1 TOWN OF WINDSOR POSITION DESCRIPTION POSITION: DEPARTMENT: DIVISION: FLSA Status: Pay Level: Work Status: Work Schedule: NATURE OF WORK Police Sergeant Police N/A Non-Exempt 83-NE Full-time; Regular The Sergeant position requires shiftwork, am or pm start, rotating days of the week, and working days/evenings/weekends as schedule dictates. As a member of the Police Department, incumbents in this position perform a variety of law enforcement activities for the Town of Windsor as a working Sergeant leading a squad of police officers to assure proper maintenance of public peace and order enforcing ordinances, state, and municipal laws and discover and/or prevent the commission of crimes. Incumbents in the position are required to perform work in a manner consistent with and exemplary of the Town s PRIDE philosophies and the Town s Equal Opportunity Employment policy. SUPERVISION EXERCISED Incumbents in this role may directly or indirectly supervise non-sworn personnel; to include records employees, code enforcement officers, crossing guards, and volunteers. SUPERVISION RECEIVED Incumbents work under the direct supervision of the Police Lieutenant to carry out assigned duties, functions, roles and projects in both routine and complex circumstances. ESSENTIAL JOB FUNCTIONS The incumbent in the Police Sergeant role is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the town, Department, Division, and pursuant to laws, regulation and practices. Incumbents in this position must be able to successfully perform, be responsible for and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation. The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive: 1. Plan, coordinate, prioritize, assign, supervise, review, and participate in the work of sworn and non-sworn personnel on an assigned shift or platoon. 2. Participate in administration of the department s budget, as well as grant allocations; submit recommendations; monitor expenditures; participate in other administrative functions as assigned. 3. Monitor work activities to ensure compliance with established policies and procedures; participate in the development of and make recommendations for changes and improvements to existing policies and procedures. 4. Conduct periodic staff and equipment inspections; coordinate vehicle maintenance and repair. 5. Prepare and maintain shift schedules for patrol and other personnel; schedule time off and leave requests. PD Position Description Police Sergeant- December 2017 Page 1

2 6. Act as a liaison with outside agencies, the public, and between management and subordinate personnel. 7. Contact and coordinate with other law enforcement agencies in matters relating to the investigation of crimes and the apprehension of offenders, disaster preparedness, training, information systems, and police program management. 8. Establish and maintain effective working relationships with individuals contacted in the course of work. 9. Anticipate libelous situations; reduce or eliminate civil exposure. 10. Answer questions from the public concerning local, state and federal laws, procedures, and activities of the department; participate in community meetings, including oral presentations. 11. Train and evaluate assigned personnel; provide training, guidance, and counseling to assigned personnel; complete employee performance evaluation and reviews as required on sworn and non-sworn personnel; promote career development of staff. 12. Participate in all normal shift activities as assigned, including enforcing local, state and federal laws, issuing citations, making arrests, administering first aid; responding to hazardous material incidents and completing necessary forms and reports. 13. Prepare regular and special reports. 14. Coordinate and supervise special programs or projects as assigned. 15. Conduct Internal Affairs Investigations. 16. Supervise and assist subordinates in follow-up investigations, including the gathering of evidence, questioning of witnesses, and apprehension of suspects. 17. Supervise and participate in the preparation of reports for various cases, including cases going to trial; prepare supplemental reports as required; appear in court to present evidence and testimony as required. OTHER DUTIES Depending on organizational need, additional duties may include the following: May be involved in special projects that are directly or indirectly related to essential job functions. Continues educational and certification requirements in order to remain abreast of current methods and procedures. Assisting other departments as necessary. May participate in town employee committees, projects or assignments as required. Other assigned activities by the Chief of Police or Police Lieutenants. I. KNOWLEDGE, SKILLS & ABILITIES Modern police methods and procedures, including patrol, crime prevention, community policing, traffic control, and investigation. Pertinent local, state and federal laws, codes and regulations, including laws governing the apprehension, arrest, and custody of persons. Rules of evidence pertaining to search and seizure and preservation of evidence in traffic and criminal cases. Techniques and applications of self-defense and proper use of force. Use, operation, and maintenance of police equipment, such as police radios, vehicles, and tools (including firearms, TASERS, and impact weapons). 3 Principles and methods of training and instruction. Proficient understanding of and ability to use computers and supporting applications. Methods and techniques used in interviewing witnesses, victims, or suspects. Principles and techniques used in public relations, including techniques and principles of effective interpersonal communication. English usage, spelling, grammar, and punctuation, including principles of business letter writing and basic report preparation and review. Principles and practices or personnel deployment, supervision, training, scheduling, and performance evaluation. Supervise, organize, schedule, evaluate, train and review work of assigned sworn and no-sworn staff. Gather, assemble, analyze, evaluate, and use facts and evidence. Obtain information through observation, investigation, and the interviewing of victims, complainants, witnesses, and suspects. Conduct and supervise a variety of criminal and special investigations. Control violent people and affect arrests. Use and care of firearms, other police equipment and vehicles. Exercise sound judgment and rational thinking under dangerous and stressful conditions. Interpret, apply, and make decisions in accordance with applicable local and State and Federal policies, laws, and regulations. Interpret and explain town law enforcement policies and procedures. Think clearly and act quickly in a variety of situations. Perform the full range of law enforcement assignments. Communicate clearly and concisely both orally and in writing, including preparing clear and concise reports and routine correspondence. Engage tactfully and courteously with the public and law enforcement personnel. Demonstrate a high ability to interact with the public courteously, with patience and a positive attitude. Maintain contact and preserve good relations with the public; respond to requests and inquiries from the general public in a timely manner. Establish and maintain effective working relationships with those contacted in the course of work. Work irregular hours, including evenings, weekends, and holidays. Meet and maintain all department, State, and Federal Peace Officer Qualifications. Astute and current in law enforcement best practices and industry standards. MATERIALS and EQUIPMENT USED Materials and equipment used include, but may not be limited to the following: a. Equipment: Position requires use of various equipment including vehicles, lethal and less-lethal weapons systems, computers, recorders, phones, radios, AED, duty belt, ballistic vest, fire extinguisher and general office equipment and supplies. 4 The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Primary functions may require maintaining physical condition necessary to sufficient mobility to work in a law enforcement setting; restrain or subdue individuals; walk, stand, sit, or run for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; wear a police utility belt; operate law enforcement and general office equipment; requires sense of touch, finger dexterity, and gripping with hands and fingers; ability to communicate verbally to exchange information; ability to operate office equipment including use of computer keyboard; ability to operate a vehicle to travel to various locations; ability to operate firearms, TASER, knives, impact weapons and handcuffs; see in normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment; hear in normal audio range with or without correction. Work is performed in reactive emergency, natural or man-made disaster, and routine peace keeping environments with travel from site to site; work in intense life-threatening conditions; exposure to dangerous persons, firearms and communicable diseases; frequently exposed to vibration; frequently exposed to outside weather conditions; such as extreme cold, extreme heat, rain, or snow. The employee is required to work frequently with the pubic in crisis and non-crisis situations; exposed to potentially hostile environments. The employee is occasionally exposed to fumes or airborne particles; extreme/uncomfortable conditions in various types of structures. The employee is infrequently exposed to explosives, toxic or caustic chemicals, moving mechanical parts, working in high, precarious places, and risk of electrical shock. The noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, firearm training, etc. Safety Sensitive: This position is considered safety sensitive because the incumbent must operate a motor vehicle, as a regular function of his/her daily job duties. EDUCATION, EXPERIENCE AND FORMAL TRAINING Must have five (5) years of full-time responsible experience in a Colorado P.O.S.T. law enforcement agency at the level of police officer or higher. Must possess at least 60 college or university semester units of course work from an accredited college or university. Desirable Qualifications Demonstrated success as a law enforcement coach and mentor of experienced and inexperienced officers. Current or previous law enforcement supervisory experience at the rank of Corporal or above. Current or previous law enforcement experience as a field training officer. Associates degree, or higher from an accredited college or university. Formal and recognized law enforcement supervisor training. LICENSES OR CERTIFICATES A valid Colorado Driver's License that meets the Town of Windsor s requirements to operate Town vehicles. Must possess Colorado POST certification at the time of appointment. Must have current CPR, AED and First Aid certification or ability to obtain within 30 days of hire PD Position Description Police Sergeant- December 2017 Page 4
