1 Black Butte Ranch Police Department 2014 Annual Report Message from the Chief In 2014 the Black Butte Ranch Police Department focused on improving the number and quality of services we provide. We recognize that the Black Butte Ranch Community provides tax dollars for it s own police department and we sought to increase the value this department brings to the community. The theme of my report to the Black Butte Ranch Owners, at the June 2014 Owners meeting, was focused on that value of service. Comparing the cost of the Black Butte Ranch Police Department, as opposed to the Rural Sheriff s Office tax rate, costs the average Black Butte Home only $100 per year. Our goal is to provide services valued well beyond this difference. This year we added topics to our Community Education Program and increased the types of Enhanced Services we provide. I continue to be honored to serve as your Chief of Police at the Black Butte Ranch Police Department. This report is respectfully submitted to the Black Butte Ranch Police Service District Board and our community. Staffing On April 17, 2014 the Department hired Sergeant Dennis Engel. Dennis replaces Sergeant Frank Klejmont as our part-time Sergeant. Sergeant Engel recently retired from Salem Police Department. BBR s Retired Sergeant Klejmont, made an appearance at the Independence Day Celebration at Black Butte Ranch. 1
2 On July 1, 2014, Officer Les Brush retired after 18 years of service with the Black Butte Ranch Police Department. The Department hired Christina Schulz as a temporary employee while we conducted the selection process to fill the position vacated by Officer Brush. Christina, previously employed by Sunriver Police Department, provided us with some valuable community service while allowing us to take the time to fill the permanent position. The Service District Board added two new members during Rob Sumner was replaced by Julie Emry-Dougherty in November after he accepted a position with his company that conflicted with his Board duties. Carl Burnham returns to the Board replacing Carlos Rivera as the non-resident Board member. The Police Service District Board continues to serve the community well. Dr. Curtiss Abbott continues to serve as Chair and Clark Brody remains the Vice-Chair. In June of 2014 the officer s work schedule changed from twelve hour shifts to a combination of eight hour shifts and ten hour shifts. This allowed the schedule to increase the hours dedicated to Bike Patrol. It also increased our flexibility covering shifts for unanticipated absences as well as staffing for vacations. Budget The Black Butte Ranch Police Department is funded through Property Taxes and an Operating Levy. The Operating Levy represents approximately 1/3 of the funding. The advantage we have is that we are the only entity that utilizes this tax base. That means we do not need to spend money at the end of the budget cycle to justify future budget requests (the use it or lose it concept). The Budget Committee, made up of homeowners, and I focus on real budgetary expectations when we create the fiscal year budget (July 1 to June 30). We consistently continue to be under budget with the FY Budget final numbers 2
3 coming in at 9% under budget. We are running 4% under budget for the Fiscal Year. Training The Department continues to train well above the number of required hours prescribed by the Oregon Department of Public Safety Standards and Training in The Department averaged 82 training hours per officer in We continued our In-Service Training program during the off season. In-Service Training focuses on mandatory training topics and perishable skills such as defensive tactics and use of force. Department policies are incorporated into the training topics. The Police Department sent Officer Lettenmaier to the two week Firearms Instructor School in April-May of this year. Officer Elliott was also sent to the AARP Driver Safety Education Instructor course. This allows us to schedule the class, twice a year, for our owners and residents. Equipment The Department purchased a second Ford Police Interceptor for the patrol fleet in July This vehicle was set up identical to the one we purchased last year. We included the purchase of an additional Toughbook computer for this vehicle. We also purchased three Body Cameras produced by Taser. We have been testing them for the last several months and developing a policy that will best serve our community and be productive as a law enforcement tool. Grants We again received a traffic grant for targeted traffic enforcement overtime. We were denied an SDAO Grant for Body Cameras but applied again in November 2014 and received a Grant for additional Body Cameras for Programs & Services The Department concentrated on improving the marketing for all of our programs and services. We launched a new look for our blackbutteranchpolice.com website that is 3
4 easier to use and a more modern look. We utilize a number of marketing channels to promote programs. We continued to improve our Facebook page for those of you who use this Social Media outlet. We try to keep users up to date on current events and activities. In 2014 we continued to improve our delivery of value added services. We hosted Community Education classes including two AARP Driver Safety Education classes. We also assisted individuals with our Crash Report Assistance Program and continued our Prescription Drug Disposal program, and First Aid Training. In December 2014 Sergeant Engel taught a free Concealed Handgun License class. In February we hosted The Real CSI Class for our community. This class was taught by Oregon State Police Crime Lab Scientist Tori Dickerson. This class included hands on training! The Kid s Program continued to be a success. We added a new video to the program this year. This summer, in collaboration with Black Butte Ranch Recreation and the Black Butte Bike Rental Shop, the BBR Police Dept helped organize and participated in the second Family Fun Triathlon and the Summer Bike Safety Program. We again partnered with the Ranch in an effort to increase the use of bicycle helmets by adults. Over the last two years the Marketing Department created vouchers for free soft drinks for children to reward families riding together and wearing helmets. In 2014 we expanded the program to include vouchers given to adults and children. The Department also provided training during the spring employee orientation. The training covered the Lost Person protocol established last year and how to contact us. 4
5 We find this training valuable for the department and the employees as it builds on previous year s trainings and improves our working relationship. Statistics Officers of the Black Butte Ranch Police Department were involved in 35 Events and handled 2,041 calls for service in Incidents involved traffic accidents, stops for traffic violations, assisting other agencies and conducting investigations as well as other miscellaneous events. Officers logged over 60,000 patrol miles. The Department also conducted 2,359 building checks. Category 2014 Total 2013 Total Events Patrol Mileage 61,602 49,724 Corp. Bldg. Checks 2,359 2,429 Vac. Home Checks Total Calls for Service 2,041 1,950 Walk & Talks 2,160 1,341 Warnings 1, Citations UTC's Ranch Cites 4 7 Arrests Case #'s Issued Crime Related Accident Reports Commendations We did have a reduction in the number of bicycle crashes in However, our community did experience a fatal Skateboard crash. In 2014, Black Butte Ranch Police Department had only one major crime, a burglary, and related auto theft, which was quickly resolved by an arrest of the suspect. The Black Butte Ranch community continues to have the lowest crime rate of any jurisdiction in the State of Oregon. Administration In 2014 the command staff focused on services we provide. We identified three things needed to be more successful. First, we wanted to develop additional value added services. Second, we wanted to improve our existing services. Third, we wanted to fully market all of our services. 5
6 With this in mind we developed a number of classes that we provided to our community, including First Aid and Driver Safety. We already provide a number of services that were not necessarily common knowledge in our community. An example is our no false-alarm fee service. Nearly all departments charge a fee for responding to false alarm. Another is our Vacation Home Check program where we check your home on a weekly basis. To promote our programs we evaluated ways to get the information out to our customers. We identified nine different marketing channels to reach the diverse customer base we serve. Some examples of what we use to connect with our population include Post Office Box stuffers, fliers, s, Facebook posts and Channel 3. For this, the Black Butte Ranch Marketing Department has been very helpful. Summary The Black Butte Ranch Police Department continues to increase its role as a full Law Enforcement partner to improve the quality of life in Central Oregon. The updated Strategic Plan reflects the need to meet everchanging challenges that face all modern professional police agencies. Our focus will be to continue improving our approachability and provide value added services to our community. We do this while continuing to operate under budget. We will continue to work with local Law Enforcement agencies in the Deschutes County area in Central Oregon. The members of the Black Butte Ranch Police Department are professionals and proud to serve the Black Butte Ranch community. 6
7 The following is a list of our 2014 achievements, participation and ongoing efforts related to the Goals identified in the Strategic Plan GOAL: Continue to advance our professional image Maintain a good working relationship with other law enforcement agencies to keep abreast of local issues facing law enforcement. o We continued to attend the Law Enforcement Review Committee Meetings hosted by Deschutes 911. Each department is represented and works to improve interagency cooperation o We continued to send one member to Crisis Intervention training to improve our skill set to deal with the mentally ill o Chief Kelley participated in a meeting with Senator Merkley on Marijuana issues o Chief Kelley continued to serve as the Oregon Association of Chiefs of Police District 13 Representative o Chief Kelley sat on the Deschutes County 911 E-Board o Chief Kelley collaborated with other department heads and the new Director of Deschutes 911 to develop a strategic plan for emergency communications center o Chief Kelley coordinated the Law Enforcement Torch Run which ended at Black Butte Ranch o Chief Kelley spoke at the annual Law Enforcement Memorial event in Bend o BBRPD joined other Central Oregon Agencies in an annual Domestic Violence Sweep Maintained a clean, orderly and professional appearance in our dress, the look of our department and our vehicles. o Kept lobby materials up to date and orderly o Reorganized the garage area to improve the look and functionality for the Kids Program Presentations o Reorganized and updated some of our filing systems Continued our involvement with local and regional law enforcement activities, meetings and civilian events. o Regularly attended 911 Executive Board quarterly meetings o Chief Kelley served as Vice-Chair of the Central Oregon Law Enforcement Services at monthly meetings o Chief Kelley regularly attended Public Safety Coordination Council monthly meetings o Participated in Shop with a Cop and Tip a Cop programs Conducted surveys over the summer to identify access issues Improved knowledge and understanding of Department Policies by utilizing Daily Training Bulletins to stay abreast of low frequency-high risk events Enhanced service by adding Community Education classes and services 7

Lori Steinthal launched our Outreach Program Lori hosted another Giving Tree for the Christmas Season in collaboration with Sisters Fire Department Continued with our Existing Programs o Documents Shredding Program o Bicycle Safety Rodeos o Vacation Home Check program o DEA Prescription Drug Disposal program Followed up cases with calls to complainants and victims o Kept victims informed of case progress o Updated residents on the Burglary/Stolen Car case in February o Utilized thank-you letters for community assistance Helped owners and visitors with the Crash Report Assistance Program Presented Education & Training Program for homeowners, residents and visitors o Driver safety trainings presented by Officer Elliott o First Aid courses presented by Sergeant Schulz o Bicycle Safety o Disaster preparedness o Hosted the Real CSI class with the OSP Crime Lab We remained focused on traditional police operations o Traffic Control o Calls for service o Investigations o Crime prevention o Assisting outside agencies o Market our programs by using fliers and brochures, Channel 3, Facebook and our Website o Vacation rental services GOAL: Attain accreditation We initiated our document gathering process for accreditation GOAL: Be more approachable and improve our communication in our community We continue to strive to deliver improved customer service We use our Social Media presence to o Inform users regularly with updates and items of interest o Compliment the BBRPD Website o Redesign & improve the BBRPD Website 8
