vessel Safety Check Trophy Crystal River Vessel Safety Check Improvement Trophy Naples Cruise and Rendezvous Trophy The Five Star Squadron Recognition Program Combining and retaining Publications & Graphics Trophy, and Peace River Graphics Trophy, as follows: Publications and Graphics Award Awarded as set forth in Standing Rule 3.1 to the squadron having the best publication and encourage greater use of illustrations in District 22 publications and excellence of overall design including cover and contents, as judged by a Publication Judging Committee of three (3) members appointed annually by the district commander. Guidelines for judging are established by the editors and can be amended from time to time by the Committee. Amendments are subject to approval by the following fall District 22 Council and Conference. After such approval, the amended guidelines take effect for the following year judging. Each member of the Judging Committee will use as many copies of a publication as deemed necessary to judge it on the basis of the current Evaluation of Publication form issued by the National Publications Committee [Conf Apr 18]. 2

3 The Awards Committee recommends retaining the following District awards: Flag for Educational Excellence Prince Henry the Navigator Trophy Fort Myers Multimedia Teaching Aids Trophy National Honor Roll Award District Award for Excellence in Teaching Rules Committee Report: P/C Charles Brunner, SN reported the Rules Committee recommends: a) the above stated 11 awards be discontinued be deleted and replaced by Reserved after each article number, and the revised article be approved motion was made, seconded and passed with one no vote. b) Budget Approval Process: The Rules Committee recommends a change to address the proper course of action if the proposed budget were not approved by the Spring Conference. The Rules Committee recommends adding or the Fall Conference in the first sentence of as follows: If rejected by the Fall Council or the Fall Conference, a meeting comprised of the district commander and the chairman of the Budget and Finance Committees shall work out a revised budget to be presented to the district spring council (or prior special council meeting) and spring conference. Based upon this budget, the Budget and Finance Committee shall recommend to the Council and Conference the district assessment for the next fiscal year. [Conf Apr 18]. Motion was made, seconded and passed unanimously. C/C Rep V/C Popham conducted the election of District Officers. Secretary Krupa was asked if there were any other petitions received for nomination to district office, having none a motion was made to have the Secretary cast one vote for the slate, seconded and approved unanimously. The Secretary cast the vote. V/C Popham then turned the meeting back to D/C Lomastro. UNFINISHED BUSINESS: None NEW BUSINESS: Lt Dawn Eckhart, AP presented a check in the amount of $2, as proceeds of the 2018 District cruise said funds are to be equally split between District 22 and the squadrons who had members on the cruise. ANNOUNCEMENTS: D/C Lomastro reminded everyone: a.) Fall Conference 6 October - Charlotte County Event Center b.) Commander and Council Meetings 5 October Charlotte County Event Center c.) District C & R 31 October thru 3 November at Little Harbor, Ruskin MEETING WAS RECESSED BY D/C Lomastro at 1608 until the Change of Watch. Meeting was reconvened at 1910 by D/C Lomastro, who presented her farewell remarks, thanking the Bridge for their service and dismissed all appointed officers. C/C Rep V/C Popham was called forward to make remarks, dismissed D/C Lomastro, all elected officers and committees. He then called forward D/C elect Don Cook for installation as D/C, who made his remarks. P/D/Lt/C Krupa conducted the Passing of the Flag Ceremony from P/D/C Bob Keller, SN through all present P/D/C s to D/C Cook. V/C Popham installed the new Bridge, Assistants and elected Committee Members.
