1 Flotilla Meeting Minutes May 18, 2015, MIO Building Minutes taken by Member Richard Scher Open Meeting 7:20 PM Call to Order Pledge of Allegiance / Moments of Silence Welcome 8 New Members new and first-time prospective members present Quorum present 26 Vote on Minutes Flotilla Commander Anthony Carter announced: 1. Survey We received a significant response 25% from Members to our first Membership Survey! Thanks to all who gave attention to and returned the survey. We will review the responses and advise Members of our findings at the June meeting. 2. We are entering a very busy time: National Boat Safety Week kicked off on Saturday, May 16 and goes to May 22 1

2 Fleet Week starts up just two days from now May If you are participating in Fleet Week be sure you are in proper uniform and ready to extend military courtesies to our men and women in uniform. Your professionalism reflects on the Auxiliary. When you see Members of the armed forces, a polite nod and saying thank you is a good way to acknowledge their dedication and service to our country. Memorial Day Parade City Island May 25. Auxiliary Members are requested to join in and participate with Flotilla for their 94 th Annual Parade hosted by the American Legion Leonard Hawkins. Parade starts at 2:30 PM on Pilot Street. Parking is available for Members. There is still time to contact POC David Mooney, VFC, at (646) or uscgauxdmooney@gmail.com 3. Division has requested from all Flotillas a report on their Mentoring Program which must include Mentors and new Members names, no later than at the June Division meeting. Therefore, we will be assigning Mentors to new Members and hope for cooperation from all. Mentors will assist new Members whenever possible, assure that they meet all requirements and, in order to guide new Members within the Auxiliary, get to know what interests them, etc. this also gives New Members a direct resource within Auxiliary. 4. As you know from the mailing I sent out to you, the USCG launched a boating safety mobile app which instantly gives the boating public access to crucial boating safety information. This information was also sent to our Flotilla partners and I have already received positive responses: One wrote: I posted it to our Facebook page and will add it to our next newsletter. This came right in time, as we started to enforce submissions of float plans on each sail and this is a great way to do it. Another boating association advised while I was conducting VSCs on Saturday that they would be sending this information out to their Members as well as to individual boaters at their marina. 2

3 5. I hope Members had a chance to review the power point I sent out on benefits provided by the USCG Auxiliary Human Resources Division. We are also looking into additional possibilities that other Members were offered for the Auxiliary and we await word from District and Division. I will advise all of the decision reached. Flotilla Vice-Commander Stephen Johnson announced: VFC Report: Below are some highlights since our May Flotilla meeting. Continuously seeking interested members for four (4) FSO positions: CM, NS, PA, PB. Interested members should review each job description, take prerequisite online/classroom courses, and submit to VFC their resume, and brief summary as to how they are the perfect candidate for the position and what they can offer within the position to better the Flotilla. Appointed a new FSO-SO (Safety Officer), Val Yankovskiy whom is currently working with our members to meet the new position s expectations. Participated in Gate Watch Duty on Monday, 18 May I met with BOSN3 E. Zambrana and BM2 M. Jastremski, in which daily meal orders were established for lunch in the cafeteria for future shifts. Currently, I m the only Auxiliarist that has participated in the Gate Watch since commencing. Our Flotilla has six (6) members whom previously have expressed interest in participating in the 4hr shifts - Gate Watch at Station New York. Members must have a USCG Aux ID Card to participate. Members must be in complete ODU with sleeves rolled up, and have a valid government issued ID card to verify who they are. Interested members are asked to submit their names to the VFC as soon as possible for submission to POC at Station New York. (Stephen Johnson, Orlando Villa, Benjamin Ayala, Alpha Bah, and Janet Tyrna. Raheem Soto initially showed interest, but is no longer able to participate due to the new directive by Sector New York.) Participated in Fleet Week by assisting at the Public Affairs booth at the Intrepid, and taking a tour of the Naval and Coast Guard vessels along the 3

4 Hudson River Piers. Continuously working on a few PE and HR events at the Staten Island Ferry Terminal, (and other locations) in our AOR. FC Robert Sedgwick of Flotilla has a POC for Staten Island Ferry Terminal, and dates are just needed to be presented and considered to be approved. Additionally, we are seeking same opportunities at the South Street Seaport. FSO Reports: FSO-CS: Jason Bauer states we currently have 206 likes on our Facebook page, and 79 followers on our Instagram page. FSO-DV: Marvin Brody has not submitted an electronic report as of yet. FSO-FN: Timothy Polgar states $ received and $ paid out with an ending balance of $10, for the month of April FSO-HR: Orlando Villa has not submitted an electronic report as of yet. FSO-IS: Stefan Jacom-Ramos submitted a detailed report. We ve decreased membership by one (1) member due to transfer as member relocated to Florida for a total of 94 Auxiliarist. Members reported a total of 2462 mission hours year-to-date, with 68 out of 92 members reporting. Currently have hours that have yet to be entered. We have eight (8) members in REYR status in several functions. Members are reminded to submit their 7029 hours by the last day of each month prior to our Flotilla s meeting. Starting in June, will be ing the Annual Member Letters for the Flotilla Membership to review and make sure that their information is accurate (hours, address, , ICS Courses, etc.) FSO-MA: Cristin Buiciuc states ordered materials for FSO-HR, FSO-VE, FSO-PV, and FSO-PE for upcoming events and processing of prospective members. FSO-MS: Michael Kessler reports completed the UPV PQS and check ride requirements, and accompanied the qualifying officer on UPV s at the Atlantic Highlands Marina and the 4

5 North Cove Marina. Michael is currently awaiting the final phase of becoming UPV qualified which is the board and designation by Sector NY. The Lower Manhattan Flotilla is currently conducting VSC s for mainly paddle craft, and expects our Flotilla and Division 5 to begin motor boat VSC s shortly. Michael is expecting to have his UPV designation completed prior to the marina visits so UPV inspections and UPV fleet accountability can begin. FSO-MT: Charles Jeff Rooney states members in AP or IQ status are encouraged to attend an ABS course as soon as possible, as these sessions will be very informative and will help elevate them into BQ status. We have a series of upcoming training throughout the District, Division and Flotilla; and new members are advised to schedule training consultation sessions with Jeff as soon as possible. An updated Member Training Opportunity Digest will be ed out soon. FSO-OP/SO: Val Yankovskiy has not submitted an electronic report as of yet. FSO-PE: John Bilas reports established new contacts while conducting over fifty-five (55) PV visits and promoted PE courses. Made calls with instructors to administer and schedule PE courses. Will be conducting a public education workshop along with other instructors during the summer months, in certain select locations including South Street Seaport, Tent & Trails Shop, EMS Soho Store, etc. Participated during Fleet Weekend promoted Public Education, and assisted at the Public Affairs booth. Established a PA booth at the New York Sports Expo for July 2015 and will be promoting PE. FSO-PV: Joy Scher states twenty-two RBS PVs conducted during the month of May 2015, with a year-to-date total of 119 RBS PV visits. Will be reaching out to current RBS PVs in REYRs and encouraging interested members to take advantage of the next few months to get rectified and/or qualified in this member function. Also sent out a link to members with a Power Point Presentation for the 2015 RBS PV program. Important, all PV s must report to the FC and VFC prior to going on a program visit. FSO-SR: Richard Scher states updated current attendance roster to reflect current membership of 94 members. FSO-VE: Andrew Thurman states three hundred and seventy one (371) VSCs were conducted with three hundred and sixty six (366) Paddle Crafts passing and one (1) failing; 5

6 four (4) Motor Vessels passing, and zero (0) failing. A second batch of decals have arrived and plans are being made to conduct more VSCs with out RBS partners. Manhattan Community Boathouse has confirmed for 30 MAY 2015 with 70 kayaks. Congratulations to Nicholas Cianca on becoming a qualified VE. FC Anthony Carter presented the following awards to members.
