Midlothian Police Department 2015 ANNUAL REPORT Message from the Chief I would like to invite you to review the 2015 annual report of the Midlothian Police Department. I would also like to say that I am proud to be associated with an outstanding law enforcement agency and a progressive City with ambitious goals for providing quality service and an outstanding environment in which to work and or raise a family. Our goal as a law enforcement organization is to serve the citizens of Midlothian with integrity, honesty and honor. As an organization we pledge to give our best effort to provide a safe environment for our citizens, business owners and visitors in which to enjoy their daily lives. 2 2015 Stats Average Response Times Priority 1 Calls : :57 Priority 2 Calls PATROL DIVISION The Patrol Division is under the command of two Patrol Commanders and is staffed by 4 shift sergeants, 4 Corporals, 17 full time Police Officers and 4 part time officers. Patrol Officers traffic laws, and conducting preliminary investigations with a focus on forming partnerships with the community to solve problems. Non-Emergency A Shift Patrol Commander Tim Hicks : :37 Priority 3 Calls : :46 Total Patrol Incidents work a 12-hour schedule and are organized into two alternating watches on each of two shifts. The division is responsible for controlling and preventing crime through regular patrols, responding to calls for service, apprehending offenders, enforcing criminal and B Shift Patrol Commander Stephen Cooper In 2015, the K9 unit seized over 12 lbs of Marijuana, 161 grams of Methamphetamine, 42 grams of MDMA ( Ecstacy ) and 8 grams of Heroin. Most of the seizures were due to the efforts of K9 Handler Cpl. Wes Keeling, and partner Remi, who just a short time ago was rescued from a Texas shelter! Citizen Requested Service ,738 DWI-Related Arrests , Officer-Initiated Activity , ,575 Neighborhood/Business Checks , ,938 With over 146 miles of city maintained roadways, and 31 miles of state highway, intoxicated driving enforcement continues to be a priority for the patrol division. The department has a zero tolerance stance on intoxicated driving offenses and has been a No-Refusal city for over a decade not only on the weekends, but all the time.

3 Criminal Investigations Division Cases Filed by CID 2015 Training Highlights Total training hours: 7,732 2 officers graduated from Basic Police Academy 4 Officers received their Basic Certificates 3 Officers Received Advanced Certificates 1 Communications Officer received a Master Telecommunicator Certificate The Criminal Investigations Division is under the supervision of Commander John Spann and staffed with a Sergeant, Corporal, 2 investigators and a civilian property/evidence technician. They work and offset 8 hours schedule to provide coverage and availability. The division is responsible for conducting follow-up investigations, interviewing witnesses, victims and suspects, preparing and serving arrest and search warrants, and ensuring that felony and misdemeanor cases are properly filed with the District Attorney s office. They are also responsible for maintaining the property/evidence room. Investigators also perform the function of crime scene investigators. They receive advanced training in criminal investigations, sexual crimes, child crimes, identity theft, on-line crimes, property crime, crime sce- ne investigations, photography, latent print and DNA collection, and other topics. Collectively the unit has over 75 years of law enforcement experience. Since then, the program has grown and is currently staffed by a Sergeant and 3 officers who share responsibility for the district s campuses saw the continued expansion of the Chile Lures Prevention program, Think first & Stay Safe. the program was taught to 1,353 students between the elementary campuses. The Midlothian Police Department actively supports the volunteer efforts of our community members, who often help to fill the gap between the police department and citizens. We offer opportunities through a department chaplaincy program, the Community Emergency Response Team, the Citizen Police Academy and Citizen Police Academy Alumni Corps. In 2015, chaplains responded to critical incidents and volunteers logged hundreds of hours of service.
