Rosenberg, DCDR As we approach the dog days of summer, we must keep SAFETY in the forefront, not only for the Boating Public, but for our Members as well. That is why we have TCT, (Team Coordination Training) Keep Alert!, and Keep Abreast of what s happening! Most of all, keep aware of your Shipmates We all need to keep alert to changing conditions, during our many On the Water Missions: Safety Patrols, Crew Training, Regattas and ATON Missions. GAR Scores are also very important and need to be taken seriously. They represent the Coxswain and Crews capabilities, fitness, knowledge and qualifications. They also need to be reassessed any time there is a change in conditions, during the mission. Although the weather didn t cooperate, we kicked off National Safe Boating Week, with a lot of enthusiasm throughout the Division. Flotillas are moving forward with their RBS programs. Several PA and PE Events have been held, or are in the works! Our Safe Boating Classes proved to be a hit with the Boating Public, throughout the Division. Accolades to all that participate and make them a success. Boaters are becoming more aware of SAFETY on the WATER, and also around docks and boat ramps. THANKS to our constant preaching of SAFETY AWARENESS! This is especially important when children are present. We must endeavor to reach the Boating Public, and continue preaching SAFETY and setting the example for all. That is our Mission and Goal. This will be conducted as follows: dry land training at Painter Firehouse on: July 10: , July 12: and July 13: On the water training will occur as follows: July (this might be a good time since there will be an Anglers Club tourney that day (I suspect John and I might be fishing that day) but it would be a time to show the flag and give the trainees experience watching for other boats. The time would put the patrols on the water before the Anglers and has them out before the tourney ends. Also we could conduct a drill with John or me acting as a lost fisherman. July 19 Night patrols July 20 Final training patrols and first QE rides July 21 QE Check Rides. This will be open to all interested members of Division 12. Contact Russell Vreeland, FC Flotilla Crisfield, MD FC Alan Myers Accomplishments since the last Division meeting: We had one boat attend an Oil Spill Drill in Salisbury on 25Apr. We had a very rough ride, both to and from the Nanticoke River to provide traffic control for a Triathlon event. We had a boat attend a home made Raft Race on the Pocomoke River on 6 Jun. National Safe Boating Week was a disaster beginning the first weekend with high winds for both days. On the last weekend of NSBW we had lots of rain. Flotilla Ocean City, MD FC Bob Sheehan Our RBS Program is moving forward with our Safe Boating Class held in mid-february, March, April, May and June that were well attended. This will be our first year that we offered five SB Classes. Dennis Kalinowski and Bob Sheehan provided a class for the Maryland State Park Service Rangers at Shad Landing, on 01Jun13. Program Visits have proceeded with two members as new PV s. Vessel Safety Checks began on 6 April and continue every weekend at the West Ocean City Ramp. We have conducted 237 VSCs through May. June s VCSs should promise a good count. Membership is on the rise with 38 members and 2 prospective members. There were combined OWT/ Safety Patrols on 25May13 and 15Jun13. The Ocean City Air Show was supported by Coxswain Rosenberg with Joe Britvch, Cathy and Steve Battistone as Crew in the back bays and crowd control in the OC Inlet on Sat 08Jun13 aboard the Battistone s facility and Coxswain Sheehan with Al Parra and Dirk Esham as crew on Sheehan s facility on 8 and 9June, off shore, covering the northern section (Alpha). All Air Show events were cancelled on Friday, 7 Jun due to heavy weather. The kick-off to SAR Season picnic was held at USCG Station OC with Station Indian River as guests on 29May13. Everyone had a good time with family, food and games. Flotilla is in the process of having a newly created website approved by National. The website was established by Derek Saxmann, FSO-CS. File Transfer Functions are still disabled to the National Server. A work around is in place using the File Manager function of the cpanel page of the Flotilla and Division. I would like all FSO-HRs to get their reports to me ASAP on the last day of each month. In the event your FSO-HR has changed for 2013, please send me the name of the new HR so we can have continuity of reporting. Division FSO-HRs: If my records as reported above do not agree with your reports, please contact me, and we will check for any discrepancy. Send me your report, after first contacting your commander for possible transfers, or deaths or HIGH 12 NEWS retirements in your flotilla, so our figures will agree. It is important to note that once a change has been reported: it should not be reported a second time in a subsequent month. SO-IS: (Jane Celly Peake) as noted in last meeting s report, all IS submissions should go through the FSO-IS, not directly to the SO -IS. The intent of this procedure is to ensure that the flotilla officers are in the loop on all communications and reporting. Last meeting, members were also encouraged to use the new AUX Directory online application to make changes previously requiring submission of a signed The Division has had no member changes via the AUX Directory since just prior to the March division meeting; please remind members that they can make changes using this new, easy process. Submission of correct and complete data reporting forms, and supporting attachments where required, should be part of the training for every qualification. Some of the forms, e.g. 7046, have specific instructions which impact the pdf and forms automatic math calculations. On other forms, e.g. 7038, all the numeric fields should be completed or the data entered will be zero. Please use the most current forms and include all the required information using the

5 HIGH 12 NEWS Page 5 remarks field; what info is required should be part of each qualified member s training and review for the qualification. When entering remarks on AOM for surface patrols, please remember to note: if the name of the QE aboard a training patrol (who is not part of the crew and submits a separate 7030) patrol participants who are not participants in trailering. Situations where the QE participates in trailering but cannot remain part of the crew in situation 2 above, the SO-IS will remove the crew members from trailering who did not trailer. In situation 3, the QE will be removed from the U/W but left on the trailering segments. The IS team is here to assist every member with correctly submitting information so that they and the flotilla receive credit for their efforts on behalf of the Coast Guard and Auxiliary. If anyone has a question or problem, contact the FSO who can involve me as necessary SO-MA: (Mark Olyear) The following is the activity since the last meeting. Received 906 whistles from DIRAUX. The whistles will be divided equally among the flotillas. I have given VFC Al Parra from flotilla their allotment. Flotilla has received their allotment. Flotillas 12-01, and have elected to receive their allotments at the division meeting on June 20, SO-MS: (Gerald F. O Neill) Division 12 participated with two USCGAUX Facilities and crews from Flotillas and in the Sector Baltimore Marine Safety exercise Preparedness for Response Exercise Program Industry Led Full Scale Exercise (FSE) 2013 which was held on the Wicomico River at the Port of Salisbury. The exercise started with an Operations Brief conducted at the Salisbury Fire Dept Training Room. Completion of the planning cycle and the development of the Incident Action Plan (IAP) meet the exercise objectives. The exercise required responders in the Incident Command Post to perform those actions usually associated with a major oil spill in the Wicomico River, which would have impacted the entire City of Salisbury and its area. The Wicomico River PREP 2013 was a full-scale, multi-agency exercise conducted on April 24 th and 25 th on the Wicomico River in the Port of Salisbury. The exercise was designed to evaluate the capabilities and effectiveness of the Coast Guard Captain of the Port (COTP)/Federal On Scene Coordinator (FOSC), Salisbury Fire Department, Cato Gas and Oil, Salisbury Mutual Assistance Group (SMAG), Wicomico County Local Emergency Planning Committee (LEPC), and other local industry partners to carry out their collective responsibilities. The exercise provided the response community an opportunity to improve preparedness by validating information and procedures within the contingency plans, identifying weaknesses (for correction in subsequent versions of the plans), identifying strengths (to share as best practices), and practicing command and control within an incident command / unified command framework. SO-MT: (Don Schaefer: Provided each Division 12 Flotilla FSO-MT and Flotilla Commanders with Diversity materials and a PowerPoint presentation to conduct Diversity Workshops to be completed by September FLOTILLA REPORTS Flotilla 12-01: Flotilla is continuing an ambitious Operational Training Program built on the success we had last year in qualifying two new Crew Members. Flotilla currently has three members undergoing Coxswain Qualification Training and one member pursuing Crew Qualification. A detailed qualification schedule of classroom and underway training was developed in early spring and is being effectively implemented. It is expected that the Coxswain trainees and the

6 Page 6 Crew trainee will be ready for QE examination by September. During 2013, we have held W/S on TCT, Tax Breaks, Operations, Mentoring and Vessel exams. We have appointed a Diversity FSO (Ray Bryant).He will be doing two classes this summer. Flotilla 12-02: Currently organizing a Boat Crew Class. This will be conducted as follows, dry land Training the Painter Firehouse on July , July and July On the water training will occur on July 14. Flotilla 12-03: No report received. See FC Report for any MT activities. Flotilla 12-05: Completed Operations Briefing for Ocean City AOR during 2013 Season Review of POMS replacement system AOMS Diversity Workshop during Flotilla Meeting TCT 1 Hour Annual Workshop after April Flotilla Meeting Flotilla 12-06: A one hour TCT class preceded the May 14 flotilla meeting. Joint training with CG planned in the near future. SO-NS: (Ron West) 1). A recent note form an individual living on Nassawadox Creek on Northampton County passed along information regarding damage to several markers in the creek. ANT Chincoteague was advised and has asked that the Auxiliary take photos, survey for damage, and advise them so that they can determine what materials will be needed to institute repairs. It is anticipated that the requested work will be done in the coming week. Flotilla will likely proved an asset to transport the repair crew to the markers as the creek is somewhat tricky to navigate due to shoaling. All of the lateral markers in the creek have been replaced with danger boards. 2). With Hurricane Season upon us members need to be aware of possible damage to fixed and floating Aids in their area and will likely be asked by ANT Chincoteague or ANT Crisfield to survey for damage following any storm. Be sure to refer to the latest issue of Local Notice to Mariners prior to conducting such a survey to avoid duplication of reports. 3). With limited travel available for instructors, members wishing to obtain ATON Verifier certification need to contact their FSO-NS or myself to arrange for a site to provide the training locally. Current ATON Verifiers are reminded that they MUST submit at least one ATON or Bridge report annually to remain current. 4). As a reminder, only the Excel format ATON and Bridge forms (7054, 7055, or 77-5a) should be used to report discrepancy or verifications of Federal or Private markers and/ or bridges, or for reporting chart HIGH 12 NEWS corrections. Each FSO-NS was provided with a CD with the forms last year. If a member needs the new forms, I can them as an attachment. 5). To date for 2013, 8 members from Div 12 have submitted a total of 22 ATON/PATON. For D5SR, 23 members have submitted 357 reports. SO-OP: (Warren Peake) The warm and humid weather will be coming for on the water operations. It s important to remember hydration and sun protection are essential. Also, when you are on patrol it is everyone s responsibility to be observant of their shipmates for signs of dehydration and heat exhaustion. Remember TCT is a key element in keeping us safe when doing patrols or on the water. As auxiliarists, we have all had extensive boating education through classroom and practiced experience. So our use of the TCT elements helps keeps us focused to effectively use our training. Coxswains and crew should inspect all of their safety equipment for correct operation and wear. If you find defective or worn equipment that can t be replaced from within the Flotilla, send me an with what is needed. In some cases I may be able to help. Battery and NOAA registration currency are tracked in DIRAUX with our input. Because a PLB is

7 HIGH 12 NEWS Page 7 such an important piece of safety equipment, either battery or registration being expired will prevent patrol orders from being issued I want to thank the FSO-OPs and Coxswains for their participation in using AOM. Once over some of the learning curve AOM, it is very straight forwarded and simple to use. No paper to deal with other than receipts and the turnaround time for being reimbursed is significantly reduced. Please remember to use the comments to describe the patrol and of course the event number of if using a regatta code Using the QE Request form when a QE is needed has been existing D5 policy/process for some time but not frequently used. That has changed. It is now mandatory that the form be completed and sent to the QE who will register the session with DIRAUX/QE coordinator. SO-PA: (Clifton E. Dize) Division 12 is in the middle of a very busy season. The previous report for Public Affairs was slowly getting started. There have been booths in many types of businesses throughout the division. Many of the flotillas had proclamation signings during National Safe Boating Week (NSBW). Most of the flotilla setup VE/PA events at the ramps and others are still working the ramps every weekend. Barry Vickers and Clifton Dize have visited every flotilla in the Division this year and we thank you for your hospitality. I want to personally thank flotilla for allowing me to visit with them at the NASA safety day at the Wallops Flight Facility. From all reports, it was a great success. Thank you for your hard work this quarter. Keep up the good work and be safe during this next quarter. Have a safe and happy summer. SO-PB: (Cathy Battistone) Provide ongoing support for the Division 12 newsletter, the High 12 News. The latest newsletter for the March 2013 Division meeting was posted on the Division 12 website. The Division 12 Directory for 2013 has been updated several times since the March Division meeting. The updates include assignment of a member (Ray Bryant) to the new position FSO- DV (Diversity) and assignment of a member (Derek Saxmann) for FSO-CS for Flotilla adding new members and sadly to delete members that have crossed the bar. The electronic version of the Division 12 Directory with bookmarks is located in the "members only" section of the Division 12 website. Please keep me informed of any changes in membership information so the Division 12 Directory can be kept as current as possible. SO-PE: (Janie Conquest) this is what I have heard from our FSO -PEs: Flotilla 12-01: 24 June going to teach a boating class to children at a Summer Camp in Bi-Valve, MD Flotilla 12-02: A boating class is in the planning stage for Cape Charles this summer and hopes to schedule a B S & S Class sometime this fall. Flotilla 12-03: Is willing and able to put on a Boating Safety Class when students available. Flotilla 12-05: Maryland Boating Basic Classes: are scheduled throughout the summer. They have been holding them since early spring. Flotilla 12-06: Held two Boat VA Classes during National Safe Boating Week. Have been asked if we would be willing to put on a Safe Boating Class this fall at NASA..which we will! We will hold our B S & S Class beginning in January The VA Instructor Dinner/ Workshop, put on by Ev Tucker DGIF Region 1 Coordinator, on 16 May at the Sage Diner in Onley, VA was a success. Thanks Ev! SO-VE: (Barry W. Vickers) All Flotilla have reported. The examiners are carrying out VSC s at boat ramps, yacht marinas, backyards and repair shops. Of note is the fine effort that two of the flotillas are doing.

8 Page 8 Flotilla is leading with following close behind. Flotillas 12-02, and are turning in good numbers also. Of interest to me is the different styles of 7038 reports I have received. I want to also mention the efforts of Mike Baril (Flotilla12-02) who is planning efforts to visit and fly the flag at so many different locations in his AOR. We must remember that our ultimate responsibility is to educate the boating public and save lives. VCDR REPORT Will Gleim Will challenged other Flotilla s to join the SAR Contest and advised the FC s to take the free tee shirts that he procured. DCDR REPORT Jim Rosenberg Sequestration: Still with us! Most of our travel has been curtailed, or canceled. D-TRAIN in September has been drastically scaled back to 2 days, and reporting in is 1300 hrs. No Classes will be conducted. Entire weekend is in civilian attire. Strictly CGAUX/District business. District will pay for the rooms for DCDRs and VCDRs. Mileage will be reimbursed at reduced levels. NO gala event on Saturday evening. They will have a dinner, but not mandatory. Next year, if Sequester continues, there may be only 1 D-TRAIN, and again at a reduced level. Possible even more cut backs may have to be instituted. The AIMS Accountability Drill held Monday, 17 Jun, came out fairly OK. We had approximately 80% on the first call [113] and the follow-up of [23] Final was 99% contacted. It behooves all FCs to alert their Members and get the message out, so responses are readily given to the drill. Please let your Members know in advance, if possible for drills! The Coast Guard Auxiliary, specifically District 5 [SR] and Division 12 has the task of updating our DIVISION HISTORY. Presently, the first 50 years are on file. We are tasked to do the last 25 years. Not too difficult of a task, but I need all of your input in coming up with significant accomplishments of your Flotillas. A major issue is the demise of 3 Flotillas, 12-04, and That being Cape Charles, Snow Hill and Pocomoke. What year, the reason, and what happened to the Members. Were they assigned to other Flotillas? Please give me some assistance in this endeavor. I would like to appoint a Screening Committee for Division 12 Elected Positions. This has to be done 45 days prior to the August meeting. I think Don Schaefer, along with HIGH 12 NEWS Cliff Dize and Warren Peake would do an outstanding job. Anyone interested in running for our elected positions (DCDR & VCDR)must submit a written letter,to me, prior to the August meeting. The Division 12 annual picnic is now scheduled for Saturday, 14 SEP 13. This change was due to a conflict with District events. Again it will be at Shad Landing, Rt. 113, just south of Snow Hill. Thanks again go to flotilla for giving the Safe Boating Class to Park employees in lieu of payment for the Manokin Pavilion. FCs please do you part in supporting this Annual Event! Diversity Training is moving along slowly. FSO-DVs have been appointed in 1 Flotilla, 2 more are in the process. Flotilla has already conducted a DV Workshop conducted by FSO-MT Schaefer, at the June meeting. Remember, each Flotilla has to read the Commandant s Letter on Diversity, and give a class on DV prior to 1 Sep 13. Make sure when you do these two tasks, that they are noted in your Meeting Minutes. Please note that Annual Financial Reports at year end appear to be a problem in some D-5 units. I don t believe we have a problem, but obviously some do. Sanctions will be levied against Units that do not comply

He requested this assignment, and since he has a high regard for the Auxiliary, was given it. They expect an off station event for CDR Whitehead, but nothing has been firmed up yet.
