5 2013 At A Glance Union County Sheriff s Office Citizens Academy Class 002 participants were instructed on the History of the Sheriff s Office, Crime Prevention, Communications and , Criminal Law, Patrol Procedures, Officer Safety, Self-Defense, Traffic Stops, Domestic Violence, Criminal The Union County Sheriff s Office graduated two classes from our Citizens Academy in The Congratulations!!!!!!! Justice System, K-9 and Special Response Team (SRT), Drug and Criminal Investigations, Building Searches and Understanding Use of Force. The Sheriff s Office conducts the Union County Sheriff s Office Citizens Academy twice a year, in March and September. Class 003 Project Lifesaver International 10th Annual HOW IT WORKS The Union County Sheriff s Office along with Union County Senior Services, Licking County Sheriff s Office, Upper Arlington Police Department, Upper Arlington Area Agency on Aging and Delaware County Sheriff s Office, hosted the 10th Annual Project Lifesaver International Conference June 9 13, Our focus at the Union County Sheriff s Office is to continually improve the quality of life in our neighborhoods by reducing fear, preventing crime, enforcing the law and protecting each individual in our community. The Project Lifesaver program directly reinforces the focus of continually improving the quality of life in our neighborhoods by providing each of us with the valuable tools and training we need to protect one of the most vulnerable populations among us. By participating in this conference we gain a new appreciation and a strong commitment and dedication to the families and caregivers of the individuals whose needs are greater and more specific than most. However, the rewards we receive by better understanding and supporting these special yet fragile individuals are priceless. This conference was a huge success! We were able to send most of our Project Lifesaver team to this training, which we wouldn t have been able to do in the past due to the location and cost. We would like to say Thank You to all those who made this event possible. We greatly appreciate all your hard work and efforts to make this conference a huge success. Citizens enrolled in Project Lifesaver wear a small personal transmitter around the wrist or ankle that emits an individualized tracking signal. If an enrolled client goes missing, the caregiver notifies their local Project Lifesaver Agency, and a trained emergency team responds to the wanderer s area. Most who wander are found within a few miles from home, and search times have been reduced from hours and days to minutes. Recovery times for PLI clients average 30 minutes 95% less time than standard operations. 5
6 Annual Union County Law Enforcement Memorial The Annual Union County Law Enforcement Memorial was held on May 16, This memorial allows us all to show our respect for our fallen deputies; Sheriff Harry Wolfe and Sergeant Roger Beekman both from the Union County Sheriff s Office. Retired Detective Brandon Moore from the Morrow County Sheriff s Office shared his survival story, titled Courage Under Fire. This presentation was shared earlier in the day and during the Union County Law Enforcement Memorial. The Union County Law Enforcement Memorial takes place annually on the third Thursday in May at 7:00pm on the Union County Courthouse North Lawn. In The Line of Duty I never dreamed it would be me, my name for all eternity; recorded here at this hallowed place, alas, my name, no more my face. Walk A Mile In Her Shoes The Union County Prosecuting Attorney and the Sexual Assault Response Team ( S A R T ) presented the Walk A Mile In Her Shoes event on May 17, event to help raise awareness of violence against women. Congratulations on a great event! In the line of duty, I hear them say, My family now the price will pay; My folded flag stained with their tears, We only had those few short years. The badge no longer on my chest, I sleep now in eternal rest; my sword I pass to those behind, and pray they keep this thought in mind. I never dreamed it would be me, and with heavy heart and bended knee; I ask for all here from the past, Dear God, let my name be the last. By: George Hahn This event encouraged men to walk a mile in women s shoes as a sign of their commitment to making our community a safer place. We had several Union County Sheriff s Office employees participate in this 6
7 Child Identification Cards The Union County Sheriff s Office started providing Child Identification Cards as another tool to be used in the event of a lost or missing child. These ID cards are credit-card sized to easily fit in a purse or wallet and provide law enforcement and other community organizations virtually instant access to pertinent demographic information as well as a recent photo, which is often hard to find when children go missing. We began providing this service to parents this summer at the Steam Threshers in Plain City, the Union County Fair and Richwood Fair. There s no charge to have this done and we encourage parents to have this card updated annually. Having this information available for Law Enforcement is very important! Speed makes all the difference 2013 Union County Sheriff s Office Family Fun Day The Union County Sheriff s Office had it s first Family Fun Day on August 24, 2013 at our range facility. This event was sponsored by our Special Events Committee. It was great getting all the families together to meet and have fun together. There was fishing, a jump house for the kids, corn hole and many other activities for everyone. There was fun had by all. We look forward to another fun day in
8 UNION COUNTY DEPUTY RIDES TO REMEMBER FALLEN OFFICERS From May 9 thru May 12, Deputy (Bob) Roberts joined 1600 officers from across the United States on a 250 mile bike ride from Portsmouth, VA to the National Law Enforcement Officers Memorial in Washington D.C., as part of the Police Unity Tour. The event was created in 1997 with the hope of bringing more public awareness to law enforcement officers who have died in the line of duty, honoring their ultimate sacrifice. Deputy Roberts joined 4 other law enforcement officers from the Ohio area to ride in this event. During training he wore a metal bracelet stenciled with the name of a fallen officer engraved in it; Sgt. Ian Adam Loughran. The name helped motivate Deputy Roberts during his training. Great job Bob for all the hard work and dedication which is needed to participate in a 250 mile ride! 8
9 UCSO Public Safety Training Facility The Union County Sheriff s Office has been in the process of updating our Public Safety Training Facility. The new building was accessible for use in March, Drug forfeiture funds were used to pay for the updates to the building and range. Sheriff Patton felt it was important to educate the community and those using our facility on the background of how we were able to build such a wonderful facility. So, it was decided we would do this by placing a dedication plaque in the back of the building along with a small sitting area. The Sheriff s Office contacted Troop 101 from the First United Methodist Church on Court Street to see if they had any young men interested in using this project to fulfill their Eagle Scout Rank. T.J. Borawski from Troop 101 stepped up to the plate and volunteered for this project with great excitement. The project was slated to take 3 days, but with some inclement weather it took a few more days to complete. Thanks to T.J. and his crew, the UCSO now has a very nice area with a flag pole and a place for a dedication plaque. Congratulations to T.J. Borawski for completing this project and for obtaining the coveted rank of Eagle Scout. 9
10 Police Executive Leadership College (PELC) Congratulations to Lieutenant Robert V. Bibart for completing the Police Executive Leadership College (PELC) Class 64. This program is an intense course presenting key executives leadership topics and providing them with one of those rare moments in their professional careers to learn how to practically apply leadership concepts. It is an intensive learning experience focused on leadership skills vital to long term personal success and change in the organization and for the benefit of the community. PELC CLASS #64 PELC Director Harry Trombitas, Lt. Rob Bibart and Sheriff Jamie Patton 2013 Union County Sheriff s Office Annual Turkey Shoot The 2013 Turkey Shoot was a huge success! Despite the forecast, the rains held off but the winds continued to blow. The new and improved range was a big hit with those who attended. We started the day at 10 a.m. and the last rounds finishing up around 3:30 p.m. There were three simultaneous events going on; the turkey shoot, sporting clays and archery. A huge thanks to all who helped make this day a reality. We had many volunteers who assisted in preparing the range for the day, as well as promoting the event. We would also like to recognize Barry s Perch N More for food service and keeping the turkey s frozen until needed at the event. Last we would like to show appreciation to the Industrial Parkway Association for donating a shotgun which was raffled at the turkey shoot. It was a wonderful day and we were able to raise money for the numerous community education programs provided for the great Citizens of Union County. 11 Shop with a Cop Area law enforcement and other first responders joined forces on December 7, 2013 to help make sure some local families didn t fall through the cracks this holiday season. The first Shop with a Cop event took over Wal-Mart on this Saturday morning, with participating agencies from Marysville Division of Fire, Union County Sheriff s Office, Richwood Police Department, Marysville Division of Police, Northern Union County Fire and EMS, Leesburg Township Fire, Allen Township Fire, Union Township Fire, Jerome Township Fire and Liberty Fire Departments. Each agency was assigned three children to receive a special Christmas. A total of $3, was raised to make the event happen; this made it possible to give each child $ to shop with an officer or firefighter at the store. It was a fun day for the kids who shopped, as well as for the officers and firefighters who assisted the children. 11

14 The Public Safety Officer s (PSO s) are full-time deputies, crossed-trained with the skills needed to also be an emergency medical technician and firefighter. The deputies currently patrol the county in four-wheel drive vehicles loaded with medical gear and firefighting equipment. This allows these trained deputies to respond to a scene prepared for any type of emergency the situation. The Union County Sheriff s Office Public Safety Officer (PSO) program is currently in ten (10) townships and one (1) village in Union County. The PSO s make a determined effort to get to know the people of their township or village. This allows residents to feel the deputy is specifically looking out for their safety, which is an aspect of a current trend in law enforcement known as # of PSO s community policing. 15 The Union County Sheriff s Office utilizes our K-9 team for daily law enforcement work as well as many specialized K-9 operations, such as tracking; crowd control; building area and articles searches. K-9 s are used by law enforcement due to their sense of smell, bark and sense of hearing. A K-9 s sense of smell is almost 50 times more sensitive than humans. They can discern a particular smell even when there are dozens of smells in the area. A dog can quickly sniff out criminals, drugs, weapons and bombs in situations where a human deputy would have to search every inch (a dangerous and time consuming task) and the deputy still may not find anything. The commanding bark of a well trained dog often leads criminals to surrender. Criminals cannot intimidate or scare these dogs nor can they reason with them. The presence of a police dog often times protects the deputy from physical confrontation. K-9 s can hear twice as good as humans. They can detect sounds that are too faint for the human ears and even sounds pitched at frequencies above and below a human range. 15
16 In 2013, Deputy Roberts and his K-9 Partner Idor were called out 38 times to assist with searches, vehicle checks and school searches for the Union County Sheriff s Office, the MADE Task Force, 4 other Law Enforcement Agencies including the Ohio State Highway Patrol. Of these 38 uses, 19 times contraband was located, resulting in 2 Felony and 3 Misdemeanor charges. Along with assisting others, they also had 502 other calls for service. This duo gave seven (7) public demonstrations to show what a K-9 is used for in the Law Enforcement field. Idor was out of service for 4 months in
17 The Commercial Vehicle Enforcement Unit is operated by the Union County Sheriff s Office and is partially funded by the Union County Engineer s Office. The Engineer s Office pays for the deputies salary and benefits while on commercial vehicle enforcement duty. Under section 5577 of the Ohio Revised Code, the Sheriff is required to enforce the laws regarding overweight commercial vehicles. 20 The Special Deputy Bureau is divided into 2 levels. Level 1 Deputies volunteer their time primarily in an effort to augment the services of the patrol forces, while level 2 Deputies provide support and security for school and community events such as high school football and basketball games and the inmate work programs. All volunteers also donate their time at the Union County Fair. The Bureau donated collectively 713 hours of service time to the community and an additional 186 hours of monthly meeting hours for
21 The Union County Sheriff s Office Community Education Bureau provides services, such as Project Lifesaver, Drug Abuse Resistance Education (DARE), presentations on Crime Prevention, Senior Watch, Neighborhood Watch to many Union County residents. In 2013, DARE was taught in 120 classes with 243 students being educated on Drug Abuse Resistance Education. This class is a very important educational piece to students in Fairbanks Elementary School, North Union Elementary School, St. John s Lutheran and Trinity Lutheran Schools. The Sheriff s Office also has 40 Neighborhood Watch programs, 11 clients on the Project Lifesaver program and our deputies visited 46 seniors on the Senior Watch program and our dispatchers called 13 seniors weekly to check-up on their well-being. The Sheriff s Office also assisted with 9 security assessments in the County schools and rewriting 5 emergency response plans. Alert Lockdown Inform Counter Evacuate The Union County Sheriff s Office also partnered with the Marysville Division of Police and Acrux Security to provide A.L.I.C.E. (Alert, Lockdown, Inform, Counter, Evacuate) training for Union County Schools. We were able to train over 1000 teachers and staff at Fairbanks, Marysville and North Union schools on A.L.I.C.E. to better protect the students of Union County and the City of Marysville. This has been a great collaborative effort between not only the law enforcement offices, but the schools and their commitment to train their teachers, parents and student about A.L.I.C.E. and it s function. 21
22 Union County Sheriff s Office COMMUNICATIONS DIVISION Director Anne Barr The Communications Division is responsible for receiving and dispatching calls for service (including calls), as well as dispatching for 7 Fire and EMS Departments. The Dispatchers on duty must monitor 10 phone lines (which include 7, lines), 4 radio frequencies, TDD, 2 alarm central station receivers, LEADS computer, air port monitor, weather and tornado sirens, warrant computers and greet the general public. 22

25 Union County Sheriff s Office COURT SERVICES DIVISION Director Betsy Spain Court Services is responsible for maintaining security at the Justice Center, Common Pleas Court and Juvenile/ Probate Court. In addition they are responsible for transporting prisoners and juvenile detainees to and from the appropriate detention facilities as well as court hearings. 25

30 Union County Sheriff s Office ADMINISTRATIVE DIVISION Director Barb Sattler The Administrative Division is responsible for providing administrative support on a daily basis with numerous tasks, including but not limited to, employee benefits and background investigations; financial functions such as accurate reporting, budgeting, inventory, grant research and funding; accounts payable and the quartermaster system; accounts receivable functions, such as invoicing, receipt recording and processing pay-ins; research and development; legal matters; policy and procedures; contract negotiations and labor management. 30

32 General Fund Revenue This chart illustrates the sources of General Fund revenue in fiscal year Notes: Federal government stimulus funds for the Court Records Clerk position were exhausted in Grant funding, in general, is becoming more difficult to obtain. Townships participating in the PSO program are: Allen, Claibourne, Darby, Dover, Jackson, Jerome, Liberty, Millcreek, Paris and Taylor. Housing reimbursements include payments for DRC Housing, Pay for Stay, DUI Housing from Marysville Municipal Court and inmate housing overages at Tri County Regional Jail. A total of 66 items were sold to citizens on GovDeals.com. The miscellaneous income section includes such items as restitution, cell phone reimbursements, unexpended FOJ funds and the Sheriff s salary reimbursement from the State of Ohio. 32
33 Administrative Division Facts and Figures Managed the Sheriff s Office budget of $6.8 million which includes expenses from Tri- County Regional Jail and the Center. Received $575,792 from Public Safety Officer contractual relationships with participating townships. Collected $149,201 in fees for all Sheriff s Office services. Received $10,136 in donations for the Sheriff s Office Community Education programs by hosting events like the Safe Heroes Golf Outing and the Turkey Shoot. Received $1,500 in grant funds to purchase EMS supplies. Received $2,162 in grant funds to offset prisoner healthcare costs. Collected $150 from other law enforcement agencies for use of our training facility. Posted and filled 278 special duty opportunities. Received $3,084 in cruiser use fees for special duty details. Collected $2,660 in Pay for Stay and DRC Housing. Received grant funding for the purchase and installation of an in-car video camera system. Coordinated the purchase of five new vehicles in the fleet rotation which included one sport utility vehicle; three sedans and one replacement undercover vehicle for the Investigative Division. Shared in funding replacement ballistic vests for four deputies. Wrote 255 receipts for Sheriff s Sales totaling $5,030,589. Replaced four PC s in the Court Services Division; two PC s in the Sergeants Office in the Patrol Room and one PC in the Jerome Township Substation; as well as a new PC for the Director of Administration and a new PC for LEADS inquiries. Collected $3,088 through sales of depreciated equipment on GovDeals.com. Maintained the IV-D contract with the Department of Job and Family Services and collected $11,874. Worked toward the goal of updating the portable and mobile radio inventory by replacing many radios that will become obsolete with the transition to the MARCS P25 platform 33

Dickson is from Youngstown, Ohio, where he graduated from Austintown Fitch High School in Pastor Dickson attended Kent State University in Kent, Ohio receiving his Ohio State Police Officer Certification in He then attended Youngstown State University in Youngstown, Ohio and received his Bachelor of Science in Applied Science in In 1983, he graduated from Baptist Bible College, in Springfield, Missouri in Theology Bible Major and in 1984 with his Bachelor of Science Pastoral Studies. Pastor Jacob (Jack) D. Heino was born and raised in Park Rapids, Minnesota. Graduated from Chardon High School. He attended Concordia College in Ann Arbor, Michigan receiving his Bachelor of Arts Degree. In 1988, Pastor Heino graduated from Concordia Seminary in St. Louis, Missouri with his Master of Divinity. Pastor Heino served as Pastor at Christ Lutheran Church in Red Lake Pastor Jack Heino Ontario, Canada from his ordination in In 1995, he accepted a calling to St. John s Evangelical Lutheran Church of Marysville, Ohio to serve as Pastor of Congregational Inreach/ Outreach. In 2008, Pastor Heino celebrated 20 years of Christian Ministry. Pastor Heino has been serving the Union County Sheriff s Office as a Special Deputy/Chaplain since His contributions to the UCSO are greatly appreciated by the employees, as well as the Citizens of Union County. Pastor Dickson serves as Senior Pastor at Emmanuel Baptist Church in Marysville, Ohio. Prior to his service at Emmanuel Baptist Church he was Chaplain for Scioto Valley Church in Delaware, Ohio. 40 Union County Sheriff s Office 2013 HUMAN RESOURCES Alicia Bosch Human Resources Manager The Union County Sheriff s Office (UCSO) human resources is responsible for recruiting, testing and hiring qualified applicants. The Human Resources Manager processes employee transfers and performance evaluations, defines job descriptions, schedules fitness testing, determines FMLA qualifications, monitors qualifications for and use of leave, maintains personnel/medical and leave files and assists with policies and procedures. 40
