Dear Friends, LEADERSHIP MEASURES MESSAGE FROM THE CHIEF OF POLICE On behalf of the Pomona Police Department, I am pleased to present our Policing Blueprint.

2013 did bring an increase in homicides and this unacceptable rise was the impetus behind many of the implemented changes.

This document is current and we will update it at least twice each year.

2 Dear Friends, LEADERSHIP MEASURES MESSAGE FROM THE CHIEF OF POLICE On behalf of the Pomona Police Department, I am pleased to present our Policing Blueprint. Over the last year the Pomona Police Department has made several adjustments to its policing efforts that have resulted in a steady decrease in overall part-1 crimes did bring an increase in homicides and this unacceptable rise was the impetus behind many of the implemented changes. The information we have compiled in the following pages will show you how your police department has achieved the reductions and some of the strategies we are using to eliminate homicides. This document is current and we will update it at least twice each year. The Core Strategies that are listed in our Blueprint include: Focused enforcement on Gang Crimes and Career Criminals Collaboration with Law Enforcement Partners and supporting organizations Increased use of Technology and Crime Analysis Improved Community Outreach The Department is using these strategies to fulfill our goal to make Pomona a safer place to live, work, and play. When combined with our continued efforts to provide balanced traffic enforcement, prompt response to priority calls and proactive enforcement of quality of life issues, we are confident the Department will make a difference. As you read this report, you will notice that we have included a section called Did You Know. There are many interesting facts about your department that are not common knowledge. This section will highlight information that we believe will help you understand some of the challenges we face on a daily basis. Some of the information may cause your concern, but we highlight it to help you understand that your police department is doing everything it can to keep you safe. The Police Department is made up of caring professionals who dedicate their lives to our Pomona Community. It is an honor for me to serve as the Police Chief for such a dynamic community. 4 CRIME CONTROL COMMUNITY ORIENTED PROBLEM SOLVING Area Commander System The Police Department has implemented a Community Oriented Problem Solving structure, referred to as the Area Commander System. The City is divided into four quadrants using Holt Ave. and Garey Ave. as the dividing lines. The quadrant system was used because we have 4 Lieutenants assigned as Watch Commanders. One of these Lieutenants is assigned as an Area Commander to each of these quadrants. Each Area Commander is responsible for problem solving the issues that develop in their assigned quadrant by utilizing not only the resources within the Police Department, but also by coordinating services from other City Departments as needed. Area Commander Community meetings are held regularly at different locations within the community. A Community Service Officer (CSO) from the Crime Prevention Unit is also assigned to each of the quadrants to work closely with the Area Commander, which provides consistency to the citizens. The purpose of this system is to allow the community the opportunity to know who their personal point of contact is within the department. It is important that when community members have a community question or concern, that they are not transferred or shuffled to different divisions within the department based upon unit responsibilities. The system also facilitates department coordination and supports collaboration on efforts to achieve success. Additional officers deployed utilizing grant funded overtime Dedicated District Attorney to increase court filings against Pomona gang members and other violent offenders. Reward program offered to assist with solving crimes Restructuring of the Homicide and Gang Unit In 2013 the Pomona Police Department merged the Homicide Unit and the Gang Detective Unit into a new team called the Major Crimes Unit (MCU). This team is responsible for investigating all homicides, robberies, weapon assaults and violent gang crime that occurs in the City of Pomona. The merge has allowed for an increase of intelligence gathering and collaboration. Pomona has 246 residents active on State Prison Realignment (AB109) and 1,047 on probation

Drinking and Driving was associated with 188 collisions in Of those, 47 were injury collisions and 2 were fatal.

11 COMMITMENT RECRUITING THE BEST It takes approximately 18 months to hire and train a Police Officer Trainee, 10 months for a Lateral (experienced) Police Officer, and 12 months for a Public Safety Dispatcher.
