2 2 Message from Sheriff Patton It s my pleasure to present to you the Union County Sheriff s Office 2016 Annual Report. As you will see throughout this report, the men and women at the Sheriff s Office continue to achieve great things. This great county continues to grow with business development and population which generates more opportunities for our agency. Our annual report summarizes our activity for the year. You will see some significant increases in several categories from the prior year, which can be attributed to the growth in the county. Our mission is to maintain the quality of life we enjoy and to ensure our county is a safe place to live, work and visit. Recognizing our responsibility to maintain order, while affording dignity and respect to everyone, our objective is to improve the quality of life through a community partnership which promotes safe and secure neighborhoods. 6 At A Glance Sheriff Recognizes Citizens and Staff Sheriff Jamie Patton recognized four Union County citizens and eleven staff members during an awards ceremony at the Sheriff Office in March Patton recognized three members of the Falzarano family for their courage and willingness to share their story about the devastating effects that heroin can have on an individual and a family. Peter and Susan Falzarano have endured the heroin addiction of their daughter Gina and the lasting implications that come with this very difficult addiction. Rather than condone or turn a blind eye to the issue, Peter and Susan reached out to law enforcement for assistance. Due to the proactive steps taken by law enforcement and our court system, Gina is now clean and has been for some time. Peter, Susan, and Gina support the Sheriff s Office and other Union County law enforcement agencies by appearing, participating, and sharing their difficult journey through heroin addiction in educational settings. Their story is a very honest and realistic look at the affect that heroin can have on an individual and a family. The Falzarano family s willingness to educate the public, both young and old, is a testament of their desire to not see other families and individuals have to face this same incredibly difficult challenge. I am honored to present them with a Civilian Commendation for their continued support of law enforcement and our community in the fight against heroin, said Sheriff Patton. Patton also recognized Todd Brown for his assistance to the Sheriff s Office on November 12, On that date Brown witnessed and reported a burglary in progress at his neighbor s residence on Kandel Road. As a result of Todd s willingness to get involved and all the information that he provided dispatchers while on the phone, three suspects were arrested and stolen property from the residence was recovered. Mr. Brown s play-by-play descriptions of what he observed were crucial in identifying the suspect vehicle and getting it stopped. He recognized prior to calling and reporting the burglary that something was not right when the suspects first approached his residence and knocked on the door. The suspects left Mr. Brown s residence and walked across the street to the neighbors. They then kicked in the neighbor s door. Mr. Brown stayed on the

7 7 phone giving detailed information until deputies arrived on the scene and after a foot pursuit, were able to capture an adult and a juvenile that had broken into the Kandel Road home. It is my great pleasure to recognize Todd Brown with a Civilian Commendation and thank him for being a good neighbor and working with the Sheriff s Office to stop several felony crimes in progress, said Patton. The Sheriff recognized eleven staff members for their outstanding performance in the line of duty on February 12, Dispatcher s Andrea Schalip, Brittany Rausch, and Rebecca Heath, as well as Deputy s Scott Anspach, Joel Thorpe, Jaymie Williams, Zach Schnarre, Shawn Dyer, Brad Phipps, Adam Haycox, and Captain Jeff Frisch were presented the Sheriff s Office Citation award. These Sheriff s Office staff members were honored for working as a committed team and demonstrating outstanding performance in the line of duty that involved personal risk to their safety. On February 12, 2016 at approximately 8:30 pm, dispatchers and deputies from the Union County Sheriff s Office assisted the Ohio State Highway Patrol, the Champaign County Sheriff s Office, and the Madison County Sheriff s Office in Irwin with a search for three Hispanic males that were involved in an armed robbery in Clark County. The suspects bailed out of their vehicle and ran on foot through open fields and wooded areas near the Union and Madison County Line. Union County Deputies persisted in their tracking and pursuit of the suspects on foot for several hours and over a distance of approximately 4 miles, even after other law enforcement agencies dropped out of the search. At approximately 11:55 pm, Union County Deputies captured two suspects near a barn in Madison County. The third suspect was arrested by deputies from the Madison County Sheriff s Office. The search took place in very difficult weather conditions with a degree air temperature, light snow, and mph winds which resulted in wind chills of 0 to -10 degrees. Through perseverance in difficult conditions and with the safety of both Madison and Union County residents in mind, the deputies and dispatchers demonstrated tremendous teamwork to ensure three felony suspects were captured and not left on the run to engage in additional mayhem.

8 8 Union County Sheriff s Office Participates in Marysville FFA Business Ag Career Day The Union County Sheriff s Office participated in the Inaugural Marysville FFA Business Ag Career Day on March 23, The Marysville FFA Business Ag Career Day was held to help the students meet businesses in the community, understand what they look for in an employee, and learn the skills needed when talking with a potential employer. This event was a great experience for all who participated. Sheriff Patton and Alicia Bosch talked to the students interested in Law Enforcement and Communications Officer careers. It s important these young people understand what they do now can impact their future career decisions, said Sheriff Patton. The UCSO met a great group of young adults! UCSO Provides Class on Dangers of Sexting at North Union Middle School North Union Middle School (NUMS) teamed up with the Union County Sheriff s Office and the Richwood Police Department to talk with students about the dangers of sexting on cell phones. The month-long event taught students that using cell phones to send inappropriate pictures and messages can be dangerous and students should learn to make wise choices. 9 9 Safety Town returned to Marysville, Ohio thanks to a partnership with the City of Marysville, Ohio Government, Marysville Division of Police, Marysville Exempted Village School District, Memorial Health, Mill Creek Cycle and Skate, Union County Health Department, Union County Humane Society, and the Union County Sheriff s Office. Safety Town was a fun five-day safety awareness program designed for children entering kindergarten. Through the use of music, crafts, videos, books, community speakers and a child-sized town, the children are taught basic safety lessons they will use for the rest of their lives. Every day the children faced new challenges as they learned the proper way to cross the street, buckle their seatbelt, wear a helmet while riding a bicycle and understand the basic traffic rules. Thank you to all involved. It s important we touch the lives of our youth, said Sheriff Patton. What better way to learn. A week of fun filled activities that taught our children the importance of safety as they start their journey through school Leadership Institute The Union County Leadership Institute is provided through the Union County Chamber of Commerce. The Leadership Institute empowers its students to be visionary and active leaders in the community as they explore critical issues with knowledgeable speakers, effective facilitators and a variety of experimental activities. The students were also required to complete a community-directed research project aimed at affecting the quality of life in Union County. This year the Union County Sheriff s Office had two staff members complete the Leadership Institute. Congratulations to Captain Jeff Frisch and Director Barbara Sattler.

10 10 Retirement from UCSO On June 30, 2016, Deputy Randy Barker retired from the Union County Sheriff s Office after 33 years of service. Deputy Barker is married to his wife Cindy and they have three daughters, Sarah, Lindsey and Heather. Randy is a graduate of Marysville High School where he participated in baseball and football and earned two letters. Deputy Barker is also an OHSAA and ASA umpire for baseball and softball in his free time. Deputy Barker graduated from the Franklin County Sheriff s Academy in 1985 and became employed with the Union County Sheriff s Office as a part-time dispatcher on October 10, On December 8, 1983 he became a full-time corrections officer. On February 2, 1985 he worked in court services and then became a deputy jailer April 8, On November 24, 1990 Deputy Barker moved to the patrol division and worked as a patrol Deputy until November 17, 2003 when he became a School Resource Officer (SRO). On March 28, 2009 he moved back to the court services division. Congratulations Randy! 2016 Safe Heroes Outing The Union County Sheriff s Office held another successful golf outing in September at Buck Ridge Golf Course. The first-place team was 1st Monarch Mortgage, second-place team was Clemans Nelson and Associates, and the third-place team was Salon st Monarch Mortgage We would like to thank everyone who participated in the 2016 UCSO Safe Heroes Golf Outing. 11 11 Walk to School Richwood, Ohio The Union County Sheriff s Office, Marysville Division of Police, Richwood Police Department and the Union County Health Department participated in the Walk to School Day program with Marysville Schools and North Union Schools. This international effort is to encourage more families to enjoy the many benefits of safely walking and bicycling to school. Shop with a Cop Event Local First Responders participated in the 3rd Annual Shop with a Cop program on December 3, This program grows every year and we could not do this without the support of our local stores, Walmart and Meijer! In 2016, local First Responders were able to assist 60 children in our community. Thank you to both stores for your continued support for this program and giving back to our local youth. We look forward to the 2017 event on December 9.

33 33 Administration Division The Administrative Division is responsible for providing administrative support on a daily basis with numerous tasks, including but not limited to, human resource functions such as hiring, training, risk management, file maintenance, personnel administration, employee benefits and background investigations; financial functions such as accurate reporting, budgeting, inventory, grant research and funding; accounts payable functions, such as purchasing and processing purchase orders, payroll and the quartermaster system; accounts receivable functions, such as invoicing, receipt recording and processing pay-ins; research and development; legal matters; policy and procedures; contract negotiations and labor management. The rewards listed here were used to offset inmate medical bills and to subsidize the wages of the School Resource Officer who instructs students in the Fairbanks and North Union School Districts in the DARE program. The fees category includes receipts from Sheriff s Sales, cruiser fees from special duties, fees from civil paper service and from copies of reports. Townships participating in the PSO program are: Allen, Darby, Jerome, Liberty, Millcreek, Paris and Taylor. Housing reimbursements include payments for DUI Housing from Marysville Municipal Court, as well as inmate housing overage reimbursements and inmate Pay for Stay at the Tri County Regional Jail. A total of 40 items of equipment that is obsolete were sold to on the online auction website known as GovDeals.com. The miscellaneous income section includes such items as restitution, cell phone reimbursements, unexpended FOJ funds and the Sheriff s salary reimbursement from the State of Ohio.

42 UCSO CHAPLAINS The Union County Sheriff s Office has two volunteer Chaplains on staff to support the mission of the Sheriff s Office and to assist our staff in a wide variety of ways. They may be called upon to provide spiritual guidance and counseling to all members of the Sheriff s Office, both sworn and civilian, as well as to their families in times of need. Our Chaplains may also be called to assist with death notifications, assist and support victims in times of crisis, respond to suicide incidents and serve as part of a crisis response team. Union County Sheriff s Office Annual Report 42 Pastor Jack Heino has served St. John s Lutheran Church in Marysville, Ohio since On March 23, 2014, he became Senior Pastor. Pastor Heino was born and raised in Park Rapids, Minnesota. Graduated from Chardon High School and attended Concordia College in Ann Arbor, Michigan receiving his Bachelor of Arts Degree. In 1988, Pastor Heino graduated from Concordia Seminary in St. Louis, Missouri with his Master of Divinity. Pastor Jack Henio has served the Union County Sheriff s Office as a Special Deputy/Chaplain since His contributions to the UCSO are greatly appreciated by the employees, as well as the Citizens of Union County. Pastor Matthew Craig serves the congregation at Richwood Church of Christ as Senior Minister. He grew up in southern Indiana and has been in ministry since He has a degree in BSL in Sacred Literature from Louisville Bible College where he graduated in He is currently studying at Johnson University in Knoxville, TN. He plans to graduate with an MA in New Testament and Preaching in 2016/17. Pastor Craig has been serving the Union County Sheriff s Office as a Special Deputy/Chaplain since January, 2015, serving the public and the employees of the UCSO.

44 44 HUMAN RESOURCES The Union County Sheriff s Office (UCSO) human resource manager is responsible for recruiting, testing and hiring qualified applicants. The Human Resources Manager processes employee transfers and performance evaluations, defines job descriptions, schedules fitness testing, determines FMLA qualifications, monitors qualifications for and use of leave, maintains personnel/medical and leave files and assists with policies and procedures.

52 52 DISPATCHER OF THE YEAR (Certificate and black/orange award bar) Dispatcher Wilhelm was selected as Dispatcher of the Year for her continued dedication to the success of the UCSO Communications Division. In January 2016, she asked to step down from her shift supervisor position in the Communications Division. Sheriff Patton granted her request and she became a regular dispatcher. Even though she is no longer a supervisor, she continues to serve as an Officer in Charge during her shift. She takes this duty seriously and is very proactive in making sure that software issues, equipment maintenance, scheduling, or anything else which requires immediate attention is taken care of. She doesn t ignore problems that need solved and leave them for supervisors. She serves as the Assistant TAC Officer for the UCSO and filled in for LEADS Supervisor Rebecca Heath while she was off for extended periods of time in She is very responsible and strives to provide good service to both internal and external customers. She ensures the procedure books are updated in a timely manner, updates the rolodex information and makes sure information requiring special attention is relayed to the correct party(ies). She volunteers to work overtime and demonstrates a true team attitude while at work.

53 53 CIVILIAN OF THE YEAR (Certificate and black/orange award bar) Shelby has worked as a Records Clerk at the Union County Sheriff s office for almost three years. From the very first day, she has been a tremendous asset to the Court Services Division, as well as the entire agency. Shelby has been given numerous new responsibilities this year and has never complained. She instead adapts very well to the additional work and during a transition period in the summer of 2016 when she was the only employee in her office, Shelby stepped up and took on more work without being asked or told to do so. Shelby has received many compliments and thank you s from outside agencies and Sheriff s Office customers for her polite, helpful, and extra step assistance. Shelby represents the Union County Sheriff s Office in a very positive light.

54 54 SPECIAL DEPUTY OF THE YEAR (Certificate and black/orange award bar) Special Deputies Deb and Steve Segner have become very familiar faces around the Sheriff s Office. Deb and Steve find great enjoyment in spending their retirement time volunteering at the Sheriff s Office. Deb has donated over 1,453 hours in 2016! She spent most of her time working with the Investigations Division and assisting with the many community events in the Patrol Division. In addition, she helps manage the Volunteer in Police Services Group. Her husband Steve has volunteered 535 hours in 2016 helping the Patrol Division and Court Services Division with Sheriff Sale Appraisals and wherever else he is needed. When called upon to help, Deb and/or Steve will graciously and without hesitation, step up and answer the call for assistance.

55 55 DEPUTY OF THE YEAR (Certificate and black/orange award bar) Detective Jeff Stiers was nominated for deputy of the year because of his leadership, strong work ethic, high standards, and the professional way he handles all his responsibilities at the UCSO. In 2016, Jeff was observed helping patrol deputies with search warrants, as well as providing guidance in their case investigations. He also worked an additional 164 hours as a patrol deputy to help with the shortage of personnel. Detective Stiers has also provided guidance and assistance to other detectives, as well as assisting the MADE Task Force and the Multi County Crash Investigation Team. Detective Stiers has accepted the responsibility of evidence custodian for the Sheriff s Office and the drug task force. Detective Stiers has assisted with drafting policies and procedures which directly affect the evidence room. He leads by example both professionally and personally in ways which clearly show his honesty and integrity. Detective Stiers does this while maintaining an investigative case load which reflects thorough investigation that lead to convictions and ensure our county continues to be a safe place to live, work and visit.

56 56 TRIBUTE On September 3, 2016, the Union County Sheriff s Office lost one of their own. Although this loss was not an on-duty death, it hit the UCSO Staff very hard! During the 2016 Annual Awards Ceremony, a plaque was revealed to honor Deputy Shawn Waller. Notes were found on the backside of a Victim/Witness Report Form with Shawn s ten commandments. May he never be forgotten and may this plaque remind us of the words he tried to live by while here on Earth!
